Dear Members, Here we are at the beginning of March and Spring will be with us soon. The

trees are starting to produce leaves. Flowers are blooming. We’ve got some

terrific events scheduled in the next few months. We couldn’t bring New Or-

leans here so we are going to celebrate Mardi Gras (March 5th) with some great

Louisiana BBQ chicken and all of the southern fixings. April will bring us the ever-popular

Casino Night (April 9th) and a Kids Easter Party with pictures with the Easter Bunny on (April

23rd). Do you have an over-abundance of paper documents that you would like to have shred? The

Board and Management will be planning a shredding event sometime this year. As plans are

finalized we will post the details and schedule for this event. In addition to a shredding event,

the Board and Management have contacted local HOA organizations to determine their interest

in forming an HOA Alliance. The Alliance will give local communities a united voice when

addressing issues with the city and county organizations. One area of interest are the types of

housing that will be allowed when the FEMA moratorium is lifted. We plan to hold a meeting

with those interested HOAs at the end of February or beginning of March.

Are you familiar with Section 8.06 of the CC&Rs that addresses Vehicle and Parking Restric-

tions? Management has received a number of positive comments regarding how clean and nice

the streets look when they are clear of vehicles parked on the street. A number of comments

have been received in which residents have asked why we are not more diligent in notifying

residents who do park their vehicles on the street. Management continually notifies residents

though, unfortunately, some residents disregard the notification and the fines imposed. Re-

member, residents are not allowed to park on the street at any time. Your guests are allowed to

park on the street for up to 72 hours; based on city code they could be towed for exceeding the

72 hours. We are completing the final inspection and acceptance of the new building and café and have

sent out bids for the development of the Master Plan for Phase II. Major consideration will be

given to the results of last summer’s survey and Ad Hoc committee inputs. However, the Board

and Management will be receptive to any other suggestions we may receive from you, the

homeowner. We want this plan to be complete, taking into account cost, schedule, and the abil-

ity of any facility and service improvements to meet the needs and desires of the Association.

Juveniles with Homemade Fireworks In early January a Paladin Officer patrolling in District B located two juveniles at-tempting to detonate home made fireworks near the bicycle trail running parallel with Natomas Blvd. The juveniles tried to toss the device into a nearby drainage ditch, but were contacted by the Officer before they could dispose of it. The Officer identified the juveniles as residents of the community and was able to notify their parental guardians, who were called to the scene. All contraband found was destroyed and the juveniles were surrendered to the custody of their parental guardian. Rummaging in Natomas Park. Throughout the month of January Paladin Officers encountered a total of 9 persons rummaging through garbage in the community. In all incidents the suspects were iden-tified, warned and escorted out of the community. This trend of scavenging for recy-clables and sometimes personal documents (ex: bank account statements) is on the rise in the community. I’d like to remind community members that garbage isn’t always gone once it hits the streets, so please shred or burn your important documents. We recommend you’re a little more vigilant on Sunday and Monday nights. Report any potential scavengers directly to Paladin or the Sacramento Police. Assistance Provided at Traffic Collision. In early January Paladin received a call of a traffic collision on Club Center Drive near Maybrook Drive. When Officers arrived they found a single vehicle collision obstruct-ing west bound traffic on Club Center Drive just east of Maybrook Drive. The driver of the vehicle involved had lost control and struck the west bound curb, disabling the vehicle. The driver was found in good spirits with no injuries or signs of intoxication. Officers helped the driver clear the disabled vehicle from the road way and remained on scene to direct traffic until the tow truck arrived. The Benefit of Home Surveillance. A standing project of mine for several years now in Natomas Park has been to keep an updated list of those home owners with active surveillance systems. This information has proven curial more then once in helping identify and apprehend criminals. In one recent incident juveniles vandalized a home owner’s property, but the path they choose to flee was directly in view of one neighbors home surveillance system. With the foot-age we retrieved from the vigilant neighbor we managed to identify the juveniles in-volved. If you have a surveillance system that records and would like to put it to use with helping fight crime in the community, I encourage you to send me an email so I can add you to our contact list. “This information is only shared with fellow staff at Paladin, Natomas Park HOA management and local Law enforcement.” Corporal W. Natomas Park Master Association is continuing its efforts to enforce pa rk ing ru l e s throughout the

Community. Parking enforcement vio-lation letters have many members up-set and feel it’s unfair. I would like to generally summarize the parking rules for everyone’s clarification:

1. Streets are not to be used for resident parking at any time.

2. Resident garages are to be used for their intended purpose, the parking and storage of cars, boats and similar vehicles.

3. Resident driveways may be used for vehicle parking as long as no portion of a sidewalk is blocked at any time.

4. Resident garages and driveways may be used for guest parking.

5. Streets may be used for guest park-ing, not to exceed 72 hours.

With the parking rules clarified, let me explain why these rules are important to you personally. In general, the de-veloper built single family residences with two and three car garages de-pending on the lot size and builder floor plans that were offered. By fol-lowing the parking rules, 1) vehicles are off the street and make the streets in the Community more esthetically pleasing and maintains property val-ues, 2) vehicles parked in the garage are significantly less likely to be van-dalized or stolen than vehicles parked in the street or driveway, 3) vehicles parked along the streets can cause

safety hazards by obscuring driver visibility, not to mention the chance of a child darting out into the street be-tween vehicles parked along the street, 4) parking on the street does have an impact on property values.

It is no secret that crime involving ve-hicles on the streets and driveways in our Community is on the rise, even if you have not have been a victim of such crime, it will indirectly affect you by increased vehicle insurance premi-ums and possibly affect your home-owner’s policy based on crime statis-tics for our 95835 zip code.

So the bottom line, is that the parking rules benefit everyone directly or indi-rectly. Everyone benefits when you follow the rules. Thank you for your cooperation!

As a participant in the City of Sacra-mento Neighborhood Traffic Manage-ment Program (NTMP), Meadows’ residents will soon be asked to vote on installing traffic calming devices in their neighborhood. During the past year, volunteers from the community have served on a Traffic Calming Committee (TCC) to review engineer-ing data, resident surveys and traffic-related concerns in the area. From this information, the TCC established project goals and developed a traffic plan which was presented at a com-munity meeting on March 7th.

Residents now have an opportunity to vote on the plan, which focuses on speed reduction and vehicular and pedestrian safety and includes speed lumps, crosswalks and safety-related parking restrictions. A newsletter with the proposed plan and a ballot will be mailed to each residence in the project area. Ballots will arrive in mailboxes the week of April 4th. To move forward for City Council ap-

proval, 25% of the ballots must be returned with a simple majority in favor. Residents with questions about the plan can call Debb Newton, Meadows NTMP Project Manager, at 808-6739. 2011 NPMA Election  

Candidates Sought Board of Directors and District Delegate Positions  

Board of Directors and  District Delegates:   Who Are They? 

 

There  are  two  entities  within  the Natomas  Park  Master  Association (NPMA)  that  are  comprised  en‐tirely  of  individuals  elected  into office,  District  Delegates  and  the Board of Directors.  

Board of Directors:  The  five‐member  Board  of  Direc‐tors  is  the  governing  body  of  the association,  corporation,  and  com‐munity.  It  holds  open  meetings each  month  involving  itself  regu‐larly  in  community  and  legal  is‐sues,  policy,  procedure,  rules,  and enforcement of the governing docu‐ments, to name a few. Board mem‐bers  are kept  informed of  commit‐tee discussions and vote upon com‐mittee  recommendations.  The Board  is ultimately  responsible  for management, financial activity, and operations  of  the  association through its management team, staff and service providers. Directors are voted  into office by Delegates each spring during  the  association’s  an‐nual meeting. Directors are NPMA members who  volunteer  their  ser‐vice  for  a  three‐year  period.  It  is vital that members participate in all 

voting  efforts  and  instruct  their Delegate  to  vote  for  the  Director candidate  that  represents  their community interests.  

Directors  are  held  to  a  very  high standard  and  are  historically individuals  who  have  served the  community  in  other  posi‐tions  (such  as  a  Delegate  or committee  member)  and  have gained  knowledge  and  insight to the current issues, objectives, and  needs  facing  the  Board.  The  individuals  who  fill  the positions  of  Director  or  Dele‐gate influence the direction and nature  of  the  community.  Do not  take  voting  in  the  associa‐tion’s elections lightly.  

District Delegates:  The association is currently divided into  five  geographic  districts  for purposes  of  voting.  The  home‐owner/members  within  each  dis‐trict  elect  their  own  Delegate  and Alternate  Delegate  during  an  an‐nual  election.  A  Delegate’s  role  is that of voting on behalf of all mem‐bers  within  his  or  her  district  on certain  association  issues  as  need arises.  The  most  common  activity and  obligation  of  a  Delegate  is electing  Directors  to  the  Board.  

Delegates  are  required  to  obtain “voting instructions from the Mem‐bers”  (accomplished  by  a  vote  of members) prior  to  acting.  It  is  im‐portant  that  each member  partici‐pates  in all voting efforts for his or 

her opinion to be heard and carried forward by their Delegate. Members  in  good  standing  of  the Natomas  Park  Master  Association may submit their written intent via email  to  the  Inspector of Elections, [email protected],  or by mail to Inspector of Elections, P.O.  Box  348677,  Sacramento,  CA 95834‐8677.    Candidates  will  be sent  a  candidate  packet,  including instructions,  election  information, application  and  questionnaire  to complete. Deadline  for  submission is April 16, 2011.

Attention Lap Swimmers!

As of January 2nd, the lap pool has been heated on a month-to-month basis.

Sign-in will be required for all swim-mers and pool usage will be reported to the Board. The pool will remain heated if the Board deems usage great enough to support the expense.

As we move into the month of March, the Club’s maintenance team has been hard at work in restoring the facility for the

upcoming summer season. Mem-ber use of the fitness center has been excellent this year. Keep those January resolutions going strong! With the summer season approaching, management will begin hiring for the café and pool monitor positions. Customer ser-vice is a priority; there will be con-tinual training to insure your Club experience is always pleasant and enjoyable.

Join me in congratulating Joseph Viray nominated by his team as “Employee of the Quarter”. Jo-seph was recognized for his con-sistent effort in maintaining the Club’s appearance and always go-ing above and beyond for both

members and co-workers.

The Club has purchased a TRX system for the fitness center. The TRX system is a suspension resis-tant trainer that emphasizes muscu-lar endurance and aerobic condi-tioning. Individuals who use the TRX system will benefit from a high intensity workout that pro-motes fat burning and improves athletic performance. As the TRX system is unique and requires in-struction prior to use, the Club Management requires that all indi-viduals interested in using this sys-tem meet with staff trainer, Juliet, to review the system. Once an individual has received approval from Juliet, the system can be checked-out at the back desk using your membership card. A club staff member will install the sys-tem to the bracket located in the aerobics room. If you are inter-ested in setting up an appointment with Juliet, please call (916) 284-0734.

For the past couple of years, as a Real-

tor, the most challenging sell in Nato-mas has been the remapped “flood zone” issue that placed Natomas on the radar and sent food insurance rates through the roof. As a Natomas resident, I can personally speak from experience that it has con-tinued to be a concern of just how much it would cost.

Luckily, the news that several residents and definitely many Realtors have been waiting for has finally become official. The Federal Emergency Management Agency (FEMA) has agreed to sponsor a “temporary” two-year relief at preferred premium rates.

Affected Buildings Previous to January 1, 2011 (FEMA’S Verbiage) “Buildings that have been newly mapped into high-

risk flood zones (i.e., labeled with “A” or “V” on the flood maps) due to a map revision on or after October 1, 2008, and before January 1, 2011, are eligible for a Preferred Risk Policy (PRP) for two policy years effective between Janu-ary 1, 2011, and December 31, 2012.”

The aforemen-tioned policy will apply to most residents living within zip codes of 95835, 95834, and 95833 who o w n " P o s t FIRM" homes (built after 1978).

Although we cer-tainly do benefit

from this new FEMA policy; let’s be reminded this is solely a temporary fix to our flood rates. Hopefully, this two-year extension will provide the neces-sary time required to upgrade our cur-rent levy modifications.

In December 2010, NPMA Management conducted a limited, random survey of the community regarding the compliance de-partment. The survey respondents ranked the overall appearance of the community highest with a 2.96 rating on a scale of 1-4, 14.5% of the respondents rated overall appearance as excellent and 3.6% rated overall appearance as poor. When ranking vehicle parking, the survey respondents gave the lowest rating of 2.37, with 9.6% giving it an excellent rating and 23.1% a poor rating. Also, in the written response section of the survey, half of the responses concerned parking enforcement.  

These responses are frustrating to management as we have focused the greatest portion of our resources to parking enforce-ment. Our frustration appears to be the community’s frustration as well – so we are appealing to the residents to work with management to enhance NPMA’s parking enforcement program. The most significant obstacle faced is forming a compre-hensive database of which vehicles belong to which address. In turn, we are asking your help in identifying vehicles in your neighborhood that are parked on the street and to which property address the owner of the vehicle resides. ARCHITECTURAL CONTROL COMMITTEE

reviews changes submitted by residents and ensures that they are in compliance with the CC&Rs, Architectural Guide-lines, and other governing documents.

MONTHLY BOARD MEETING Regular Meeting

The Natomas Park Master Association Board of Directors meets regularly on the fourth Wednesday of

each month and is open to the membership of NPMA.

The NPMA Board of Directors meets in closed executive session following

its regular meeting, and as needed to discuss potential litigation,

contractual issues, personnel issues, or member discipline.

The group assists and advises The Club management and the HOA Board

concerning: club operations, programs, policies, rules, and facility needs.

Third Monday - 6:00 pm

The PSC meets to address the needs and desires of Natomas Park residents in the area of building and expanding our park

system and developing and securing our school system. All residents

are welcome to attend any meeting to share their comments or concerns.

FINANCE COMMITTEE

Third Wednesday - 6:30 pm

The Finance Committee meets to review and provide financial expertise and budget recommendations for the

Board of Directors and other committees.  

SOCIAL ADVISORY GROUP First Tuesday - 6:30 pm

The group meets monthly and as needed to plan events at The Club and within the community. Come

share your ideas or offer your help for any event.

PLANNING COMMITTEE Meets Quarterly 

(Jan, Apr, July & Oct) Second Wednesday - 6:30 pm

The committee reviews and discusses upcoming property development

plans and communicates with the City of Sacramento concerning projects in

North Natomas.

TRAFFIC AND SAFETY COMMITTEE Second Monday - 6:30 pm

The TSC meets to discuss traffic and crime in Natomas, receive reports

from the security vendor, and formulate policy recommendations

to the Board.
