Once again the members of the Bar answered the call and donated 83 toys. The toys in- cluded videos, cars, trucks, trains, dolls stuffed animals, ac- tion figures, board games, puzzles, balls, and a variety of other items. The Holiday Coali- tion’s "Neighbors Helping Neighbors" program has helped thousands of Lou- doun County families have a wonderful holiday season since 1986. 7000 appli- cants were approved in 2010. Those who qualify get the opportunity to go through the Holiday Store on Glenn Drive in Ster- ling and make their own gift selections. A volunteer accompa- nies them as they "go shopping." On December 3, 2010 the owners of the Laurel Bri-gade opened their doors, once again, to Bar members and guests as they gathered for the annual Holiday Party.

Record numbers of members and guests could be found all over the festively deco-rated venue enjoying the de-lectable delights catered by Tuscarora Mill, holiday tunes, and fellowshipping with old and new friends and colleagues. Attendees were also able to witness the Town of Leesburg’s Annual Holiday Tree and Menorah

lighting from the warmth of the Laurel Brigade. A good time was had by all!

The party not only served as an opportunity for members to gather and reflect on the past year, but it also served as an opportunity to serve the Loudoun County Com-munity. Each year, the Bar designates a charity that will accept toys for needy children as the Bar’s holiday service project. This year’s

holiday service project benefitted the Loudoun County Holiday Coalition. (See article on page 1.)

Judge Thomas D. Horne was honored as Loudoun Times-Mirror’s Citizen of the Year for 2010!

A 1969 Graduate of the Mar-shall-Wythe School of Law at the College of William and Mary, Judge Horne served in the United States Marine

Corps before he began prac-ticing in Loudoun County in 1972. He first served the County as an assistant Com-monwealth’s Attorney, then worked in private practice be-fore becoming the county’s first full-time elected Com-monwealth’s Attorney. In 1982, Judge Horne was ap-pointed to the Circuit Court bench.

While the Bar is familiar with Judge Horne’s stellar record as a jurist, his love for run-ning, his dedication to the Law Camp, and for his knowl-edge of Loudoun County and courthouse history, the citi-zens in the county have bene-fitted from Thomas D. Horne, the community servant.

Some of Judge Horne’s com-

munity achievements include being instrumental in helping youth soccer form in the early 1980s, and forming the Lou-doun County Youth Lacrosse League in 1989. He is a char-ter member of the Loudoun County YMCA, a former cub master for the Boy Scouts of America, a former Loudoun County High School PTA president, and the first chair-man of Loudoun County High School’s all-night, drug-free graduation. But most nota-bly, he is a loving husband, father and grandfather!

The Loudoun County Best Practices team announces that there is a new resource guide which was prepared for parents’ attorneys in DFS cases. Although designed for parent’s counsel, this resource is available to all attorneys and provides insights and information to anyone who handles child de-pendency cases in the J&DR Court. Anyone who is interested in obtaining a copy of this Guidebook should request it from Eva Mari Bates, Clerk of the Juvenile Court.

The Circuit Court Clerk’s office offers 24 hour access to the Loudoun County Law Library as a service to attorneys in the Loudoun County Bar association. This is a privilege extended only to our mem-bers! Since the Courts Security Division of the Sheriff’s Office is responsible for the overall security of the Courts Complex, including the Law Library, members must be approved for access.

Forms can be downloaded at the Bar web-site, http://www.loudounbar.org, by clicking on the “LIBRARY” link on the home page. Requests should be made to the law librarian, Alice Zent, who will confirm membership. The completed form is then presented to the Courts Security Division of the Sheriff’s Office. Upon approval of the access form, and payment of a $10 fee to cover the cost of the card, the designee of the Courts Security Division will provide that attorney with a digital access card which will allow the attorney to access the law library 24 hours a day, seven days a week. The attorney is responsible for securing the digital access card as the card is not transferrable.

FREE CLE OPPORTUNITIES!

Coming soon! The LCBA will be hosting a series of free, one-hour lunchtime CLEs on criminal law topics. The classes are video replays of presentations by the Virginia Indigent Defense Commission, and have been approved for IDC certification purposes. Virginia CLE credits are pending. Titles in-clude “Immigration Consequences of Criminal Convictions,” “Everything You Ever Wanted to Know About 46.2 But Were Afraid to Ask,” “Evidentiary Concerns in the Wake of Melendez-Diaz,” “Ethical Considerations in Representation of Juveniles,” and other interesting topics.

SUBSTITUTE JUDGE VACANCY

Applications are being sought for the position of Substitute Judge for the Twentieth Judicial Circuit. Although appointed in this Circuit, the Substi-tute Judge would be eligible (but not required) to serve in the General Dis-trict and Juvenile and Domestic Rela-tions District Courts throughout the Commonwealth. Interested parties should send a letter of candidacy as well as a current resume to The Honor-able Thomas D. Horne, Chief Judge, Twentieth Judicial Circuit of Virginia, P.O. Box 727, Leesburg, Virginia 20178 by January 30, 2011.

VOLUNTEERS SOUGHT FOR JOB-FOR-A DAY PROGRAM

Volunteers from the Loudoun County Bar Association are being sought to host a local high school student for Loudoun County Public Schools’ annual “Job For a Day” pro-gram on March 2, 2011. Ten stu-dents have requested the opportu-nity to shadow a practicing lawyer.
