INTRODUCTION

• In Raipur district of Chhattisgarh so many good deposits of

low grade limestone used as building material , occur in surrounding of the

• village - Akoldih Khapri The Limestone is a mainly contain calcium carbonate

• and represented by the chemical formula CaCO3 .

• Low grade Limestone is mainly used as a building material in

• construction and road manufacturing works .

• The quarry lease area for which Mining Plan is being prepared

is located in the jurisdiction of village - Akoldih Khapri , Tahsil - Arang

District- Raipur of Chhattisgarh. The Mining Plan is being prepared as

2.4 Infrastructure:

( a ) Power Supply - Three face Electric power is available upto to the

quarry lease applied area .

• ( b ) Communication and Transport - The applied area is located about

1.25 km. meters due north-east of village - Akoldih Khapri, which is

connected by good tar road from the Raipur , Arang ( 40 km.) and Mandir

• Hasaud (8km.). The district head quarter Raipur and other important

commercial places are 20 kms, from the applied area . The nearest public

works department, rest house is located at Raipur. Buses and local taxi are

continuously plying from Raipur and Mandir Hasaud for Akoldih Khapri

•village.

( c ) Land - Proposed land is a non-forest private own land of applicant . No

forest land included in quarry lease area.

( d ) Water supply - Water is available in the area from bore well located in nearby villages and also in applied area . The water is potable and hygienic as no adverse effect on health caused due to water is noticed

(e)School Facilities - School facilities for primary and middle and high

education is available at Akoldih Khapri. College and higher study are

available at Raipur , Nardaha and Mandir Hasaud.

(f)Manpower - Managerial and technical and supervisory will be employed

after the grant of quarry lease. Mine workers will engaged from the nearby

villages. Thus there is constraint regarding manpower.

(g)Police Station 86 Rest House - Village - Akoldih Khapri, fall under the

jurisdiction of police station Mandir Hasaud, which is 8 kms, from the

applied area . Forest rest house and PWD rest house and primary health

centre available at Raipur. Other Government Rest House, Lodges and

Hotels etc. available in Raipur and Mandir Hasaud.

CHAPTER-3 GEOLOGY 85 EXPLORATION

A. Briefly describe the general topography explaining whether it is a Plain land or hilly area and local geology of the mineral deposit within the leasehold. Attach a geological plan on 1:1,000/1:2,000 scale with 1- 3m contour.

The quarry lease applied area Akoldih Khapri Limestone Quarry, belongs to sedimentary rocks of Chhattisgarh Super Group. The area falls under the Survey of India Toposheet No. 65 G/ 15 and bounded between latitude 210 17/ 27.2// to 210 17/38.7// North and longitude 810 47/ 08.4//

to 81047/ 18.3 / / East of Greenwich. Low grade Limestone extensively seen throughout the applied area. It is also evident by surrounding quarrying operation .

Topography

The topography of the applied area is simple. The applied area is gently sloping towards south-east of the area. The general slope of the area is also towards north and north-east direction and drainage is controlled by a small gullies formed due to running rain water along the slope. These gullies area joining the main river of the area named Shivnath river 30 km. away in north-west. The Kolhan nala ( 2 km. ) and Chokra nala ( ) are the main two nalas of the area ultimately join Shivnath river. The highest RL of the applied area is 281 and lowest RL is 280 meters above MSL. There is in average 1.0 meter top soil cover seen in quarry lease area as it is a fresh quarry lease applied area. The soil called as overburden.

The main sources of drinking water is dug wells and bore wells . The ground water table is about 25 meters below the general ground level . The applied area is barren private land. In surrounding there are so many other stone quarries are seen. There are also some agricultural land belongs to the private individuals of the Akoldih Khapri and surrounding villages. The agricultural land of the surrounding grows paddy, gram, local crops and vegetable etc. depending on the rain water only. Mainly Babol and Mango etc. trees are seen in the surrounding area .

The climatic condition of the area is extreme in nature. Summer season is intensively hot, where the mercury touches 45 0 C. The winter season is quite pleasant and during the month of December and January the minimum temperature 120 C . The monsoon lasts for 4 months from June to September with an average annual rain fall of 950 to 1000 mm. Prevailing wind direction is SE-NW ( October to February ) to NE-SW March to September .

• Geology: • The rock formation have been grouped under the Chhattisgarh

Super Group . The area was geologically mapped by Shri. S. Sen and G.C.

Satyanarayan in 1963-64. The Regional Geological Succession of the area

• Soil - Brownish grey black formed due to weathering of limestone and

• occupying the gentle flat ground , most of the area occupy by soil/murrum

• Limestone - The limestone of this area is almost horizontal in regional scale . Limestone is mainly stromatolitic , light pink to dark grey in colour ,

• argillaceous , highly jointed , fractured , hard , massive , compact and braking with uneven fractured . The general strike direction of the limestone

• formation of the lease area is N 15 0 E - S 150 W with 0 to 30 dip towards south-east direction. The limestone is medium hard massive and thickly bedded. • Av. The low grade limestone is covered the whole quarry lease applied area

, found in regular pattern and indicates regarding the potential of

deposit. Directorate of geology and mining have done so many

prospecting operations in Raipur district on regional scale and proved

that the thickness of shaley stone of this area is more than 50 meters.

Some old stone quarries are running nearby in same

villages, and they reached below 10 meters depth, showing the

continuation of the stone deposit in depth. These developed mines

shows clear picture of the deposit found in this area and its nature .

The Akoldi Khapri limestone Quarry lease applied area is a fresh

• DEVELOPMENT AND PRODUCTION PROGRAMME

QUARRYING

a) Method of quarrying

This mining plan is being submitted for grant of quarry lease

. As the limestone is exposed right from the pit surface . The stone deposit at

Akoldih Khapri village are horizontal thickly bedded, medium hard , massive

strata occurring below general ground level up-to 10 meter depth and more

and saleable as building material in various construction work and road

construction etc. .

the proposed quarry operation will be of semi-mechanised

open cast mining operation . The height and width of benches are proposed

to be kept 1 and 5 meters . There is in average 1.00 meter thick soil cover

seen over the limestone formation so there will be one O.B. bench of 1.00

meter height proposed. One production benches of 5 meters in two span

proposed for the period of mining plan. Face slope will be less than 45 0 with

the horizontal. Mining operation will be done on single shift basis. Timing of

• shift will be 8 hrs. from 8 am to 1 pm and 2 pm to 5 pm. Lunch time is

• provided between 1 to 2 pm. Weekly one day is declared as the holiday as per

the local market day of the area on Sunday. •

• The proposed mining operation will be start from the westewrn

part of the applied area as the area having gentle slope in south-east. The

• total working pit depth will be 6 meters maximum . Benches will be advanced

• from south to north direction. Produced stone will be transported by hired

•trucks.

b) A tentative scheme of quarrying, annual program and plan for excavation from year to year for five year

• As the mine-able stone starts from the pit surface and there is

• 1.0 meter thick soil found over the limestone formation . Pit Development will

•be carried out simultaneously with stone production. It is proposed to stack

the generated soil in north-western part of lease boundary within 7.5 meters

• mining limit. Soil will be used for afforestation purpose so no stacking at

mine site proposed. Pit reclamation will be done at the end of mine life by

converting the abandoned pit in small water tank for fishery and irrigation . It

is proposed to open only one pit having 6 meters depth by 1 OB bench and 1

• production bench. The area of stacking of mineral rejects/overburden shown

in the Development & Production Plan bearing Plate No.- 6 for the period

• of mining plan. So there will be no need of separate development plan prior to

• the mining operation for such a small mining operation. The details of year-

Long Term Mine Design : Working of entire deposit of limestone of

Drilling : Light occasional blasting proposed as the deposit is highly jointed

and fractured , therefore no need of regular blasting at quarry lease area .

• Dumping of Waste materials : There is scope of some quantity of waste

• and mining reject in form of small chips generated during the mining and

' • sizing of large stone boulders, called as mine waste/reject it is 100 % useable

•in road construction and filling purpose. There is 20,000 cubic meters soil

will be generate from working pit during the first five years of mining and •

used for afforestation , road maintenance . This will temporarily stacked in

• northern-western lease boundary . So no question arise of additional waste

Loading : Loading will be done by local labours so that employment will be

generate for local peoples . If labour not available than by JCB.

Haulage and Transporting : After the loading of stone in tippers , it will be dispatched to the ordered area. The capacity of tippers will be 10 tonnes. Daily 15 trips will be required . The generation of soil/murrum will be limited in quantity and can be shift by tractors to afforestation site .

MANPOWER DEPLOYMENT

State average daily employment and statutory personals :

( a ) SITE SERVICES

Site services can be classified in following categories:

1. Statutory obligation

2. Maintenance requirement

3. Administrative requirement

1. Statutory Requirement: These facilities will include first aid

station, rest shelter, drinking water facility etc. in the quarry lease area .

2. Maintenance Requirement: As the method of mining will be of

manual in nature, for this purpose maintenance staff will be required for

maintenance of haul road and approach road waste dump stacking and

stabilization of dump.

3. Administrative Requirement: For this a site office is required for

mining staff and will constructed in the proposed place for day to day working

as shown in the Plate No- 6.

Location of proposed site services shown in all the plans .

( b ) EMPLOYMENT POTENTIAL

It will be required after the grant of mining lease . Manpower

required for statutory purpose, supervisory requirement and also required for

various mining operation such as mining , loading and maintenance etc.

• ENVIRONMENT MANAGEMENT PLAN • Awareness regarding environment impact has assumed a greater

• dimension particularly in developed countries. This is evident from the

• stringent law in countries.

Open-cast mining operation comprises of various activities • related to blasting and material handling is also potential source of

• environmental pollution. We are discussing in the following chapters,

The applied area is having flat topography surrounded by barren • land . The proposed lease area is mostly covered with stone . There is no

• (ii) Aesthetic Environment : The mining activities will start in quarry lease

• applied area after the grant of quarry lease. In applied area it is proposed to • dump the waste in systematic manner near the south-western lease

boundary. Reclamation will be started after attaining the maximum thickness

of limestone, which is economically viable .Any unsystematic dumping as well • as opening of pit will be avoided , so that mining activity does not violate the

aesthetic sense of environment .

• (iii) Soil and Land Use Pattern : The quarry lease applied area is a private • land of applicant having no vegetation and not suitable for agricultural

• purpose. The area is predominantly not fully covered with soil . There will be change in the land use pattern after the mining activities .

• (iv) Agriculture : The quarry lease applied area is own private land of applicant and due to stone not suitable for agriculture. So at present there is

• no agricultural activities in applied area. The surrounding area is also the

• same.

• (v) Forest : The applied area does not falling under the purview of forest . It is

• non forest private land of applicant .

• (vi) Vegetation :The applied area at present is devoid of any vegetation due to

• stony land.

• (vii) Public Building , Places and Monuments : There is no public building • ,places or monuments of any importance nearby , which will be affected due

• to this mining operation in future.

S Air Environment :

The proposed quarry operation is small in nature , so there will be no deployment of large machinery or heavy blasting which will create dust or air pollution. The proposed quarry operation will be of manual and very small scale, the only adverse impact will be of increase in SPM which will be generated during the time of transportation.

Source of Air Pollution:

The proposed quarry operation will be of manual and very small scale , the only adverse impact will be of increase in SPM which will be generated during the time of transportation

Mitigation measures

In order to ascertain the quality of air in and around the lease area ambient air quality will be monitored at different stations . The samples will be collected and analyzed for SPM, RPM , SO2 and NO. . In order to maintain the quality of air below permissible limit sprinkling of water will be done regularly at all the points of operation where air will be likely to be affected . The nearest village will is located at a distance of 0.75 km. from the mine and unlikely to be affected.

Water Environment:

At present there is no water source which is passing through the mining lease area. As the lease area is in small and far above the ground level. So there is no chances water accumulation which start contamination of surface water. During the rainy season also no water will accumulated in working pit .

Likely impact of mining on water table :

Ground water will encounter below 25 meters below the general ground level 280 m.RL. As the proposed working will be much above general ground water table 255m.RL. so not going to encounter with ground water table , so there will be no effect on the ground water of the area.

Details of modification/diversion of natural drainage system /Obstruction of water channels and measures taken

No nala or water course passing through the quarry lease applied area or nearby, so no need of modification/diversion of natural drainage system /Obstruction of water channels.

• • Measures taken for minimizing silting and contamination of water

• There are few small water courses in the surrounding of proposed lease area. The siltation of these water courses cannot be ruled out entirely .

• However all precautions will be taken to avoid the siltation of water courses due to surface mining area . The water comes due to rain will settled in a

• pond like tank and only filtered water will discharge into the adjoining area .

• No adverse effect due to such small scale of mining on water regime as there is no any kind of effluent discharge from the mine.

Noise & Vibration:

The proposed method of mining is manual in nature. No blasting proposed for production. The noise will be created in the area due to running tractors or tippers. The noise level may not exceed the level of 75 d(B) A . No proposal of blasting so ground vibration will be nil. So there will not be any remarkable impact due to this mining operation on noise pollution .

Storage of explosive (like capacity and type of explosive magazine)

Light occasional blasting proposed which will be done by approved contractor . So no proposal of storage at mine site.

Human Environment:

Due to this proposed quarry activities, possibility of migration of labour from the surrounding areas. For this reason there will be increase in human settlement of the area . Due to increased revenue earning in the area there will be development of infrastructure facilities such as transport, road , housing , schooling as well as hospital etc.

Social Infrastructure : The local inhabitant are predominantly dependent on agriculture for their live hood. Paddy , Soya bean , Grams , Pulses are the main crops of this area . At present there is no much activities accepting agricultural activity in this village . The mining operation will provide employment for the local people . It will improve the living condition of the local very poor people. There will be more employment generate in the area . The socio-economic impact due to mining activity in the region will be positive.

Rehabilitation and Resettlement (R & R) Plan :

Reclamation of mined out area is the most important activity of EMP. As a result of mining operation the original ground profile will be altered. The applied area is covered with 1 meter thick soil and topography of the area is flat. Reclamation activity will be commenced only after attaining the optimum thickness of limestone , which is economically viable , has been extracted. Prior to that whatsoever overburden generated, will be stacked along the eastern lease boundary , so that it can be used for reclamation purpose only.

Stabilization and Vegetation of dumps:

As the dump area almost flat and dump height will also be less,

it is proposed to be stabilized by compaction and grass plantation over the

dump so that spillage of dump does not occur in the surroundings until the reclamation .

Sewerage system :

It is a small mining operation and the and total worker will be not more than 23 , so 5 toilets and 2 bathrooms are already prepared . therefore no need of sewage system septic tank system is sufficient .

MEASURES TO BE TAKEN FOR RECLAMATION OF LAND • Mined Out land •

Reclamation of mined out area is the most important activity of EMP. As a result of mining operation the original ground profile will be altered. The applied area is covered with soil and topography of the area is flat. Reclamation activity will be commenced only after attaining the optimum thickness of limestone, which is economically viable. Prior to that whatsoever overburden waste generated, will be stacked along the southern lease boundary in flat land , so that it can be used for reclamation purpose only .

Storage and Prevention of top soil

Practically there is 1.0 m. thick soil. The small quantity will be generate from intercalated pockets generated quantity will be 20,000 cubic meters. This quantity will be used for preparation of soil bed for afforestation purpose only and murrum will be road maintenance. So no proposal of stacking of top soil at mine.

Proposal for reclamation of land affected by quarrying activities during and at the end of the quarry lease

• Reclamation of mined out area is the most important activity of EMP. As a result of mining operation the original ground profile will be altered. The applied area is fully covered with soil and topography of the area is flat. Reclamation activity will be commenced only after attaining the

• optimum thickness of limestone , which is economically viable. Prior to that

• whatsoever soil generated used for afforestation and most of the generated mining waste will be used for road preparation and maintenance and

• remaining will be stacked along the north-western lease boundary , so that it can be used for reclamation purpose only . The abandoned quarry lease area

• will be converted in to a small water tank for fishery after levelling the pit

•floor. This will also recharge the water table of surrounding area .

• QUARRY CLOSURE PLAN

• Introduction

• Mining activity by virtue of their nature essentially causes physical, chemical, biological and socio-economic changes in the

• characteristics of area . Mining operations disturb the original land profile . In fact some of the important minor minerals such as low grade limestone, dolomite, other building stone, laterite and sand etc. are mainly produced from opencast mine working. The land degradation problems associated with their production is of serious concern .

The Scientific closure of quarrying operation is an issue of • recent development. Mine closure is an important activity for the surrounding

•community in general and for mining site in particular. As per the rule 24 of CGMMR 2015, for every mining lease, requires to submit the quarry

• closure plan to the competent authority. Applicant - Maa. Mansa Purni Minerals has applied for grant of quarry lease for low grade Limestone in

• village - Akoldih Khapri, District- Raipur of Chhattisgarh over 3.260 Hects. area and submitting the quarry closure plan as per the rule to the competent authority. The other details of the mining lease area are as

• ry the thickness of limestone. For this reason it may not be possible to

reclaim the mine out area by backfilling. Reclamation operation will be commenced after attaining the optimum depth of limestone . ]

Water quality management •

No nala within 1000 meters radius. Shivnath River is 30 km. in • north-west direction from the applied area and flowing south to north. The

water table is available within 25 meters from the ground level . During • the summer water table goes below 25 meters and in the rainy season it • comes within 25 meters . This is evident from the nearby well and also

informed by village officials . The proposed mining operation will be mainly

• manual and does not including any polluting operation on the remarkable scale. There will be no beneficiation process envisaged, only hand sorting

• proposed, so there is no question arise any toxic discharge which contaminate the surface water or ground water bodies or any other

• things . However all the precaution will be observed to reduce the • chances of contamination of the available water bodies , during the

mining operation .

• Air quality management

The quarry lease applied area is presently free from pollution . No proposal of blasting for production. Due to small scale mining operation it will not affect the immediate vicinity of the lease area . The method of mining manual in nature, small and there is no any deployment of machinery, which create dust or air pollution on remarkable scale. The approach road of the proposed lease area will be prepared by murrum

• and boulders and tar road is passing near to the quarry site , so no question arise of any pollution due to surface transportation. Per day trips of

• trucks are limited, say not more than 10 in a day. Therefore no significant impact on the quality of air in the surrounding area will feared .

• To prevent air pollution the following corrective steps will be taken during mining :

from the proposed pit and this quantity will be used for afforestation and balance quantity will temporarily store at north-west lease boundary. The proposed dumping site is shown in the Plate No.- 6 for the first five year of mining. For stabilization of the dump it is proposed to grow grass and plantation over the dump. About 100 nos. of sapling per year proposed for afforestation. The proposed area of year-wise afforestation shown in Plate No. - 6 .

Tailing Dam Management :

No processing plat envisaged , so no effluent or water etc. will be discharged from the mine . Therefore no need of tailing dam for such a small mining operation. De silting tank will be prepared at mine site in place of tailing dam .

Infrastructure : Discussed in details on page no. 8 of this plan.

Mining Machinery : The proposed mining operation will be semi mechanised 1 JCB and 2 tractors will be used at mine site . Rest other operation will be done by local labours. Blasting will be carried out by contractor .

Safety and Security :

The applicant will follow all the rule and regulation as per the provisions of Director General of Mines Safety for safety and security in this mine. To prevent access to surface opening or excavated area from cattle's and local people , the applicant will made protective barbed wire fencing all around the lease boundary having 2 meters height from the 5th year of mining operation. Disaster Management 85 Risk Assessment :

The quarry lease applied area is small and the proposed mining operation will be also small in nature . No river or nallah is flowing direct vicinity to the lease applied area . No seismic activities , land slide or flood etc. recorded in this area during the last 5 decade , as informed by the village officials . The mining operation will not going to the much deeper side so chances of land slide , subsidence etc. are completely nil .

Care and maintenance during temporary discontinuance :

Mainly the mine will be temporarily discontinue during the rainy season and then during the time of local festival etc. The applicant will made protective fencing around the lease boundary and appoint 2 watchmen for twenty four hours to watch the mining lease area .

away from the lease applied area. So need of any strategy as it far away from quarry area. Nalas: No nala is passing nearby the applied area Any strategy for protection to save nala is not required however garland drain and de-silting pit will be made at suitable places .

sensitive man made land uses like water tanks, hospitals.
