    PS outwits minister

Fed up with the Principal Secretary (PS) of hisdepartment, a minister thought the officer wouldbe shifted in an administrative reshuffle. But that didnot happen. What shocked the minister was the PS’sgetting another department with that of the one he isworking for. Now, the minister is pleading with theChief Minister for the PS’s transfer to another depart-ment. The PS has been rewarded for his honesty andefficiency. He barely allows the minister to run thedepartment the way he wants. Both of them havestopped nattering. Accordingly, the minister is gettingthe important work done through other officers. ThePS has, however, told the junior officers that, if they doanything wrong because of the minister, they will facethe music. After the transfer list had been out, the min-ister’s popularity began to ebb out. Ergo, instead of theminister, the officers have begun to please the PS.

    In a jam

Aminister was very happy after a PS had gone to theCentre on deputation. Now, the minister finds him-self jumping out of the frying pan into the fire. Thenew PS, more stubborn than the previous one, goes bythe rule book. It is because of his style of working thata female minister was annoyed with him. A senior offi-cer was not happy with him either. So the PS was trans-ferred. Some of the well-wishers of the minister toldhim the PS would not listen to him. Before the transferof the PS, the minister told the higher-ups to shift anofficer of his choice to the department. As to the min-ister, it is said that, he tried to make some big deals. Butthe previous PS threw a spanner in his plans. So thedeals remained undone. The minister hoped he wouldget those deals done after the PS’s shifting. His efforts, however, show little signs of bearing fruits.

    Officer’s party

Aparty thrown by an IAS officer has become thetalk of the town. The party was thrown for hisdaughter’s going abroad for higher studies. Lakhs ofrupees were spent on the party. The children of manyother officers are also studying in renowned overseascolleges. As well as, the children of a few officers arein good jobs. Yet they have barely thrown any party forthat. During the party, the officer was telling the storyof how his daughter was selected. His showoff at theparty surprised many of his colleagues. Earlier, thisofficer not only maintained a low profile but also keptaway from any controversy. He has, however, begun towork on his own without bothering about its conse-quences. His style of working may put him in trouble.

    Prestige issue

The relationship between the collector and the SP ofa district has gone sour. There was a scrap betweenthem. After that the chasm between the two officers hasdeepened so much so that they have stopped looking ateach other. The dispute has, however, become a prestigeissue between IAS and IPS officers in the state. The col-lector expected that the SP would be shifted in therecent reshuffle of IPS officers. The collector Ma’amtried to get the SP shifted. Her efforts fell on her feet. Some of the senior IPS officers threw cold water on herplans. A few IPS officers also tried to get the collectorshifted. Their efforts, too, fizzled out. The disputebetween the collector and the SP has made other offi-cers worry. Their wrangle over petty matters hasbecome a problem. People in the corridors of power feeltransfer of both the officers can only solve that.

    Who’ll be new DGP?

There are indications that an officer posted to theCentre on deputation may be appointed directorgeneral of police. The Chief Minister met the officer inDelhi and offered him the post. The officer, however, refused the offer at that time. But now, he may say yes. Ifhe becomes the DGP, the state government will be ableto maintain its goodwill as well as cope with the prob-lems. There are reports that the officer is being per-suaded to take over as DGP. Since his retirement is near, there are talks that he will be given two years’ tenure onthe pattern of Rajasthan. He is on good terms with theCentre. His image among the higher-ups is also good. Thus there will be no problem to extend his service peri-od. There are talks on the corridors of the police head-quarters that the officer may take over as DGP.

    Another Transfer

Arecently promoted Principal Secretary (PS) hasbeen transferred again. The problem with this PSis that he is not on good terms with anyone. A fewmonths ago, he was shifted from an important depart-ment, because he was not getting on well with the min-ister and other officers there. He was sent to the statecapital. Immediately after joining the department, helocked horns with the minister. Accordingly, he wastransferred. Nevertheless, there are reports that he maynot be able to maintain good relations with the ministerof the present department. The officer of anotherdepartment holds the reins of power there. During theBJP rule too, he got his hooks into the minister of thedepartment. In the Congress regime, the officer controlsthe minister. The PS may lock horns with the officer. Sohe may be shifted from there too. The PS can work onlywith an Additional Chief Secretary. So wherever the PSis posted, he kicks up a row.
