Aims of the LS-MFEZ Master Plan
• A comprehensive, well planned and
integrated multi facility zone;
• An industrial area for export-oriented and
domestic oriented industries, with all the
necessary infrastructure; and
• Address the need for Free Trade Zones or
Export Processing Zones and support
facilities in one entity.

An MFEZ is to be characterized by inter alia:
• Having adequate, efficient and reliable
infrastructure and utility systems that conform to
the best international standards;
• Having proper and adequate housing, education,
medical, recreation and other facilities;
• Having the most modern and best practice laws,
rules and regulations and incentives for its dynamic
growth;
• A ‘park type’ environment within which adequate
and quality services are offered including science
and research facilities, technical schools and
advanced training; and
• A ‘small township’ in its own right.

Note:
Original gazetted area for KHTP : 1448 ha.
Extension for KHTP : Phase 3 Industrial Zone: 175 ha. (under construction)
Phase 4 Industrial Zone : 230 ha. (in near future / planning stage) the additional
areas for industry in the above extension areas which are mainly for industrial uses
(assuming a 70% land utilisation) will total to 688.5 ha. This is equivalent to 37.1%
of the overall landuse distribution within the 1853 ha.
KHTP total area : 1853 ha.
Proposed KHTP 2 : 1,400-2,000 ha. (outside existing KHTP)
Design Strategy
• Optimization of readily available land (by the government);
• Efficient system of vehicular and pedestrian movement;
• Convenient linkages between the LS-MFEZ and its external
connectivity;
• Integration of the LS-MFEZ’s land use activities and
functions;
• Adequate, efficient distribution of the LS-MFEZ’s support
infrastructure;
• High quality building design and reflecting Zambian Identity;
• Attractive landscaping and park like environment; and
• Orderly growth through various phased developments.
