Tourism boom
From ADistance
joey e. clarin
Philippine tourism destinations
are increasing catching the atten-
tion of international travelers.
Philippine tourism will be posi-
tive in 2013. Individual destina-
tions and hotels are also winning
recognition from other travel pub-
lications, websites and networks.
We should not lose this mo-
mentum. With more people want-
ing to take a look of Tacloban City
and parts of Eastern Visayas, we
must aim to please and make rst
time visitors want to come back.
Travelers want a clean and safe
environment. Eco-friendly tour-
ism tends to draw more visitors
as public awareness of cleanliness
and environmental protection in-
creases. With communities reap-
ing the dividends of tour-ism, there is also a need in
maintaining peace and or-
der.
The national govern-
ment must do its part by up-
grading tourism infrastruc-
ture providing incentives
for greater private sector
participation. We shouldimprove our airports, roads,
hotels, tour guides and safe-
ty and security which is a
major concern of travelers.
Our region is blessed
with many natural attrac-
tions and the people are
naturally friendly. Govern-
ment agencies especially
the Department of Tourism,
DOTC, DPWH should ad-
dress some of the problems
of the tourism industry.
In Tacloban City,
we are already improving
our airport and world class
hotels are sprouting such
as the Oriental Hotel and
Granda Hotel at the heart
of the city. We also have arst class mall in Robinson,
and soon to open SM Mall.
Truly, Tacloban is now
a highly-urbanized city and
foreign tourist are now be-
ginning to notice the beauty
of Tacloban City and East-
ern Visayas.

Like jungle beast made tame, alleged politicalwarlords would step into the limelight as i they are

THE CURE OF SIMONS MOTHER-IN-LAW
On leaving the synagogue Jesus entered the house of Simon and
Andrew with James and John. Simons mother-in-law lay sick with a
fever. They immediately told him about her. He approached, grasped
her hand, and helped her up. Then the fever left her and she waited on
them. When it was evening, after sunset, they brought to him all who
were ill or possessed by demons. The whole town was gathered at the
door. He cured many who were sick with various diseases, and he drove
out many demons, not permitting them to speak because they knew
him. Rising very early before dawn, he left and went off to a deserted
place, where he prayed. Simon and those who were with him pursued
him and on nding him said, Everyone is looking for you. He told
them, Let us go on the nearby vill ages that I may preach there also. Forthis purpose have I come. So he went into their synagogues, preaching
and driving out demons throughout the whole of Galilee.
OUR FIRST CALL
It was difcult for Cindy at work. She wanted so much to do a good
job and compete with the men at her level. She was the second woman
ever to hold the position of assistant director in her company and she
knew it would be a major accomplishment for her to break through the
glass ceiling that kept her gender from entering the upper echelons of
the industry. At home with her husband Frank, she expressed her frus-
tration. Frank supported her one hundred percent, but cautioned her:
Remember when I got so stressed out trying to get that promotion?
You reminded me why I was there in the rst place: to be a l ight for oth-
ers, like Jesus taught. Thats your job too. Lets both keep focused on
our rst call to be living witnesses of Gods goodness. Cindy agreed,
adding that being a woman in a mans world added another challenge:
to show how a woman does things. Dear God, you made me to know,
love, and serve you in this world, to be a living sign of your savinggrace. Help me today to always remember the purpose of my life. Take
time to write down three ways you could be a witness to God today.
Check each one off as you accomplish it. (Between Sundays by Paul

Since our lie is a liewith God, then we canalso say that our lie is alie o prayer. hat is thebroadest deinition oprayer. Prayer is when weare with God subjective-ly, when we correspondto the objective reality o
our being with God. hiscan be done intentionally, mentally, orally, etc.
But prayer can andshould be done alsothrough our work, ourstudy, our rest, and in actthrough all the phases, as-pects and activities o ourlie. hus, St. Paul says:hereore, whether youeat or drink, or whatso-ever else you do, do all tothe glory o God. (1 Cor10,31)
We should not con-
sider this Pauline indica-tion as an exaggeration, ora purely religious dictumthat we are ree to accept

We need to adapt ourthinking and our cultureand civilization in generalto this truth that comes tous more through our aiththan through our own es-timation o things. Real-ity in its ultimate dimen-sions is given to us by aithmore than by our reasonand senses alone.

Sorry, but I dont seehow else those wordscould be understood.
With respect to ourwork which we have to
learn to convert intoprayer, we can say that thebasis or this is that we
have been created by Godto work. We have beenmade to work just as thebirds
are made to ly. Work isnot meant to be a curse orpunishment to us.
In act, it plays a prom-inent role in our natureand lie.
Work is part o whatmakes us the image andlikeness o God. It is whatintegrates all our humanaculties and turns ourpotencies into actualities.
It oers us the means olivelihood and the toolor development and pro-gress, both personal andsocial, local and global.

It is part o divineprovidence, that abidinggovernance o God overall his creation.

is while we have beentrained to grow by rice, many o us had not beentrained to grow rice. Itsbeing implanted in our
consciousness as the ba-sic ood is not coupledwith the consciousnessto plant that ood whichwe are to grow o. We hadin short been engrossedin a culture that dependson rice as our staple oodbut production seems not
part o the culture. In act, those engaged in the pro-duction o the staple areexploited in many waysand hardly reap the ruitso their labor. Te peoplewho live by the sweat otheir brows and the mudon their eet are unwilling
victims o an unjust socialorder where they remaincaptives living on thebondage o the soil. Teexploiters among the richand powerul, those whohave the capital needed toproduce rice, are the onesgetting the huge chunk othe prots rom the riceindustry.
While aced with thisreal inequity, many o
our armers are realizingthe di culty o their liv-ing, pushing them to aimor just dream rom beingreed out o the chains otheir impoverishment.Tis explains why theywork too hard to see theirospring who are to suc-ceed them, earn educa-tion and acquire otherskills that would bringthem nancial reedom.
Te trend o armerschildren trying to takepainstaking sacrices tobe educated and be at parin the global competitionis epic. Tat has been soin so many decades andwe have success stories oproessionals reaping thebest the world can oeror their once impover-ished situation. We takepride and are happy withsuch inspiring tales butwe miss so much o themost important messageit sends to all and sundryaside rom the lessons ohard work and the prov-ing o the adage that pov-erty is not a hindrance to

ACLOBAN CIYDensication o the geo-hazard maps at a scale o1:10,000 is now in ullswing in Eastern Visayasand is expected to becompleted by 2014, ac-cording to an ocial.
MGB-8 Regional Di-rector AliloEnsomo, Jr.said the agency is alreadynished with the geo-hazard assessment andmapping program at ascale o 1:50,000 coveringall cities and municipali-ties in the region.
1:10,000-scale geo-hazard maps will help lo-cal government units inidentiying food-proneand landslide-risk areas,
Ensomo said.Ensomo said Eastern
Visayas has been prior-itized or map productionconsidering its locationin the eastern seaboard, which is prone to ty-phoons that could triggerfooding and landslides.
Details that can beound in a 1:10,000-scalemap are parameters oreatures in the area thatmay aect ground stabil-ity and the type o land-slides that can possiblyoccur in the area.
Relocation sites canalso be plotted using the1:10,000 maps. Localgovernment units can usethem or craing disaster
mitigation measures suchas evacuation and possi-ble construction o newcommunity sites, Enso-mo added.
Ensomo said geohaz-ard maps are now acces-sible and downloadablerom our governmentwebsites, including thato a non-government or-ganization.
Te government web-sites hosting the inter-active geohazard mapsinclude that o the De-partment o Environ-ment and Natural Re-sources (www.denr.gov.ph), MGB (www.mgb.gov.ph), Philippine In-ormation Agency (www.
pia.gov.ph) and that oEnvironmental Scienceor Social Change (www.essc.org.ph).
Te posting o thesemaps is aimed at broad-ening public access to thegeo-hazard maps, whichhas become an impor-tant tool in disaster riskreduction and manage-ment, Ensomo added.
He added with theidentication o the Phil-ippines as among thosehighly vulnerable to theimpact o climate change,Filipinos should brace ortyphoons with greater in-tensity in terms o windspeed and rainall thatcould trigger fooding
and landslides.He otherwise urged
the public to be proactivein taking precautionarymeasures to minimize, inot prevent, any adverseimpact o calamities notonly in ones amily andcommunity but on thecountry as a whole. (REY-
AN L. ARINTO)
MGB-8 produces geo-hazard maps higher scale
o government to reclaimso much land or nd com-pensation rom those lostto land conversions wouldbe utile due to the bitterreality that the work orcein the arms had dwindledsignicantly over the years. Many o our productivegeneration, those within theworking-age population, had been pushed by povertyto become domestic andblue collar workers in or-eign shores. We have lost somuch to the rich countrieso a powerul workorce thatcould potentially augmentrice production to dirty jobslike caring or the old andsickly that commands highwages that our governmentcannot aord to match bothin pay and opportunity.

PETITIONPLAINTIFF in the above-
entitled case, by undersigned
counsel, to this Honorable
Court respectfully states:
1. Plaintiff is a Taiwanes
Citizen, of legal age, married
and resident of Brgy. Zone I,
Capoocan, Leyte while re-
spondent is a Filipino Citizen,
also of legal age, married and
residing at her home in 106
Doce 36 Street, Bagong Bar-
rio, Caloocan City where she
maybe served with summon
and other judicial notices per-
tinent to the instant case;
2. Petitioner and Re-
spondent were married in
Caloocan City on August 30,
1996 under Marriage LicenseNo. 2073171 issue on Au-
gust 30, 1996 by Apolinario
L. Guevara, Jr., a copy of
the Certicate of Marriage is
hereto attached to be marked
as Exh. A;3. After the celebration of
the marriage, petitioner and
respondent left for Taiwan
and had lived together for
sometime and then suddenly
thereafter respondent without
notice nor permission and
without forwarding address
left the former and never came
to their conjugal;
4. Petitioner exhaustively
exerted efforts to look for his
wife, the respondent herein, to
bring her back to their conju-gal home in Taiwan but all his
efforts did not result a fruitful
endeavor and after exhaustive
verication, petitioner was in-
formed that his wife respond-
ent had returned to her home
in 106 Doce 36 Street, Bagong
Barrio, Caloocan City with a
live-in partner and in fact re-
spondent never return back
to Taiwan to live with her
husband petitioner despite his
pleadings which caused him
to decide to le a petition for
divorce in Taichung District
Court of Taiwan;
5. And so and in fact,
petitioner had decided to le
a petition for divorce in the
family court in Taichung Dis-
trict Court, Taiwan docketedas Case No. 95-Nien-Tu-Fin-
Tzu-308, Mr. LI, YEN-TA,
petitioner vs. MME. JANET
DABANDAN, respondent,
and after due notice and hear-
ing, the Taichung District
Court of Taiwan through Hon-
orable Judge Chen, Hsueh-
Te a Civil rendered a Degree

divorce the original copy of
which decision in Taiwanis
language is hereto attached

tober 11, 2006 as certied to

Finalized Civil Judgment by
Taichung District Court, Tai-
wan is hereto attached as An-
nex C. The same decisionwas translated into English
Language, the original copy
of the English translated deci-
sion is hereto attached as An-nex D, which was translat-ed by RENE C. ILUMIN the

ticated, the original copy of

tion is hereto attached as An-nex E which Certicate ofAuthentication is further cer-
tied by Authentication Of-
cer Armando S. Dimaranan
of the Department of Foreign
Affairs, Manila, the original
copy of which is hereto at-tached as Annex F;
5. On April 23, 2008, pe-
titioner, in his desire to regain
back his legal capacity to mar-
ry, had registered the above-
cited Civil Degree (Divorce)
together with the Certicate of
Authentications Annexes B,
C, and D in the City Civil
Registry of City of Manila, a
copy of the Certication of
Registration is hereto attached
to be marked as Exh. Gbutpetitioner was advised that
since the Philippine Govern-
ment does not recognize a
divorce, there is a need to le
in court of his place of sojourn
which is in Capoocan, Leyte,
a petition for declaring of nul-lity of the marriage between
the petitioner and the respond-
ent herein;
6. That, for so short a time
after the couple lived in Tai-
wan, respondent got lost from
their conjugal home and went
astray until nally she went
back to the Philippines to live
with her live-in partner in her
home at Brgy. Bagong Barrio
in Caloocan City;
7. It is not fair and just
to keep the petitioner tied up
to his marriage with the re-
spondent who had run away
from him and failed to per-
form marital duties and re-
sponsibilities which is a clear
indication that respondent is
suffering from psychologicalincapacity which is a legal
ground for declaration of mar-
riages null and void;
WHEREFORE, it is
respectfully prayed of this
Honorable Court that after
due notice and hearing judg-
ment be rendered declaring
the marriage of the petitioner
and respondent which was
celebrated last August 30,
1996 null and void. Further,
petitioner prays for other re-
lief and remedies which this
Honorable Court may deem
just and equitable under the
premises.
