6 December 2007 Gas Vehicles Report

English

NGV in the worldBy end September 2007, there areover 7.2 million NGVs in the worldand over 12,000 natural gas refuelling stations. In Europe thereare about 750,000 methane vehicles and around 2,500 refuellingstations. Argentina, Pakistan andBrazil lead the market with their over80% NGVs in the fleet, while thefourth country, Italy, is home to 6%of the world’s total NGVs.

Italy420,000 NGVs ply across the country this 2007. Some 100,000of them are OEM manufactured thissame year. In some areas, NGVsnumber already accounts for 8% ofthe total vehicle fleet. Most cities inthe nation have decided to use natural gas buses: 2,100 in 50cities, whereas there are approximately800 LDVs and HDVs employed inurban distribution services. In order to attain a two-digit figure, according to the Consorzio NGVSystem, incentives for refuelling stations and vehicles should be

sustained, there should be tax stability, the stations network shouldexpand as well as self-service system should be adopted.

Czech RepublicWith the currently estimated 900NGVs in December 2007, CzechRepublic works hard to enlarge theNGV population with targets set at350,000 NGVs and 400 CNG stations by 2020. Besides the refuelling network, there is a plan tooffer CNG self-service stations andan option for customers to pay bycredit card. More OEM NGVs models are anticipated to beoffered. New technical standards formethane vehicles will also be issued.

SwedenThis country is conducting a biogasproject called Gothenburg BiomassGasification Plant (Gobigas) inGöteborg city, aiming to annually produce some 80 million Nm3 ofbiomethane via gasification of forestwaste from 2012. This project aims for a fuel output

NGV news in Europe corresponding with 70 % of theenergy contents in the biomassused. About 140MW of low gradebiomass will be transformed to biomethane. The result will primarily be distributed to end consumers via thenatural gas grid, and used for a variety of applications including vehicles, industrial purposes andelectricity production. The highmethane yield makes the process agood example of extraordinary economization of natural resources. In addition, most of the waste heatfrom the gasification process will beused for district heating. Thus, thetotal efficiency of the plant will beapproximately 90 %.

LithuaniaA new entry in the industry,Lithuania, has two methane carsand five natural gas buses with 2VRAs in the fleet. The country already has a nationalNGV association.Target for 2009 is set at 200 NGVsand 5 refuelling stations, of which 3are under construction. The big progress is expected tocome from the bus fleet sector.

8 Gas Vehicles ReportDecember 2007

Sarannoinoltre allestiti nuovi standard tecniciper i veicoli a metano.

NGV nieuws in EuropaDutch

Natural Gas Vehicles appeared on the scene as a practical alternative togasoline and diesel powered vehicles during the second world war. It took 60 years to grow the world wide NGV population to 1.7 million vehicles by 2001. Those of us who have been in the industry for a longtime remember well all the efforts expended to develop standards, vehicles, fueling infrastructure, industry associations, government support and anawareness of the many benefits of NGVs compared to conventional fueled

vehicles. These activities successfully positioned the industry for rapid growth.

Between 2001 and today something happened to drive the NGV population to over 7 million vehicles, an astounding annual growth rate of 26%.

What happened? Many countries in the world finally became aware that NGVs were an important part of thesolution to the major global challenges of global warming, air pollution and energy security. Specifically, they nowunderstand that the use of NGVs:• Improves energy choice flexibility• Improves security of energy supply• Improves world economic stability (dampen oil price fluctuations)• Improves balance of payments• Can use renewable energy (biomethane)• Reduces greenhouse gases by 25%• Reduces harmful vehicle emissions

The industry projections show that at a conservative growth rate of 18% per year, there will be 65 million NGVsby 2020, representing 9% of the world’s vehicle population and reducing oil demand by 7 million barrels per day.

In addition to readily available vehicle conversion packages, a growing number of automobile companies are realizing the huge potential market and are now producing excellent and competitive natural gas vehicles.

The gas producing and delivery companies are now recognizing that by 2020 NGVs will represent a 400 billioncubic meter per year market (16% of today’s total world gas demand). Aggressive market development strategies by these energy companies are key to the success of the NGV industry.

All the elements are in place for the continued rapid growth of the NGV industry, however there is substantialcompetition from other fuels and many roadblocks that must be overcome. In order to achieve our objective of65 million NGVs by 2020 we must work diligently together to provide the market with what it needs and toensure the market place is aware of the benefits of NGVs. Specifically:• Governments must implement and support a long term NGV (natural gas and biomethane) strategy• Vehicle OEMs should increase production of NGVs and develop new models• Need to increase availability of economic, reliable, safe and environmentally friendly vehicle conversions• Aggressively develop the CNG refueling infrastructure• Natural gas industry needs to develop strategies to aggressively advance the use of NGVs: A 400 billion M³ peryear market

Industry associations are critical to the success of NGV’s rapid growth. The IANGV is the “umbrella” associationfor the industry which works with Regional and National associations to achieve the industry’s objective.

Italy has been one of the countrieswere CNG was first developed as anautomotive fuel. The basic networkwas made up of CNG-only stations, with specific containment standardsand locations due to past safetyrequirements. Then the network of original stationswas flanked by a network of new stations were CNG is associated tostandard fuels and LPG.This process brought to the presentnetwork that today is made up byabout 550 sites, with a grow rate ofaround 60 new sites per year.

Limits of Italian CNG networkItalian CNG network still shows several limits that are becomingmore and more a real limit for thedevelopment of NGV vehicles market. In particular:® CNG stations are not available

everywhere. Some regions or urbanareas have a good coverage andshow also a good share of NGV vehicles, while in some areas CNGstations are few or are lacking at all. ® Stations opening period are limiting CNG availability. By night andduring weekend opened CNG stations are less than 10. In comparison about a half of Italianliquid fuels service stations areequipped with self-service equipmentthat allows the customer to refuelgasoline and diesel widely every day,24 hours a day.® Investments returns for “old style”CNG stations become longer andlonger because of reduced profitmargins.® At the same time Italy has one ofthe biggest gasoline & diesel stationnetwork available in Europe and isfacing a structural change thatrequires to increase products andservices delivered to customers.

Our vision of the futureIn our vision we have to change ourapproach to the development of theCNG network. What was good in the

past and gave great results may notbe suitable for the future. The problems that have to be solvedto give a new pace to CNG and NGVin the country are:® Operating margin reduction® A network still limited on the territory® A service that is still differentfrom other fuels

The proposed solutions cannot beattributed to a single issue, andmost of them, if applied, may helpgetting the final result from differentdirections.

Margin reductionThis issue is of course complex, andthe contribution from equipmentmanufacturers may be important butstill partial. The points where a manufacturermay help operators in enhancing efficiency are:® operating costs® overall investments

Our answer to both questions is thecontinuous development of compactand efficient stations that may help

reducing equipment costs, spaceoccupation and compression powerconsumption. SAFE latest productsare offering the opportunity to exploitequipment that is suited on presentstation needs avoiding problems ofcosts due to over-dimensioning. The performances of these productsmay be well upgraded when stationbusiness would increase.

Network structureSelf-service and multifuel CNG dispensers may be the keys for anew generation of stations that mayconjugate service, efficiency andrational space use. These technologies, widely proved in otherEC countries, give the opportunity toincrease the offer of existing stationby adding CNG. It is an option thatrequires a change in national safetystandards, but when technologyimproves equipment performance itis necessary to take into account thenew experiences and set a new stepforward in standards evolution.

New servicesItalian service stations in Italy madebig advances in service offers inthese last 10 years. After ENIlaunch in ’97 of “fai da te” (self-service) campaign refuelingbecame a normal practice for Italiancustomers. At the same time self-service unattended system wereinstalled in more than a half of stations making 24h refueling a reality. Electronic payments, loyaltyprograms and other services basedon electronic cards managementwere developed as in other Europeancountries. But in this last 10 years the CNGuser could not benefit at all of allthese service improvements. CNGstations did not introduce any majorchange in service for customers, and this situation made wider thegap between CNG and other fuels.Today in Italy a CNG user cannot bea normal user. He still has to lookfor service stations and, when traveling outside usual areas, mapsand GPS systems are a standard. He still has to program its dailyroute and schedule according to theopening time of CNG stations. As far as this service gap will bemaintained between standard fuelsand CNG, the NGV market growthwill be conditioned only by the economic leverage. But fuel price, even if it is more and more important, cannot be the only driver for theachievement of a real culture of CNG.

For CNG these steps are key pointsto arrive to a two digits percentagewithin all fuels, meaning a matureconsolidated fuel in the country.

The role of institutionsThe central and local governmentsplayed an important role in the lastyears, funding programs for supporting conversion and sales ofNGV vehicles and for the opening ofnew CNG stations. It was an important work, but nowthe CNG market needs somethingmore than just funding. It is necessary an overall re-thinkingof the rules that are regulating, andin some cases limiting, the growth ofan organic CNG stations network.

An Italian recipe? What is happening in Italy is ofcourse for many reasons peculiar, but most of the solutions for Italymay be used on other scenarios. For instance, small stations may beuseful to complete mature networkscovering marginal areas or werepipeline is not available at all.Argentina, Brazil and some Asianleading countries may be consideredin this category. In this cases Safe’sunique expertise and product rangeis an important competitive advantage were small stations ordaughter stations are a must.

28 December 2007 Gas Vehicles Report

On the last week of October I had to travel again –told Eugene Pronin,Gazprom NGV Division Head. On the 25th of October there was an interesting event: the First Congress of the Siberian Agrarians. Gazprom wasinvited to present the use of natural gas as a fuel for agricultural tractors.Earlier real life experience has proved: a powerful tractor (270 horse power)running in a dual fuel (natural gas/diesel) mode helps to save at least 8,500Euros/year on fuel cost. Taking into account that retrofitting of a tractor costs5,700 Euros one will easily calculate that payback period is less then oneyear. Based on these assumptions the Congress has proposed to develop aCNG plan for Siberian agriculture. The pictures show the K-701 agricultural tractor in the field. It is a DDF -diesel/natural gas dual fuel - modification. Pilot diesel makes 20 - 30% in thefuel mix, the rest being compressed natural gas. Similar modifications areavailable for industrial (construction) applications. Price differential is a key toeconomics success: today in Russia CNG costs 50% less than diesel oil.Unfortunately all tractors we are operating are not OEM but retrofitted.People in the countryside will be happy to buy CNG tractors from the factory.

30 December 2007 Gas Vehicles Report

News,News, Products,Products, TechnologyTechnology

On last 21 September in Mantua, Italy, Eni chief executive, Paolo Scaroni, and the President of theLombardy Region, Roberto Formigoni, opened the thirdAgip multiEnergy service station, a state-of-the-art facilitythat makes innovative use of new forms of energy toimprove respect for the quality of the environment and oflife. The station is part of the European Zero RegioProject, which aims to develop, in Lombardy and theRhein-Main region in Germany, integrated systems forsustainable mobility through the use of multifuel hydrogenservice stations for zero-emissions vehicles.

The Zero Regio Project, which is co-financed by theEuropean Commission, involves the construction andexperimentation of two innovative structures for the supply of multifuel hydrogen, in Mantua and Frankfurt, for the refuelling of fuel cell vehicles, using a range oftechnological options for the production and distributionof hydrogen.

16 partners from 4 European countries are involved inthe project and it is coordinated, at a European level, byInfraserv Höchst GmbH and in Italy by the LombardyRegion.

In Mantua hydrogen is produced, at the service station, using a gas-powered 20 mc/h reformer. The technology uses a high-temperature catalyticprocess with a pre-mixed flow of steam and natural gaswhich is transformed into hydrogen in successive stages. The fleet of vehicles is made up of three cell fuel-drivenFiat Pandas, bought by the Lombardy Region for themunicipality of Mantua.

Always with the aim of reducing CO2 emissions, theMantua and Frankfurt stations are also considered”Green Petrol Stations”, given that they are equippedwith solar panels of 8 and 20 kWp respectively, that cangenerate electricity from a renewable source of around30,000 kWh/year, which corresponds to a reduction ofaround 16 tonnes/year of CO2 emissions.

For the petrol-based part, multiEnergy is an innovativemodular concept that integrates the refuelling of hydrogen with a range of conventional liquid and gaseous fuels, including biofuels, with a view to contributing to the development of the new generation oflow/zero-emission vehicles that car manufacturers areoffering the market.

In terms of energy saving, the multiEnergy station couldbecome, in the short term, a platform for bio-construction and bio-architecture to test low-impactrecycled materials, electrical, heating, air-conditioningand lighting systems with efficiency gains that will make it possible to reduce energy consumption in terms ofkWh/m2/year as is happening across Europe. In the short term Eni will use hydrogen mixed with

methane. The aim being to launch, at a national andEuropean level, the use of this hydrogen-methane mix asan immediate solution, exploiting the Italian competitiveadvantage in terms of infrastructure and know-how inmethane compared with the rest of Europe.

Eni’s commitment has been formally recognised by twoimportant sustainability indexes: the Dow JonesSustainability Index and the FTSE4Good.

The creation of this new Agip multiEnergy station is a further demonstration of Eni’s commitment to the continuous improvement of the entire Agip network andthe objective of providing a wide range of services andproducts.

Eni has always viewed “Technology and Environment”together; the Agip network was the first in Italy to distribute unleaded petrol in 1987 and to produce, from the early ’90s, low sulphur diesel, as wellas products such as BluDiesel, BluSuper, sulphur-freediesel and petrol, anticipating by a wide margin the introduction of European norms in 2009.

31December 2007 Gas Vehicles Report

On last 29 October DrJeffrey M. Seisler, thefounding Executive Directorof the European Natural GasVehicle Association (ENGVA)announced the opening of aBrussels-based consultancy,Clean Fuels Consulting tofoster a more proactiveadvocacy effort with theEuropean institutions, focusing on natural gas vehicles (NGVs), renewablebiomethane, hydrogen and other clean fuels.

Jeffrey Seisler brings 30 years experience on two continents helping to shape energy and environment policy as well as commercializing new technologies.“Today there are more legislative, regulatory, and policydevelopments related to energy, the environment, climatechange and transportation than in the past decade. For the clean fuels industry and technologies – and particularly for natural gas, biomethane, LNG, liquefiedpetroleum gas (LPG) and hydrogen -- it is important totarget the emerging policies that will set new directionsfor sustainable and secure energy in Europe. These legislative and regulatory initiatives include: the development of Euro 5 and Euro 6 emissions regulations; the revision of the Biofuels Directive; policiesand proposed mandates related to CO2 and passengercars; the Fuel Quality Directive; and the development ofnew and harmonized standards for vehicles and fuellingstations. We need to closely monitor and participate inthe policy making process and continue to educate theEuropean Commission and Parliament on a daily andfocused basis to ensure that the cleaner fuels have thevisibility they deserve,” said Seisler from his new office inBrussels.

Clean Fuels Consulting is a private company whose mission is to facilitate the commercialization of cleanfuels and technologies. Its activities will address the

complex, multi-dimensional needs of commercial sector, public sector, and not-for-profit-based clients on a globalbasis. Services will include: direct lobbying and government relations within the European Union institutions and the United Nations; policy development;strategic marketing; communications; technical and technology analysis; networking (including conference andworkshop development); training ; and the developmentof trade delegations, all related to clean fuels and technologies. Additionally, Dr. Seisler will maintain anactive role in the process to harmonize worldwidegaseous fuel vehicle standards and regulations, as wellas advocate the development of international standardsthat are needed to continue the growth of liquefied natural gas (LNG), renewable biomethane, and hydrogen.

“With strong competitive forces from status quo liquidpetroleum fuels and new blends of bio-fuels it is clearthat better balance in the European policy arena isrequired to achieve a more sustainable energy future, particularly in the transportation sector. It is an excitingtime to be part of the policy making process in Brussels.Clean Fuels Consulting plans on being part of thisprocess,” Seisler concluded.

As the Executive Director of ENGVA since its founding in1994 Jeffrey Seisler was part of the European leadership that helped develop the market for naturalgas vehicles (NGVs) and become a legitimized part ofEuropean energy and environment policy. Prior to thathe was the founding Director of the Natural Gas VehicleCoalition in Washington, D.C. from 1988 to 1994 wherehe served a similar function. He served two terms asthe President of the International Association for NGVsbetween 1998 and 2002 and remains active on theIANGV Executive Committee as the Vice President ofGovernment Relations.

"Man’s intervention almost doesnot exist under this model"

Before the officialopening, GVR hadthe opportunity totake a walk in theplant guided by theGeneral Manager,Osvaldo Del Campo. The new plant has"cyber-manufacturingtechnology thatallows to designcomponents in the computer and directly make them in the mechanized centers, prac-tically without the intervention of workers, guaran-teeing therefore unique quality level in all pieces",ensured Del Campo. He went deep into details: "the features of this newplant are revolutionary, since cyber-manufacturing isa new concept based on mechanized centersdenominated multitasking. In a single machine andalmost in a single operation, all pieces are practicallymade then they are checked by a measurementrobot that verifies the manufacture meticulously, thus closing a computer cycle", he explained. Under this process the traditional chain productionerrors are avoided because man does not interact. The facility has 6,500 m²; 4,500 for the plant itselfand the offices occupy 2,000 m2. There all manufacture and assembling process of compressors, virtual pipelines and components isperformed. The new factory is the best showroom of the company and the heart of the group, which has twoother plants in the country. According to Del Campo, throughout 20 years the company has experienced a sustained growth,"always adding new lines of products and developingnew markets". "We are the largest NGV exporter",he concluded.
