LOCAL AUTHORITIES: PARTNERSHIPS
FOR SUSTAINABLE CITIES
Information session, Brussels, 17 February 2020
to promote integrated urban development
through partnerships built among Local Authorities
of the EU Member States and of partner countries
in accordance with the 2030 Agenda
on sustainable development
Global objective of the programme
• Lot 1: Sub-Saharan Africa €40M
• Lot 2: Asia and the Pacific €20M
• Lot 3: Latin America and the Caribbean €20M
• Lot 4: Southern and Eastern Neighbourhood €18M
The list of eligible countries as action location in Annex M.
Geographic lots
• Lot 5: for towns € 8M
the maximum size, population wise, of local authorities is set at:
- 150.000 inhabitants for European applicant
- 300.000 inhabitants for Partner countries applicant
• Lot 6: in situation of fragility € 5,55M
The 15 “extremely fragile” countries included in the OECD list are eligible
for lot 6
Horizontal lots (for all 4 regions)
The proposed partnerships must address the following specific
objective:

• Improve prosperity and innovation in cities

Lot 1 - 4 Lot 5 - 6
• For each lot the lead applicant must act with at least one
co-applicant
• If the lead applicant is established in a EU Member State
the co-applicant must be established in the beneficiary
country; and vice versa
Eligibility criteria: Actors
For all lots: Lead applicant and co-applicant(s) must be
• a legal person and
• non-profit-making and
• established in one of the eligible countries or territories as
described in Annex L
For lot 1 to 4: Lead applicant and co-applicant(s) must be
• a Local Authority (LA)
For lot 5: Lead applicant and co-applicant(s) must be
• a Local Authority (LA) with a population limited to max.
150.000 inhabitants for European local authorities and to
300.000 inhabitants for Partner countries
• or an Association of Local Authorities (ALA):
(national ALA from EU or from Partner-country benefiting from
the action, regional or international ALA)
For lot 6: Lead applicant and co-applicant(s) must be
• a Local Authority (LA) or
• an Association of Local Authorities (ALA):
(national ALA from EU or from Partner-country benefiting from
the action, regional or international ALA)
List of eligible countries or territories(Annex L)
• EU Member States;
• Developing countries and territories, as included in the list
of ODA (OECD-DAC), which are not members of the G-20
group; or
• Or which are members of the G-20 group, but where the
country itself is a beneficiary of the action;
• Overseas Countries and Territories (OCTs)
Affiliated entities
The lead applicant and its co-applicant(s) may act with
affiliated entity(ies).
• Affiliated entities: entities having a structural link with
the applicants (i.e. the lead applicant or a co-applicant), in
particular a legal or capital link.
• Affiliated entity(ies) must satisfy the same eligibility
criteria as the lead applicant and the co-applicant(s).
Associates and Contractors
• Associates: Other organisations (e.g. civil society organisations,
universities, etc.) or individuals may be involved in the action.
Such associates play a real role in the action but may not receive
funding from the grant, with the exception of per diem or travel
costs
• Contractors: The beneficiaries and their affiliated entities are
permitted to award contracts. Associates or affiliated entity(ies)
cannot be also contractors in the project.
Languages
• The publication language of the call is English,
French, Spanish or Portuguese
• Applicants can apply in: English, French,
Spanish or Portuguese
