About the Conference The MMV conference provides a forum for presentations and other exchanges of ideas and experiences related to the monitoring and management of visitors in recreation and protected areas. The emphasis is on policies, problems, practices and innovative solutions, and will therefore be of equal relevance to managers and researchers.

WELCOMEWe are pleased to welcome you all to the seventh conference on Monitoring and Management of Visitors in Recreational and Protected Areas. The 2014 MMV conference has participants from 34 countries and the program includes three keynotes, 116 oral and 16 poster presentations, a mid- conference tour and an educative entertainment, which is closely related to the conference topics.
The main theme of the conference is Outdoor Recreation and Local Community. The involvement of local communities into recreational planning process, especially inside protected areas, is getting more and more relevant globally. In Estonia a human has never opposed to the nature, which has always been our refuge from all the conquerors, a human is rather considered as a part of nature. There are local communities in all our national parks and in majority of other protected areas. Despite its small size Estonia has lot of wilderness and Estonians are used to live together with wilderness and wildlife. Our large carnivores (wolves, lynxes, brown bear) concentration is high, but it never caused a big public debate because Estonians’ tolerance is high. Estonia has 18.4 % of the terrestrial territory under nature protection. The MMV conference offers a good opportunity to share Estonian experience in working with local communities on recreation planning and management.
The organizing consortium of the four Estonian universities (Tallinn University, University of Tartu, Tallinn University of Technology and Estonian University of Life Sciences) has made efforts to make this conference useful for both researchers and managers. But this conference would not have been possible without a contribution of the State Forest Management Centre and other sponsors and partners. Thanks to all the contributors! KEYNOTE SPEAKERSMobile positioning as an innovative tool in visitor management and monitooring
Professor Rein Ahas, University of Tartu, EstoniaThursday, August 21, 10.00-11.00
Rein Ahas, PhD (1966), is a Professor of Human Geography at the University of Tartu, Estonia. He has been elected to the position of researcher-professor at the Estonian Academy of Sciences since 2013 and is a member of the editorial boards of the Journal of Location Based Services (Taylor & Francis) and Travel Behavior and Society (Elsevier).
Research interests of prof. Ahas include the study of spatial mobility and tourism, seasonality and climate change impacts. He has been actively involved in the developing of mobile positioning based research methodology for mobility studies and tourism geography. Mobile positioning is a promising method for studying space-time behavior of tourists in less populated areas and for monitoring visitor flows in national parks.
World Heritage and sustainable tourism challenges and current approaches
Peter Debrine, Executive Director of the World Heritage AllianceThursday, August 21, 11.00-12.00
Mr. DeBrine joined the UNESCO World Heritage Centre in 2011 as a Programme Specialist where he is spearheading the implementation of a new World Heritage and Sustainable Tourism Programme. Previously he was the Director of the World Heritage Alliance at the United Nations Foundation—a global community of travelers, members of the travel industry, government groups, non-governmental organizations, and the United Nations working together to preserve and protect World Heritage sites while supporting local communities.
With extensive experience in sustainable development and tourism, Mr. DeBrine held the position of Deputy Director of the International Tourism Partnership for the Prince of Wales International Business Leaders Forum where he worked with major hotel companies to create practical sustainability strategies and tools for the tourism industry. Previously, Mr. DeBrine worked as a Forestry Officer for the UN Food and Agriculture Organization where he helped shape an international partnership for sustainable development in mountain regions. This builds on his many years as an environmental campaigner for WWF working on climate change, endangered species and sustainable tourism issues in the US and Europe. Mr. DeBrine holds an MBA from the Thunderbird School of Global Management and a bachelor’s degree in Chemistry from the University of Colorado.
Willingness of local residents to participate in protected area enhancement in the urban/rural fringe: harnessing the potential of enlightened mass tourism
Professor David Weaver, Griffith University, AustraliaSaturday, August 23, 11.00-12.00
David Weaver is a Fellow of the International Academy for the Study of Tourism, has held academic positions in Canada, Australia and the US, and has published more than 120 journal articles, book chapters and books on tourism-related themes. His widely adopted textbooks include Tourism Management (Wiley Australia, 5th ed.), Ecotourism (Wiley Australia, 2nd ed.), and Sustainable Tourism: Theory and Practice (Taylor & Francis). David maintains an active research agenda in sustainable destination management, ecotourism, protected area visitation, and resident perceptions of tourism, delivering keynote presentations on these subjects around the world. He recently obtained funding from the Australian Research Council (ARC) to examine the willingness of visitors to National Parks in the Gold Coast hinterland of Australia to participate in activities that enhance the environment of those sites. In his keynote, he will focus on the differences between local residents and other visitors with regard to their potential for participating in park enhancement as well as associated motivations and barriers. The results can help to achieve ‘enlightened mass tourism’ that combines the economies of scale of mass visitation with the ethical imperatives of alternative tourism.

Dinner and local community entertainment after the mid-conference tour, Tsitre camping groundFriday, August 22, 18.00-23.00Tsitre manor used to be summer residence of the Stenbock family that is famous Swedish and Baltic German nobility family. Nowadays none of the buildings is left but in the park of the summer residence the Estonian State Forest Management Centre established a camping ground. Conference dinner and entertainment are hosted together with the Estonian State Forest Management Centre and Kuusalu municipality. The entertainment introduces Estonian culture and recreation throughout the centuries. A special musical-historical performance “800 years of visitor monitoring in Estonia” will be presented.
Conference dinner, House of the Blackheads in the Old Town Saturday, August 23, 19.00-23.00The House of the Blackheads was an association of local unmarried merchants, ship owners, and foreigners that was active Estonia from the mid 14th century till 1940). While Estonians have been dominating city dwellers for just little more than 100 years, recreation activities of medieval Tallinn community will be presented.

Tour to LahemaaThe National Park of Lahemaa (Bay Land in Estonian) is indeed a land of bays, where wooded peninsulas alternate with rocky beaches. Here, in the oldest national park in Estonia and the entire former Soviet Union, the varied nature has something to offer for everyone – there are nature trails, forests for picking mushrooms and wild berries, ancient village landscapes and stately manor homes, large erratic boulders and ancient trees, fast-flowing rivers and bogs rich in pools.
In Lahemaa, visitors can get information from RMK information points at Oandu and Palmse.
We start at Oandu Nature Centre-information point, which is located in the former forest district office, built in 1860. Oandu is the central point of the nature trails in this area, with 6 study and hiking trails starting here. Right in the yard one can start out on the barely 1-km Oandu Taimetark trail, or the 370-km RMK Oandu-Ikla Hiking Route. Exhibitions in the buildings of the Nature Centre introduce the forest district and forestry works in the past, the yearly round on the Beaver Trail, the seashore and rocks of Altja, medicinal herbs, and the beauty of the orchids growing in the forests here.
The second stop is the small but beautiful Viru bog with its numerous pools. Its recently renovated boardwalk and new observation tower welcome us to enjoy the bog landscape. The view from the tower over bog pools and the intoxicating scent of marsh Labrador tea, the dark pool water and the colours of peat moss attract thousands of domestic and foreign tourists here every year.
Next we pass through light pine forests, where roadsides are often densely parked up during the mushroom and wild berry season. In Estonia, the freedom to roam applies, allowing everyone to pick mushrooms and berries both in state forests and in unmarked and unfenced private land. Gathering wild berries and mushrooms is a part of our cultural heritage and a much-loved pastime today.
The last stop – Hundikangrud (Wolf Mounds) – is Estonia’s largest field of stone-cist graves from the early iron age, reflecting the long history of settlement of this area. On this plateau of thin soil layer on limestone people lived, cultivated fields and buried their deceased ones in stone cists already in the 1st millennium BC.

Tour to North-Kõrvemaa Nature ReserveIn Estonia there are not too many places where you can hike without passing through private land. Põhja-Kõrvemaa is one of such nature areas, with long hiking trails, on which you can enjoy extremely varied landscapes – the trails ascend from bog to eskers, go over heathland and plains and back into the forest and to the lakes...
After a visit to RMK Aegviidu Nature Centre-information point, where the region is introduced and instructions are given to visitors, we set out on a 7-km hike from Lake Paukjärv to the lakes of Järvi.
Põhja-Kõrvemaa is rich both in historical and nature sites. Former villages were abandoned due to the activities of the Soviet Union’s Army, and its former practice field has now become a much-loved hiking and nature conservation area. During our walk we see eskers, several lakes, including the deepest lake in North Estonia, and we go over the bog along a boardwalk. We climb to the observation tower and enjoy the fresh forest air! We walk in an environment, which is the home for elks, bears, wolves, lynxes and many other smaller animals and birds. Naturally, we get introduced with the nature recreation infrastructure in the area and have breaks for rest and meditation, where appropriate.

Tour in the surrounds of TallinnTallinn, the capital of Estonia, is the city with the largest population in Estonia. Here the opportunities for holiday on the outskirts are particularly important. Fortunately, there are numerous scenic places in the surroundings of Tallinn that are suitable for holiday.
First, we head towards the west from Tallinn. The first stop is in the historical park of Keila-Joa, which is managed by RMK, and where people like to walk, rest, enjoy scenic views and relax. Many Tallinners come to Keila-Joa park during their wedding. All in all, the park of Keila-Joa is a wonderful place for walking, outdoor recreation and enjoying the nature.
Next we go towards the east from Tallinn, the second stop RMK Viimsi Nature Centre is located on the eastern shore of the Bay of Talllinn. There one can also admire the well-known silhouette of Tallinn. In RMK Viimsi Nature Centre it is possible to get introduced with the possibilities of nature recreation in the surroundings of Tallinn as well as other recreation areas. Information about the value and the varied uses of the forest is provided by the recently opened interactive exhibition “There is Power in the Forest!”. In other words, RMK Viimsi Nature Centre is a place to gain knowledge and, at the same time, a place to relax and enjoy the nature.
The third stop is still further to the east by the seaside in Kaberneeme peninsula. Seaside holiday is very important for Estonians, therefore seaside holiday sites are highly visited. RMK Kaberneeme camping site is on the beach close to the city, but not far from Lahemaa National Park, with numerous holiday-makers and their different habits. At Kaberneeme RMK offers opportunities for seaside holiday, relaxation and enjoying the nature.
Naturally, we get introduced with the nature recreation infrastructure in the area and have breaks for rest and meditation, where appropriate.

PRACTICAL INFORMATIONConference VenueThe 7th International Conference on Monitoring and Management of Visitors in Recreational and Protected Areas will be held in Tallinn University, Astra building. There will be signs pointing directions to the Conference rooms. All campus buildings are connected to each other with glass corridors.

Getting around
Public transportation in TallinnPublic transportation in Tallinn is by buses, trams and trolley buses. Tickets are sold by the bus/tram drivers and the cost of a single ticket is 1,60 EUR (only cash payments). Tickets are valid only if punched on board.
TaxiCost of taxi is approximately 0,55 EUR /per kilometre + starting fare 2,88 EUR. Most of the taxis do not accept payments by card.Recommended companies are:Tallink takso, phone +372 6408 921 (card payments accepted)Tulika takso, phone +372 6120 000 (card payments accepted)
The taxi fares may slightly vary depending on the traffic and company. Please note that most of the taxies accept only cash payments, therefore you should change some money in advance, or do it at the currency exchange points (there are exchange points at the airport and at the harbour).

Oral presentationsEach lecturer will have 15 minutes for the presentation and 5 minutes for questions/discussions. Make sure you download your presentation to the computer in your lecture room before your session begins.
There is a room-keeper in each lecture room who will assist you with practical matters. Each session also has a chair person who is responsible for time keeping and introduction of each presenter. Please introduce yourself to the chair before your session begins.
Poster sessionsThe poster session is Thursday August 21 at 15.00–16.00 in a separate room on the ground floor of Astra building.
