From ··1 . J. Cam.pbell complaining of the mosquito plague in Camden Ward. The Chief Health

Inspector submitted a report in connection with this matter, pointing out the insanitary

conditions of ~he open trenches in the grounds of both the Camdenville and Enmore Schools and

certifying in accordance with Sections 64 and 65 of the Public Health Act that they are in

such a condition as to be a nuisance and dangerous to health, and recommending that a notice

be served on the Director of Education requiring him within 21 days to cause the undrained

trenches in the grounds of the Enmore and Camdenville Public Schools to be filled in with

approved materials to prevent the accumulation of surface or seepage water. Resolved :

"TF~~ the letter and report be received and the report be adopted and the notice served on

the Director of Education in accordance with the Public Health Act .

junction of O'Connell and Raper Streets. The Engineer submitted a report in connection

matter be referred to the City Council's Engineer to collaborate with this Council's Engineer

for the purpose of ascertaining what joint action is necessary to overcome the difficulty,

REPORTS:

Committee, submitted a report of a meeting held on 1st February 1944 as contained in Folios

2/1944 and 3/1944 of the Committee ' s Report Book, and it was resolved that the report be

received and adopted and all its recommendations carried into effect . Alderman Newnham

asked that his name be recorded as voting against t~ adoption of Recommendation No.9 .

The Engineer submitted his report of Works Progress during the past two weeks and it was

resolved that the report be received and adopted.

The Chief Health Inspector submitted a report as contained in Folio 380 of the Chief Health

lnspector's report book and it was resolved that the report be received and adopted .

REPORTS:

The Engineer sub~itted his report on Works Progress during t he past two weeks and in addition submitted a report concerning the foot- pathsin Australia street and Church street and referring the report on George_ Street to the works Committee. Resolved: " THAT the report and addendum be received". Moved by Alderman Fleming , seconded by Alderman Smith that the Engineer immediately contact the Supply Authorities regarding the matter of locating t heir mains in the paths in Australia Street, and that within one month commencement be made on the construction of the paths in Australia Street in concrete, and t hat t he Engineer immediately proceed with the concreting of Church Street paths~ Motion lost. Moved by Alderman Newnham , seconded by Alderman Pawley, 'that the Engineer be directed to proceed 'Nith grass cutting'! carried.

The Chief Health Inspector submitted a report as contai ned in Folios 381,382, and 383 of t he Chief Health Inspector's report book and it was resolved that the report be received and adopted.

The Building Inspector submitted a special report advising t hat building operations had been carried out by Hardman Bros. Pty. Ltd. at Simmons and Jame s Streets without first obtaining the necessary approval of the Council. Moved by Alderman Newnham, seconded by Alder man (Mrs.) Fowler "THAT the report be received and that Hardman Bros . Pty. Ltd. be given notice to cease immediately any further building operations until the plans and specifications are approved by Department of War Organisation and t he Council , and the matter be referred to the Works Committee for investigation and report and in the meantime Hardman Bros . Pty.Ltd. be asked to explain t heir reasons for proceeding with the wor k without obtaining the necessary approval'~ Amendment moved by Alderman Bugler, seconded by Alderman Brannan, "THAT t he report be received and that legal prosecution be i nstituted against Hardman Bros . Pty . Ltd . for a breach of the Local Government Act and Ordinances governing buildings'l Amendment lost, motion carried.

Under this heading Alderman Smith drew attention to the pl ight of one of Council 's employees who had been called up by the Civil Construction corps (Mr. A.J. Peirce) and was being directed to report here and there for work for which he was not suited, and conse quent loss of time and money, which was of grave concern dRe to him being a married man with a family . Mention was also made to Mr. F. Keon who was io/j somewhat similar plight and it was resolved: "THAT the Manpower Authorities be written to asking that t hese t wo men be immediately r eturned to t he Council's employ".

His Worship the Mayor (Alderman P .J. Walters, J.P.) declared the meeting open at 7.5? p.m. and as the business of the Finance Committee had not concluded, it was resolved that the council meeting stand adjourned until such time later in the evening as was necessary to conclude the business of the Finance Committee .

The Council resumed at 8.15 p .m. and there were PRESENT:

Alder:n.en: His Worship the Mayor (Alderman P. J. Walters, J.P.), the Deputy Mayor, ~lderman J. Solomon J.P.) and Aldermen (Mrs.) Fowler, Goddard, Smith, Fleming, Bugler, Newnham, Greenup, Pawley and Brannan .

Staff: The Town Clerk, (Ivir. R.P. Hitchen), the Engineer (Mr. R. W. Hope), the Chief Health Inspector (Mr . J._ Kirkpatrick) and the Health and Building Inspector (Mr. T.W. Chambers).

Under "~uestions Without Notice" it was moved by Alderman Solomon, seconded by .Alderman Smith : "THAT extended leave of absence for a period of six months be granted to Alderman R.J . Beaufils on account of his ill health."

Each member of the Council havin g r eceived a copy of the minutes of the previous meeting, it was resolved that the minutes as circulated be taken as read and confirmed and signed as a true record of the ordinary meeting held on 15th February 1944.

Feeling references having been made by the Mayor and Aldermen, it was resolved by the members rising in silence that a letter of sympathy be forwarded to Mrs. Gosling,(nee~ Miss I. Goddard an ex-~!ayoress of the district, on the sad loss of her husband.

From the Town Clerk , Manly, advising meeting of delegates regarding greater contribution to Councils by the Department of Road Transport of omnibus fees. Resolved: "THAT the letter be received and Alderman Solomon and the Town clerk represent the council, if possible."

From Parks & Playgrounds Movement notifying quarterly meeting at 4.30 p.m. l!ednesday, 1st March 1944. Resolved: "THAT the notification be received and the delegates attend if possible."

' From Free Trade and Land Values League forwarding a leaflet regarding reform of rating for the ,. Water Board. Received.

· From Department of Local Government & Housing forwarding approval to alter the name of Harrow _ Road to Lynch Avenue. Received.

From Town Clerk, Waverley, forwarding copy of a letter from the premier regarding suggested - alterations in the method of levying drainage rates by the water Board . Received .

From Deputy Director General of Manpower intimating that he is unable to return council 's - employees to its services. In addition statements were read from two of the council's employ~£ · Messrs . A. Peirce and F. Keon setting out their movements since they had been discharged from

the Allied Works council for one month and two weeks respectively. Moved by Alderman smith, seconded by Alderman Greenup: "THAT the matter be referred to both the Federal and state Members of Parliament with a view to securing favourable consideration for the urgent return of both men to their former positions on the health staf f of the council and copies of the men's statements be forwarded with the letter. 11 Amendment moved by Alderman Newnham , seconded by Alderman (Mrs.) Fowler: "THAT Messrs. Peirce and Keon be re-employed tomorrow morning and the Manpower Authorities be informed that the council is employing them. 11 The voting being in favour of the amendment it was submitted as the substantive motion and declared carried.

REPORTS:

His Worship the Mayor (Alderman P .J. Walters, J.P.) as Chairman of the Finance and Building Committee submitted a report of a meeting held on 29th February 1944 as contained in Folios 3/1944 and 4/1944 of the Committee's report book and it was resolved that the report be receiv­ed and adopted and all its recommendations carried into effect. (

His Worship the Mayor (Alderman P.J. Walters, J.P.) aa Chairman of the works, Building and Parks Committee, submitted a report of a meeting held on 24th February 1944 as contained in Folios 2/1944 and 3/1944 of the Committee's report book and it was resolved that the report be received and considered seriatim. Upon Recommendation No .3 being submitted the Engineer submitted an estimate of £55 to carry out the work . .!' Resolved: "THAT the recommendation be received and adopted and the work be proceeded with in accordance with the estimate."...-- Upon Recommendation No.4 being submitted the Engineer submitted alternative estimates of £220 and £330 for carrying out the work and it was resolved: "THAT Recommendation No .4 be adopted and the work be carried out at the estimated cost of £330.)' Upon Recommendation No .5 being submitted the Engineer reported the estimated cost of the work was £20. Resolved: "THAT Recommendation No .5 and the Engineer's estimate be rece ived and adopted and the work be proceeded with if the owners bear the cost." Upon Recommendation No .7 being submitted, the Engineer submitted alternative estimates for paving the footpath of £116 and £232. Resolved: "THAT the recommendation be received and adopted and the work be carried out at the cost of £116 . r Upon Recommendation No.9 being submitted it was resolved: "THAT the tree­guards mentioned in Alderman Fleming 's letter a lso be removed." Upon Recommendation No.lo being submitted the Engineer reported an estimated cost of £73fand it was resolved: "THAT the estimate be adopted and the work be proceeded with." Upon Recommendation No .12 being submitted for adoption an amendment was move,d by Alderman Fleming, seconded by Alderman Smith: "THAT the matter be referred back to the Works committee for further consideration." Amendment lost, motion for adoption carried. Upon Recommendation No .l3 being submitted, the Engineer submitted an estimate of £185 land it was resolved: "THAT the estimate be approved and the work be proceeded with." Upon Recommendation No .l4 being submitted, the Chief Health Inspector submitted a report advising that the notice served on the Department of Education to abate a nuisance in the Enmore and Camdenville Schools had not been complied with, and it was resolved: "THAT the report be received and adopted and in accordance with the Health Inspector's advice, final notice be issued on the Department to conclude the work, failing which legal proceedings be taken to enforce the compliance vdth the terms of the notice. Upon Recommendation No.l5 being submitted, it was moved by Alderman Greenup, seconded by Alderman (Mrs. ) Fowler: "THAT the recommendation be adopted." Ail amendment was moved by Alderman Bugler , seconded by Alderman Fleming: "THAT Hardman Bros.pty.Ltd. be prosecuted for a breach of the building regulations." Amendment lost, motion for adoption carried. After further consideration it was moved by Alderman Greenup, se conded by Alderman Pawley: "THP.T the Works Committee's report as a whole with the foregoing additions be received and adopted and all its recommendations be carried into effect."

His ~forship t he Mayor (Alderman P.J. Walters J . P.) submitted a report from the Electricity Supply Joint committee in which they recommended that (a)ITmy one of the five councils constituting t he area served by the Electric Light & Power Supply corporation be approached by the Sydney County council to negotiate separately with that Body for a franchise the matter be dealt with unanimously by the Electricity Supply Joint committee on behalf of the five councils concerned; (b) That in the event of any Body desiring to take over the Electric Light & Power Supply corporation Ltd. the taking over should be by the five councils c oncern-ed as a separate County council . Resolved: "THAT the report and the recommendations be received and the council agree with the recommendations.

Alderman Solomon presented a verbal report in connection with his attendance at the "Child Care Conference" and stated that it was a very representative conference and various reports were submitted in connection with the "Care of the Child in wartime . " Resolved : "THAT t he report be received and adopted."

Q.UESTIONS WITHOUT NOTICE:

Alderman Greenup moved: "THAT we write to our solicitors asking them to give an opinion as 4;o whether or not the council can employ men without seeking Manpower approval." Seconded by Alderman Solomon. Carried.

method of transfer used in shifting people from one position to another hy the Manpower _uthorities. Carried.

Alderman Pa~ley asked that attention be given to the grass on the footpath in Walenore AVenue

Alderman Fleming asked when the reconstruction of the footpath in church Street would begin. Reply that the work was commenced yesterday .

Alderman Fleming referred to a water leak at the corner of wellington and Bedford streets and also a ferrce at the corner of Albemarle and Oxford streets .

Alderman Smith asked when the matter of repolishing the table would be commenced and also drew attention to the apparent weakening of the table. The matter was referred to the Engineer for attention.

Alderman Smith drew attention to the grass and weeds still unattended to in Bishopgate street - and lanes. Reply that the Engineer would att·end to same as manpower was available,

~~ erman Fleming asked if action could not be taken to have tan bark decl ared as an urgent necessity f or use in children's playgrounds. Reply that most of the big tanning factories were now only using chemicals and the bark was not employed .
