Louisiana Board of Pardons Meeting Minutes
Date: Monday, December 17, 2018 Recorded by: John Poche
1. Call to Order The Chair called the meeting to order at 8:35 AM.
2. Roll Call ☒ Roll call was done with all members present. A quorum was declared. Staff members present: John Poche Lea Wroten Theresa Doan
3. Public Comment was allowed on request before any action item.
4. Regular Business: a. The minutes from the November 5, 2018 meeting were reviewed.
☒ There were no corrections. Motion was made by Mr. Roche', seconded by Mr. Wise. Without objection, the motion passed unanimously.
5. New Business: a. Clemency hearings: The Board conducted 15 clemency hearings.
i. Mr. Jones recused himself on the case of David Garrett DOC # 114484. b. Review and consideration for updates of the following policies:
i. 02-205-POL: APPLICATION FILING PROCEDURES ii. 05-505-POL: GENERAL PROCEDURES
iii. 05-509-POL: VICTIM NOTIFICATION AND PARTICIPATION IN HEARINGS iv. 07-705-A-DIR: REHEARING GUIDELINES v. 07-705-POL: APPLICATION FOR REHEARING; REQUEST FOR RECONSIDERATION OF DECISION
vi. 07-707-POL: PAROLE PLAN vii. 11-1101-POL: TYPES OF VIOLATIONS
1. Motion was made by Mr. Roche', seconded by Mr. Jones. Without objection, the policy revisions were passed unanimously.
6. Other Business:
Administrative review of clemency applications: The Board reviewed and considered 37 applications for clemency.
7. Adjournment There being no further business, the meeting was adjourned on motion by Ms. Ranatza at 4:25 pm.
