2016 Annual General Meeting -

There are 6 vacancies for committee due to

resignations, and the completion of three year

terms by Kevin Bell, John Lloyd, Ann Mitchem and

Michael Wharton, all of whom are eligible to

stand again. Lorraine Strong has been co-opted

to serve as welfare coordinator and her place on

committee will need to be ratified at the AGM.

Chairman's Report There is always a slightly anxious time after 1 November when the membership subscriptions are due as it is clearly a barometer of whether or not we are serving the members’ needs. I am pleased to report that we have maintained close to the usual level of membership at 380 with 13 yet to renew. The statistics themselves are interesting in that we regrettably have had 5 members that have passed away during 2015 and 23 have returned to the UK or left the area. The returns to the UK are interesting in that whilst several returned in 2013 / 2014 due to the poor exchange rate, it is somewhat surprising that so many have moved during the period with improved exchange rates. Perhaps this is, in part, due to a more fluid property market thereby enabling the move. Regarding the 'churn', overall 52 have left during the year whilst we have happily had 44 join us.

We are certainly not complacent about the membership and ideally would like to have events, coffee mornings etc in all areas of the Var. We do strive to achieve this but need the help of members to suggest venues in their area. Attendances at event have been good recently but we do need to attract those in the more extreme areas of the Var. We certainly appreciate members’ loyalty to the BAV in attending events and the AGM.

Fred Carpenter MBE We are sorry to report the death of BAV member Fred Carpenter from Aups, who was a talented painter whose work was selected for BAV Christmas cards on several occasions. He was a founder trustee of the charity MS Research and had a long history of public service to multiple sclerosis, recognised in the award of an MBE. We send our condolences to Sylvia, his wife.

Medical Transport One matter that regularly arises with the welfare team is the question of transportation to and from medical appointments. Whilst we do have a number of members who have offered ass i s t ance ( inc l ud ing ass i s t ance with transportation) to the welfare team, for which we are grateful, it is quite usual in France for medical transportation to be provided in more serious cases eg. chemotherapy, radiography, dialysis and in the case of disability. However this is not given automatically and you would need have a Carte Vitale and to obtain a prescription from your consultant or doctor. It would then be necessary in the case of a hospital visit to obtain a Bon de Passage (confirming your attendance) and a Bon de Transport. In some cases taxi drivers will ask for these on your behalf (as otherwise they don't get paid). If this fails then please contact the welfare team and we will see what we are able to do to assist.

Where is it?

Each month we will show a photograph of somewhere in the Var, some easier to spot than others, and we would like you tell us where it is on [email protected] or 04 94 50 38 46. The first

right answer received will get a mention the following month. January’s location was the Basilica at St Maximin la Ste Baume, as spotted by new members Tim Molyneux and Katrina Donaldson from Flassans-sur-Issole.

Free legal advice Offices that give free legal advice should be open in courts across France by September. The service d’acceuil unique du justiciable (SAUJ) will have information on rights and procedures and free forms (divorces, rent contracts, etc). The offices will eventually allow people to initiate legal action in any court through them, or make a request for legal aid. A new official legal information website – Portalis – is also promised this year.

New regions for 2016

From 1 January 2106 France will have 13 instead of 22 regions in a bid to streamline local government – but residents will have to wait a few months before the new names are finalised. The departments have not changed but are shared out within the new regions. The aim is to help the councils plan strategically across larger areas and be more effective and less wasteful. The Var is still in the region “Provence Alpes Côte d’Azur”. La Métropole du Grand Paris – a new intercommunal grouping – comes into being on January 1. It consists of Paris and the petite couronne plus parts of the grande couronne. This ‘greater Paris’ zone will have a conseil métropolitain of about 210 councillors and will deal with planning strategies across the zone, accommodation policies, economic development and protection of the air and environment .

The Azur Photography Group

At our first meeting of the New Year, Eamonn Phillipson gave us a wonde rful presentation of printing photos on different media. He showed a wide variety of photos in both colour and

monochrome with a choice of different frames. Included were a number of prints which were rejects though most members would have been happy to achieve that level! He coupled the presentation with a talk about the factors to consider when planning a print and the various problems one encountered. The talk was particularly appropriate as the group’s new A3 printer has now been acquired and is awaiting transportation from England. The next meeting of the group is on Tuesday 26th January, when, weather permitting, we shall photograph the Lac Saint Cassien. Please contact me for further details..

St Tropez Yes, you have been many times as a tour guide for your visitors - taking the ferry from Sainte Maxime, ogling the yachts, fighting your way through the market, buying the dearest drinks of the summer – but what about the real St Tropez? Here are some suggestions of what to see:

The XVIIth century citadel Dating from the 17th century, bought by the town in 1993, this listed building is one of the most visited historical and cultural sites. Composed of bastions and a

hexagonal keep built between 1602 and 1608 to the drawings of engineer Raymond de Bonnefons, it is the most significant building between Antibes and Toulon with stunning panoramic views over the Bay.

The Maritime Museum

Proud of its rich maritime past, Saint-Tropez has created a modern museum in the dungeon of the town’s citadel, allowing all visitors to discover the daily lives of men and women who shaped over the centuries the Saint-Tropez of today. Visitors will follow the town’s seamen across the seas of the world, whether on short trips or fishing expeditions along Provence’s coast, voyages aboard large merchant sailing boats beyond Cape Horn, journeys along the coasts of Africa and India or on liners of the famous Far East steamship company. The Museum of Maritime History provides the opportunity to discover famous Saint-Tropez heroes such as the Bailli de Suffren, General Allard or Hyppolite Bouchard as well as thousands of

anonymous folk who served the nation aboard the navy’s vessels or who faced stormy seas aboard merchant ships. "Today the World comes to Saint- Tropez, we will tell you about the times when Tropezians travelled the World".

Musée de l'Annonciade

The Annonciade Museum reminds us that the village of Saint-Tropez was one of the most active centres of "avant-garde" painting at the beginning of the XXth Century, thanks to Paul Signac who, on board his ship l'Olympia, discovered this little fishing harbour in 1892. He fell under the spell of the place, bought a house, la Hune, which he turned into his studio and invited many other painters to join him: Cross, Matisse, Derain, Marquet. The collection on show, ranges from 1890 to 1950 and is both of surprisingly high standard and homogeneity. The artists displayed have based their work upon the study of colour as well as shape, and the whole collection is composed of top quality pictures, essentially belonging to the Pointillist, Nabis and Fauvist movements. Maison des Papillons

This museum was created by Dany Lartigue, son of the famous photographer Jacques-Henri Lartigue, and grandson of André Messager, member of the French Academy, manager of the Paris Opera and close friend of Fauré and Debussy. The butterflies are presented in their former family residence, now

the property of the town of Saint-Tropez. In this typical Tropezian home, a fabulous selection of all the French diurnal species is on show. They have been assembled by Dany Lartigue over the past decades. In all, there are more than 35 000 items, representing extinct or protected species, and others which are rarities or abnormalities, such as the Black Apollo from the Mercantour region. There is also an extremely important collection of exotic species from Amazonia and the Solomon Islands: «The most beautiful butterflies in the world». Thousands of specimens are still being sorted and repaired to be presented under the best conditions, the mode of presentation being the specific quality of this collection. With his artist's sensitivity, Dany Lartigue attempts a highly original approach. In many instances the natural environnement of a species has been painstakingly reconstituted, enabling the visitor to appreciate the subtleties of colour and camouflage. The scientific value of the collection, as well as its intrinsic beauty, are recognised by entomologists the world over. An enriching experience for all age groups.

Maisons de services publics

The number of Maisons de services publics in rural areas is set to treble to 1,000. These are often housed in post offices and combine services such as utilities (EDF, GDF) and bureaucracy (Cpam, Caf, Pôle Emploi) and can help people with bills and paperwork.

Budget TGV link to be extended

The SNCF's low-cost rail service, OuiGo, will expand in 2016 to serve twice as many destinations. OuiGo launched a no-frills rail link from Disneyland Paris (Marne-la-Vallée) to Lyon

and Marseille in 2013. New OuiGo destinations in 2016 will include Nantes and Rennes. See www.ouigo.com for more details. SNCF is about to sign deals with the big three mobile operators to guarantee internet on-board 90% of all French trains by 2020. Other improvements to the TGV experience will include reversible seats allowing passengers to always face the direction of travel, and more efficient air conditioning.

Food Waste – Doggy Bags in France?

F rance has a National plan on f ood waste prevention called “ National Pact Against Food Waste” launched in June 14th 2013 by the French Ministry of Agriculture. This aims at reducing food waste by half by 2025 and lays down the tools which will be used to reach this target: 1. A rallying sign to make visible the motivation to combat waste. 2. A national day against food waste; an “anti- waste” prize to reward smart food practices. 3. Education about food waste in agricultural high schools and hotel industry training colleges. 4. Terms and conditions for reduced waste in contracts for the public procurement of institutional catering. 5. Improved knowledge of the legislative and regulatory framework relating to ownership and liability in the area of food donations. 6. Measures against food waste in waste prevention programs. 7. Inclusion of food waste measurement as part of Corporate Social Responsibility. 8. The systematic replacement of the existing “expiration date” on the label (French abbreviation “DLUO”) with “to be consumed preferably by……”. 9. An advertising campaign against waste.

– A year-long experimental citizens’ food donation program based around a digital platform. The national www.alimentation.gouv.fr website now includes “anti gaspi” (anti gaspillage/against waste) marketing materials, as well as information and advice on reducing the amount of food thrown away and explanations of best-by dates. Specific targets for food waste are also set in the French National Waste Prevention Programme. Issued in 2014 and valid until 2020 it is promoted by the Ministry of Ecology, Sustainable Development and Energy. The programme sets specific targets for the reduction of food waste in France. The objective is a 50% reduction of food waste by 2025. It also aims to reinforce the fight against food waste in catering and canteens by introducing special provisions with regards to supply, preparation of meals, portion

sizes and the option for clients to purchase adapted portions, food waste awareness activities for staff and clients.

Furthermore the food services authorities aim to develop guidelines for the use of “doggy bags” in restaurants. The Rhone-Alpes Region has conducted a survey in the food service sector to enquire about the possibility of using doggy bags. According to the survey, 90% of the consumers support the “doggy bag” in the food service sector and 75% of the interrogated caterers in the food service sector are ready to introduce one in their restaurants.

Headlights flash 'is dangerous'

Drivers who flash their headlights to warn oncoming cars of a speed check could be putting lives at risk and helping criminals, gendarmes have warned. Their message comes after an incident in Normandy where gendarmes were close to catching a gang of burglars by a road side, but the thieves escaped by doing a U-turn when other drivers alerted them with their lights. The Gendarmerie Nationale says that "helping" other drivers avoid a speeding fine could also help child abductors and other dangerous criminals avoid being caught. Dual-SIM phones ideal for expats For expats who regularly travel between the UK and France or other countries the question arises whether to get a second mobile phone for the other country – or a dual-SIM phone. Dual-SIM phones allow users to have two numbers connected to the same device, so you can be easily reached on either your French or your British mobile number, for example. The phones have slots for two SIM cards – the chips that identify each phone and allow it to access a phone network. Some also allow users to take a call on one card when they are talking on the other one. They have been used in the Far East for several years, but were quite slow in arriving in the West despite previous attempts by firms including Samsung and LG to introduce phones with similar technology. For several years they were costly, but the technology is now widely available at an accessible price.

The earliest dual-SIM phones were just adapters (Pseudo-Dual or Passive) meaning that while they could carry two cards, only one worked at any given time and you had to switch between them when required. A slightly more developed model is Dual Sim Stand-By, where both cards work at the same time, but when you receive a call on one card, the other one is deactivated for the duration of the call. Dual Sim Active (DSA) phones are more common today: they are capable of receiving calls on both SIM cards, and the more advanced models allow for users to receive a call on both numbers at the same time, called Dual Call or Dual Active. Some models, while having two slots, do not give equal functionality to both: for example, the primary card slot allows for 3G or 4G fast mobile internet, but the secondary slot might be limited to slower 2G.

Wine description changes The strictly protected world of French wine is being shaken up by EU rules that makers fear will challenge the primacy of vintages such as champagnes, grown in specific areas. From 1 January table wines can be produced and sold anywhere in France without giving an area of origin, only the grape varieties used. Until now, only regions designated by French authorities have been allowed to produce wine commercially.

From now on the labels appellation d’origine contrôlée (AOC) and indication géographique protégée (IGP) or vin de pays – established certificates of quality – are joined by vins sans indication géographique (VSIG), wines without geographical indication.

Would-be growers bordering premium areas such as Champagne want permission to plant vines, but champagne houses fear competition from cheaper rivals, who still could not call their produce champagne. They have already faced increasing competition from Italian, Spanish and even English sparkling wines.
