Q77: REQ-66 states: “For proposed equipment and devices, the TSI shall provide certifiedresults from prior testing by the manufacturer or certified test results from anindependent testing laboratory approved by MBA certifying the equipment and devicesmeet the environmental specifications as indicated below in Table 6-5.”Some cost-effective and reliable COTS devices do not either meet some of the MIL-specslisted in this section or are not tested to some of the specifications listed in Table 6-5.For example, COTS CCTV cameras do not typically include vibration specs or ElectrostaticDischarge specs. Can the Mil-Std specs be eliminated or replaced with specs that aremore closely aligned with COTS hardware?

A77: Proposers may, in lieu of certified testing to MIL standards:

Provide information showing that the proposed equipment has been successfullyused in other tolling environments for a period of at least two years, includinglocation, number of units installed, number of units failed, and contact informationfor the toll operator where the equipment was used; or

Provide to MBA all environmental specifications published by the equipmentmanufacturer, and ensure the equipment’s installed environment on MBA’s facilitiesare within all allowable environmental ranges published by the manufacturer.

Q132: REQ-54 requires that we install a smart interface to the existing UPS to detect batterystate change in status. What is the make and model of the UPS that we are required tointerface to?

A132: The UPS is Liebert Model# MB1C0030C25QS25. Requirement 54 (REQ-54) is herebyremoved from the RFP.

New Questions:

Q134: Section 3.11, Page 3-35: Is it expected that all legacy data will be imported to the NTCSas is? Is it acceptable that the data is summarized for historical reasons? Will MBA keepa full backup of the legacy database locally? Approximately how much space isconsumed by the current scanned documents and artifacts associated to customeraccounts? Is it expected that DVAS video be migrated?

A134: Proposers should assume that all legacy data will be imported to the NTCS. Somesummarization might be allowed but that will be determined during the design phase.MBA expects that full backups will always be available. There is no need to migrateDVAS video. There are no scanned documents or artifacts associated with currentaccounts.

Q135: Section 6.6.1.7, REQ-113, Page 6-10: Does the “monotonic change to time”requirement only apply to the Lane Controller software?

A135: Yes.

Q136: Section 6.6.3.2, REQ-162, Page 6-13: Should the collector have this ability or controlledby the Plaza supervisor? This statement conflicts with REQ-226 that states “In lieu of atoll amount paid, receipts for MacPass transactions shall print a user configurablemessage such as “PAID BY MACPASS” in recognition of unknown discounts or fees thatmay be applied to the transaction.” Should the PFD behave similarly?

A136: The function described in REQ-162 shall be a configurable parameter that can bechanged by any user with appropriate system credentials. The second sentence ofREQ-226 (starting with “In lieu”) is hereby removed from the RFP. The PFD shouldbehave as required by the RFP.

Q137: Section 6.8.2, REQ-351, Page 6-30: Is the deposit amount different per account or tagtype? Is the deposit amount automatically applied or manually entered?

A137: There will be no requirement for transponder deposits. REQ-351 is hereby replaced inits entirety with the following: “The Account Management Subsystem shall becapable of supporting sales of transponders. Revenue from transponder sales shall bedistinguishable from funds deposited for future toll payments.”

Q138: Section 6.8.2, REQ-353, Page 6-30: What is the procedure to confirm the acceptance ofterms when the account holder opens the account at the Plaza window?

A138: When customers open accounts in person they are provided a copy of the terms andconditions of the account. Those terms and conditions state that by opening theaccount the customer agrees to abide by them. When opening an account online thecustomer is required to check a box indicating their agreement.

Q139: Section 6.8.3, REQ-379, Page 6-32: Is it expected the NTCS will include independentreport writer software for use on specific workstations or should ad- hoc/report writersoftware be integrated with the NTCS?

A139: Either configuration is acceptable.

Q140: Section 6.8.6, REQ-402, Page 6-35: After creating an account, is it expected that acustomer can view/print the Application with their information pre-populated or is thisrequest to a form that the customer can print and mail in or bring to the office?

A140: Most commuter account customers will be encourage to, and will, sign up onlinewhere no application is required. However, at the POS a “form/application” will beused to gather information from the commuter customers so that an account can beestablished.

Commercial customers must set up their account by contacting MBA directly and willbe asked to provide information about the company and their vehicles, etc. on aform/”application”.

Q142: Section 6.9.1, REQ-425, Page 6-37: What is a resolution code?A142: A resolution code indicates the final resolution of the transaction, such as:

Q143: Section 6.8.1, REQ-344, Page 6-29/30: Will MBA provide the cross reference list?A143: Yes, to the successful firm.

Q144: Section 6.7.4, REQ-283, Page 6-24: Can a high level workflow be provided on how it isexpected the overall process works; from collector to bank deposit and audit?

A144: Toll collectors can collect cash or credit cards as payment for vehicle transactions aswell as payment by MacPass. Transactions in unstaffed lanes can only pay byMacPass. Each collector’s daily transactions should equal the total of the cashcollected, credit card usage, and MacPass usage. The sum of cash collected by eachcollector is dropped into a vault. The vault personnel count each collector’s funds andenters these counts into the toll system prior to making a deposit slip for the totalday’ cash collected. The collector’s transaction data is sent from the lane controller tothe toll system. Only audit personnel may see the vault count compared with thecollector’s transactions paid with cash and any differences. Although credit card usesand MacPass uses to pay for transactions have nothing to do with the vault, acollector’s total day’s classification are summarized and reported to the auditor bypayment type. The auditor can make corrections to collector funds dropped into thevault based upon a mis-tagged money bag, a vault counting error, wrong transactiondate on money dropped, no identification on a dropped funds, etc. The auditor canchange collector transaction reported by the lane controller and change the paymenttype and amount to correct errors. If these errors effect a MacPass account, the

auditor can adjust the transaction to correct the MacPass account. Differences inaudited collector transactions and audited payment types result in the collector beingover or short.

Q145: TRG, Section 6.7.4: If proposer has alternate solution that may be more efficient, canthe description be included in the response section? If yes, will it affect the TRG Pagelimit?

A145: Narrative responses in the TRG are only allowed in the sections that require such anarrative. Proposers that want to provide information about sections where nonarrative is required should provide that information in a related section that doesrequire a narrative. In this case, information about the Vault might be included in thenarrative for Section 6.7.4 Finance/Audit Subsystem Requirements.

The page limits remain the same regardless of where information is presented.

Q146: TRG, Section 6.7.5: If proposer has alternate solution that may be more efficient, canthe description be included in the response section? If yes, will it affect the TRG Pagelimit?

Q150: Section 6.8.5, REQ-398, Page 6-34: Please explain/elaborate on what is meant by“immediately returned transactions” and “(distinguishing MacPass)”.

A150: This will be addressed in a future addendum.

Q151: Section 5.9.3, BR-99, Page 5-9: Is automatic calling a hard requirement?A151: No. Only automated emailing is required. The requirement for automated calling and

texting is hereby removed from the RFP.

Q152: Section 5.5.4, BR-32, BR-37, Page 5-3 and 5-4: BR-37 conflicts with BR-32. Is the tollrate additionally based upon: MacPass Type, MacPass Account Type, lane, laneoperating mode and time? Can a new fare rate go into effect mid-day?

A152: BR-32 describes how the toll is currently determined. BR-37 states what parametersthe system must support should they be required in the future.

Q153: Section 6.8.6, REQ-401 –411, Page 6-35: Do the requirements spelled out in section6.8.6 apply to MBA-internal websites provided by the TCS or only patron facingwebsites?

A153: The requirements apply to the customer (“patron”) facing website. It is not clear what“MBA-internal websites provided by the TCS” might be.

Q154: Section 6.9.1, REQ-442, Page 6-38: Can linked sections within user manuals besubstituted for in-application help screens?

A154: No.

Q155: Section 6.6.2.2, REQ-135, Page 6-12: Due to height restrictions, will side mountantennas be acceptable?

A155: Side mount antennas are acceptable as long as they meet the functional andperformance requirements of the RFP.

Q156: Section 3.6.1, Page 3-16: Is a desktop RFID reader required in the booth and if so, whatwould the purpose be?

A156: The diagram (3-1) incorrectly lists an RFID reader as part of the Booth Subsystem. NoRFID reader is required in the booth.

Q157: Section 3.19.1, Page 3-44: The overhead Canopy signs are no longer available topurchase, would the proposer be required to demo the signs during the FAT?

A157: During FAT, it would be suitable to have a demonstration of how the signals from thelane controller change when required. For instance, a series of LEDs, eachrepresenting a different sign message (open, closed, MacPass Only, etc.) would beadequate.

Q158: Section 5.5.1, BR-27, Page 5-3: Will the NTCS lane controller interface to the existingOverhead Canopy Sign via digital outputs? If yes please answer the following:

1) How many outputs are required (how many types of messages maximum doyou need supported)?2) What is the specification for the outputs(is it TTL 5v for example)?3) Where are the leads to the digital outputs currently (In the tunnel near theexisting lane controllers, for example)?

A158: The Proposer should contact the manufacturer to determine the best method ofintegration. The interface should support at least 16 distinct sign messages.

Q159: Section 2.1.1.4, SECTION IV: It states that proposers are not required to include the planin the proposal, but the proposal shall contain a heading for this plan. Please clarify

A159: The proposal shall contain a heading for QA/QC but the plan will not be required untilafter NTP. See Section 2.2.

Q160: Pricing Spreadsheet: Where should installation and other labor hours be entered?A160: Please see the updated Price Spreadsheet posted with this Addendum.

Q161: Please identify the exact test plans that are required within the Master Test Plan.A161: The Master Test Plan shall cover all of the test phases described in Sections 3.7.4.1

through 3.7.4.6.

Q162: Section 5.3, BR-1, Page 5-1: What is the retention period for the archived DVAS videodata on the archive? Do they need 1 years’ worth, 5 years, etc.

A162: Please see BR-78 and REQ-49.

Q163: Due to the delay in response to previously submitted questions, it is possible to extendthe time period for question submittal in order to allow follow up questions based uponMBA answers to aid in a cost-effective proposal?

A163: Please see Notice 10 above.

Q164: Section 6-36, REQ-408, Page 6-36: Can you modify this requirement so that a “ContentManagement Framework of System” is not required, but rather “The CSC Subsystem

A164: Implementation of this requirement does not necessarily involve an “official” ContentManagement Framework product. However, MBA-authorized staff must be able tochange ALL static information (i.e. not derived from a database) on the websitewithout any knowledge of web coding, without extensive training, without anyassistance from the TSI, and without any additional cost.

Q165: For Lane Equipment that is available for re-use, will the Authority make the associatedspare equipment and parts available for use by the winning TSI?

A165: Yes.

Q166: REQ-349, Will processing costs and transaction fees for ATM Verify or similar service bepaid as a pass through to MBA?

A166: Yes, costs to process transactions through the CC processor and bank, etc., with nomarkup, will be paid by MBA.

Q167: Would MBA consider a different (less-invasive) AVC system, instead of reusing theexisting treadles? If so, can it be offered as an optional item?

A167: Yes, as long at the solution meets the functional and performance requirements of theRFP. No, optional items are not accommodated by the evaluation procedures in placefor this procurement. The Proposer should put forth the best solution that they thinkwill be competitive and meet the requirements.

Q168: Are plans and drawings with dimensions (width of lanes, height of canopy…) available?A168: Any available plans and drawings will be supplied with a future addendum. These

drawings may not have all of the dimensions that Proposers desire. If specificmeasurements are needed, please ask for them.

Q169: Can MBA provide additional information on this point?A169: The question is not specific. What is requested?

Q170: If a motorist passing through a lane in automatic mode is unable to pay by MacPass forany reason and needs assistance, how can he communicate with plaza staff? Should theproposal include an intercom system?

A170: No intercom is necessary.

Q171: Financial Requirements for Non‐Prequalified Consultants/Vendors, Three Low Bids:Could you please clarify this point? What is it need from vendors?

A171: MBA does not require any information beyond what is requested in this RFP.Proposers can disregard the link on Form 5100B to “Financial Requirements…..”

Q172: Do proposals need to be electronically signed?A172: This will be addressed in a future addendum.

Q173: Section 2.1.1.5, Page 2-6: Can "Senior executive" and "Scheduling" functions beperformed by staff included in Key Personnel?

A173: Yes.

Q174: Section 2.1.1.5, Page 2-6: Please expand on "Senior Executive" definition as per section2.1.1.5.

A174: The TSI must assign a senior executive that has direct oversight of the NTCS project.This person would serve as the senior level resource that MBA could contact withconcerns if the Project Manager does not provide appropriate or timely response toproblems with the project.

Q175: Given today June 21st is the deadline to submit questions and some of the previouslysubmitted have not been responded yet, would MBA consider granting a one-weekextension on the deadline for submitting questions and the final proposal due date?

A175: Please see Notice 10 above.

Q176: Could you please confirm if the removal of the existing equipment is under the scope ofthis proposal?

A176: Where needed and requested in writing, MBA staff will assist with removal of existingequipment.

Q177: Section 3.4.6: If a Gantt chart is provided under section 2.1.1.3.6 -Preliminary Schedule,do we need to provide also the Gantt chart in the Technical Response Guide or can wemake a reference to the Gantt chart in 2.1.1.3.6?

A177: Proposers can provide the Gantt chart in Section III of their proposal and thenreference the chart in Section 3.4.6 of the TRG. However, Proposers must ensure thatthe chart conforms to the requirements as described in RFP Section 3.4.6 and SectionB of the corresponding section of the TRG.

Q178: Section 5.5.1, BR-27, Page 5-3: Will the NTCS lane controller interface to the existingOverhead Canopy Sign via digital outputs? If yes please answer the following:

1) How many outputs are required (how many types of messages maximum do youneed supported)?

2) What is the specification for the outputs (is it TTL 5v for example)?

A178: The Proposer should contact the manufacturer to determine the best method ofintegration. The interface should support at least 16 distinct sign messages.

Q179: Section 6.6.2.1, REQ-130, Page 6-12: Is a barcode or handheld RFID reader in the lanerequired for reading tags that did not get read by the RFID antenna? (If so, note thatthere are two types of 6C sticker tags available – a large size format (3.74” x 2.36”) thatsupports an outside facing barcode with tag number encoding (and looks like a vehicleregistration sticker), and a small size format (typical for tolling applications, at 3.14” x0.94”) which only supports the TID encoded on a barcode of the sticky outside view andthe TID value does not include the tag serial number which you would need to scan,however the tag does include this on the inside, customer facing side of the windshieldtag.)

A179: No barcode or RFID reader is required in the toll booths. Also, see Question andAnswer #107 from Addendum #2.

Q180: Section 6.8.6, REQ-409, Page 6-40: Can you modify this requirement so that a “ContentManagement Framework of System” is not required? Can it be re-worded to: “The CSCSubsystem shall allow MBA authorized staff to easily log in and update limited webpageelements related to the Plaza Facility and surrounding environment of possible interestto users, similar to how a Content Management Framework works.”?

A180: Did you mean REQ-408? See Question and Answer #164 above.

Q181: Section 6.6.2 And 6.6.2.1, REQ-118 And REQ-128, Page 6-11: Do you require 6C tags tobe included in the proposal? If so, what is the quantity of tags you wish to obtain,including the break-down by encoded axle count (and class) which can be encoded inthe 96 bit UII memory bank? For example, if you request 10,000 tags, how many are tobe for class 1, 2, 3, etc.?

A181: See Section 10 of the RFP. Transponders are not part of this procurement.

Q182: Is it possible to share the detailed as-is drawings, including distances and dimensionsA182: Any available plans and drawings will be supplied with a future addendum. These

drawings may not have all of the dimensions that Proposers desire. If specificmeasurements are needed, please ask for them.

Q183: As a solution provider are we obliged to maintain the current sensor layout or Is theAgency open to different solutions and layouts?

A183: MBA is open to alternative solutions and layouts as long as they meet therequirements of the RFP.

Q184: Are there any specific network security standards that we need to abide by?A184: This will be addressed in a future addendum.

Q185: Is it mandatory to keep using the current credit card processor?A185: No.

Q186: The RFP mentions an automatic calling (“BR-99 Pursuant to customer opt-in applicationselections: configure and schedule automatic calling…”). Is it possible to be moredetailed about this feature and how it works?

A186: No. Only automated emailing is required. The requirement for automated calling andtexting is hereby removed from the RFP.

Q187: The RFP mentions that refunds are issued through USPS(BR-128). Can you please detailthe current system integration with USPS?

A187: No integration is necessary. Refunds are handled manually.

Q188: REQ-54 The proposed maintenance on-line management system (MOMS) shall issue analarm when electrical service is provided by the UPS. TSI shall furnish and install a smartinterface to the existing UPS to detect a battery state change in status.

Could you please share with us the existing UPS brand and model?A188: The UPS is Liebert Model# MB1C0030C25QS25. Requirement 54 (REQ-54) is hereby

removed from the RFP.

Q189: BR-64 Customers using a MacPass with a Valid or Low Balance status may receive aReturn Passage Discount of ‘x’ value on a return passage occurring within ‘y’ hours ofthe first trip, where ‘x’ and ‘y’ are configurable values. A return passage is defined as atoll transaction occurring in the direction opposite to the immediately preceding tolltransaction where the identical MacPass is used.

This discount has to be visible/managed at the lane or can it be post processed at theBackoffice level?"

A189: Customers must be notified of the toll charged (including the Return PassageDiscount) while travelling through the lane.

Q190: BR-116 Both Commuter and Commercial MacPasses may be present on a singlecustomer account.

BR-102 refers that an an account type can be Commuter or Commercial. Can oneaccount have both commuter and commercial MacPasses? In that case what is theaccount type?

It is a process that requires personnel to implement security bestpractices and technical solutions to monitor and respond to system alerts from all theservers and network devices on a 365X24X7 basis. There is a wide range of securityaudits, and reviews that are rquired on a daily, weekly, monthly, quarterly, and annualbasis to meet with PCI Compliance. Does MBA require, the TSI perform these remotePCI Compliance Management Services?

In addition to that, there are a number of physical security requirements for the MBAFacility, and operational personnel security awareness that is required who operate thesystem. There are several such requirements key for meeting PCI Compliance that theTSI does not have any control over.

A204: PCI Compliance for the NTCS is the responsibility of the TSI. MBA expects that throughtokenization that the scope of PCI compliance will be reduced significantly. All MBAemployees accessing credit card readers have been trained in PCI requirements. Thecomputer room has very limited access and has a PCI compliant fire suppressionsystem. All card reading equipment is read and recorded by the auditor for PCIcompliance with records being available for audit. Specific concerns aboutrequirements should be detailed by Proposers. MBA will work collaboratively withthe TSI to make any necessary changes to procedures and infrastructure but themanagement and achievement of PCI compliance is the within the scope of work forthe TSI.

2.170 Transition Responsibilities

2.171 CONTRACTOR TRANSITION RESPONSIBILITIESIf the State terminates this contract, for convenience or cause, or if the Contract is

otherwise dissolved, voided, rescinded, nullified, expires or renderedunenforceable, the Contractor shall comply with direction provided by the Stateto assist in the orderly transition of equipment, services, software, leases, etc. tothe State or a third party designated by the State. If this Contract expires orterminates, the Contractor agrees to make all reasonable efforts to effect anorderly transition of services within a reasonable period of time that in no eventwill exceed 30 days. These efforts must include, but are not limited to, thoselisted in Section 2.150.

2.172 CONTRACTOR PERSONNEL TRANSITIONThe Contractor shall work with the State, or a specified third party, to develop a

transition plan setting forth the specific tasks and schedule to be accomplished bythe parties, to effect an orderly transition. The Contractor must allow as manypersonnel as practicable to remain on the job to help the State, or a specifiedthird party, maintain the continuity and consistency of the services required bythis Contract. In addition, during or following the transition period, in the eventthe State requires the Services of the Contractor’s subcontractors or vendors, asnecessary to meet its needs, Contractor agrees to reasonably, and with good-faith, work with the State to use the Services of Contractor’s subcontractors or

2.173 CONTRACTOR INFORMATION TRANSITIONThe Contractor shall provide reasonable detailed specifications for all

Services/Deliverables needed by the State, or specified third party, to properlyprovide the Services/Deliverables required under this Contract. The Contractorwill provide the State with asset management data generated from the inceptionof this Contract through the date on which this Contractor is terminated in acomma-delineated format unless otherwise requested by the State. TheContractor will deliver to the State any remaining owed reports anddocumentation still in Contractor’s possession subject to appropriate payment bythe State.

Q210: Section 3.11, Page 3‐35: What is the Legacy Vendor's Obligation to support the TSIduring the transition? Will the TSI be able to get a full backup of the Legacy Vendor'sDatabase?

OPTION 1 : Replace the BOS System (including Data Migration) and the Plaza Systemfirst, and let the TSI's Software interface with the MBA Lanes? Transition thelanes after that from Legacy Vendor to the TSI Solution ‐ one at a time.

OPTION 2: Replace the BOS System (including Data Migration) only and interface withthe Legacy Plaza Vendor. The TSI then introduces the new Plaza System whichwill reside side by side with the Legacy Vendor's Plaza. Both the TSI Plaza an the Legacy Plaza will communicatewith the new BOS till the last lane is transitioned. After that the Legacy Plaza willbe retired.

In both options proposed, the BOS Data Migration should occur before the lanemigration.

Each option has to be chosen carefully based on the complexity of the Legacy Vendor'sSystem. In either case, cooperation from the Legacy Vendor is essential.

A212: Proposers should provide an initial recommended approach to the migration in theTRG (as requested). The final plan will be formulated in conjunction with the LegacySystem vendor and will depend on the characteristics of the TSI solution.

Q213: Section 3.11.4, Page 3‐36: The Statement "Full data migration shall occur just beforeGo‐Live of the NTCS". There are several "Go‐Live" events that the system goes throughin Phase II. The BOS "Go‐Live" occurs soon after the Data Migration. Each Lane "Go‐Live" occurs after the System Commissioning Test for each Lane. Prior to the Lane "Go‐Live" the Plaza "Go‐Live" needs to occur. Hence the 1st sentence of this sectionparagraph does not make that much sense. As requested in the eariler question, canMBA provide further clarity on what MBA is expecting the TSI to perform.

Q246: Section 6.9.1, Page 6‐41: REQ‐416 ‐ For a DR Solution specification, there are typicallytwo parameters defined Recovery Point Objective (RPO) and Recovery Time Objective(RTO). The Recovery Point Objective is the apetite of the Agency to lose data in theevent of a disaster. Recover Time Objective is the time it takes to restore the service tothe alternative site. The cost for the DR Solution increases as both these parametersapproaches zero. REQ‐418 defines the RTO to 8‐hours. However in REQ‐416 seems toindicate that the RPO is 0. Which means that there can be no loss of data and thePrimary and Secondary site should be in sync with no latency. Recommend that MBAproposes an RPO objective so that the pricing for the DR Solution is reasonable like 10‐minutes for example.

A246: The host subsystems are not needed to collect, process, and store transactions.Transactions can be held at the Lane level. Thus, during failover from Primary toSecondary there should be no data loss. Once the failover is completed (manually),the buffered transactions can be transferred to the Secondary for processing andupdate to the TVL, etc.

A sample size shall be selected such that there is at least 80%confidence in the observed accuracy or error rate.” Malfunctioning sensors will not beexcused from determining compliance to KPI’s. Note that malfunctioning sensors willimpact measurements of other KPI’s as well such as availability.

A251: The Primary Host will be on site at the Bridge, connected to the lane by a localnetwork. The TSI will have complete control over that network. Thus networkfailures will not be excluded.

Q252: Section 7.4, Page 7‐9: TI‐01‐ Can you provide more details on how this will bemeasured? What parameter shall be used for capturing this KPI? Will transactionmessage timestamp be used or vehicle exit timestamp shall be used for the start andwill the database logs be used for checking the insert time or the record entry time inthe table will be used? Also how the data will be extrapolated for all the records from allthe toll points to the host system? How the inherent network layout delays will impactthis calculation? It will be difficult to calculate this KPI accurately if any network relatedissues are present.

A252: It is the responsibility of the TSI to build the NTCS such that the KPI requirements canbe measured. In this case, MBA suggests that the system store the appropriate startand end times so that the difference can be calculated automatically. The networkwill be local so the TSI will have control over it’s availability and thus network outagescannot be excluded.

Q253: Section 7.4, Page 7‐9: TI‐02 – Same concern as TI‐01 KPI since inherent network layoutdelays may impact the accurate calculation of this KPI. Realistically near real timeupdate (< 5min) will be the more practical approach toward this KPI calculation.

A253: See previous questions about the nature of the local network between the lanes andthe Primary Host. Customers that make a payment at the POS window can completethe transaction, return to their vehicles and immediately go through a toll lane. Therequirement of 60 seconds is needed to support this behavior.

A258: No. When the Plaza, BOS, and Host Subsystems are not in service, customer serviceand the ability of the staff to operate the system will be hampered. For instance, thePlaza Supervisor’s workstation might not display needed information about the statusof the lanes and the TVL will not get updated so customers will not get accurateinformation in the lanes. These problems, while not having a direct revenue impact,do cause problems with confidence in the system, and may require additionalmaintenance activities by MBA staff.

Q259: Section 7.2, Page 7‐5/7‐6: If minor issues (Priority 3 or Priority 4) occur, then the loss ofany feature or functionality should not be counted as downtime for calculating SystemAvailability under KPI Requirements (AV‐01 through AV‐05).

A260: No. Timely update of MacPass device status to the lanes (TVL) reduces phone calls,visits to the POS window to inquire, and vehicles stopping in the lanes. Timely reportgeneration is critical to making the administration and audit of the system efficient.

Q261: Section 7.4, Page 7‐9: For KPIs TI‐01 through TI‐04, how are LDs calculated? For anexample if for one transaction, the time to post to the host exceeds 60‐seconds, whileall other transactions posted within 60‐seconds, how is the LD calculated? A262: No. MBA believes these response times to be reasonable and remind Proposers thatduring the period between notification and response, the system may be performinglower relative to other KPI’s.

We do not believe that all ofthe Back Office functions could practically be hosted while the databases that hold thetransaction and account information are stored in the Primary Host at the Bridge.

Q265: Section 1.9.2, Page 1-4: Will additional equipment room space be made available? Theexisting equipment room rackspace and floor space is probably inadequate to houseboth the existing system and the new systems during a transition phase.

A265: The existing room will be rearranged to house both systems.

With respect to maintenance, the response times (TI-06 through TI-08) are based onthe TSI’s response to a notification, not on the local maintenance personnel’sresponse.
