Council’s Customer Service Office at Tweed Heads will be relocating a short distance to the recently refurbished Tweed Heads Administration Building (former Southern Cross University building) and will be open to the public on Monday 4 April 2016.

The Tweed Heads Administration Building, formerly known as the Southern Cross University campus, was purchased and refurbished by

Tweed Shire Council to provide a new and improved customer service space, relocation of the existing South Sea Islander Room, provide alternate Council Chambers and Tweed office for the Mayor while also accommodating office space for customer service, finance and water and wastewater staff to meet the growing needs of the Tweed community.

The public will be able to attend some Council

meetings at the new building. The relocation of Council’s Customer Service

office and the South Sea Islander room from the current location next to the Tweed Library will support and enable the expansion of cultural facilities including the Tweed Library service and community meeting rooms.

We look forward to welcoming the public to our new offices in April.

Council has welcomed funding from the NSW Government to ensure ongoing sustainable management of the Tweed River for the next 10 years.

Council will receive a grant of $97,500 for the Tweed Estuary Coastal Zone Management Plan, which will be matched dollar-for-dollar by Council

The grant comes from the NSW Estuary Management Program, which is administered by the NSW Office of Environment and Heritage

Council’s Director Community and Natural Resources, Tracey Stinson, said Council had just started preparing a new management plan for the Tweed River estuary.

“The plan will identify the values of the river, its environmental condition and the actions that will need to be undertaken by the community, industry, Council and other government agencies to ensure that it is managed sustainably into the future.

“A management plan for the Tweed River was last prepared in 1991 and it is therefore important that changes in both the waterway and management arrangements be documented in a new plan,” she said.

The first stage of the project will set out the project scope and methodology, after which consultants will be appointed to undertake investigations and prepare the plan.

Keeping our river healthy

Celebrating funding for the Tweed River were Director of Community and Natural Resources, Tracey Stinson, Senior Program Leader – Waterways, Tom Alletson and Senior Coast and Estuary Officer from the Office of Environment and Heritage, Ben Fitzgibbon.

An additional inspection of trees at Murwillumbah’s Knox Park adventure playground is being undertaken by Council, after a tree fell at the site late last month.

Council’s Manager Recreation Services, Stewart Brawley, said Council’s arborist conducts regular audits of the site, including fortnightly inspections, because of the close proximity of trees to play equipment.

“An additional detailed audit is being undertaken because there was some evidence of previous termite damage which could have contributed to decay in the fallen tree.”

“Our arborist undertakes a fortnightly inspection, checking for any decline in the trees, die back of branches and any works that need to be carried out.”

He said the termite damage and subsequent decay would not have been evident from a visual inspection and could have only been confirmed by a sonic tomograph test, which uses sound waves to determine a tree’s internal structural integrity.

If the audit finds any evidence that requires further examination, a consultant would be engaged to complete sonic tomograph testing.

The adventure playground was officially opened last November, as part of a new $1.2 million Youth Precinct at Knox Park.

New plan shines a spotlight on Tweed HeadsTweed Heads is set to be recognised as a regional city for the first time, under a proposal announced today by the NSW Government last week.

The draft Plan will guide strategic planning across the North Coast over the next 20 years, covering the council areas of Ballina, Bellingen, Byron, Clarence Valley, Coffs Harbour, Greater Taree, Kempsey, Kyogle, Lismore, Nambucca, Port Macquarie-Hastings, Richmond Valley and Tweed.

The draft plan also recognises Coffs Harbour and Port Macquarie as regional cities.

“The NSW Government’s vision is that the regional cities continue to be the focus for jobs growth, supported by liveable, high-quality residential development and a range of higher-order cultural and civic services. Tweed Heads, Coffs Harbour and Port Macquarie will continue to serve not only local communities, but also the residents of the broader region.” the draft plan states.

The plan is now on exhibition and open for comment from the public until 2 June 2016.

Council’s General Manager, Troy Green, said: “It is clear that Tweed has evolved as the regional centre in the Northern Rivers and as such, requires the necessary infrastructure, services and the corresponding employment opportunities to support a growing population and the plan rightly recognises this.

“Recognition of Tweed as a regional city will mean that the State will work with Council to prioritise planning for housing and infrastructure.

“The draft consolidates Tweed Heads as a regional city for jobs growth, supported by high quality residential development and higher order cultural and government services.

“Council also welcomes the first Direction and Goal of the plan which puts the natural environment, Aboriginal and historic heritage, as well as our landscapes, to the fore,” he said.

Council construction crews will start work this week to widen the median strip and shoulders of Tweed Coast Road, north of Crescent Street, Chinderah to provide greater separation between northbound and southbound traffic.

The $360,000 project is being funded under the Australian Government Black Spot Program and is designed to reduce the incidence of crashes on that stretch of road.

Over the past five years, 11 crashes have been recorded on the curve, including one fatality and eight injury crashes.

Works are expected to take about six weeks.All traffic lanes will remain open under the direction of stop / slow flagmen. The speed limit through the work site will be reduced to 40km/h. Motorists should expect minor delays.

Students from six Tweed secondary schools have participated in the first meeting of the Tweed Shire Youth Council, voicing a need to address several major issues such as youth homelessness, bullying and mental health.

Delegates from the Murwillumbah, Kingscliff and Banora Point high schools were joined by students from Lindisfarne Anglican Grammar School, St Joseph’s College and Pacific Coast Christian School for the inaugural meeting at the Tweed Shire Council chambers on February 24.

“The aims and responsibilities of the Youth Council were explained to the students, who also took the opportunity to discuss the main issues that are important to them,” Council’s Community Development Officer – Youth and Families, Sylvia Roylance, said.

“Those topics also included drugs and LGBTI (lesbian, gay, bisexual, transgender and intersex) issues.”

Youth Council delegates will meet quarterly, once each school term, to consider youth-related matters identified by Tweed Shire Council and to raise their own issues important to them.

The Youth Council was a priority of the Tweed Youth Strategy and Action Plan 2013-2017, involve young people in local government decision making, to build a resilient youth population and provide opportunities for young people to reach their full potential.

First Youth Council meeting raises key issues

Plans to reconstruct and upgrade a Banora Point track linking Bosun Boulevard and the northern bank of the Tweed River - next to the Oxley Cove canal estate entrance - are being finalised by Council, with works scheduled for September.

Council is inviting community feedback about the upgrade proposal, which can be viewed at www.tweed.nsw.gov.au/onexhibition, including a map of the site. A printed information sheet is also available by contacting Council on (02) 6670 2400.

The proposed work will fill potholes and resurface the track, along with measures to control vehicle speed and reduce illegal dumping and other nuisance behaviour on the river bank.

A car parking and turn around area will be provided at the end of the track, set back approximately 50 metres from the river bank.

“In addition, beach erosion will be stabilised in several locations where the edge of the road is being undermined,” Council’s Senior Program Leader - Waterways, Tom Alletson, said.

“Once those works are completed, further improvements such as benches and shade trees will be considered.

“The beach close to the canal entrance will be maintained as a work area for Council to use when removing flood debris from the canal system.”

Three new exhibitions have opened at the Tweed Regional Gallery & Margaret Olley Art Centre in Murwillumbah.

The exhibitions are: Uncommon Australians: The vision of Gordon and Marilyn Darling, Peregrination, featuring the work of Rick Shearman and white noise, works by Angus McDonald.

Oxley Cove track reconstruction New exhibitions at gallery

Council is currently inviting comment on an “Issues and Opportunities Paper”, an “Enquiry by Design Report” and draft “Precinct Plans” which together will form the basis of the Kingscliff Locality Plan. An exhibition will be on display at the Kingscliff Shopfront over the next two weeks from Monday 7 March until Friday 18 March.

The purpose of the new Kingscliff Locality Plan is to provide a framework to guide the future growth and expansion of this locality, to preserve local character and greenspace, facilitate business and employment opportunity, encourage housing diversity and recommend measures to improve public domain and create a more contemporary place to live, work and recreate.

Residents and visitors are invited to drop into the office to get further information, talk with staff, and provide feedback on the draft concepts detailed within the precinct plans.

The “Kingscliff Matters” shopfront is located at 2/98 Marine Parade, Kingscliff at the following times:

ROAD CLOSURE - KINGSCLIFF TRIATHLON

Council has been advised of a number of places where people have already started to put waste out at kerbside for the household bulk waste collection, which is not scheduled to commence for at least three months. Notification of Council’s Household Clean Up will be sent to all residents three weeks prior to the commencement of clean-up. Please help us keep our community clean by adhering to your designated area collection date and published guidelines by not placing waste out before the weekend prior to your scheduled collection. The placement of items outside of these times and guidelines is treated as illegal dumping and Council will act on reported waste.
