Brecon Jazz celebrates its 30th anniversary this year – surely that’s more reason to support this local event? It may be that you were a regular attendee in the early years. What with the Captain’s Walk venue making a comeback, perhaps you’d like a trip down memory lane! A few local venues have shared their line ups with our readers, many offering free entry! Before you think it’s an error of ours, Haystack requested their advert that way – turn to page 23 to see what I mean! Don’t forget on Sunday 10th August there will be a Jazz Canal Cruise if you’d like to escape the crowds in the town ...

August is also the main month for local shows and events and this issue is laced with them! Brecon County Show kicking things off on 2nd August. Let’s hope the weather is kind, the beverages are chilled and we can enjoy a day out with family and friends.

The Government recently published its plan for the final year of this Parliament. This included much welcomed news on a wide variety of issues, such as direct elections to National Parks, investment in infrastructure and help for smaller businesses. However, it also announced the Government’s intention to finally introduce a Recall Bill which would allow voters a say on whether their MP should be sacked.

This is something that I believe is necessary if we are to put trust back into our politics. The expenses scandal in 2009 rocked the public’s trust in their elected representatives, and a number of other scandals since have not helped the reputation of MPs. Without a way for the public to hold their representative to account, other than once every five years, scepticism in politics will only grow.

However, I believe these plans do not go far enough. Under the plans announced in the Queen’s Speech, voters could trigger a by-election if a petition is signed by 10% of constituents, but only if their MP received a custodian sentence of up to 12 months or if the House of Commons resolved that he or she should face a recall petition.

I believe this is too weak and I am supporting a rival version. Last week I sat on a Backbench Initiative Committee of 21 MPs of seven political parties, which met to scrutinise the draft law. Constituents should have the right to test public opinion in their area and if it is strong enough, get rid of their Member of Parliament before the next election.

Being elected to represent my home area is a huge honour and I believe a strong recall process could go a long way in restoring trust in politics. I would encourage everyone to take a look at the Bill and to send me their thoughts and suggestions so that we can make this Bill as thorough and effective as possible.

Last week, I welcomed the news that Hereford County Hospital is to get a new, purpose-built

The new £7.7 million satellite radiotherapy service will bring cancer services closer to people in Powys, allowing the hospital to provide thousands of treatment sessions a year for the majority of local patients. Currently, many patients have to travel to Cheltenham for radiotherapy treatment.

I am glad that patients from Powys will no longer have to make this long and stressful journey. On top of that, patients could get stuck in Cheltenham for an entire day as they waited for other patients to receive their treatment before travelling back. That situation was unacceptable.

Kirsty Williams and I have campaigned with the people of Brecon and Radnorshire, and particularly the Bracken Trust, for this new facility. This is an example of cross-border healthcare at its best. The new radiotherapy unit will open in August 2014.

Music on the Water

A public event will be staged to celebrate the end of the challenge and congratulate those taking part. A platform over the water (specially erected by HMS of Brecon) will be the stage on which bands will perform throughout the day.

The WAAT4 Challenge is a walking event which is held every year in the Brecon Beacons. It starts and finishes at Brecon Rugby Club but in between, competitors need to navigate 30km or 40km around the Beacons (which incorporates Pen-y Fan) through a number of checkpoints on route. It is an arduous event and anyone can take part.

This year, teams from all over the UK took part, including a large number of the local community showing their support and the event proved to be a huge success with 97 teams taking part, some 502 competitors in total.

Over the last few years it has raised just under £130,000 for various charities and good causes and this year all monies raised will go out to the much needed Charities such as Brecon Mountain Rescue and Wales Air Ambulance and many local good causes.

On Saturday 21st June, it started with the 40km teams arriving at the start point at 06:30am to check their maps and pick up their packs. At 07:00am the claxon sounded across the air with a loud cheer as the competitors began the arduous 40km route.

At 07:30am the less demanding 30km teams began to arrive for last minute checks. Once again, on the sound of the horn and a loud cheer, the teams began the 30km route.

This year’s weather was the total opposite of last year’s. This year the competitors had to deal with the heat and some say it was perfect walking weather. However, throughout the day the event safety officers monitored the route and with an extra checkpoint added for safety, and extra water on hand, the moral of the competitors was kept up. This was clear to see when the photographs came back towards the end of the day. Many beaming smiles caught on camera!

Once again this year has been a great success and it is hoped we can add another £30,000 to the total.

Over 40 people attended the launch of Taste the Beacons at Penpont near Brecon, to learn the latest in food trends and menu design. The event was organised by Brecon Beacons Tourism to encourage local businesses to include more original local content in their food offer.

Specialist food consultant Nerys Howell provided some inspirational ideas and messages to stimulate thinking, including where to source local produce, and some ideas for local menus including savoury and sweet courses, plus drinks.

The session covered top tips on how to use local food when writing up menus, including the need to be specific using the source of the ingredients, incorporating the Welsh language, and making the most of the Brecon Beacons location, history, characters and myths.

Nerys also presented a live food demo, managing to cook a 3 course meal in less than an hour! Courses included Black Mountain Lamb and Spring Green Rice, Brecon Venison Pie with Rosti Topping and Leices Aberhonddu – Brecon Lightcakes. All of these recipes can be found on the Brecon Beacons Tourism member website www.breconbeaconstourism.org

Thousands more people are likely to be hit with inheritance tax to pay for an extension in state support for elderly care, under new plans by the coalition

The Government has proposed to limit the contribution that individuals make to their care home fees to £75,000. No charges will be made for those with assets under £123,000. This will be good news for those who want to ensure that they leave their home to their family. Fees are typically up to £1,000 a week, so substantial bills can soon be racked up.

Everyone knows the Government is not awash with money and it is proposed that the cost of meeting care home fees will be funded from other savings. The first thing to note is that the new rules will not come into force for several years. The Government is also planning a cut in Inheritance Tax allowances.

Anybody bequeathing more than £325,000, or £650,000 for couples, has to pay 40 per cent tax on anything over those levels. This figure has not been raised since April 2009 despite inflation. By not increasing it for several more years the Government aims to raise the tax to pay for the care home bill.

Inheritance Tax is often referred to as the “voluntary tax”. This is mainly due to the various tax concessions that are on offer. The main exemption is the 7 year rule. As long as an individual gifts an asset 7 years before death the asset will fall out of their estate for IHT purposes. If the individual wants to retain control of an asset while still being sheltered from IHT then there are various trust wrappers available.

For those with all of their capital tied-up in property an equity release scheme could be a viable option to release funds. This cash would then have to be gifted or spent.

Whether Care Home Fee planning or Inheritance Tax planning is your priority at least the position is a little clearer following the Governments’ announcement.

Brecknock History Week 5th – 14th September will be marked with a series of events including a pop-up museum in Hay; the opening of Talyllyn Railway Station grounds; guided tours of Brecon Masonic Hall and the chance to climb to the top of the Church Tower in Builth. There will also be an exhibition upstairs in Brecon Library with a display about the Home Front.

Across Breconshire, there will be a number of displays telling the ‘stories behind the stones’. Memorials in our towns and villages list the names of the many men of Breconshire who fell during World War I. A hundred years later, local people have been looking into the lives of the men behind the names. Llangynidr, Crickhowell, Brecon, Ystradgynlais and Builth among other towns can now tell the stories during Brecknock History Week.

Wild in August Protectingwildlife for the futureThe Lapwing has more names than any other British

bird, some from its broad wings and distinctive way of flying. Others such as Peewit and Peasiewheep mimic its calls, the Welsh Cornchwiglen and Cornish Horneywink stem from its curved crest, and Green Plover reflects the glossy sheen on its black feathers.

The many names show this was once a very common and familiar bird. Its eggs were a delicacy for the rich and a source of basic food or income for the common people. Adult birds were shot and netted in great numbers. Mrs.Beeton wrote that the London market was “sometimes so much glutted with them that they are sold very cheap”.

But the British breeding population has fallen by more than 50% in the last 25 years. In Breconshire the decline goes back at least to the 1920s, and recently fell from an estimated 220 pairs in 1990 to fewer than 20 in 2012. Modern farmland is generally unsuitable for Lapwings to nest.

Gold Duke of Edinburgh’s Award students from Penmaes were thrilled to receive a cheque for £3000 from Mr Patrick Blake of the Rotary Club, Brecon.

The Rotary Club has supported Penmaes Duke of Edinburgh’s Awards for the past three years. Last year’s Gold group went to Romania and received their awards in St James’ Palace in November. This year’s group – Lloyd Crawley, Gareth Bull, Dylan Jones, Martin Rutherford and Sam McGinty in the photo – completed their residential trip in Cardiff and are preparing for their final expedition of camping, walking and cycling next week. This year there have also been six students undertaking their Silver Award and fifteen who have started their Bronze Award.

Mrs Kay, headteacher said ‘It is wonderful to have such support from the Rotary Club. Each year the award is becoming more popular as an option in school and we are delighted that the Rotary Club helps us. The students learn many new skills, develop greater independence and gain a great deal of self confidence through the Duke of Edinburgh’s Award – it is a great achievement for them all. Recipe: from Nerys Howells

You’ll need:

400g lean Welsh lamb-leg

steaks, cubed

1 tablespoon oil

1 onion chopped

200g Arborio rice

8000ml stock

Black pepper

75g mange tout

100g spinach leaves

100g frozen or fresh peas

2 tablespoon chopped fresh

mint 1 bunch rocket leaves

Shavings of Hafod cheese

Black Mountain Lamb

and Spring Green RiceWhat next:

1. Heat the oil in a saucepan and cook the onion and

brown the lamb together. Warm the stock.

2. Stir in the rice and gradually add the stock, bring to

the boil and simmer gently for 30 minutes until the

rice is cooked and all the liquid absorbed. Add a little

more stock if required.

3. During the last 5 minutes of the cooking time add

the mange tout and frozen/fresh peas, stir well and

cook until the peas are beginning to soften. Add the

spinach and mint and stir until the spinach has wilted.

4. Finish with a handful of rocket and shavings of Hafod

cheese.

With Brecon Jazz 2014 celebrating its 30th anniversary this year, one of the outdoor venues that is synonymous with the festival, the Captain’s Walk is making a comeback with a programme of big band and party music on the Saturday August 9 and Sunday and a special day ticket that allows fans to stroll in an out of the venue throughout the day for just £25.

This year’s Brecon Jazz features headliners Burt Bacharach, Gregory Porter, Laura Mvula, Loose Tubes and a whole lot more. The Captain’s Walk stage line-up includes Mike Harries Root Doctors who played at the very first Brecon Jazz in 1984, British trombonist Dennis Rollins with his fine Velocity Trio, the Ollie Howell Quintet, European Young Artists’ Jazz Award winner Beats & Pieces Big Band, the 19-strong James Clark’s Lonely Hearts Rugby Clwb, the sounds of South African Jazz from the Township Comets Featuring Pinise Saul, Imperial Kikiristan, the world acclaimed group from the impossible nation of Kikiristan, and Rhythms of the City, the UK’s premier samba percussion group.

With high profile national and international awards to their name (Best UK Newcomer

at the 2013 Jazz FM Awards & European Young Artists’ Jazz Award at 2011 B u r g h a u s e n I n t e rna t i ona l Jazz Festival, Germany) and consistent aud-ience and critical acclaim for their perform-ances across the UK and Europe, the Beats & Pieces Big Band are fast becoming one of the country’s most talked about Jazz groups.

Mike Harries Root Doctors, in a former guise, represented home-grown talent at Brecon Jazz ’84, and Mike himself is a Welsh Jazz institution who has been performing since the 1940s. Harries brought his new band The Root Doctors to Brecon in 1987. You can still trace their New Orleans and deep-south starting point, but they have evolved a unique show of magic and madness.

British trombonist Dennis Rollins brings his fine trio, Dennis Rollins’ Velocity Trio to Brecon’s revived Captain’s walk outdoor venue, with the virtuoso cutting loose in the company of Hammond organist Ross Stanley and drummer Pedro Segundo.

Another big band lined up for the Captain’s Walk stage are James Clark’s Lonely Hearts Rugby Clwb, a 19-strong band who thrill audiences with a mix of South African,

Brazilian and Bulgarian sounds, along with their own compositions.

Township Comets Featuring Pinise Saul - with their fiery infectious sound grounded in the irresistible harmony of South African Jazz, the Township Comets have achieved a distinctive presence on the London Jazz scene. Formed by South African pianist/harmonica player Adam Glasser and trumpeter Chris Batchelor, the Comets also features virtuoso alto saxophonist Jason Yarde. Joining the Comets will be Pinise Saul, the great South African vocalist, known as the “Queen of African Jazz”; a remarkable singer who fuses African traditional harmonies and contemporary rhythms to create a style that is uniquely hers.

Ollie Howell Quintet. Counting Quincy Jones and Jazz drumming legend Jimmy Cobb as mentors, it’s no wonder that Ollie Howell is a fast emerging name on the British Jazz scene.

A multi-award winning composer, drummer and bandleader, Ollie has been wowing international audiences with his creativity, dynamism and acclaimed repertoire of original music.

Brecon Jazz is pleased to present Imperial Kikiristan, the world acclaimed group from the impossible nation of Kikiristan. In Kikiristan, as everywhere in the world, a brass band indicates a celebration.

Rhythms of the City is the UK’s premier samba percussion group, playing traditional songs, rhythms and dances of Brazil alongside styles that do not normally belong with heavy street percussion - afrobeat, soca, salsa, reggae funk and hip-hop.

The Captain’s Walk identity dates back to the Napoleonic Wars, when French prisoners incarcerated in the town took their exercise there. By day it is now a car park, but on one weekend in August it will be the liveliest place in town.

Last year’s Jazz Cruise along the Brecon canal was such a sellout success that Brecon based company, Good Day Out, is holding another during the Jazz Festival weekend. Taking place on the Dragonfly boat, guests will float along whilst taking in the stunning canalside scenery and wildlife, and enjoying complimentary nibbles and a couple of glasses of wine or soft drinks. This year’s entertainment will be provided by the charismatic singer Tony Royale, performing a selection of classic swing and traditional jazz songs.

Singer, Tony Royale from Aberdare says, “This is my idea of a perfect day. Lounging around on the beautiful Brecon Canal, a glass of wine and plenty of top class swing music.”

The Jazz Cruise doesn’t only provide a welcome break from the crowds in Brecon town, but like all Good Day Out activities and events, a good cause will benefit. Usk House Hospice receives a donation from the sale of every ticket to help support their excellent work in Brecon.

Good Day Out founder, Julia Blazer says, “It’s great to take part in the festival but it’s also good to give something back to the community, and this is a wonderful way of doing so.”

39A Busis Going Bust!39A is the Sunday bus service which runs between Brecon and Hereford, travelling via Hay and Talgarth. The service is due to be scrapped in September due to shrinking budgets at Powys and Herefordshire County Councils.

Currently the bus service is subsidised to the tune of £14,000 a year. This may sounds like a lot of money but it’s a small price to pay for maintaining a vital public transport link between our communities.

The bus also keeps the tills ringing in local shops and cafes. The 39a carried well over 3000 passengers in the year 2012-13. Research suggests that the average spend per head for bus passengers on a “day out” in this region is £38. So every £1 of subsidy could bring up to £8 of revenue into the area. Losing the bus service could have a serious impact on Sunday traders in towns and communities along the route.

The current Sunday service is convenient for tourists spending a Saturday night in the area, and links in well with the railhead at Hereford. A lack of public transport on Sundays would leave car-less visitors stranded. In recent years, a number of car-free walks and activities have been developed in order to boost sustainable tourism in the Brecon Beacons and the Marches. We need the transport infrastructure to support these initiatives!

Add all this up and it’s easy to see that withdrawing the 39A has a major negative impact on the health of communities along the route.

What can you do? An action group has been formed to try to save the 39A. To safeguard the bus service we need to come up with an innovative, community led initiative. In the first year, this is likely to include raising money through pledges made by local residents and businesses. “I had a farm in Africa...” Christine Roberts lived in a 22 hectare property in the Waterberge mountains, north of Pretoria. Groesffordd village nestles in the Usk valley, two miles east of Brecon, and around five hundred yards from the Brecon to Monmouth Canal. It has beautiful panoramic views of the mountains which stretch from Mynydd Iltyd in the west across the Brecon Beacons to Llangynidr in the east.

The village is home to some 150 residents, with a community village hall and local pub. The pub is the oldest recorded building in the village dating back to 1797 when it was known as TUY AR Y GROESFIRDD (The house on the cross ways). In 1830 it was recorded as a dwelling house, brewhouse and blacksmith’s. In 1864 the Mid Wales Railways built Groesffordd Halt, the last stop before Brecon on a spur line of the GWR Oswestry to Aberystwyth line. Prior to its closure in 1962 it carried both freight and passengers, with trains running twice a day. Because of its proximity to the railway halt and a bus stop, it was decided in the 1950s, to replace the unmodernised dwellings

of the neighbouring village of Llechfaen, with new houses in Groesffordd, thus starting the expansion of the village. More houses were built in the 1960s and 1970s, by which time it also had a post office and local shop.

Lanhamlach Community Hall, known locally as Groesffordd Hall, because of its location in the village, was built through the efforts of the local residents to provide a venue for learning and leisure. Many activities were held here, a youth club, plus bingo and whist drives. It has recently been renovated and is now a bright warm venue for many new events. Two art classes, a metal detecting group, the WI Quilters, the Fushia/Gardening group and many private functions now take advantage of these facilities. Plus a new sewing class has just started.

The annual village show, which began in 1977, started by Mr Les Rees and a group of friends was held in the hall on August Bank Holiday Sunday, for local residents to show their gardening and domestic skills. The show is still running, although now it exhibits in two marquees with the hall used for refreshments. There are small side shows, children’s sports and games.

This year’s show takes place on 24th August and will also include a children’s fancy dress competition.
