OBJECTIVE: Advance understanding of radicalization which leads to violent extremism in Central Asian and the surrounding region and to find human rights-based development solutions for national and regional responses to this phenomenon as the basis for developing programmes to address radicalization in Central Asia. To accomplish this objective the meeting should:

Develop a common understanding of radicalization in Central Asia; the groups that are vulnerable to it, and its impact on development objectives in Central Asia;

Examine current approaches to the prevention of violent extremism, including the use of social and other forms of media, their successes, failures and gaps;

Identify entry points and opportunities for new/adjusted development programming at all levels, which can effectively contribute to preventing the conditions conducive to radicalization;

Understand the gender differentiated roles played by men and women in extremist organizations, and the necessity for a gender-sensitive approach to preventing violent extremism; and

Focus on the vulnerability of young adults, both men and women, and the need for engagement and opening of economic and social opportunities for them.

PARTICIPANTS: Participants will include Senior Government Officials and representatives of UN agencies from Kazakhstan, Kyrgyz Republic, Russian Federation, Tajikistan, Turkmenistan, Uzbekistan, Afghanistan, Azerbaijan, Secretariat from Istanbul Regional Hub, UNICEF, UNRCCA, Civil Society Organizations, and diplomatic community

AIRPORT TRANSFER & TRANSPORTATION:

Dushanbe International Airport is located in the city. Travelers are expected to arrange their own airport transfer and transportation within the city. The estimated taxi fee within the city is about 10 USD depending on the participants’ negotiation skills. Some guesthouses provide airport transfer and transportation services within the city for free.

From the Sheraton Hotel to the conference venue it is a 15 minute drive. The Hyatt Regency is next to the conference venue and is about a five minute walk. The drive from the Hotel Tojikiston to the venue is five minutes.

TRAVEL ALLOWANCES: Participants are requested to make their own travel arrangements to Dushanbe through their respective office’s travel coordinator/agency. Lunches and coffee/tea breaks will be covered by UNDP Tajikistan for the duration of the event.

Participating units are expected to cover travel and reduced DSA for their respective participants. 100% DSA for Dushanbe is 190 USD. Please, mind that since lunches are provided, the participants are entitled to reduced DSA for the Conference (lunch -12%). A terminal allowance shall also be provided by participating units.

VISA REQUIREMENTS: Tajik visa is free for UN LP holders. For other travelers the cost of one entry visa is USD 58.00. Please access MFA Tajikistan site for more information and details.

UNDP staff in charge for travel-related matters may assist in obtaining a Visa Support Letter.

The following documents are submitted to MFA for visa issuance: • Two copies of Visa Application Form with attached photo; • Note Verbale (for issuance of diplomatic and service visa); • High quality photocopy of passport with a visible image; • Colorful passport photo; • Receipt of payment for state duty and consular fee

FOOD AND WATER: Do not drink tap water since it is not sanitary enough. It is recommended to drink only

bottled water.

Peel all fruits and vegetables, and avoid undercooked meat and most of the food sold

in the streets.

Tajik national course is Oshi palav (in the picture) made from rice, garbanzo beans in

cotton oil and is garnished with chunks of lamb. Tajiks drink hot black or green tea with every meal.

Mobile companies operating in Tajikistan: Babilon M (code 918); Tcell (code 93); Beeline (code 91); Megafon Tojikiston (90); Cell phone coverage in Tajikistan is of a very good connection condition. However in some mountain areas it’s difficult to get an access to the network.

All UNDP motor vehicles are equipped with Satellite phones “Thuraya” and therefore

constant communication during field trips is provided

INTERNET SERVICES: Wireless internet is available in the hotel rooms, offices and some cafes like Segafredo Zanetti opposite the Central Department Store.

UNDP Office is set up with wired internet, the access to which may be granted to you upon request.

In case you don’t have your own laptop, please let us know well in advance in order to provide one during the trip.

CURRENCY: The official currency for Tajikistan is Tajik Somoni (TJS). 1 Tajik Somoni consists of 100Tajik dirams (kopecks). 1 US dollar is approximately = 7.7 and more. For official exchange rates of Tajik Somoni against other foreign currencies, please visit http://www.nbt.tj/en/ The following credit cards are accepted in Tajikistan: Visa, Visa Electron, Maestro, MasterCard, Cirius. The climate is damper than other Central Asian capitals, with an average annual rainfall well over 500 millimeters (20 in) but is still highly continental and has the hot, dry summers typical of the region.

The summers are hot and dry and the winters are chilly, but not cold.

It is prohibited to smoke in public places since 1 February 2011.

However some restaurants and cafes have smoking tables or smoking areas. For information please ask service staff of these places.

Massive Statue of Somoni: This statue commemorates the one for whom the currency is named. It is on Prospect Aini. Apparently, the crown is 10 kilograms of tajik gold

Rudaki statue. Recently opened for the Shanghai summit, the new park on Rudaki Avenue has a huge statue of Rudaki, a new government palace, and enough fountains to drain the whole of Dushanbe. Go at night to see the lights

Victory Park: Hike to the top for a seasonal tiki-themed beer garden offering views of the city.

Fort Hissar (barter with a taxi to drive you 10 km out of town). Rebuilt 13th century fort and madrassa. It is a must see and includes small museums of ancient Tajik culture. It was destroyed by Soviet troops in their hunt for Enver Pasha.
