OUR MISSION The mission of LOUIS: The Louisiana Library Network is to manage and operate the Louisiana Online University Information System as stipulated by the Louisiana Academic Library Information Network Consortium (LALINC).

To achieve this mission, LOUIS provides library automation services, access to and delivery of electronic information, and training opportunities for library staff. LOUIS promotes cooperation and communication among multi-type libraries, researches and implements new information technologies, and maximizes the purchasing power of Louisiana academic libraries.

LOUIS STRIVES TO: Ensure that Louisiana’s academic libraries are the premier source for authoritative information to support the research, teaching, and learning needs of their communities;

Foster an environment of communication, coop-eration and collaboration within the state;

Identify, evaluate, and implement state-of-the-art information technologies;

Be a leader in providing library information services and a model of collaboration.

OUR GOVERNANCE LOUIS is a project of the Louisiana Academic Library Information Network (LALINC). LALINC membership elects an executive board that oversees activities, budgets and funding for LOUIS. The LOUIS Executive Director reports to the LALINC Executive Board.

Through LOUIS, from Shreveport to Houma, from New Orleans to Lake Charles, from Monroe to Hammond, all students and faculty members at publically funded academic libraries have equal access to critical library resources and technolo-gies. The initiatives that LOUIS provides support all academic programs, such as nursing, engineering, computer science, natural sciences, humanities, and workforce development. These resources and technologies might otherwise be cost prohibitive to public colleges and universities in the state. LOUIS eff ectively levels the playing fi eld for all students and faculty by making resources and technology available anywhere, anytime.

LOUIS is widely recognized as a model for a cost-effective collaboration in higher education. Its centralized organization works in conjunction with its engaged and active membership. Louisiana academic libraries founded the collaboration in 1992:

LOUIS is an excellent example of what can be accomplished in higher education when all campuses work collaboratively toward a common goal. In this case, the common goal was to enhance access to library and information resources for every student in every college and university in Louisiana, regardless of the size or location of the campus and to do so in the most cost-effective way. Its success is due to the dedicated efforts of dozens of aca-demic librarians for over 20 years, to the knowledge, experience, and hard work of the LOUIS Team, and to the willingness of the leadership of LSU, especially LSU Libraries and the LSU Computing Center, to make their library and computing resources available to accomplish this important goal for Louisiana.

LOUIS initiatives are researched, purchased and implemented collaboratively. Members avoid costly duplication in acquisitions through these collaborative efforts. Integrated library system software offers libraries intuitive, robust tech-nologies that support business management and access to the scholarly re-sources. Resource sharing further enhances a library’s collection by allowing reciprocal lending and borrowing between members. The digital library was established to provide electronic access to unique historical treasures. The electronic databases provided by LOUIS support the core curricula in all two and four-year colleges and universities.

Facing fi nancial adversity, LOUIS responded by developing a business driven philosophy to off er a fair and fl exible cost-sharing arrangement among member institutions. A new strategic plan and a sustainable funding model have been implemented. A business model is being de-veloped to ensure that the two decades of collaboration continue in the new education climate.

Changes in higher education and in new technologies will spark a new, even more eff ective era of collaboration among LOUIS members. As the state of Louisiana faces challenges supporting higher education, LOUIS’ strong stewardship provides both a model for success and a mechanism to further increase effi ciency and access for students and faculty throughout the state.
