General Course InformationWHO RUNS THE COURSES?

The Barking & Dagenham Local Safeguarding Children Board (LSCB) provides the training courses presented in this directory. Some of the training is delivered by locally based people who have particular knowledge and experience in various aspects of safeguarding and some of the courses are commissioned from specialist trainers and organizations from outside the local agencies. This combination provides good inter-agency and inter-professional-working locally, and benefits from best practice and research from further afield.

WHO CAN ATTEND COURSES?

Audiences for safeguarding training are diverse and include the whole of the children’s and young people’s workforce, including paid staff and volunteers working in the statutory, voluntary, community and independent sectors and the wider multi-agency partnership. Each individual course outlines detail who the course is aimed at. Courses are written in accordance with policies and procedures that are local to The London Borough of Barking and Dagenham and as such are only suitable to those that are working within the Borough and supporting our residents.

CHOOSING A COURSE & GAINING APPROVAL TO ATTEND

To ensure the course is right for you please read the course details before you request a place and discuss with your line manager to seek approval to attend. It is your responsibility to gain approval from your line manager to attend and to make them aware of potential costs involved for cancellation of place, non attendance, or charges for agencies who do not contribute financially to the LSCB. See cancellation charge guidance below.

BOOKING A COURSE

All LSCB courses are booked via I Learn for both staff internal to LBBD and Partner Agencies – Anybody wishing to view our courses or book a space on a course will need to register on the I Learn system (Internal LBBD staff will already have an I Learn account and don’t need to re register) you can register, view our courses and book your place by clicking here. Anybody that has difficulty registering with I Learn can contact The Learning and Development Team at [email protected] or 0208 227 5544 for help and support - instructions on how to register can be found at the end of this programme from page 29.

ALLOCATION OF PLACES

Every effort is made to ensure delegates from different agencies are represented to support multi-agency working. If you are successful, you will receive a notification by invitation and further course details. If the course is full you are either added to a waiting list, or encouraged to re-apply for a future date.

CANCELLATION

The LSCB reserve the right to cancel or amend the date/time of any courses within this directory, due to low registration or for any other reason.

Where we cancel or amend the date/time of any sessions, we will endeavor to give you as much notice as possible of the cancellation/amendment.

CANCELLATION & NON ATTENDANCE POLICY

The demand for training and the costs involved in producing training is high and there are more and more organizations accessing the training we offer. The increased demand does mean we need to reduce the instances where people do not attend training and have not cancelled in ample time to allow others the opportunity to take their place. There is a zero tolerance policy when it comes to non-attendance.

CANCELLATION CHARGES

If you need to cancel a training place, our policy is as follows:

Notice PeriodCancelling 10 days + before the event No ChargeCancelling within 10 days of the event running or Non-Attendance

£100 – Full day£50 Half day/Briefing(Unless a suitable replacement is found to attend)

The maximum charge of £100 or £50 [respectively] for a full day/half day or briefing covers all administration costs and will be charged for any delegate who fails to attend without prior notification or, unless an appropriate replacement is secured. If notification is received more than ten days in advance of the training, no charge will be incurred. Cancellation can be administered directly via I Learn or should be sent via e-mail to the Corporate Learning and Development team at [email protected] .

CHARGES TO ATTEND BARKING & DAGENHAM LSCB TRAINING

Training and e-Learning for Barking & Dagenham LSCB partner agencies who financially contribute to the LSCB is free to attend (cancellation charges will still apply).

Private and ‘For Profit’ organisations will incur a charge per delegate at the rate of:Half day - £50.00 Full day - £100.00 e-Learning - £50.00

QUALITY ASSURANCE & EVALUATION

Quality Assurance Framework has been put in place to monitor the quality of the training events that are delivered as part of our programme.

The ApproachThere are three stages to our Quality Assurance, which are as follows:

Observation of learning to ensure quality of delivery Evaluation surveys – End of Course/Event Questionnaires Impact Assessment – Mystery Shopper activity

Stage 1: Ensuring QualityMembers of the Performance, Learning & Quality Assurance Committee (PLQ) who attend learning events will provide feedback to the committee on the quality of the training delivery and learner engagement/learning. Feedback comments will be passed to the Corporate Learning and Development Coordinator and will inform future commissioning plans.

Stage 2: At the end of LearningAll learners that attend our courses will be sent an electronic evaluation at the end of their training event which will be sent to them via email no later than one working day after the course is completed.  It is important that these evaluations are completed and submitted as the feedback is used to shape future plans and helps us to gauge the effectiveness of training.  Please complete your electronic evaluation as soon as you are able to do so on completion of training. Because of the importance of evaluation, we will also be sending reminder e-mails.

Stage 3: Impact & Mystery Shop 6-8 weeks after attending a training event, learners will be sent a further evaluation where by they will be asked to complete a short further evaluation around how they have put their learning into practice within their work environment.  This will provide us with a further measure to gauge the effectiveness of the training and the impact that this training has had on individuals practice.  All learners are asked to complete this evaluation as soon as it is received.  Findings will be included in the quarterly report to the PLQ Committee and will inform future LSCB training events moving forward.

LSCB LEARNING & DEVELOPMENT FRAMEWORK

Individual agencies and employers are responsible for ensuring that all of their staff are competent and confident in carrying out their responsibilities for safeguarding and promoting the welfare of children and young people, and in order to fulfil their safeguarding duties as identified in Working Together to Safeguard Children 2015.

Level 4 - Multi-agency - in addition to levels 1, 2, 3, these will be specialist roles and named and

designated professionals.

Level 3 - Multi-agency - in addition to levels 1 and 2, level 3 is required for staff, clinical and non clinical working predominantly with parents, children and

young people. These are frontline practitioners and could contribute to the assessment, planning

intervention and review of children where there is a safeguarding concern. These people will be in

positions to identify concerns and to act upon them.

Level 2 - Single/Multi-agency - in addition to level 1, level 2 is required for staff, clinical and non clinical working frequently with parents children or young

people.

Level 1 - Single agency - required for all staff - clinical and non clinical who may be in infrequent

contact with children, young people and/or parents & carers.

Trainer Profile: Greg has worked at Barking & Dagenham for 26 years, with the past 24 years in the borough’s Education Department, working directly children missing from education. For the last 6 years, Greg has also been the borough’s strategic lead for missing children.

Common Assessment Framework (CAF) Purpose: To understand the Common Assessment Framework and how it supports children, young people and their families.

Who should attend? This course is aimed at all frontline practitioners and managers working with children, young people and their families and is designed to develop skills at making assessments.

Level of Learning: 2/3

Learning Objectives: By the end of the learning event, delegates will be able to:

Describe the local process for carrying out a CAF Effectively apply the CAF process in practice Describe the Team Around The Family process Describe the role of the Lead Practitioner List at least three of the thresholds and explain when unmet thresholds require CAF intervention Encourage multi-agency networking

Trainer ProfileMike Smith is an independent trainer and consultant specialising in child care, safeguarding and protection. He has extensive experience as a social worker and senior practitioner in child in need and child protection teams, family placements, care leaver and court services. Following several years as a LSCB and Children’s Services trainer and commissioner, Mike moved to working as an independent consultant in 2003. His work includes a wide range of training courses for staff ranging from front line practitioners to senior managers, as well as one-to-one coaching for staff on complex assessments, and policy development.

Child Sexual Exploitation (CSE) AwarenessPurpose: A series of CSE Awareness-Raising Briefings are being conducted following the increase in CSE referrals in the Borough, these sessions are for staff who work with children and young people at risk of being sexually exploited.

Who should attend: This course is aimed at all staff who work with children and young people to enable a better understanding of the complexities involved in a child at risk of being sexually exploited.

Explain definition of CSE Explain what ‘consent’ means to a young person Be familiar with the LBBD CSE Strategy and the MET Police CSE PAN London Protocol (February

2015) Describe what informs practitioners’ decisions when a child is being sexually exploited Apply the S.A.F.E.G.U.A.R.D. mnemonic to enable appropriate referrals to Children’s Services and

CSE support agencies Confidently undertake a CSE Risk Assessment and understand the importance of direct work with

children and young people and explain their knowledge of best practice response and tools with which to engage young people, parents and carers

List at least three examples of how children or young people are groomed for exploitation

Facilitator: Lynne Bonner, MET Police Lynne is a detective constable formerly attached to the Public Protection Desk (PPD) in the Multi Agency Safeguarding Hub (MASH) in Barking and Dagenham.  Due to tri-borough working the CSE police officers now work from Fresh Wharf Patrol Base.  Our role is to identify young people who are vulnerable to or at risk of Child Sexual Exploitation and work together with other agencies, both statutory and independent, to divert, support and minimise the risk posed to young people from those who seek to sexually exploit them.  Prior to joining Barking and Dagenham Lynne worked as a uniformed officer in South London, for a busy Child Protection Team (now CAIT) in East London, before joining the Homicide Crime Command.

CSE Champions ForumsPLEASE NOTE - This is a closed forum and is by invitation only. CSE Champions are allocated by line management. For information around becoming a CSE Champion please contact Linda Helliar – [email protected] / 0208 227 2197

PLEASE NOTE – You must book a space in order to attend – please do not turn up without booking. If you do not book we cannot inform you of any changes to sessions i.e. cancellations, change of venue etc.

Purpose: This Forum is for identified CSE Champions across each agency and is designed to provide an update on current research findings, the protocols and processes within the Borough,  and introduce specialist agencies who are commissioned to work with children or young people at risk of being sexually exploited.

At the first Forum in 2017 we will be defining our Mission Statement and identifying our CSE training requirements for the coming year.

Who should attend: Staff who have been nominated as a CSE Champion for their agency.

Forum Objectives:

To define and understand the role of CSE Champions within each agency. To provide a mechanism for peer support and communication. To further explore our understanding of the issues for children and young people at risk of sexual

exploitation across the partnership, and how we can problem solve on any challenges that may arise To provide first-hand training to recognise typical indicators of sexual exploitation in children and young

people. To provide any specialist or enhanced training identified as needed by the CSE Champion group. To support Champions to confidently undertake CSE Risk Assessments and to understand the

importance of direct work with children and young people. To share knowledge and best practice. To be aware of CSE PAN London referral trends To refresh our knowledge of national and local guidance and referral and support pathways.

Child Sexual Exploitation and Young PeoplePurpose: This course equips you with an understanding of Child Sexual Exploitation (CSE) and gives you tools to respond effectively. This course is delivered by Safer London.

Who should attend: Professionals and Practitioners who work with or who have regular contact with Children and Young People from Service Managers to Front Line Workers.

Designated Safeguarding Lead (DSL) in Schools & Colleges - Refresher Training (Schools Only)Purpose: This session is a one day refresher training session in the area of Child Protection and the role of school Child Protection lead. It is expected that Designated CP leads have previously completed a 2 day Designated Child Protection Lead training course prior to taking on the role. The NSPCC run such training sessions throughout the academic year however there are other external providers. It is a requirement for Designated Child Protection Leads to undertake DSL training specific to the role a minimum of every 2 years specific to the role.

Who should attend: This course is for Designated Child Protection Leads in schools only.  To attend you have to have already attended a full 2 day designated Child Protection Lead within the last two years or have previously attended Designated Child Protection Lead refresher training.

Course content

Revisit and describe the role and main responsibilities of the Designated Child Protection Lead Review any recent changes to key legislation and guidance relating the education services response to

safeguarding Explore how staff personal values may impact on their ability to recognise safeguarding Demonstrate an awareness of the emotional impact of safeguarding work and identify ways in which

the safeguarding lead can support staff. Identify the blocks to staff reporting concerns and explore strategies for overcoming them Review a Serious Case Review. Professionals who sexually harm children Review local safeguarding arrangements in line with reporting safeguarding concerns.

Trainer: Mike Cullern – Safeguarding Lead for Education- The London Borough of Barking and DagenhamMike is a qualified social worker who has worked in the area of Safeguarding for the past 13 years. He previously managed the social care front line service for a number of years and transferred his knowledge and skills in safeguarding into his current role as Safeguarding Lead for Education for Barking and Dagenham. Mike is also the delegated Local Authority Designated Officer (LADO) for education and early year’s settings across the borough.

Domestic Abuse Purpose: This course examines the definition of Domestic Abuse and explains reasons as to why it is difficult to leave an abusive relationship. It provides information on local and regional services as well as guidance and referral processes. This session also carries links to helplines and national support agencies that can be contacted for advice and support when responding to domestic abuse in your work, with colleagues or with friends and family.

Who should attend: Domestic abuse impacts all agencies and communities. All frontline staff who may come into contact with a family experiencing domestic abuse should attend this training.

Level of Learning: 2/3Learning Objectives:

By the end of the learning event, delegates will be able to: Understand what domestic abuse is, the different types of domestic abuse and its prevalence as a

strand of Violence Against Women & Girls (VAWG) Recognise the signs of abuse and how to respond to them Recognise victim/perpetrator behaviour, and understand why victims can be reluctant to leave Recognise the difference between the facts and myths surrounding domestic violence and abuse Describe the impacts of domestic violence and abuse Explain the impact of domestic violence and abuse on the unborn child, children and young people Identify positive and negative ways to support cases of domestic violence and abuse Interpret domestic violence and abuse statistics and describe best practices Explain the Duluth Model Power & Control Wheel and list at least three factors Recognise when and where to get help, and identify barriers to accessing help Be aware of what services are available to victims of abuse and be able to share this with

colleagues and peers

Domestic Abuse – A Survivors StoryPurpose: This training session will not only bring new knowledge and awareness of the subject but a high level of realism through the trainer’s personal experience and unique style of delivery. This training will provide participants with an understanding of a victim’s feelings and emotions and the impact on their self esteem. The training is hard hitting and uses descriptive language at times which could offend.

Who should attend: Those that work with families, children and young people in the Borough that would like to explore the impact of Domestic Violence on victims.

Level of Learning: 3

Course content – By the end of the session participants will;

Be aware of any conscious or unconscious bias they may hold in relation to Domestic Violence depending on their experience.

Explain what domestic violence and abuse is and who is most at risk including all groups in society. Interpret domestic violence and abuse statistics Recognise the signs of domestic violence and identifying the risks and myths surrounding domestic

violence and abuse Classify the behaviours displayed by a perpetrator Describe the physical and psychological effects of domestic violence and abuse Explain the impact of domestic violence and abuse on the unborn child, children and young people Outline how the victim may feel Describe best practices and the "dos and don’ts" of assisting in a domestic violence and abuse case Recognise when and where to get help

Resiliant Families – Responding to Risk of online Radicalisation & Extremism Purpose: This training is focused on working with families to respond to the specific risk of online radicalisation and extremism. The day will give an overview of online risk and harm with specific information on supporting parents to respond to the risk of online radicalisation and extremism.

Neglect: An Analytical ApproachPurpose: Neglect is a feature in many families who safeguarding professionals work with and yet it is so hard for professionals who are involved to create successful interventions that turn it around. This course will explore why it is important to be analytical about neglect and will challenge current professional thinking with neglect. There will be a focus on effective multi agency interventions that create change for children and young people.

Neglect is often more complex than practitioners have identified and current interventions may have little success for ongoing change. By the end of this course, practitioners will have been challenged to think differently about neglect, have understood how to create more effective change and have ideas to take back to work with children , young people and their families to support them to improve their parenting and the quality of the child's life.

Working with Invisible Family MembersPurpose: Professionals who are working with families where children and young people are in need of protection are often encountering families at their most vulnerable. These are situations where practitioners are required to engage with not only complex parenting and child development issues but also complex family systems in which engaging all family members in an appropriate and meaning full way is a challenge.

A consistent finding from serious case reviews is that on occasions some family members are neither engaged nor their role in family life understood. In that sense they are invisible. This may be because those family members wish to avoid professionals or it may be that practitioners have not worked effectively with them. This half day workshop explores what is meant by “invisible” family members and will equip professionals with strategies for understanding and engagement

CHILD SEXUAL ABUSE & EXPLOITATION FOR HEALTH PROFESSIONALS

Seen and Heard

Seen and Heard is an initiative developed by the Department of Health and the Children’s Society and NHS England. It is a free interactive eLearning course designed to help healthcare staff spot the signs of child sexual abuse and exploitation. This is a key part of the Government’s Child Sex Abuse (CSA) strategy and is being launched in response to the Rotherham report into sexual exploitation.

Aim:By taking the Seen and Heard training, all healthcare professionals  will be able to see what it’s like in ‘the child’s shoes’. The training covers the range of sexual abuse, the signs of risk, and creating the right conditions for a child or young person to have a route to disclose through trusted relationships. The package, which includes a hard hitting drama about a boy called Tyler, is targeted to reach up to 750,000 healthcare professionals. The training is currently targeting the health sector however other partners can also take the training.

AWARENESS OF FORCED MARRIAGE

Aim:This free E Learning package is offered by The Virtual College. It is aimed at professionals who have a responsibility to safeguard vulnerable children, young people and adults at risk and is aimed specifically at child protection services, health professionals, education professionals, police officers, children’s social care, adult social care and housing authorities. It has been developed in conjunction with the Forced Marriage Unit (FMU) of The Foreign Office and aims to raise awareness, challenge perceptions and inform you of the correct actions to take should you suspect someone is at risk.

2. If you already have an account, enter your username and password and press the login button.
