2018 Annual Meeting Wrap-up On June 14th league members and friends gathered at Justin’s Grill for our annual meeting. Following a buffet dinner, we were honored to welcome one of our own, Michele Jones Galvin, a great-great-grandniece of Harriet Tubman. Michele and her mother, Joyce Stokes Jones, have published a memoir of their famous family member, Beyond the Underground, Aunt Harriet, Moses of Her People. We all enjoyed learning that Aunt Harriet was much more than a heroic figure that led more than three hundred en-slaved women, children and men to freedom. Her other achievements include her service during the Civil War as a cook, nurse, army scout and a spy. Following the war she continued to be a political activist and philanthropist. .

A short business meeting followed our program and members approved the proposed 2018-2019 Budget, a proposed slate of officers and directors and a local issues/program for the 2018-2019 league year. Thanks to all members who worked so hard this year, whether you took on a leadership position, helped with program planning, or took part in our voter registration activities and other programs. We look forward to a new year with many new faces on our Board as well as several new members.

LWVUS 53rd National Convention

On June 28 – July 1, I enjoyed the LWVUS 53th National Convention. The convention was packed with educational oppor-tunities, terrific speakers, caucuses, workshops and information sessions. The first night started off with two experts in the field of redistricting. They discussed their involvement in the U.S. Supreme Court. This presentation was enlightening and gave me hope that change, when it comes to gerrymandering, is indeed possible. The days were a full. I attended workshops on abolishing the electoral college, get-out-the-vote strategies, efforts to pass the ERA, the National Popular Vote, Engaging New Citizens (Naturalization), Voting as a Rite of Passage and others. There was also a 3-hour interactive training on diversity and inclusion. The Plenary Sessions were exciting and interesting. Enthusiasm among our fellow League Members on league positions and the Campaign for Making Democracy Work is fierce nationwide! Women and men in session were passionate about Voting Rights, Improving Elections, Campaign Finance, Redistricting, Voter Education, Electoral College & the ERA. At convention, there were plenty of opportunity to meet and hear fabulous speakers. For me, the most inspiring speakers were Toni Preckwinkle of Cook County and Rosie Rios, the 43rd Treasurer of the US. Among the many memorable individu-als, I was able to speak in person with Chris Carson, President of LWVUS, and Virginia Kase the new CEO of LWVUS. Vir-ginia was a strong convention speaker and delight to meet in person; I believe she will be a fantastic CEO for LWVUS. I also met Elaine Weiss, author of The Woman’s Hour. We had a brief discussion about the book, which she signed for me before posing for a photo. Between the workshops, plenary sessions and networking, one might think there was no time for anything else - but there was! I picked up some unique LWV pins and a delightful scarf while sup-porting other Leagues around the country with my purchases. I have some materials, information and photos of Convention. If anyone would like to hear more, please contact me and we can meet over coffee. I will also be at League meetings on Wednesdays. Onondaga Votes! a nonpartisan group representing many local organization formed because of the LOW voter turn-out rate of registered voters especially in the city of Syracuse. A grant proposal was submitted and received by the LWV from the Gifford Foundation to increase voter turn-out in the City’s 19th Ward, District 2 & 5 (Southside). OnondagaVotes! completed a major project working with Department of Correction and Community Supervision to restore voting rights to 913 parolees pardoned to vote by the State. LWV is meeting with Upstate Center for Civic Engagement and NAACP (Syracuse VOICE) to register and edu-cate voters. We are, also, working with the Justice and Peace committee from St. Lucy’s. All of these groups are nonpartisan and have joined together to create a "Consolidated Listing of Voter Education & Registration Events" on signup.com. Joan Durant, Voter Service Director

Can I Vote In The NYS Primary ?

The rules that determine who votes in primaries can vary widely by state. Most primaries fall under one of these systems: Closed: Only voters registered in a party can vote in that primary. New York is a closed primary state. Partially Closed: Political parties can decide before each election whether voters not registered with any party can vote in their nominating contest. Under this system, Democrats could allow independents to vote while still excluding Republicans. Open: Voters can cast a ballot in either party’s primary without registering with that party or publicly declaring which ballot they want. Some states allow unaffiliated voters to vote in either primary but don’t allow members of one party to cross over and vote in the opposing party’s contest.

REGISTERING OUR YOUNG PEOPLE

Our goal is to get into as many local high schools and colleges as we can this fall and register eligible students. A student is eligible to register and vote if she or he will turn 18 by election day. Students who will turn 18 by December 31, 2018 are also eligible to register now.

We were able to start the process this past spring. Under the guidance of league member Rhonda Hungerford students at Fayetteville Manlius High School delivered 140 regis-trations to the Board of Elections on May 3rd. The League of Women Voters of New York State Has Launched its Electronic Voter Guide:

www.VotingNewYork.org

This new electronic guide includes information for all candidates running in the upcoming state and local

Primary. Each candidate has a profile that contains their social media and campaign websites, contact information,

and information about their position on issues related to health care, education, environment and others, as well as

individual candidate responses to questions asked by the League. Voters who do not have a primary race in their

area will be presented with an option to input their email address to be alerted when information for the general

election is live.

Message from the Onondaga County

Board of Elections

Onondaga County is in need of Election inspectors for the 2018 Election Season. If interested, please call 315-435-3331. Election Day means over two thousand people will work at schools, churches and other facilities processing voters so that we can conduct a fair election, as perfect as possible. It is a long day but it is very rewarding to know you have helped your community choose its leaders. Election inspectors are paid $190.00 to work the Novem-ber General Election from 5:30 AM to 9:30 PM. In a Pri-mary the hours are 11:30 AM to 9:30 PM and the pay is $140.00. You MUST be reg-istered in either the Democratic or Repub-lican parties, be able to speak and write English (bilingual inspectors, especially Spanish speakers, are very welcome) and you must be able to work the entire shift- we cannot split shifts.

2018 New York State

Legislative Wrap-up The legislative session has ended and as expected, the Legislature failed to pass any of the progressive reforms

we had advocated for. We weren't the only group scorned by the Assembly and Senate; very few issues were able to be resolved before the two-houses gaveled out on June 20th. Election law reforms, single payer health care, the Repro-ductive Health Act, the Contraceptive Coverage Act, and closure of the LLC loophole all passed in the Assembly but were not taken up by the Senate. Our two priority anti-corruption bills, the Database of Deals and Procurement Integrity Act, were passed by the Senate but not the Assem-bly. The legislature did manage to pass an opioid take back program, implementation of a Prosecutorial accountability office, a mandate for feminine hygiene products to be avail-able for all female inmates, and tougher laws on ticket scalpers. It was a difficult year for all advocates. Between the Sen-ate stalemate and the fear of looming state primaries for nearly all sitting members, it seemed the Legislature was afraid to vote on any meaningful reforms that could hurt their reelection bid.

LWV Says NO to a Citizenship

Question on the 2020 Census The United States Constitution em-powers the Congress to carry out a

Census every ten years (Article 1 Section 2). Our founding fathers had the foresight to count every person living in the country in order that there would be equal representation in Congress and that government resources would be equally distributed to all communities. Accurate Census information determines allocations for resources for public assistance programs, including public safety planning and disaster response, education needs, hos-pitals, assistance for veterans and transportation. When Secretary of Commerce Wilbur Ross announced that the Census Bureau will include a question about citizenship in the 2020 Census, he made a decision that will have a nega-tive impact on residents of communities around the country. The League of Women Voters believes the unnecessary question is invasive and will raise concerns about the confi-dentiality of personal information in the upcoming Census report. This intrusive question will cause participation in the Census to plummet and an inaccurate Census report will have lasting consequences on all of our residents.

HERE ARE THE NUMBERS! In 2017-2018 local leagues held approximately 109 voter

registration drives where they registered approximately

3,665 voters. They participated in 123 naturalization cere-

monies where they registered 10,026 new voters. Addition-ally, Leagues have been making major strides to engage with more high schools – Leagues visited approximately 28 high

schools where they registered 713 new voters. These num-bers total to 14,404 voters registered!!

Based on the Leagues I did not hear from and those who did not track, I estimate the actual total to be over 20,000

voter registrations – that is a HUGE deal! The state League would like to begin tracking our voter reg-istration numbers. We want to make this as easy as possible for Leagues. We have a very brief and easy-to-fill-out tally that you can use or you can create your own tally sheet for volunteers to use.. Jennifer Wilson, LWVNYS Legislative Director
