How We Work Pact works to create an enabling environment for effective governance through linkages between government, private business and civil society at regional and local levels. We assist government officials in developing transparent and accountable governance practices and civil society organizations in establishing legal frameworks to protect and promote democratic space and enhance the free flow of information between government and citizens. five criteria for good governance. It helps local governments and communities to better define strategies for improvement and brings stakeholders to the table around a strong shared evidence base. Public Expenditures Tracking (PETS) PETS helps civil society monitor the use of public resources and evaluate the government budgeting process, including allocations, disbursement, and implementation. It results in simple, public displays of transparency –often in the form of posters showing financial expenditures displayed prominently in village centers.

Community Contracting This manual serves as a guide to assure the transparency of contracting processes for the procurement of infrastructure in complex environments. The process is participatory and citizen driven.

Why it’s Effective Pact has built exceptional and trusting relationships with local governments and other decision-making structures which is necessary when working together to meet complex development objectives. We work to improve the capacity of local partners and government officials in addressing and responding to citizen needs and demand through open local governance processes and effective service delivery.

The Local Administration and Reform Program (LAAR) program collaborated with commune councils (CCs) and commune-level civil society groups to enhance local democracies and by implication local development under the Cambodian government’s decentralization and de-concentration strategy.

Pact worked with commune councils, partner NGOs local civil society groups, district authorities, provincial authorities and national government ministries to build linkages between citizens, local governments and other levels of government; increase public participation in commune planning; and institutionalize transparency and accountability mechanisms and principles in local administrations.
