France Financial Stability Review Launch Event, Paris,

    France): 1 mention

Although policymakers in the emerging markets clearly

face important challenges, these issues should be

taken in perspective because of four main

considerations: 1. Capital flows have been driven by many

factors expectations of faster growth leads to

    higher returns on investment

    2. Emerging market economies have a strong

interest in the continued economic recovery in the

    advanced economies.

    3. Policy makers in emerging markets have many

tools (admittedly imperfect) that can prevent

    overheating. This includes exchange rate

adjustment, monetary and fiscal policies, and

    macroprudentialmeasures.

    4. Spill overs can go both ways.

Financial System (Vice Chair Janet Yellen): 1 mention

She applauds the advancements in reinforcing thebanking sector through Basel III (through its capital and

liquidity requirements). She is also cognizant of

advances made in improving coordination and

supervision of financial institutions that span many

borders and jurisdictions. However, further work is

needed to improve our macroprudential approach to

    managing vulnerabilities.

o 12. March 31, 2011: Regulating Systemic Risk (Gov. Daniel

Tarullo at the 2011 Credit Markets Symposium, Charlotte,

    NC): 2 mentions

    1. Topic: Implementing the Special Supervisory andPrudential Requirements The Purpose of this special

    regulatory regime is macroprudential.

If the goal of the Fed when we use the term

    macroprudential regulation were to prevent

asset bubbles, excessive leverage, poor risk

assessment and the recurring consequences of

such elements in the macroeconomy, then the

target would be wholly unrealistic. However, the

goal of the Fed is to reduce the likely incidence of

such crises, and limit their severity when they

    do occur.

    8/21

So we must juxtapose a financial system that

    provides reasonably well-functioning capital

intermediation with the ability to withstand

    systemic risk.

    2. A forward-looking, macroprudential perspectivealso requires attention to the co-movement of firms

asset valuations and revenues in a stressed

    environment.

    o 13. April 4, 2011: Clearinghouses, Financial Stability, and

Financial Reform (Chairman Bernanke at the 2011 Financial

Markets Conference, Stone Mountain, Georgia): 1 mention

    1. In order to implement the macroprudential, or

system approach to regulation (encouraged by the

Dodd-Frank Act which aims at improving transparency,

resilience, and financial strength of clearinghouses

financial market utilities), regulators will have to gain

greater insight into the complex linkages among

clearinghouses as well as those between clearinghouses

and the financial firms that rely on and support them.

    times.

    1. The IMF encourages countries to turn to

macroprudentialtools before making use of capital

    controls.

    2. Macroprudential tools generally are designed to

enhance the resilience of the financial system, a

broader and more enduring objective than directly

    managing capital flows.

    3. Operationally, macroprudential tools typically do

not discriminate between residents and nonresidents,

    nor differentiate by currency.232
