INVITATION FOR SEALED BIDS (IFB)

IFB BID NO. B34-125 IFB Date: January 13, 2014

The Maryland-National Capital Park and Planning Commission ("Commission") hereby invites the submission of sealed bids by interested and qualified parties for the Laytonia Recreational Park project. The Contractor will be responsible for furnishing all labor, equipment and materials, and the performance of all work necessary for the construction and other related work all to be performed pursuant to and in accordance with the Instructions To Bidders, Drawings, Specifications, General and Special Conditions, Bidding Documents and Contract.

Copies of the Bidding Documents for the project are located at www.mncppc.org (Quick Links / Bid Opportunities).

There will be a Pre-Bid Meeting at MNCPPC- Shady Grove Maintenance Facility, 16641 Crabbs Branch Way, Rockville, MD 20855 at 10:00 a.m., Thursday 16 January 2014. Representatives of the Commission and its Design Professional(s), if any, will be present at the Pre-Bid Meeting for the express purposes of providing responses to questions regarding the scope of, and requirements for, the performance of the work required and to provide interpretations and clarifications of the provisions of the Bidding and Contract Documents which may be sought by potential bidders. Attendance at the Pre-Bid meeting by all potential bidders is strongly encouraged. Pre-Bid interpretations and clarifications of the Bidding and Contract Documents will otherwise only be provided in strict accordance with Paragraph 6. Interpretation of Bidding And Contract Documents, of the Bidding Documents' Instructions To Bidders.

Sealed bids must be received by the Commission's Purchasing Office at 9500 Brunett Avenue, Room B107, Silver Spring, Maryland, not later than THURSDAY 6 FEBRUARY 30 JANUARY 2014 AT 2:00 P.M. Bids delivered to any other office will not be considered. Bids timely received will be publicly opened and read aloud immediately thereafter. Oral, telephonic, telegraphic and facsimile bids will not be accepted. If a bid is sent by mail or courier service the Bidder assumes full responsibility for its timely delivery to the designated location and person. Bids received after the date and time specified for receipt of bids may be rejected and returned unopened.

All bids should be fully completed and sealed before being submitted. Commission staff will not assist any Bidder or Bidder's agent in the actual preparation of the bid. Bidders or their agents will not be permitted to use Commission telephones or facilities in the preparation of the bids.

An envelope, addressed to the attention of Natalie Francia Hida, containing the Bid Forms, Bid Guaranty and all other documents required to be submitted therewith shall be marked, in the lower left-hand corner, “Laytonia Recreational Park – SEALED BID NO. B34-125” Bids submitted by mail shall be enclosed in an envelope so marked and shall also be enclosed within a separate mailing envelope similarly addressed and bearing the notation "SEALED BID ENCLOSED" on the face thereof.

The award shall go to the lowest responsive and responsible bidder.

Determination of lowest bid will be made on the basis of the Total Bid and the aggregate of those amounts stated by the bidder for those alternates which, in its sole discretion, the Commission has elected to proceed with.

Special Conditions – Add Clause 29 Landscaping and Aftercare

Clause 29 is added:

and locations for equipment and materials storage at appropriate times, as required to facilitate this work. Some specifics are provided here:

Athletic Field Lighting Installation. The park contractor will install all of the conduit to within two feet of the light pole and building locations, and shall plug and mark the locations of each conduit terminus. The lighting contractor will be responsible for supplying and installing the athletic field foundations, poles and fixtures, and panel installation and wiring, testing and commissioning.

Playground Installation. The park contractor will be responsible for grading the playground vicinity to subgrade. A grade tolerance and compaction test must be performed to demonstrate conformance to the specifications prior to the playground contractor beginning installation. Once the subgrade has been verified, the playground contractor will install the equipment. The park contractor shall then install the concrete edging and accessibility ramps after the playground equipment is installed. When that work is complete, the playground contractor will return to install the underdrain and mulch.

Synthetic Turf Field Installation. The park contractor is responsible for providing the stone base for the synthetic turf, which will be independently tested by FieldTurf for acceptance prior to installation of the synthetic turf.

Water Quality Monitoring. To meet the requirements of the Final Water Quality plan, which is included in the Appendix, M-NCPPC will have an agent to perform the required monitoring during the construction period, as defined on Pg 7 of 8 in the report. The contractor will need to facilitate this work. These efforts will include, but not be limited to:

o Facilitate the equipment installation, maintenance and sample collection for the testing at Sediment Basin No. 1, as shown on C-302. Make adjustments as needed to the sediment trap inflow arrangement to maintain a central inflow point and allow for proper functioning of the sediment sampling equipment, which is located at the inflow and outfall to the basin.

o Provide access for the data collection.

o Provide other coordination and work required to achieve the goals of the water quality monitoring plan not explicitly stated here.

29. LANDSCAPING AND AFTERCARE

The landscaping and aftercare technical specifications are unique to this project. The Contractor may install plant materials throughout the construction period and is required to provide aftercare of the planted materials until completion and acceptance of all punch list items for the project.

As outlined in the technical specifications, the M-NCPPC Construction Manager will conduct a final inspection of all plant materials at the time of punch list completion to ensure compliance with Plant Installation specifications (Section 722). Once the Contractor has completed all necessary work to meet the specification requirements to the M-NCPPC Construction Manager’s satisfaction, there is no additional warranty period or aftercare required.

SECTION 607 - CHAIN LINK FENCE

607.01 DESCRIPTION

This work shall consist of furnishing and erecting chain link fencing, including fabric,

posts, footings, framework, hardware and gates (as required).

607.02 REFERENCE STANDARDS

ASTM F668 Class 2B, A1083, A569, A500, F1043

Section 420, Portland Cement Concrete Structures in the 2008 MSHA Specifications

607.03 DEFINITIONS

607.04 MATERIALS

A. Fence Fabric

Thermally fused vinyl coated steel fabric shall meet requirements of ASTM - F668 Class

2B. Core wire shall be 9 Ga. (.148"), and shall be galvanized to meet a minimum weight

of zinc coating of 0.30 oz. /s.f. The thickness of the fusion bonded vinyl coating shall be

7 - 10 mils, color as specified. All fabric shall have both selvages knuckled top and

bottom. There shall be no splices in the fabric between the posts

1. General purpose fence fabric: Core wire shall be 9 gauge (.148") in a 2" mesh.

2. Tennis Court fence fabric: Core wire shall be 9 gauge (.148") in a 1-3/4" mesh.

3. Backstops panels: Core wire shall be 6 gauge (.162”) in a 2" mesh.

4. Backstop hoods: Core wire shall be 9 gauge (.148") in a 2" mesh.

B. Galvanized Steel Framework

1. Schedule 40 Steel Pipe - Standard weight schedule 40 steel pipe shall conform

to ASTM A-1083 and be hot-dipped galvanized with the zinc coating weighing

not less than 1.8 oz./s.f.

2. Cold rolled high strength steel pipe (SS 40) - Pipe shall be manufactured from

steel conforming to ASTM A569 cold rolled, welded, and have a minimum yield

strength of 50,000 psi. Corrosion protection shall consist of a hot dipped zinc

coating providing a coverage of 1.8 oz. /s.f. inside and out, chromate conversion

coating, and a clear acrylic overcoat. Minimum pipe weights are as follows:

3. Steel square sections shall conform to ASTM A 500, Grade B with minimum

yield strength of 40,000 psi. Corrosion protection shall consist of hot dipped

galvanized zinc coating weighing not less than 1.8 oz. /s.f.

4. All hardware (tension bands, tension bars, post caps, loop caps, sleeves, truss

rods, turnbuckles, end clamps, corner boulevards, tension wire, ties, hog rings,

hinges, latches, hold-backs, etc.) shall be hot dipped galvanized pressed steel or

aluminum.

C. Vinyl Coated Framework

1. Steel pipe shall conform to B.1, B.2 or B.3 above. (Exception: clear acrylic

overcoat in B.2 shall be waived.) Hardware shall be as in B.4 above.

2. In accordance with ASTM F 1043, PVC shall be applied to the pipe and

hardware by the fusion bonding process (thermally fused and adhered to a primer

that is thermally cured to the galvanized steel) to produce a vinyl thickness of 10-

14 mils. Test for adhesion shall be bond of vinyl coating to substrate will be

greater than cohesive strength of the vinyl itself.

D. Concrete Footings

Refer to Section 420, Portland Cement Concrete Structures, in the 2008 MSHA

Specifications, and to the plans.

607.05 SUBMITTALS

The material supplier shall submit certification to M-NCPPC that all materials meet or

exceed all stipulated specifications. Samples of fence fabric shall be submitted to M-

NCPPC prior to installation

607.06 QUALITY ASSURANCE

Fabric: ASTM - F 668, Class 2B

607.07 CONSTRUCTION

A. Fence lines specified in the Contract Documents are only guides. The exact location

of the fence will be determined in the field by M-NCPPC Construction Manager.

B. Install all posts plumb. Maintain, as uniform as practicable, the spacing specified.

C. Use post lengths that accommodate the fabricated width of the fence fabric without

stretching or compressing the fabric and that provide the required spacing below the

bottom of the fabric.

D. Install terminal posts at all ends, abrupt changes in grade, and as changes in

horizontal alignment greater than 15 degrees.

E. Install post caps on all round line, terminal, and corner posts.

F. Run a tension wire or rail continuously between terminal posts near the top and

bottom of the fabric (see details). Attach the tension wire to the fabric with hog ring

fasteners at 18 inch intervals.

G. Tie the fabric to the brace rails at intervals not exceeding 2 feet and to posts at

intervals not exceeding 12 inches. Attach stretcher bars to terminal posts by

connectors equally spaced at not more than 16 inch centers. Place top and bottom

connectors as close as possible to the ends of the fabric.

H. Anchorage for line posts and terminal posts: Where rock is encountered at a depth

less than that specified for the footing, drill a hole 1 inch larger than the greatest

dimension of the post to a depth of 12 inches or the planned footing depth, whichever

is less. After the post has been set, fill the remainder of the drilled hole with a non-

shrink grout as approved by the M-NCPPC Construction Manager. Fill the space

above the rock with concrete.

607.08 MEASUREMENT AND PAYMENT

Payment will be full compensation for all material, labor, equipment, tools and incidental

items necessary to complete the work. Payment shall be made on a unit rate or lump sum

basis as shown in the bid proposal; or shall be considered incidental to other bid items if

not specifically listed on bid form.
