RECOMMENDATION A. Approve a new service agreement with LEIDOS Inc. for disaster preparedness consultation services, Procurement No. 10740, (Principal: Betty Kamara, Location: Oakland) in the amount of $75,279 for the term of October 1, 2014 through September 30, 2015. B. Approve the assignment of the contract to TETRA TECH (Principal: Jonathan Burgiel, Location: Oakland) because LEIDOS, Inc was acquired by TETRA TECH on August 23, 2014, and authorize the Director or designee to sign on your behalf. SUMMARY/DISCUSSION Under supervision of the Social Services Agency’s Director of Public Affairs, the vendor will develop an integrated Agency Disaster Communications Plan, analyzing the Agency’s existing plans, while identifying gaps in the Children’s Annex and County Emergency Operations Plan. The vendor will recommend solutions to solidify and strengthen the Agency’s emergency mutual-aid responses, in the event of a widespread disaster. SSA is mandated by the State of California to be the lead agency for Mass Care and Shelter for Alameda County in a disaster or major emergency. In the event of a disaster, SSA will provide trained employees to staff the Mass Care and Shelter Branch of the County Emergency Operations Center, as well as support the field operation of Red Cross designated mass shelter sites for both people and pets. In addition, SSA will help provide County disaster mutual-aid resources to citizens and families impacted by disaster. In light of these responsibilities, SSA sought the assistance of professional disaster response planners to provide national expertise in assessing emergency operations, coordinated service integrations and disaster plan synergy.

RECOMMENDATION
