Theme NPS Statement
Passenger mode share Any application for development consent and accompanying airport surface access strategy
must include details of how the applicant will increase the proportion of journeys made to
the airport by public transport, cycling and walking to achieve a public transport mode share
of at least 50% by 2030, and at least 55% by 2040 for passengers
Reduction of colleague car
trips
The applicant should include details of how, from a 2013 baseline level, it will achieve a 25%
reduction of all staff car trips by 2030, and a reduction of 50% by 2040
No increase in Heathrow-
related traffic
Heathrow Airport should continue to strive to meet its public pledge to have landside airport
related traffic no greater than today
Transport mitigation In its application, the applicant should set out the mitigation measures that it considers are
required to minimise and mitigate the effect of expansion on existing surface access
arrangements.
Air quality The applicant should undertake an assessment of the project, to be included as part of the
environmental statement, demonstrating to the Secretary of State that the construction and
operation of the Northwest Runway will not affect the UK’s ability to comply with legal
obligations. Failure to demonstrate this will result in refusal of development consent

Development of the surface access strategy
Heathrow is developing a Surface Access Strategy for an expanded airport that
will set out how the surface access targets and requirements set out in the
National Policy Statement (NPS) can be met.
