The Director inspected fruit plant nursery Footlipora and instructed concerned officials to follow strictly the SOP re- lated to Covid-19. The Director also in- structed Chief Horticulture officer Budgam to ensure dis- tribution of PP kits, face masks and gloves among nursery and other field staff. JAMMU, MAY 29: With a recent surge in COVID-19 cases across the country following substan- tive relaxations in move- ment of people via air and rail routes under Lockdown 4.0, it has become all the more imperative to be ag- gressive in contact tracing and surveillance, Chief Sec- retary, B V R Subrah- manyam said this while re- viewing the COVID-19 mitigation efforts in the Union Territory with all Deputy Commissioners and Chief Medical Officers, here over a video conference. Financial Commissioner, Health & Medical Educa- tion Department, Divisional Commissioner, Kashmir/Jammu and Di- rector, Health Services, Kashmir/Jammu were also presented during the inter- action. At the outset Financial Commissioner, Health gave out a brief regarding the state of readiness and the Coronavirus case scenario in Jammu and Kashmir. It was revealed that with 11835 tests per million pop- ulation, Jammu and Kash- mir is highest in the coun- try. The doubling rate of 17.2 days and recovery rate of around 44% in the Union Territory are also more than the National average. Fi- nancial Commissioner also gave an account of availabil- ity of logistics including Per- sonal Protective Equip- ments (PPE), Ventilators, Nebulizers and Realtime PCR Machines among oth- ers. Appreciating the efforts of the health workers and ad- ministration across all dis- tricts in dealing with the COVID-19 pandemic, Chief Secretary said that 48% of all positive cases in the Union Territory, being con- tacts, indicate highly ag- gressive contact tracing and surveillance. Whereas, trav- ellers from different parts of the country amounting to 32% of the total positive cases can be attributed to the stringent policy to sam- ple, test and quarantine of each incoming individual to the Union Territory, Chief Secretary added. Emphasising the need to maintain a stable Coron- avirus situation in the Union Territory, Chief Sec- retary directed the Divi- sional/Deputy Commis- sioners to judiciously utilize the enhanced testing capac- ity through a rationale allo- cation among the districts. Highlighting the success in identifying suspect cases among the population through the health audit- ‘Swasthya Nidhi’, Chief Sec- retary asked the Deputy Commissioners to make best use of this initiative in order to identify sympto- matic persons who require testing. He also directed the Deputy Commissioners to promote utilization of Aar- ogya Setu App amongst the population. Attributing the recent spike in cases in some dis- tricts to the influx of trav- ellers from outside J&K, Chief Secretary directed the concerned Divisional/Deputy Com- missioners to ensure that very stringent movement policy remains in force to restrict any kind of non-es- sential inter-state move- ment. Financial Commis- sioner, Finance Depart- ment, Financial Commis- sioner, Health & Medical Education Department, Principal Secretary, Infor- mation Department, Com- missioner Secretary, Jal Shakti Department, Secre- tary, Planning Develop- ment & Monitoring De- partment participated in the meeting. Principal Secretary, School Education Depart- ment and representative from Department of Drinking Water and Sani- tation, GoI also attended the meeting through video conference. At the outset, Commis- sioner Secretary, Jal Shakti Department gave a de- tailed presentation to the members of the Apex Com- mittee outlining the profile of Jal Jeevan Mission, a time bound programme to ensure ‘Har Ghar Nal Se Jal’ in rural households. Under the Jal Jeevan Mission, a total of 10.3 lakh households will be covered at an estimated outlay of Rs. 10,644 Crore in the 3 Phases. In this regard, a re- vised action plan, targets and time lines for comple- tion of the mission in a phased manner was given out in the meeting. During Phase I, 2.3 lakh house- holds will be provided with Functional Household Tap Connection (FHTC) in the three districts of Reasi, Sri- nagar and Ganderbal by March 2021. In Phase II, 3.8 Lakh households will be provided with FHTC in 7 districts of Bandipora, Doda, Kulgam, Poonch, Samba, Udhampur and Pulwama latest by Decem- ber 2021. In Phase III, 4.1 lakh households will be covered in the remaining 10 districts of Anantnag, Budgam, Baramulla, Jammu, Kathua, Kishtwar, Ramban, Rajouri, Kup- wara and Shopian by De- cember, 2022. The Apex Committee also discussed and ap- proved the Annual Action Plan of Jal Jeevan Mission. It was conveyed during the meeting that an allocation amounting to Rs. 680 Crore has been earmarked as central share for J&K under JJM for financial year 2020-21. On the occasion, the Assis- tant Director Food Civil Sup- plies and Consumer Affairs informed the DC that there are 663 families comprising 1083 souls of migrant labourers in the district. He said 109 quintals rice, and 6 quintals or both Urd and Moong dal, are being dis- tributed among the families for the month of May and June under Atma Nirbhar Bharat Abhiyan. He said that 66% of ration under this scheme is already distrib- uted among the beneficia- ries. The DC said that the dis- trict administration has al- ready taken slew of mea- sures to ensure that food grains reach every corner of the district during this pe- riod. He said that the process of the distribution of free ration for the month of May and June under Atma Nirbhar Bharat Abhiyan shall be completed in this week.The Deputy Commis- sioner was accompanied by ADC, Farooq Ahmad Baba and other officers of district administration. Meeting was attended by Chief Horticulture Officer, Chief Agricul- ture Officer, President Fruit Mundi Sopore, President Fruit growers as- sociation, representatives of pesti- cides/fertilizers association and other concerned functionaries. On the occasion, a comprehensive discussion on the subject was held wherein DC stressed upon the con- cerned stakeholders to put in place a viable mechanism so that any kind of eventuality is averted. He stressed upon the pesticide dealers to ensure sufficient stock of requisite chemicals so that farmers may not face any in- convenience. Meanwhile, various issues were also discussed during the meeting which includes regulation on rate and quality of pesticides, ban on early ripening chemicals and others vital issues of public importance. Speaking on the occasion, DC di- rected the concerned agencies to en- sure the ban of spurious pesticides in the market and unregistered dealers so that necessary action may be ini- tiated against them. Dr Itoo further said that a viable mechanism shall be formulated so that marketing of early fruit varieties is not affected during the present cir- cumstances. He assured the fruit growers of every possible assistance at this critical juncture. He said that services of cold storage owners shall also be utilized for the purpose. The meeting informed by Chief Agriculture Officer that a refrigera- tor van with the capacity of 90 quin- tals will be facilitated for the trans- portation of early fruit to the marketing points. He was accompanied by Assistant Commissioner Revenue Reyaz Ahmad Beigh, Nodal Officer Mehraj Wani, President Trade Fed- eration Bandipora Shamshad Ahmad, civil so- ciety members and other se- nior officers and officials. On the occasion, DDC stressed on shopkeepers to resume their business as per the given guidelines, follow all the guidelines and pre- cautions in view of the pan- demic and urged the people to use masks and social dis- tancing for their own well being. While interacting with the shopkeepers, he urged them to maintain personal hy- giene and ensure that they are regularly washing or sanitizing their hands and also ask the same to the cus- tomers. According to the order is- sued on May 25, the busi- ness establishments have been classified in two cate- gories –Essential-I and Es- sential-II. He said all the Es- sential-I category shops including medical shops, bakery, milk, vegetable, fruit, meat and poultry shops shall remain open daily from 9am to 5pm while the Essential-II shops shall remain open on alternate days to avoid rush in the market. All the shops shall remain closed on Sunday. Tea stalls, eateries, restau- rants shall operate kitchens only for home delivery of food items while barber and saloons shall continue to re- main closed. District DevelopmentalCommissioner BandiporaRavinder Kumar Friday in-spected several locations ofmain market Bandipora inorder to take review of theimplementation of variousCOVID-19 related advisoriesespecially the fresh guide-lines issued with regard toopening of shops.

He was accompanied byAssistant CommissionerRevenue Reyaz AhmadBeigh, Nodal Officer MehrajWani, President Trade Fed-eration BandiporaShamshad Ahmad, civil so-ciety members and other se-nior officers and officials.

On the occasion, DDCstressed on shopkeepers toresume their business as perthe given guidelines, followall the guidelines and pre-cautions in view of the pan-demic and urged the peopleto use masks and social dis-tancing for their own wellbeing.

While interacting with theshopkeepers, he urged themto maintain personal hy-

giene and ensure that theyare regularly washing orsanitizing their hands andalso ask the same to the cus-tomers.

According to the order is-sued on May 25, the busi-ness establishments havebeen classified in two cate-gories –Essential-I and Es-sential-II. He said all the Es-sential-I category shopsincluding medical shops,bakery, milk, vegetable,fruit, meat and poultryshops shall remain open

daily from 9am to 5pm whilethe Essential-II shops shallremain open on alternatedays to avoid rush in themarket. All the shops shallremain closed on Sunday.

Tea stalls, eateries, restau-rants shall operate kitchensonly for home delivery offood items while barber andsaloons shall continue to re-main closed.

In this re-gard, he said, the powersupply from 33kv lines ofHabak Bamk, HabakHazratbal, Habak Zakuraand Burzahama to receivingstations of Owanta Bhawan,Umer Hair, Ahmad Nagr,Habak, Hazratbal, Zukur,Burzhama, shall remain af-fected on may 31st from9:00 am to 5:00 pm.
