Our Vision ‘It is our aim that no child or young person in Kingston will suffer significant harm or death that is preventable. The LSCB aims to achieve the highest standards of collaborative and multi-agency working that makes a demonstrable contribution to safeguarding children.’

Purpose

The LSCB’s role, functions, governance and operations are set out in Chapter 3 of the statutory guidance Working Together to Safeguard Children, 2015. The functions of an LSCB are also set out in primary legislation1 and regulations2 and its core objectives are as follows:

To coordinate what is done by each person or body represented on the Board for the purposes of safeguarding and promoting the welfare of children in the area; and

To ensure the effectiveness of what is done by each such person or body for those purposes.

The priorities for 2016/17 are placed under our general themes of Improving Practice; Workforce Development; Communication and Engagement; and Governance and Accountability:

o Scrutiny of transitions between agencies, teams and sectors including those of children to adults’ services; o An enhanced focus on matters of ethnicity and diversity, and reinforced outreach to community and faith groups; o The strengthening of communication and information sharing between professional interfaces; o A focus on the mental health and emotional wellbeing to run through all our work to ensure stronger prevention and timely help; and o Plan for the implementation of the Wood report.

Sub Group work plans

The LSCB sub groups are responsible for driving forwards the Board’s business and delivery of its agreed priorities. The work plan for each sub group will be derived from this business plan and will set out in more detail its planned activities, agreed timescales, responsible agencies/individuals and the intended outcomes.

Monitoring and review Sub Group Chairs and individuals assigned as leads for specific actions will provide regular updates on progress in delivering the business plan priorities to the LSCB. In addition, a comprehensive review of progress and outcomes will inform the LSCB’s annual report for 2016-17.

CSE Peer Review takes place March 2017. Audit of missing children March 2017 shows clear progress that all agencies follow agreed procedures and all cases are judged as “good” across the multi-agency partnership. The child’s voice and perspective will be clearly evident in this audit. We know the quality of CSE referrals. The Community, especially parents & carers become more aware of risks. A feedback loop is developed between commissioners & those who use CSE services & MASE subjects.

LSCB to work with families and young people who have experienced the MASE process, as we review local interventions and their outcomes. Public Health report on local CSE prevalence in Kingston presented in Oct 2016 to the CSE + CM Subgroup and SKP. LSCB coordinating ToR & information given to families re MASE process. Police hold CSE Summit July 2016. Feedback gained from children & families involved in MASE March 2017. Successful awareness raising conference re CSE Nov 2016 take place attended by licensed premises, hotels, B&Bs, Councillors, Licensing Team, food outlets, taxi companies.

May 2017 CSE Conference is being planned for local businesses, voluntary & community organisations. LSCB visits Kingston Pubwatch summer 2016. LSCB met Licensing Committee June 2016. Return Home Interviews are taking place for all relevant missing children in a timely manner, information is shared with other agencies appropriately, intelligence is analysed at the MASE.

QASG Children missing or waiting for education are known to all relevant agencies and their needs are known – health, education. Children excluded, home educated or waiting a school place receive relevant multi agency support as required. We can understand school exclusion data and support those most at risk of exclusion.

2.1 Understand the agencies who are not reporting allegations against staff and their training needs. Training to be focussed on agencies where there is little reporting. Evaluate the effectiveness of the esafety policy for staff.

Agencies ensure good retention and recruitment; The LSCB considers complaints, safer recruitment, staffing rates & cross references to Sect 11s. Revisit the methodology of Sect 11 reporting to ensure that there is sufficient challenge to agencies who complete the reports.

Reviews indicate an appropriate workforce for community needs; We have a better understanding of local conditions of work & challenges so that agencies can support & compensate for one another. All agencies adopt the translation & lone working policies.

2.6 Strengthen our outreach to community and faith groups. Plan a launch event for our Green Book of policies and procedures for the faith, community and voluntary sector organisations in Kingston.
