The Province of Balochistan is privileged to be the
lead province to have repealed the Balochistan Local
Government Ordinance 2001 by promulgating the
Balochistan Local Government Act 2010 under
Article 32 and 140-A of the Constitution of the
Islamic Republic of Pakistan, 1973 which enshrines.
“32. Promotion of local government institutions.-
The State shall encourage local government
institutions composed of elected representatives of
the areas concerned and in such institutions special
representation will be given to peasants, workers and
women.

140-A. Local Government.- Each Province shall, by
law, establish a local government system and devolve
political, administrative and financial responsibility
and authority to the elected representatives of the local
government.”

Promulgated through Balochistan Provincial Assembly on 13th May, 2010
It consist of 17 Chapters (containing 158 Sections) and 5 Schedules
The First Schedule illustrate Dangerous and Offensive articles and trades
The Second Schedule exemplifies Taxes of Local Councils
The Third Schedule reveals Offences
The Forth Schedule divulges which bye-laws may be made
The Fifth Schedule discloses the Functions of Local Councils

The tier of Town Committee abolished
Succession of Local Governments under repealed BLGO, 2001 clearly stipulated
Heads of the Local Councils to be called Chairman / Mayor
The following Officers to the following Councils have been appointed as Administrators:-
Government Officer (B-19) for Metropolitan Corporation
Deputy Commissioner for District Council

Assistant Director LG/ CO (B-17) for Municipal Committee/ Municipal Corporation
Development Officer for Union Council
Office of Naib Nazim / Convener abolished
Divisional & District Offices revived
Devolved Departments and Development Authorities restored to Provincial Departments
Provincial Government’s superintendence & control strengthened.
Government can quash proceedings / resolutions Section (126) of BLGA 2010.

Provincial Government empowered to dissolve or suspend Local Councils. Section (129) of BLGA 2010.
Local Government Commission abolished.
Divisional Coordination Committees constituted.
Local Councils to perform Municipal & Local Development Functions. Section (78) of BLGA 2010.
Provincial Finance Commission replaced by Local Councils Grants Committee. Section (120) of BLGA 2010.

Delimitation of three districts named Quetta, Pishin andKhuzdar under process in the Districts and yet to benotified.

Union Council – 5 to 15 (1 member for 1,000 to 1,500
population)
Metropolitan Corporation – 50 to 70
(10,000 to 20,000 population)
Municipal Corporation – 30 to 50
(3,500 to 10’000 population)
Municipal Committee – 8 to 36
(1 member for 2,000 to 2,500 population)
