Interlocking arrangement alongwith DG set control through 4-pole circuit breaker to ensure safeguard against switching on of D. G. set(s) supply without disconnecting HPSEB Ltd supply shall be provided. However, the synchronization arrangement is not allowed. The approval of installation of DG Sets has to be obtained by the consumer from Chief 'Electrical Inspector, Shimla(H.P.). It may be ensured at the time of inspection of interlocking arrangement that the consumer has obtained the approval of Chief Electrical Inspector. In case the approval has not been obtained, the interlocking arrangement shall not be approved and the same may .t::Jmught"tl:FTlotice of CtuefElectrica! Inspector and at the same time the consumer may be intimated about disconnection of supply as per clause No. 7.1(g) of HP ElectriCity SuppJy code, 2009 to prevent loss of human or animal life or injury to a human being or any animal or damage to property In case of captive DG sets the consumer shall apply through the respective Sub-Division of HPSEBL and the same shall be dealt in the office of CE(Comm), HPSEBL as required under ElectriCity Act, 2003. The format along with Guidelines for issuance of NOC by the above authorities has also been approved by the competent authority and is enclosed for Standby source. The guidelines may be strictly followed in letter & spirit. Any deviation will be the personal responsibility of the concerned please. All the instructions pertaining to above issued earlier and included in the Sales Manual stand amended to the extent wherever not in line with the above amendment. The competent Authority of HPSEBL has approved the delegation of Power for issuance of NOC for Installation of Diesel Generation Sets/FOG(s) as Standby Source as under:­

Dear Sir, It is informed that Himachal Pradesh State Electricity Board Limited has no objection to

your installing of Diesel 'Generating set(s) of capacity kVA against connected load of ____kW at your premises at , provided that approval of competent authority for installation of DG 5et(s) and NOC's from other Government departments/Boards/statutory authorities has been obtained. This NOC is subject to the compliance of following conditions:­

1. This NOC is issued only for' the purpose of safeguarding the HPSEBL system due to backflow of power from DG Sets to avoid loss to system and life. Interlocking arrangement alongwith DG set control through 4-pole circuit. breaker to ensure safeguard against swi~ching on of D. G. set(s) supply without disconnecting HPSEB Ltd supply shall be provided to the satisfaction of the Sub­Divisional Officer, Elect. Sub-Division, HPSEB Ltd, • However, the synchronization arrangement is not allowed.

2. You have to keep the interlocking arrangement in healthy condition. In case of failure, to comply with the condition, your connection of electricity is liable for disconnection as per clause no. 7.1(g) of HP electricity Supply code, 2009.

3. This NOC should not be taken as approval for installation of DG Sets. Approval for installation 8: commissioning of the "D.G. set(s) is to be obtained by you from the Chief Electrical Inspector to the Government of Himachal Pradesh who is authorized under Section 47(A) of Indian Electridty Rules of 1956.

4. It shall be ensured by you that the DG Set(s) is/are installed at your Premises with legal OWfte(ship.

5. The Diesel Generatin"g Set(s) shall be used as Standby source of power to feed your premises in the event of supply failure etc. and that the same will not be used to supply power to any other person(s)1 v r\A:1

6. It will be your responsibility to obtain the fuel linkage for conventional fuel Diesel 8: Board IGovt. of HP will not recommend application to any authority for the fuel linkage.

7. The clearance/NOC from the Pollution Control Board/any other statutory authoritieslDepartments shall be obtained by you before taking steps for installation of DG S~t(s). "

8. You will not claim any kind of relief on tariff on account of running the Diesel Generation Set(S). 9. You will be required to pay normal monthly contract demand charges on the basis of present

sanctioned contract demand. These demand charges will be payable irrespective of whether you draw any energy from the HPSEB Ltd grid or not.

10. You will compensate HPSEB Ltd for damage, if any, due to fault in your system and standby D.G. 11. The Electricity Duty or any other taxes for your generation from above plant as may be levied by

Govt. of HP I HPERC or any other statutory local authority as per the'r rules in existence and as revised from time to time will be payable by you directly to concerned authority.

GUIDELINES FOR INSTALLATION OF STANDBY FOG/DIESEL GENERATING SETS

1. INSTALLATION OF STANDBY DG SETS:

The consumers of the HPSEBL can install Standby FOG/DG sets for meeting their own requirement of electricity during breakdowns / power cut / peak load hours restrictions. The following information/documents may be filled and enclosed, with the application form of HPSEBL for NOC of Installation of DG set-

i) Name and complete address and account no. of the connection, where FOG/ DG set is proposed to be installed.

ii) Name of Sub-Division/Division/Circle in whose jurisdiction the set is proposed to be installed.

iii) Load Release Certificate/Consumer Bill to Justify the Sanctioned connected load I contract demand and supply voltage of the connection.

iv) Nature of Industry/Business. v) Particulars of FOG/DG Set(s).

vi) Details of Existing DG sets , if allowed earlier, alongwith all the requisite documents

vi) Key diagram of the Electrical Installation of the DG Set and change over arrangement.

1.2 Fool-Proof interlocking arrangements shall be made to avoid reverse flow of power of FOG/DG Set(s) supply to the HPSEBL supply. The concerned AE. shall be responsible for verifICation of the same and he should record a certificate on the test report before the FOGlDG sets are allowed to connect with the utility supply system through Changeover switch. Further, it may be ensured that the neutral of HPSEBL supply is isolated during the changeover to DG Set supply. The NOC issued by HPSEBL shall not be taken as approval of installation of DG set(s). The approval of installation of DG Sets has to be obtained by the consumer from Chief Electrical Inspector, Shimla (H.P.). It may be ensured at the time of inspection of interlocking arrangement that the consumer has obtained the approval of Chief Electrical Inspector. In case the approval has not been obtained, the interlocking arrangement shan not be approved and the same may brought to notice of Chief Electrical Inspector and at the same time the consumer may be intimated about disconnection of supply as per clause No. 7.1(g) of HP Electricity Supply code, 2009 to prevent loss of human or animal life or injury to a human being or any animal or damage to property, The NOC for Captive DG sets shall not be issued by the HPSEBL. The consumer may obtain the approval of the authority competent, as required under Electricity Act, 2003.

1.3 An undertaking that a proper Energy meter shall be provided to measure the energy generated from the FOG/DG set and the data shall be supplied to HPSEBL whenever asked for monitoring/energy audit.

1.4 PTW (Permit to work) may be amended by Field units to incorporate the condition of isolation of all FOG/DG sets and associated equipments before commencement of repair/replacement of system network equipment etc. by line staff. The J.E.lAuthorized official shall ensure that interlocking/changeover arrangement is functiOnal.

1.5 . The Capacity in kVAlMVA of Standby FOG/DG set should not be more than the sanctioned load. The Calculation .may be done as under:­

Max Allowed Capacity (kVA) = {C.L.(kW)*D.F./(Loading *PF)} C.L. =connected load release to the consumer (in KW) D.F. =Diversity Factor PF=Power Factor

Note: - Above values may be taken as per actual basis

1.6 The following load sanction authorities may issue NOC for the installation of FOG/DG within 30 days after the, receipt of the application form, as per following details and no NOC fee shall be payable by the consumer:
