Many project today demonstrate the potential of using
Mobile data to produce new indicators and new usages
Innovation in epidemiology of Malaria • Policy impacts ?
• Operational management usages?
Innovation in measuring Poverty • Policy impacts ?
• Operational management usages?
4
…but today’s situation is not optimum
Developing new indicators based on Private company’s (big)data is
suboptimal…
Often an artisanal solution
Dependant on unclear process and decision makers
Slow
Proprietary algorithms , lacking of knowledge/IP sharing
Difficult to accumulate knowledge somewhere and build on it for the next
country
Lack of trust…or simply risk aversion to try something by private parties
Unclear cost
Unclear revenue models
Unclear community to address the questions
Lack of standards
…
How would it look like… if we could radically redesign it?

Open Algorithms for NSO
27
Concept: Open Algorithm for NSO - OANSO
Launch an Open Algorithms platform for NSO initiative
─ a Open Software platform that runs on a private company’s
anonymous data, in a secured way (ex: behind their firewalls)
─ using Open algorithms to extract standard KPI’s and publish
results in a responsible way
28
OANSO platform enables a Statistics office to get
indicators build on private data

OANSO organising principles
The OANSO is an Open software initiative
─ ensuring accessibility for NSO’s, cost efficiency and expertise building
The Algorithms (per indicator) are Open, to build Trust and expertise
─ enabling knowledge accumulation over time in the scripts of the algorithms
─ enabling control and certification of quality, run-time efficiency, privacy and « no
harmful code » by trusted parties (ex: Eurostat,…) or the expert Crowds
The software runs within a company premise (ex: behind a Telco’s firewall)
─ no data are being copied and send around, making it safe for competition and
privacy
─ only pre-agreed aggregated results of algorithms are exported
The platform embeds Governance rules for PPP
─ proposing mechanism for management, privacy, data access & usages control
(opt-in, opt-out, ethic committee, etc). Might be defined per class/risks of products

Platform overview
Build on a low-cost Open
platform approach
Has Distributed components:
NSO, Algo-Verification, Private
sides
Manage version so that it start
with data in batch, with minimal
business integration
Structure algorithms to be
parametric and re-usable
between countries
Enable outputs outside of
premises only on Certified
algorithms
Build-in security, privacy &
governance controls (acces
control, audit trail of algorithms
uses, etc.)
