In an area like this, this element of precaution seems to be echoed in the siting of the masts themselves. The current infrastructure consists of the following aerials: West Haddon water tower :– 12m high Orange mast – 27dbw signal strength Cold Ashby aerials :– 27m high Orange array – 28dbw signal strength 22m high O2 array – 25dbw signal strength 32m high Vodafone array - 27dbw signal strength 15m high 3 array -30dbw signal strength 37m high T-Mobile array – 30dbw signal strength Hollowell Grange (off A5199):- 15m high Orange mast – 26dbw signal strength 20m high Vodafone mast – 25dbw signal strength All of these are away from houses and are reasonably elevated. The mobile industry’s own publicity quotes the following: Maximum Ground Level Emission or the beam of highest intensity usually occurs between 50m and 200m from an antenna. The ground level emission within this area is the highest circling a base station. It is usually many thousands of times lower than international public exposure guidelines. I would estimate that the height of the 7 antenna proposed in the church would be 12m – the actual position is not specified – the notice merely says behind the louvres. That would make them only 5m above the height of some of the houses in Church Mount and within 30m. And, of course, the ground rises 3m to the primary school playground some 350m distant. Where there is such a wide choice of places to locate such a base station – I am sure most farmers would love to host one - the precautionary approach should be followed and it should be elsewhere. GUILSBOROUGH NEWSGuilsborough Pre-schoolGuilsborough Playgroup was founded in thelate sixties by Lady Sarah Gibbs. Originally itwas run in the Village Hall, and then, as itgrew we moved to the present Churchowned premises. We are situated in TheSchool House, currently being redevelopedto improve the facilities available.

If you would like to visit the pre-schoolplease call 740461. We welcome visitorsand if you have a skill or interest that youwould be interested in sharing with thechildren we would be especially pleased tohear from you!

Today, the pre-school is run by ourexperienced and knowledgeable team of 9

staff, the majority of whom either have orare working towards NVQ and NNEBqualifications. The management of the Pre-School is run by our Committee comprisingof parents of children who are eithercurrently at Pre-School or have attendedrecently. Consequently the Pre-Schoolpolicies are determined by the parents forthe benefit of the children. We have closelinks with Guilsborough Primary Schoolwhich is located right next door and withNaseby Primary School.

We currently have 45 children who attendpreschool and offer morning sessionsMonday-Friday and afternoon sessions onMondays and Wednesdays.

Pre-school development plan:-

Phase One - Works to repair the rearcloakroom and upgrade the heating havebeen completed and were funded in themain by the trustees of our building with acontribution from fundraising parents.

Phase Two - complete renovation of thetoilets was completed in February 2007 toOFSTED standards at a cost of £5000. Wenow have three purpose built low leveltoilets, cubicles and basins and a newindependent adult toilet. A big thank youto donated monies from Guilsborough

Parish Council for £500, Naseby ParishCouncil for £500, Ravensthorpe ParishCouncil for £100 and all the parents whodonated and helped with fundraising events.

Phase Three - complete renovation of theroof (in conjunction with the trustees of thebuilding) in the summer of 2008 at anestimated cost of £10000. This wouldinclude replacing any existing rotten timbers,removing the old thatch, timbertreatment and renovating where necessary.

Phase Four - a new outside play area at anestimated cost of £10000. The existingcrumbling tarmac would be replaced withspecial soft tarmac specifically designed forthis purpose. An all weather shelter wouldbe provided and some new play equipmente.g. climbing frame.

Phase Five - complete renovation of thekitchen which is anticipated to cost £5000.This would include replacement units, a lowlevel kitchen sink for the children, newflooring and decoration and possibly amicrowave combi oven suitable for bakingwith the children.

Phase Six - complete redecoration of theinterior rooms.

The Parish Council election wasuncontested in May with only 6 parishionersoffering themselves as candidates. Threemore - Mrs Macdonald, Mrs Moorhead andMrs Townsend - were then co-opted andbecame councillors for the first time.

The Council dealt with 12 Planningapplications during the year, and brought tothe attention of NALC, retrospectiveplanning applications and the ease withwhich Daventry DC handled such matters.It raised the issue of landscaping carried outat the new surgery. The doctors hadbreached planning control and the DistrictCouncil are dealing with the matter. Itrecorded congratulations on the opening ofthe new shop in May and the restoration ofthe Post Office services in August.

Five speed camera signs were erectedaround the village, and, after receiving theappropriate training, volunteers carried outspeed checks at various times.

The annual village clean up took place inJune, and the Council has signed up for theParish Council Charter and EnforcementStrategy under the Clean Neighbourhoodsand Environment Act.

The County Council informed the Councilthere was no money available for the re-instatement of the tarmac footpath alongthe Hollowell road, nor for the white liningin the middle of the village, requested by theCouncil. The Council replaced a dead treein Church Mount, and will be repairing theCemetery wall.

The registration of the Green is “on going”.

A public meeting was held to discuss lettingarrangements for the Village Hall. AnInaugural Community Village Gathering willbe held on Sunday 13th May at which allactivities in the village will be represented.

MANAGEMENTThe Hall is managed by acommittee of Trustees,local residents whosenames are registeredwith the CharityCommission. They areelected at the AGM,which is usually held inMay. The Trusteessubmit an annual reporton activities at the Hallto the CharityCommission.

ACCESS AND PARKINGThe public footpath skirting thechurchyard off Church Hill passes directlyin front of the Hall. Vehicle access, whichis signed, is via the lane just beyond theWest end of the churchyard, leading to acar park with space for 20 cars.

LOCATIONSituated behind and belowSt. James’s Church at thetop of Church Hill, theHall is now a listedbuilding. It was once theVillage School.

FACILITIESThe Hall boasts a fully equipped, modern,kitchen. There is also bar/servery and the usualoffices. The main meeting room is licensed forgroups of up to 100 standing and 60 seated.There are 8 large and 5 small tables plus some80 chairs available for functions, and a piano.

FINANCECoffee mornings, a toteand hiring fees contributeto the day-to-day runningcosts. For specificprojects, like the recentrefurbishing of thekitchen, the ManagementCommittee has benefitedfrom the generoussupport of HollowellSteam.

THE VICAR’S LETTERGuilsborough is still reeling fromthe loss of two young men withimmensepotential, and the hurt is felt inourother villages and much morewidely.Charles Sutherland-Kay had earnedthe loving respect of people of alldifferent ages by the way he wentabout his many activities andinterests; he had been offered aplace at Manchester University,and as Iunderstand, the grades they askedforat A-level may have been influencedby the welcome he would havereceived as a musician, and that isonly part of the story.Jonathan Minney had got a raresixthform scholarship to Cranwell, andhad gone on to early promotion inthe AirForce and a highly responsible role.

Family and friends say goodbye to CharlesJeff, Alison and Harri Sutherland-Kay would like tosay how deeply we appreciate the love, friendshipand support we have received from our many localfriends and from the staff and pupils atGuilsborough School following Charles’s tragicdeath. The words ‘thank you’ seem poorrecompense but they are nonetheless heartfelt.

There were over 420 people crammed into everybit of space in Guilsborough church for Charles’sfuneral on 2nd March. Ages ranged from 11 to 93and Charles had touched all of them.

Many of those who attended have commented onthe moving tribute given by Charles’s grandfather,the Revd Warwick Whelan, and have asked for acopy of the concluding prayer. Here is whatWarwick said.

You can shed tears that Charles has gone.Or you can smile because he has lived.You can close your eyes and pray that he will come back.Or you can open your eyes and see all that he has left.Your heart can be empty because you can’t see him.Or you can be full of the love you shared.You can turn your back on tomorrow and live foryesterday.Or you can be happy for tomorrow because of yesterday.You can remember Charles and only that he is gone.Or you can cherish his memory and let it live on.You can cry and close your mind, be empty and turn yourback.Or you can do what Charles would want:SMILE, OPEN YOUR EYES, LOVE AND GO ON.

SECOND SUNDAY CLUBThere’s always lots to do around Easter time

and this year is no exception…….

Come and join in the procession on PalmSunday—1st April, 5.30pm on the green. Wehave a little service and hymn then march up tochurch carrying palm branches and following adonkey (or maybe a pony!) just as they did whenJesus went into Jerusalem.

On 6th April we rememberhow Jesus was crucified andget together in Guilsboroughchurch to make Eastergardens. Easter Day followson the third day, that isSunday 8th April, when we will

May is quieter and on the usual second Sunday(13th May) we will be thinking about Peace. Thatsame afternoon lots of clubs and organisationsin Guilsborough will be getting together andmaking a presentation of all that goes on inGuilsborough.

We will make our own little exhibition and see ifwe can recruit some new members.

We thank the Village Link for thebalanced introduction to the questionof a mobile mast, and Peter Frost forhis contribution although the detailedplans do show the height of theantennas as above 18.5 metres ratherthan his estimate of 12, which doesseem to make a difference.

When we were approached a fewmonths ago regarding the possibility ofa phone mast, the church councilagreed to a feasibility study. Thetechnical side of this has now beencompleted and technical questionsshould be addressed to DalyInternational.

We know that there are worries whichsome people exaggerate and othersplay down, and we welcome the debatebeginning here.

Other churches have phone mastsalready and we are finding out whattheir experience is with them. Nodecision has yet been made and theproper open processes will befollowed. Living where we do, we arejust as concerned as anyone in thevillage that no risks are taken withpublic health.
