Overall pitch capacity is 4 games and the pitch is underplayed by 3 games per week.

MAJOR / STRATEGIC ISSUES: Cricket The ground suffers a major flooding problem during the winter, which results in the postponement of a large number of football matches. There is a steep slope which would be extremely expensive to rectify.

MINOR / CLUB SPECIFIC ISSUES: Wanstead and Snaresbrook Saturday third and fourth cricket teams, women’s Sunday and junior Sunday cricket play here. The ground is also occasionally used for Friday evening coaching and occasional midweek fixtures There are no net facilities Applied for planning permission on 2 occasions for higher netting around the ground but been turned down twice. Provision of non-turf pitch and nets would assist the club with additional training facilities.

ACTION PLAN OVERVIEW PROTECT: The local plan is required to protect this site

ENHANCE

PROVIDE Provision of a non-turf pitch would assist in reducing over

play on the current cricket square. Provision of nets would assist the club with additional training facilities.

MAJOR / STRATEGIC ISSUES: Cricket The site is owned by Wanstead and Snaresbrook Cricket Club who play on three grounds. This ground, Nutter lane and Fairlop Oak. This is the home ground of the Saturday first and second teams and the Sunday first and second teams. Junior cricket is played here on Sunday mornings, and the ground is sufficiently large to enable an Under 11 and an Under 13 match to be played at the same time. Coaching sessions and other matches take place during weekdays. The University of East London use this facility for BUCs games on Wednesdays and school festivals for cricket are also held at this facility.

MAJOR / STRATEGIC ISSUES: The pitches are on an old tip and this has caused subsidence over the years which has been addressed on numerous occasions and is being addressed by the club again.

MINOR / CLUB SPECIFIC ISSUES: Current issues are the changing rooms are unable to support mixed sexes due to communal showers. The club is investigating building works to resolve this; there are also restrictions on disabled access to specific club rooms and not changing rooms. Although pitch subsidence issues have been addressed twice in the past 40 years repeat work is due which the club will be undertaking. Plans are underway to level existing subsidence and maximize rugby pitches for mini/midi and juniors, reducing football provision as necessary. The levelling is planned over 5 years. Changing room changes to provide mix sex facilities and improved disability access will be addressed over the next two years. There is also a plan to improve the floodlights on the first team pitch.

The RFU are considering in conjunction with the club an Inspired Facility Grant.

PROVIDE Possible future need to find alternative playing pitches for football teams using this site if the rugby club needs to re-designate the current football pitches as rugby pitches.

MAJOR / STRATEGIC ISSUES: Clubs and teams identify this site as a Strategic site for playing pitches in the London Borough of Redbridge. This site has been identified as site for possible housing development.

MINOR / CLUB SPECIFIC ISSUES: The ability of the club to apply for grants has been stopped due to the uncertainty of the future of the site. Concerns that club membership will start to fall whilst decisions on the outcome of development are being made Concerns of years of infrastructure building of the club to a very good quality could be destroyed with the decision to build houses on the current club site There are two separate leases for the site one lease for the grounds and one lease for the pavilion. One lease runs out before the other. Both leases need to be brought into alignment with each other.

ACTION PLAN OVERVIEW PROTECT: LB Redbridge Council to ensure protection of this site as

a playing field. If the decision is taken to allocate this site as an ‘Opportunity Site’ for development as part of the Local Plan, then the existing provision should be replaced by equivalent or better provision in terms of quantity and quality prior to redevelopment. Any replacement site should likewise be identified in the Local Plan.

LONDON BOROUGH OF REDBRIDGE PPS – INDIVIDUAL SITE PLANS BY SUB AREA

58

There is a need to review the lease arrangements on this site. Currently there are two leases one for the playing pitches and one for the pavilion/clubhouse. They are not succinct. The pavilion/clubhouse ends before the playing pitch lease. Until a decision is made on development of the site as part of the local plan Oakfield’s Cricket Club and Parkonians FC cannot obtain grant funding.

ENHANCE

PROVIDE Oakfield’s Cricket Club is at capacity for cricket and will need to hire an additional square off site to be able to provide its 5th X1 with a home ground. In addition additional pitches will be required on the existing squares to provide for junior use in the coming seasons. Need to provide an additional cricket square for use. There will be a need to provide alternative provision for the existing clubs using this facility if the decision is taken to develop this site as part of the Local Plan

ACTION PLAN OVERVIEW PROTECT LB Redbridge Council to ensure protection of this site as a

playing field. However, the PPS recognises that there is potential for a reconfiguration of pitch space using some of Fords current playing pitches space, Seven Kings Park and educational land between Seven Kings Park and Fords. This could allow the release of some land for housing. This would need to be subject to a feasibility study to ensure all pitch needs for the future could be catered for with two 3G rubber crumb pitches provided. In the absence of such a feasibility study (as at the publication of this PPS) then if the decision is taken to allocate this site as an ‘Opportunity Site’ develop the site as part of the Local Plan, then the existing provision should be replaced by equivalent or better provision in terms of quantity and quality prior to redevelopment.

ENHANCE The ECB and Essex Cricket Board to discuss with Ford Sports Ground the possibility of shelters around the ground for parents and children to take shelter in inclement weather. ECB and Essex Cricket to meet with Fords and discuss the cost of hiring cricket facilities.

PROVIDE The PPS recognises that there is potential for reconfigurations of pitch space using some of Fords current playing pitch space, Seven Kings Park and educational land between Seven Kings Park and Fords. MAJOR / STRATEGIC ISSUES: Can this site take over the carrying capacity of football and Cricket from the Jack Carter Site? The site has been identified as a possible housing development site. The 5 v 5 3G rubber crumb pitches cannot be used for league games the pitches do not provide the required run off facilities. The school adjacent has up to date changing facilities

MINOR / CLUB SPECIFIC ISSUES: The cricket squares are currently bedding in Cricket will not move from Jack Carter until the perimeter fencing has been raised. There is also a question mark as to if the outfield would be the correct size for senior cricket.

playing field.

ENHANCE Decisions need to be made as to the use of the new cricket facilities at the Frenford Club. Are they to be used for junior cricket only or are they to be used for adult cricket as well. The size of the outfield and the height of the current fencing has implications for adult cricket participating on these squares.

ENHANCE Ilford cricket club will require additional squares for use in the future. By improving the quality of existing Council cricket squares this would be catered for at other cricket facilities.
