Order of the Arrow Obligation
I do hereby promise, on my honor as a Scout, that I will always andfaithfully observe and preserve the traditions of the Order of the Arrow, W.W.W. I will always regard the ties of Brotherhood in the Order of the Arrow aslasting, and will seek to preserve a cheerful spirit, even in the midst of irksometasks and weighty responsibilities, and will endeavor, so far as in my powerlies, to be unselfish in service and devotion to the welfare of others.
The Scout Oath
On my honor, I will do my best to do my duty to God and my Countryand to obey the Scout Law. To help other people at all times; to keep myselfphysically strong, mentally awake and morally straight.

The legend that is told of the birth of Tecumseh informs us thathis father was looking for a omen. At the moment of the child’s birth, a green comet,the color of a panther’s eye, shot across the sky. Thus he was named, in thelanguage of the Shawnee, Tecumseh. It’s meaning “panther crossing across.”
To represent this historic leader’s birth, we have chosen the form of apanther-shaped comet. The flap of our Lodge shows the unsomo, or birth sign ofthe panther streaking across the sky at the moment of Tecumseh’s birth. The twelvestars on the flap are representative of the twelve points of the Scout Law. The fourstars to the left of the arrow represent the 4 lodges that came together to formTecumseh Lodge: Katinonkwat, Kaniengehaga, Maka-Ina, and Shawnee. Thered arrowhead and shaft are the symbol of our order, pointing on an ever upwardpath.
As the sign of our order the arrow has been fitly chosen, for the first arrowof the hunter must be sure. The shaft should be straight, its point ever keen. Assuch it becomes a token of leadership, and as such we adopt it. The three W’s ,as on all OA patches, stand for the name of the Order of the Arrow in Lenni Lenape,Wimachtendienk, Wingolauchsik, Witahemui.

AWARDS
The Order of the Arrow provides opportunities for its members to excel and be recognizedfor their accomplishments. These recognitions are provided at two levels of the organization,either at the local lodge level or at the National level. Individual members may be recognizedor entire lodges. The awards and honors provided here are standard throughout theorganization. Individual lodges may form and provide their own local awards such as “Brotherof the Year”, “Most Active Arrowman”, and other achievement awards.
ARROWMAN SERVICE AWARDThe purpose of the Arrowman Service Award (ASA) is to encourage Arrowmen to recommit themselvesto the ideals of the Order, increase their level of service to their local unit and council, and participatein the 100th anniversary celebration of the OA.
DISTINGUISHED SERVICE AWARDThe Distinguished Service Award is presented to Arrowmen, youth and adult, who have rendereddistinguished and outstanding service to the Order on a sectional, regional, or national basis.
E. URNER GOODMAN CAMPING AWARDThe E. Urner Goodman Award was established in 1969 as a tribute and testimonial to the Order’sfounder, E. Urner Goodman. Its purpose is to encourage and challenge Order of the Arrow membersand lodges to increase their effectiveness in promoting and increasing Scout camping in each council.Awards are presented to two outstanding lodges in each region annually. For a lodge to be eligible forconsideration, the E. Urner Goodman Camping Award petition should be completed and forwardedwith the lodge’s charter renewal application.
FOUNDER’S AWARDIntroduced at the 1981 National Order of the Arrow Conference, the Founder’s Award recognizesArrowmen who have given outstanding service to their lodge. The award is reserved for an Arrowmanwho demonstrates that he or she personifies the spirit of selfless service, as advocated by founder E.Urner Goodman and cofounder Carroll A. Edson.
INNOVATION AWARD RECIPIENTSThe Order of the Arrow Innovation Award was established in 2012 to recognize chapters and lodgesfor developing creative and innovative solutions to challenges faced during the implementation oftheir annual program plans. Two awards in each Region are presented annually. The followingrecipients are being recognized for their accomplishments.
JOSH SAIN MEMORIAL SCHOLARSHIPThis scholarship was established in 1998 to honor the spirit and the memory of Josh Sain, a formerNational Vice Chief of the Order of the Arrow. The scholarships are provided to immediate pastNational and Regional Officers, and immediate past section chiefs upon completion of their successfulservice of their terms. All awards are selected on merit and based on performance in their respectiveroles and academic achievements while serving in one of the roles mentioned above.
LIFETIME ACHIEVEMENT AWARDThe Legacy of Servant Leadership Lifetime Achievement Award was created by the National Orderof the Arrow Committee in 2002 to recognize the Order’s second and third generation “Founders” -Scouters who have built an enduring legacy to Scouting and the Order of the Arrow through a lifetime
of cheerful service to others.

MAURY CLANCY INDIAN CAMPERSHIP FUNDThis campership fund was created in 1971 to help provide funds to those American Indian Scoutsneeding assistance to attend resident camp. The fund was subsequently named in memory of long-time national committee member Maury Clancy, who contributed significantly to the Order. Mr.Clancy emphasized the significance of our nation’s American Indian culture and worked to encouragethe preservation of our American Indian heritage. Lodges may contribute to this fund through theirsection at will, thereby increasing the fund and enabling more camperships to be awarded.
NATIONAL SERVICE AWARDThe National Service Award was established in 1999 to recognize lodges in each region that haveperformed outstanding service, both in a qualitative and a quantitative sense, to their council.
OA SERVICE GRANTOne of the four-fold purposes of the Order of the Arrow is to crystallize the Scout habit of helpfulnessinto a life purpose of leadership in cheerful service to others. It is with this spirit of cheerful serviceto others that the Order proudly offers the matching service grant program. For several years, theNational Order of the Arrow Committee has provided matching service award grants for a limitednumber of projects.
RED ARROW AWARDThe Red Arrow award was created in 1967 to recognize individuals who are not members of theOrder of the Arrow, for outstanding service to the Order. This attractive award, a red arrow andmedallion superimposed on an engraved plaque, and a miniature charm for civilian wear, can only beawarded by action of the National Order of the Arrow Committee. Recommendations, by nominationform, should be sent to the national director.
THE VIGIL HONORThe Vigil Honor is the highest honor that the Order of the Arrow can bestow upon its members forservice to lodge, council, and Scouting. Membership cannot be won by a person’s conscious endeavors.

Founders' AwardThe Founders' award was created to honor and recognize those Arrowmen who have givenoutstanding service to the lodge. The award is reserved for an Arrowman who demonstratesto his fellow Arrowmen that he memorializes in his everyday life the spirit of achievementas described by founder E. Urner Goodman. The award is a handsome bronze medallionbearing the likenesses of E. Urner Goodman and Carroll A. Edson, with wooden base andbrass plate suitable for engraving. The award is suitable for display at home or office. Alsoavailable is the Founders' Award Arrow Ribbon, similar to the Universal Arrow Ribbon.Lodges may petition the national Order of the Arrow Committee to present up to four awardsannually, based on lodge membership. If a lodge presents more than one award, one must beto a youth.

Lodge Bylaws
Section I Name and Affiliation of LodgeA. The name of this lodge of the Order of the Arrow shall be Tecumseh Lodge # 65, W.W.W.B. The lodge shall be affiliated with the Simon Kenton Council No. 441, Boy Scouts ofAmerica, and shall be under the supervision of the council camping committee and theadministrative authority of its Scout Executive.C. The totem of this lodge shall be the panther headed comet.D. Lodge sashes shall only be worn at Order of the Arrow functions and courts of honor overthe right shoulder in accordance with National Policy.E. The lodge shall be divided into as many chapters as there are districts and/or Service Areasin the Simon Kenton Council or a lesser number as may be directed by the lodge executivecommittee.F. Each chapter shall come under the supervision of the district camping committee and thedistrict Scout Executive of the districts in which the chapter serves.
Section II Requirements and Procedure of MembershipA. The requirements for membership in this lodge are as stated in the current national policyof the Order of the Arrow.B. Procedure for the Ordeal shall be as stated in current national policy of the Order of theArrow.
Section III Lodge AdministrationA. The officers of this lodge shall be lodge chief, vice chief of administration,vice chief ofactivities, vice chief of chapters, lodge secretary, and lodge treasurer; these are electedofficers and officers must be under 21 years of age for their entire term of office.B. The officers of each chapter must include chapter chief, chapter vice-chief, and chaptersecretary. The office of chapter treasurer is optional. These are elected officers and must beunder 21 years of age for their entire term of office.C. Lodge Officers shall be elected at the Fall Fellowship, which shall be held before January1. Chapter Officers shall be elected after the Lodge elections, but before January 1. The termsof all officers, chapter and lodge, shall be from January 1 to December 31.D. The executive committee of this lodge shall be composed of the six elected officers, lodgecommittee chairmen and their advisers, chapter coordinators and their advisers, chapter chiefand adviser of each chapter, all past lodge chiefs under 21, the lodge advisers, a member ofthe council camping committee, the Scout Executive and the Staff Adviser.E. The lodge and chapter advisers shall be appointed by the Scout Executive in consultationwith the related camping committee chairmen.F. The Lodge Chief shall appoint, with the approval of the Lodge Executive Committee, thefollowing standing committee chairmen and such special committees as may be required fromtime to time. All chairmen shall be under 21 years of age fro their entire term of office, andshall be directly responsible to the lodge chief.

G. No person shall have more than one vote on the lodge executive committe even if heholds more than one voting position.H. If the lodge chief resigns or is removed from office, the lodge vice-chief of administra-tion shall become the new lodge chief within 10 days of his resignation or removal, subject tothe approval of the lodge executive committee.I. The lodge chief shall appoint any vacancies in any lodge office or committee chairmenwithin 15 days of their resignation or removal.Any new appointees shall be subject to theapproval of the lodge executive committee.
Section IV Lodge MeetingsA. The executive committee of this lodge shall hold at least seven meetings a year.B. Special meetings of the lodge executive committee or the lodge as a whole may be calledat the pleasure of the lodge chief with the approval of the Scout Executive or by the ScoutExecutive.C. Each meeting of the lodge shall be opened with the Pledge of Allegence and the Obliga-tion of the Order of he Arrow.D. Members of the Order, 21 years of age or over, shall have no vote in any decisions of thelodge. Adult Arrow members shall serve as advisers to officers and committee members.
Section V Dues and FeesA. There shall be a candidate induction fee approved annually by the lodge executivecommittee which shall be payable at the time of registration. For such fee, each new membershall receive : 1. A membership card with the current year’s dues paid 2. An Order of the Arrow sash 3. A lodge pocket flap 4. An Order of the Arrow handbook 5. A certificate of their Ordeal completion 6. Food and program materials for their ordeal weekend 7. A lodge plan book containing general information about the lodge

B. Current dues to this lodge shall be collected annually by the lodge membership committee(Dues year is January 1 to December 31). Current dues are $15.00 for youth and adults dueprior to January 1. After that date, a member shall be classified as inactive under Section F.C. In the development of the lodge annual budget, $1 per paid registered chapter member,with a minimum of $50.00, will be made available for chapter mailings, activities and serviceprojects, with the chapter making up the difference. The number of paid, registered chaptermembers will be determined on December 31 preceeding the beginning of the new lodge year.Chapters shall submit an annual chapter budget at the beginning of the new lodge year. Thechapter may come back to the Lodge Executive Committee for more money prior toexpenditure. All approved bills will be paid by the Council Office. Unused funds revert tothe Lodge at the end of the lodge year.D. Chapters may have fund raisers and earn money with approval of Lodge and Council. Allfunds must be kept in the Council accounts and will be accounted by the Lodge Treasurer.Chapter funds earned in such ways remain in the Chapter account and do not roll back at theend of the year.E. All lodge and chapter Order of the Arrow funds shall be handled by the Simon KentonCouncil office and shall go through all normal accounting procedures used by the lodge andcouncil.F. Inactive members may be restored to active status by paying five dollars ($5.00) plus thecurrent year's dues.G . Current member's of another lodge wishing to transfer their membership into this lodgeshall pay the current year's dues only.H. The lodge will waive the current year's dues for any active military personnel, if requestedin writing.I. The lodge budget year shall be the same as the lodge year.
Section VI Brotherhood MembershipA. Completion of Brotherhood Membership shall be in accordance with current nationalpolicy of the Order of the Arrow.
Section VII The Vigil HonorA. Attainment of the Vigil Honor shall be in accordance with current national policy of theOrder of the Arrow.
Section VIII AmendmentsA. These rules shall be subject to amendments at any regular or special meeting of the lodge,provided, (1) such amendment has been submitted in writing to the executive committee atleast one month prior to the lodge meeting, (2) that the executive committee by a two-thirdsvote of the members present approves the proposed amendments, and (3) that due notice ofthe meeting has been sent to all active members of the lodge at least 10 days prior to such lodgemeeting. A majority vote of the members present shall be required. All lodge rules must bein harmony with the current national policy of the Order of the Arrow and must be reviewedby an Ad Hoc committee during each odd-numbered year.

Quality Chapter:
We are very excited to announce the implementation of the new Quality Chapter programfor 2016. We hope that the new program will help the chapters, and by extension the
lodge, improve in many of the quality lodge requirements. These requirements are verydifficult, so chapters who complete the requirements will be permitted to purchase an
exclusive patch. Here are the criteria. In order to earn the award, a chapter must success-fully complete at least 7 of the criteria.
1: Membership Impact: Experience positive growth in membership over the previous year.Increase total chapter membership by 5% over the previous year.
2: Membership Retention: Experience positive growth in membership.Have at least 70% of chapter members who took their Ordeal the previous year pay their
current dues.
3: Unit Elections: Conduct unit elections in all troops within the district.Complete unit elections in at least 90% of Troops and Teams, and turn in all results by
March 15.
4: Ordeal Completion: Induct Ordeal candidates.Have at least 75% of Ordeal candidates complete their Ordeal.

HISTORY
The Order of the Arrow was founded by Dr. E. Urner Goodman and Carroll A. Edson in1915 at the Treasure Island Camp of the Philadelphia Council, Boy Scouts of America. Itbecame an official program experiment in 1922 and was approved as part of the Scoutingprogram in 1934. In 1948 the OA, recognized as the BSA's national brotherhood of honorcampers, became an official part of the Boy Scouts of America. In 1998, the Order of theArrow became recognized as Scouting's National Honor Society when it expanded its reach
beyond camping to include broader service to Scouting and the community.
PURPOSE
The Order of the Arrow was founded in 1915 to serve a useful purpose: to cause the ScoutOath and Law to spring into action in all parts of the nation. To this day, the Order is dedi-
cated to this high purpose.
MISSION AND PURPOSE
For more than 90 years, the Order of the Arrow (OA) has recognized Scouts and Scouterswho best exemplify the Scout Oath and Law in their daily lives. This recognition providesencouragement for others to live these ideals as well. Arrowmen are known for maintainingcamping traditions and spirit, promoting year-round and long term resident camping, andproviding cheerful service to others. OA service, activities, adventures, and training foryouth and adults are models of quality leadership development and programming that enrichand help to extend Scouting to America's youth.

THE JOURNEY FROM ORDEAL MEMBERSHIPTO BROTHERHOOD
Your completion of the Ordeal sets you on the next part of your long and toilsomejourney; at least 10 full months of active preparation for sealing your membership in theBrotherhood Ceremony.
The Ordeal has introduced you to the mysteries of the Arrow. Now, during yourservice as an Ordeal member, you have ample opportunity to increase your knowledge of theArrow and make it work for you.
The following gives all the basic information you will need during this importanttime. Your brothers in the Order stand ready to help also, and you should take advantage oftheir support whenever possible.
The Challenges of Ordeal Membership
You must meet five challenges before you can enter the Circle of Brotherhood. Thefirst of these you should meet now. The next three require steady effort over a period of manymonths. The last challenge you must meet after you are satisfied that you are meeting the firstfour.
1. Memorize the signs of Arrow Membership. Memorize the Obligation of the Orderwhich you received from Allowat Sakima (printed on the back of your membership card).Also, memorize the Order of the Arrow song, the Admonition, the Sign of Ordeal Member-ship, and the Arrow handclasp.
2. Advance in your understanding of the Ordeal. Gain a thorough understanding of theOrdeal through which you have passed. Obtain a copy of the Manual for the Ordeal, or attendother Ordeal Ceremonies and learn more about what you have experienced.
3. Serve your Unit. Retain your registration in Scouting. During a period of at least 10months, strive to fulfill your Obligation by continuing and expanding your service to your ownTroop or Post.
4. Plan for service to your Lodge. Retain your registration in the Order of the Arrow Lodgeand keep your dues paid. Be aware that acceptance of Brotherhood membership involves apledge of service to the lodge. Develop a concrete idea of how you plan to fulfill this pledge.
5. Review your Progress. When you earnestly feel that you have met the four challengesabove, write a letter to the Brotherhood Chairman. In this letter:
A. Explain what you think the Obligation means.
B. Describe how you have been fulfilling this Obligation in your troop or post andin your daily life, and how you have used your understanding of the Ordeal to aid inthis service.
C. Describe your specific plans for giving service in the lodge program.

YOUR RELATION TO YOUR UNIT
Always remember that your fellow Scouts honored you by electing you to the Orderbecause of your Scout Spirit and camping ability. They set you apart as one from whom theyexpect a great deal. Your experience with the Ordeal should now enable you to give theleadership they want and need. For this reason, your first duty as an Arrowman is to continueand expand your service to your own troop or post. The success of the Order in your unitmainly depends on what you do individually. Your example of cheerful service in camp andat troop or post meetings is the spark that brings the spirit alive.
By striving to fulfill your Obligation you will not only help your fellow Scouts, youwill also gain the experience needed to understand the Brotherhood membership.
YOU AND YOUR UNIT
An Arrowman's primary responsibility is to his troop or post. Remember, it was your fellowscouts or explorers who elected you into our noble order, and it is to them that you shoulddevote most of your service. Dr. E. Urner Goodman, founder of the Order, once said, " Letit be remembered that the Order of the Arrow was created to help the unit - to help it presentits membership a better idea of the inner qualities of the honor scout camper.
Qualities of character, like cheerfulness and service, are hard for a boy or a man tounderstand in the abstract. They come easier when seen in human life.
The Order was started to help glorify these qualities of the honor Scout Camper in the unit,so that they might be appreciated there, not only during the brief term in summer camp, butthrough all of the days and weeks of the year."
Let us remember the significance of the Order in the unit - for the unit is our one best hopein Scouting..."
What are your responsibilities in your home troop or post? You should make sure that yourunit maintains an active camping program and that as many members as possible are involved.Be sure your lodge camp promotion team visits your unit at least once a year and that you havean annual Order of the Arrow election. Your unit should help the lodge give service to as manycommunity projects as possible. It is also most important that you keep your unit membersinformed on current happenings of the lodge and in the local council.

HOW THE ORDER OF THE ARROW IS ORGANIZED
The Order of the Arrow has three distinct organizational levels; lodges, sections, and re-gions. Lodges carry out the Order of the Arrow program at the local level and are closelytied with Boy Scout Councils. Sections consist of several lodges within a geographic regionand Regions in turn consist of Sections within a geogrpahic region of the United States.Lodges, Sections, and Regions each have a distinct set of responsibilities which ensure thatthe OA program runs smoothly.
At the national level, the Order of the Arrow is governed by the national Order of the Arrowcommittee. The national committee sets policy, directs the national program of the Order,and broadly manages the organization above the local lodge level. The committee is com-posed of the national chief and national vice chief (and their immediate predecessors), whoare elected annually at the national planning meeting; the chairman, who is appointed annu-ally by the chairman of the national Outdoor Adventures committee; other volunteer mem-bers, appointed by the chairman; and two staff members, the director of the Order of theArrow and the OA specialist.
RegionsThe Order of the Arrow, like the Boy Scouts of America, is organized into four geographicalregions: Central, Northeast, Southern, and Western. Each region is led by a youth regionchief, a volunteer region chairman, and a region staff adviser. The region leadership helpsexecute the national program on a more local level, implements the National LeadershipSeminar and National Lodge Adviser Training Seminar, provides its member sections withresources, and facilities communication between local organizations and the national OAcommittee.
SectionsAn Order of the Arrow section consists of lodges within a geographic area of the region.Each section is led by a chief, vice chief, and secretary, who play a crucial part in making theannual Conclave a success. The section may lead training seminars, promote national pro-grams of emphasis, and provide resources to local lodges. The section chief presides overthe Council of Chiefs, attended by delegates of each member lodge.
Where does Tecumseh Lodge fit in?Tecumseh lodge is part of Section C-4B in the Central Region.During the year we will have two functions where we are directly involved with the otherLodges in our Section.The Section Conclave is a gathering of the Lodges in the Section. It is hosted in May by adifferent Lodge each year, who will choose one of their camps to showcase. At the Conclavethere will be training and competitions along with activities just to have fun and fellowship.ALTC, the Area Leadership Training Conference, is a training session held by Sections C-4Aand C-4B combined. It is hosted each November by Tecumseh Lodge at Camp Lazarus.This is a great training opportunity for those interested in furthering their involvement in the
Lodge by becoming a Lodge officer or a Chapter officer.

The Order of the Arrow, in its focus on service, has five high adventure programs at thenational level that focus on conservation. These programs occur at the five national highadventure bases that the Boy Scouts own. They are open to youth aged 14 to 20, with spe-cific ages and health requirements varying by program, and are available at a substantiallylower price than other programs at the base. They each include a period of service and a trekperiod during which the participants get to plan their own routes and experience the best ofthe bases. (National Order of the Arrow Conference)
NOAC is the premier event of the Order of the Arrow, and is Scouting's second-largestnational event. In 2015, 15,000 Arrowmen from across our nation gathered at MichiganState University for an inspirational and unforgettable experience full of fellowship, train-ing, adventure, and fun!
During NOAC, Arrowmen participate in a six-day conference which includes top notchtraining sessions, cool recreational opportunities, evening shows full of theatrics and specialeffects, and exciting programs.
The next NOAC will be held at Indiana University in late July or early August, 2018.
If you choose to go, you will find a large selection of activities ranging from Native Americandancing and regalia to scuba and snorkeling. The best thing is, YOU get to choose what youwant to do and when you do it. At the last NOAC the list of possibilities was huge includinghundreds of activities.
While at NOAC you and your roommate will stay in the University dorm rooms, sleepingon real beds with the University providing the linens and using indoor restrooms and showers.Breakfast, Lunch and Dinner will be served in the University Cafeterias where they do thecooking and the cleaning – all you have to do is return your tray.
The cost is expected to be somewhere between $550.00 and $600.00, so start planningahead now so you won’t miss this premere event. Slots for our contingent will fill up fast sowe suggest you register as soon as we open registration in 2017.
If you are an adult who wants to attend we suggest you register early and have at least 3youth register along with you. This will give you priority when the adult slots are assigned.
Directions to our Council CampsCamp Lazarus is located on US Rt 23 North, roughly halfway between Delaware andWorthington. From I-270 North, take US Rt 23 North toward Delaware. Watch for the signand turn left at the Camp Lazarus stoplight.
Camp Falling Rock is located off Rt. 79 N. about 15 minutes north of Newark, Ohio. FromColumbus, take St Rt 161 E., which becomes St Rt 16 E through Newark. Take St Rt 79 N. (CedarSt. exit). About 11 miles north, there is a camp sign . Turn Left. Keep to the left over the bridge.Again follow the signs and turn left to go to the top of Camp (Summer Entrance) on HoudeschellRd.
Chief Logan Scout Reservation is about 15 minutes east of Chillicothe. Take US Rt 35 Eastfrom Chillicothe to Elam Rd. Turn left on Elam Rd. and then follow the signs (usually bear left)to the camp. Watch out for the very sharp right hand u-turn just before going down the hillinto the camp.
Camp Oyo is on St. Rt. 125, twelve miles west of Portsmouth. Take US Rt 52 West fromPortsmouth, turn right on St Rt 125. Proceed 5 miles to the Camp on the right. If you pass LakeRoosevelt or the State Park Lodge, you’ve gone too far.
Camp Otter Run - From I-270, take US Rt 33 west through Marysville. Continue on US Rt 33toward Bellfontaine from the route245, 36, 4 split. From the split, continue on US Rt 33 towardBellfontaine for 13.1 miles and you will exit onto St Rt 347. Go to the top of the ramp and turnleft at the stop sign onto Rt. 347. Continue on Rt. 347, 1/2 mile to the T intersection. Turn rightonto Logan County Road 144. Continue on Logan County Rd. 144 for 1 1/2 miles. Camp OtterRun will be on the right.
Camp Madison Lake - Travel west on I-70 or US Rt 40 from Columbus to West Jefferson, Ohio.In West Jefferson, turn left from US Rt 40 onto St Rt 142 West (just past the railroad underpass)and follow it for about 5 miles. Turn left onto Glade Run Road and follow it for 3.3 miles. Turnright onto Jones Marsh Road and follow it for a little over a mile. Continue onto CheseldineRoad and then straight onto Lake Road (the road changes names). The camp will be on yourleft.
