LET Mission: To provide pro bono logistics services, expertise and assets to the Logistics Cluster to support the humanitarian response for three to six weeks immediately following a large scale natural disaster.

LET Background & History• TheLogistics Emergency Team (LET)iscomposedofthreeof

thelargestgloballogisticsandtransportationcompanies:Agility,MaerskandUPS.TheyworktogethertosupporttheLogisticsCluster,ledbytheUnitedNationsWorldFoodProgramme(WFP).ThepartnershipwasinitiatedbytheWorldEconomicForum(WEF)in2005.

• TheLET pairsthecapacityandresourcesofthecommerciallogisticsindustrywiththeexpertiseandexperienceofthehumanitariancommunitytoprovidemoreeffectiveandefficientdisasterrelief.

• TheLET isthefirstpartnershipofitskind,formalisingamulti-stakeholdercooperationbetweentheprivateandpublicsector.

• ItremainsoneofthebestWEF–initiatedandoperationalisedpublic-privatepartnerships.

LET ServicesTheLET hassupportedthehumanitariancommunitywithlogis-ticssupportduring12emergencyresponsesand7preparednessprojectssince2007.Whenlarge-scale,suddenonsetnaturaldisas-tersstrike,theLET supportstheLogisticsClusterbyprovidingaccesstoaglobalnetworkoftransportationandlogisticsexpertise.

TheLET companiesprovidepro-bonoassetsandservicesanddeployhighlytrainedlogisticsexpertstojointheLogisticsCluster'sstaffforthedisasterresponseoperations.TheLET alsoassistsinimprovingresponsepreparednessbycollectinginformationforLogisticsCapacityAssessments(LCAs)andcountry-specificpreparednessmeasures.

The Logistics ClusterTHELOGISTICSCLUSTERenablesglobal,regionalandlocalactorstomeethumanitarianneeds.In2016,theLogisticsClusterhassupported454organisations,includingnationalandinternationalNGOs,UNagencies,foundations,civilsocietyorganisationsandgovernmentagenciesacross12operations.

Beforecrises,theLogisticsClusterworkswithstakeholdersinhighriskcountriesandregionstostrengthenlocalcapacities.Incrises,wherelocalcapacitieshavebeenexceeded,theLogisticsClusterprovidescoordination, information management and facilitates access tocommonlogisticsservices.Globally,theLogisticsClusterisacommu-nityoforganizationsactivelyworkingtoovercomelogisticsconstraints,andtodevelopandsharebestpracticesandsolutions.

World Humanitarian SummitTheSummittookplaceinIstanbulon23-24May2016andconvenedparticipantsfromaroundtheworldtosupportanewsharedagendaforhumanityandtakeactiontopreventandreducehumansuffering.TheSummitprovidedanopportunityfortoenablethedeliveryoftheAgendaforHumanity.

TheLET providedinputfortheWHSagenda,includingadvocacyformorepublic-privatepartnershipsforhumanitarianassistanceandtheratificationoftheWTOTradeFacilitationAgreementasmeanstoreducedisasterriskandenablegreaterresiliencethroughtradeenableddevelopment.

Asafirstofitskindpartnership,theLET wasalsoinvitedtospeakonapaneltosharebestpracticescenteredoncurrentpartnershipsthathaveproveneffectiveinbuildingstrong,resilientcommunitiesandeffectivelyrespondingtocrises.Thiseventleveragedtheexperi-ence,perspectivesandlessonslearnedthroughthesepartnershipstoexplorehowtheprivatesectorhasjoinedindustry,humanitarian,andcross-sectornetworkstoincreasetheresilienceandreducethevulnerabilityofdisaster-affectedandat-riskpopulations.

Global Logistics Cluster MeetingsLET partnersattendedtwoLogisticsClusterGlobalMeetings inLondonandBrussels.Themeetingsareheldtwiceayear,andbringtogetherLogisticsClusterpartnersandsenior logisticiansfromhumanitarianorganisationsattheglobal level, involvingpartici-pationof40organisationsonaverage.

In2016,theoverarchingthemewasPreparedness,GoalOneofthe2016-18LogisticsClusterStrategyandLET companiesarecommittedtosupporttheLogisticsCluster’sworkwiththestakeholdersinhighriskcountriesandregionstostrengthenlocalcapacities.UndertheLET framework,theLET companieshavebeenworkingwiththeLogis-ticsClustertoprovideassistanceinpreparednessprojectsincludingmappingofoceanfreightroutes,airfreighthubs,supportwithcollec-tionofdataforLCAsandbilateralengagementwithLogisticsClusterpartnersforPandemicPreparedness.

Pandemic Preparedness InitiativesAtthe2016WorldEconomicForum,UPSandtheWorldFoodProgrammeco-hostedasessiononpandemicpreparedness.Thesession,whichincluded reflections on the lessons learned from the 2015 Ebolaoutbreak,servedasanopportunitytodiscussglobalsupplychainstrategy related to pandemic preparedness and response, andemphasizetheimportanceofstrategicpublic-privatepartnerships.TheWFPandUPSprovidedthoughtleadershiparoundactionsthatpublic,privateandcivilsocietyorganizationscantaketocreateasafe,moreresilientworld.

Moreover,UPShostedthe2ndsessionoftheInternationalHumanitarianCity(IHC)PrivateSectorsFrontiersCEORoundtable.Theeventinvolved26participants,includingleadersfromtheprivatesectorandtheDubaigovernment.ThesessiondiscussedhowtoengagetheprivatesectortocreateapossibleblueprintforpandemicresponseinDubai.

Preparedness mapping: Ocean and air freight hubsIn2015,theLET initiatedaprojectaimedatbetterintegratingoceanfreightintoemergencyresponse.Intheinitialphaseofthisproject,thethreeLET companiesmappedhighriskdisasterregionsinrelationtotheUNHumanitarianResponseDepots(UNHRD)locations.Thecountriesidentifiedforthisexerciseare:Haiti,Myanmar,Bangladesh,Madagascar,IndonesiaandNigeria.

Thegoalofthisproject,whichisalignedwiththe2016-2018LogisticsClusterStrategyfocusingonpreparedness,istoenableLET torespondswiftlyandmakeinformeddecisionsregardingsourcingandroutingofreliefitemsinthesecountries.The2016Haitiresponseservedasapilotforthispreparednessstrategy,andthelearningsfromthisresponsewillcontributetofurtherdevelopmentofamodelforprivatesectorengagementinfutureemergencies.

Engaging in IndonesiaTostrengthenpreparednessinIndonesia,trainedLET logisticsexpertshavebeenprovidingconsultativeandtechnicalsupporttoWFPsince2012.ThisincludessupportindevelopingLogisticsCapacityAssess-ments(LCAs)andStagingAreaProjects(SAPs)inIndonesia,whereLET traineeshavealsofacilitateddialogueonportauthorityandcustomswiththelocalGovernment,andwiththeIndonesiashipownersasso-ciationondisasterpreparedness.

Maersk,UPSandAgilitytraineesremaininclosecommunicationwithWFPIndonesia.TheLET traineescomprisehighlyvaluableresourcesonthegroundforimprovingdisasterpreparednessandfacilitatingmeaningfuldialoguewithlocalstakeholders.

Support of the UNHRD Optimization Project in AccraThe United Nations Humanitarian Response Depots (UNHRDs),managedbyWFP,isanetworkofsixstrategicallylocateddepotsthatprocure,manage,andtransportemergencysuppliesonbehalfofthehumanitariancommunity.Itfocusesonemergencypreparednessandresponse,andenablesthestrategicstockpilingofreliefitemsandequipmentforits81PartnersincludingUNagencies,governmentalandnon-governmentalorganizations.

AgilityprovidedsupporttothehuboptimizationprojectundertakenintheAccrahub.ExpertconsultantsfromAgilityundertookafullreviewofthepremisesset-upandprovidedaspaceoptimizationplanwithdesignsofcomprehensiverackinglayoutsineachofthewarehouses.

OptimizinghubshelpsUNHRDbettermeetpartnersgrowingneedsmoreefficientlyandeffectively,and,thus,increasessupporttoemer-gencies.Accraplayedakeyroleinsupportingthehumanitariancommu-nityduringtheEbolacrisis,servingasaregionalstagingareaforthehumanitariancommunity.

Disaster Response Operation in HaitiOn4October,HurricaneMatthewmadelandfallinHaiti.Itmarkedthefirsttimein52yearsthataCategory4stormmadelandfallinHaiti,leaving2.1millionaffectedpeopleandmorethan140,000withoutahome.Followingthehurricane,thecountrystruggledwithanincreasednumberofcholeracasesandsome800,000Haitiansrequiredimme-diatefoodassistance.Giventheneedforlarge-scalehumanitarianassistance,theGlobalLogisticsClusterrequestedLET partnerstosupporttheemergencyresponse.

Theresponseoperationfacedsignificantlogisticschallengeswithakeybridgewashedout,numerousroadsimpassableandphonecommunicationsdown,makingitchallengingforfirstrespondersandemergencyreliefitemstoreachthemostseverelyaffectedpartsofHaiti.

Swift mobilization of LET member companiesTheLET quicklymobilizedtosupporthumanitarianoperationswiththetransportationandstorageofreliefsuppliestoenablequickerhuman-itarianresponse.TheLET partnerssupportedtheWFP-ledLogisticsWorkingGroupinHaitibyprovidingprobonooceanfreightandgroundsupport,airlifts,andcustomsclearanceassistance,andbyofferingotherassets,suchastrucksandrefrigeratedcontainers.Inaddition,warehousespaceforinteragencycargoinPortauPrinceprovedcriticalforthereceptionofinternationalairfreight,avoidingcongestionsattheairport,whileallowingforcargotobeswiftlyprocessedandloadedforforwarddelivery.Additionalassetssuchasforkliftswereloanedandspecialisedoperatorswerededicatedtoensurepropersupportandcorrectfunctioningoftheequipment.

Bilateral EngagementsUsing the LET guidelines and practices, Agility, Maersk and UPS have provided bilateral support in Ecuador and Japan. Although these responses do not fall within the scope of the LET Partner-ship, the companies agreed to support WFP and the Logistics Cluster by providing pro-bono logistics services, demonstrating the value and adaptability that is key to the success of this unique partnership.

Bilateral engagement in JapanOnApril16,2016,aseriesofearthquakes,includingonewithamagni-tudeof7.0,shookKumamotoCityinKyushuRegion,Japan.Theseearth-quakesresultedinatleast49deathsandinjuriestoapproximately3,000others.Morethan44,000peoplewereevacuatedfromtheirhomesduetothedisaster.OntherequestoftheGlobalLogisticsCluster,UPSandAgilitysteppedupandbegancoordinatingwiththeWorldFoodProgrammeJapantoprovidecustomsclearanceandtranspor-tationsupportfordeploymentofsixMobileStorageUnits(MSUs)insupportofthegovernmentofJapan.TheMSU’swereusedtostoreaidmaterialsthatwereinitiallybeingstoredinalocalschool.Thisallowedquickeraidmaterialdistribution,andhelpedkeepthelocalkidsinschoolafterthedisaster.Additionally,UPSandAgilitydonatedandshipped500palletstothreedifferentreliefcamplocationsinKumamoto.

Bilateral engagement in EcuadorOnApril16,2016,a7.8magnitudeearthquakestruckEcuador,intheManabiprovince.Over660peoplewerekilledandcloseto27,732wereinjured.OnApril17,WFPaskedtheLET partnerstoassesstheircapabilitiestosupportanyLogisticsClusterorWFPresponseoper-ations.AlthoughtheLET wasnotformallytriggered,WFPrequestedLET support.Inresponse,Maersk,UPS,AgilityandDamcoalleval-uatedlocalcapacitiesfordonations,andeachcompanyprovidedon-the-groundcapacityassessmentsandconstraintsinformationregardinglocaltransportation,importationrequirementsandotherlocalinformation.UPSdonatedlocaltransportationandpersonneltosupportWFPandAgilityprovidedpersonnelforWFP’sconsolidationwarehouseoperationinQuito.
