One room, 168 Republican delegates, six hours, and a decision: Wisconsin GOP chair Reince Priebus will be the next chairman of the Republican National Committee, replacing Michael Steele.

“I want to thank God. I want to thank Jesus for this moment. I am so blessed,” Priebus said after he won. “Together we must lead the way to a better committee and a better America.”

Priebus led the Wisconsin GOP, which saw historic victories in November. Republicans took both state chambers, a U.S. Senate seat, several U.S. House seats, and the governorship. Priebus previously served as top lieutenant to Steele.

ur State Representative Phil King filed HB 476, a bill that will protect small businesses in Texas by permanently extending Othe small business franchise tax exemption.

“Protecting small business is essential to ensuring Texas remains the number one place in the United States to do business,” King explained. “Failing to permanently extend this tax exemption for small businesses would stifle the pro-business climate of the state and discourage investment.”

HB 476 will make permanent the franchise tax exemption for businesses that have $1 million in total revenue or less. This exemption is set to expire on December 31, 2011. King was a co-author of the original legislation, HB 4765 in 2009.The Texas Legislature convened for its 82nd Legislative Session on January 11, 2011. King Files Bill Permanently Extending Small Business Tax Exemption

Assistant Force Intelligence Officer and Intelligence Reserve Liaison Officer for Commander, Naval Air Forces, U.S. Pacific

Fleet at NAS North Island, as the Attaché Placement Officer and TAR Intelligence Officer Detailer, Navy Personnel Command at NSA Mid-South, and Deputy Chief of Staff for Intelligence for Commander Naval Reserve Forces Command in New Orleans. In July 2004, Captain Wood assumed the duties of Deputy Commander, Navy Reserve Intelligence Command at NAS/JRB Ft Worth.

Captain Wood has participated in Operation Just Cause in Panama, Operation Provide Hope in Somalia, Operation Desert Storm and Operation Southern Watch in the Arabian Gulf, and in

Operation Noble Eagle and Operation Enduring Freedom.

He retired in February 2009, and currently serves as the Dean of Students at Bethesda Christian School in Fort Worth.

Captain Wood’s awards include the Legion of Merit, Meritorious Service Medal (3 awards), Navy Commendation Medal (2 awards), Air Force Commendation Medal, Navy Achievement Medal (2 awards), Joint Meritorious Unit Commendation (2 awards), Air Force Outstanding Unit Award, Navy Battle “E” (3 awards), Air Force Good Conduct Medal (2 awards), National Defense Service Medal (2 awards), Armed Forces Expeditionary Service Medal (2 awards), Southwest Asia Service Medal (2 awards), Sea Service Deployment Ribbon (2 awards), Reserve Sea Service Ribbon (2 awards), Special Operations Service Ribbon, Reserve Armed Forces Medal (2 awards), Kuwaiti Liberation Medal – Kuwait, Expert Rifle Medal, and Pistol Ribbon. Captain Wood is a native of Valdosta, Georgia, and a graduate of Metropolitan State College in Denver, Colorado, California State University at Sacramento, the U.S. Naval War College College of Continuing Education, and the National Defense University - Industrial College of the Armed Forces (Class of 2004). (But he is an Honorary Texan and an Admiral in the Texas Navy by order of Governor Perry.) He was commissioned in 1980, and has over eight years prior enlisted service in both the Air Force and Navy. He has had assignments in support of Fleet Intelligence Center Pacific, two tours as a Squadron Intelligence Officer in A-7 Corsair II squadrons at NAS Alameda and NAS Atlanta, and extended temporary duty in support of counter-narcotics operations at Joint Task Force Five, Coast Guard Island, California, and Joint Task Force Four, NAS Key West, Florida. Immediately following acceptance to the Training and Administration of Reserves (TAR) Intelligence Officer program in 1990, Captain Wood served as Reserve Intelligence Program Officer - Area 2, at NAS Alameda. He has had two deployments to the Western Pacific and Arabian Gulf, one as Assistant CVIC Officer aboard USS ABRAHAM LINCOLN (CVN 72) and the other as CVIC Officer aboard USS KITTY HAWK (CV 63). Watch Out for the Livable Communities Act (S. 1619). Despite passage back in August 2010 in the Senate Banking Committee (12-10, along party lines), thankfully it currently faces an uncertain future. However, put this one on your list of bills to watch this session.

The act would provide money for part of President Barack Obama's “Partnership for Sustainable Communities,” which seeks to develop a national urban policy agenda to be carried out jointly by the (EPA), Department of Housing and Urban Development (HUD), and the Department of Transportation (DOT). It would create grant programs at HUD that seek to foster so-called sustainable communities, very high-density residential and commercial districts connected by public transportation. Particularly, has linked funds from the Federal Highway Trust Fund for the purpose of encouraging its favored style of land-use planning. The administration planned to transfer $307 million from the fund (normally used to aid states with highway construction) and earmark it for so-called livable communities grants. The goals of Obama's community planning initiative were articulated by Obama himself in a January 2010 speech to the U.S. Conference of Mayors. “It's time to throw out old policies that encouraged sprawl and congestion, pollution, and ended up isolating our communities in the process,” Obama . “We need strategies that encourage smart development linked to quality public transportation, that bring our communities together.” The EPA, DOT, and HUD representatives from each agency's sustainable planning office were even more candid in a July 9 blog post on “A part of President Obama's broader urban and metropolitan agenda, the partnership, guided by six livability principles, aims to break down traditional silos and craft federal programs and policies that take a more collaborative and holistic approach to better respond to the needs of communities,” the federal planners wrote. The federal neighborhood planning initiative is designed to coax localities into restricting where people can live, work, and shop into small areas connected by public transportation.

The proposal has come under fire from House Budget Committee Ranking Member Paul Ryan (R-Wis.), who awarded the DOT program his “Budget Boondoggle Award” in June 2010. “Local land use and zoning has always been the responsibility of local and State governments--to coordinate transportation and zoning projects, maximizing economic growth and serving community needs,” said Ryan. “But the administration's 'livable communities' initiative ignores this

Raw Milk Bill Filed This Legislative Session. Texas State Representative Dan Flynn (House District 2) has filed HB 75 to allow licensed farmers to sell raw milk and dairy products at farmers markets, farm stands and fairs. The bill also allows Texas farmers and consumers to agree on delivery arrangements. This bill will help raw dairy farmers reach larger markets and enable consumers to choose to buy raw dairy without having to drive several hours to the farm each time.

DeMint Drops Names in Texas. South Carolina Sen. Jim DeMint (R), whose Senate Conservatives Fund is a major Tea Party fundraising force, chimed in recently on which candidates he may endorse in the open seat Texas Senate race.

In an e-mail to supporters less than 24 hours after Sen. Kay Bailey Hutchison (R) announced she won't seek re-election, DeMint said: “Based on media reports following Senator Hutchison's announcement, the Washington establishment appears to be lining up behind Lt. Gov. David Dewhurst. However, the two candidates we hear about most from conservatives are Texas Railroad Commissioner Michael Williams and former Solicitor General Ted Cruz."

DeMint's quick draw email suggests he will try to play a significant role in what is expected to be a Republican primary. DeMint waded in to several Republican primaries in 2010 and backed insurgent candidates who, in several cases, went on to beat establishment favorites. Those included now-Sens. Marco Rubio (R-Fla.) and Mike Lee (R-Utah).

The email also sets up the possibility of another battle between DeMint and the National Republican Senatorial Committee.

By wading into the Texas race, DeMint is encroaching on NRSC Chair John Cornyn's (Texas) home turf. Cornyn jokingly dismissed Sen. DeMint's influence in his home-state recently: "Is that guy from Texas?" Cornyn said, after asked about DeMint's involvement.

An NRSC spokesman said Cornyn is friends with all of the candidates and intends to stay neutral in the primary.

In his e-mail, DeMint sang Michael Williams' praises again, but stopped short of an endorsement.

ur members are known for their community Oinvolvement, as well as their political involvement. We’ve regularly welcomed the troops arriving at D/FW Airport, and given them goodie bags as they passed by. Last year, we sent over 800 pounds of coffee to a company in Iraq. We have planted flowers at nursing homes on Mother’s Day and taken their pets as pet therapy for the residents. This Christmas, with the help of caring citizens of Parker County, we packed and mailed more than 60 boxes to a

stcombat troop of the 101 Airborne in Afghanistan. First National Bank allowed us to use their bank as a central collection point for the items people donated. A very generous Parker County citizen agreed to mail every box we could fill. He wished to remain anonymous.

I recently received the following note about our boxes:

Carolyn: Jeff and his unit received all the boxes and absolutely enjoyed the surprise and the contents. Jeff said the soldiers became boys again at Christmas. His troops are going to be gone for many days and he said to relay the message that thank you notes will be sent when they return to their camp.Carolyn, you and the others have ...gone beyond the call of duty. As a mother, I thank you all from the bottom of

my heart. Jeff just called me a few minutes ago to tell me.He was very hyped up when telling me. Thank you so much. Love you all.
