BACKGROUND: This morning, LAFCO staff received an email letter from Fred Hanson of Albert A. Webb Associates, a representative for Crestline-Lake Arrowhead Water Agency (CLAWA), which outlines information that CLAWA requires of Pali Mountain regarding its water and sewer service for the proposed project. This new information regarding the issues with CLAWA was just made available to LAFCO, which affects the environmental process for this project. This places the Commissions environmental finding for LAFCO SC#375, which is the Addendum that the Commission’s Environmental Consultant prepared, in question because it does not take into account the issues related to CLAWA. Therefore, staff is recommending that the Commission’s consideration of LAFCO SC#375 be continued to the October 16, 2013 hearing. /sm Attachment: Email correspondence from Fred Hanson, Albert A. Cc: Fred Hanson; Dave Algranti; Roxanne Holmes; [email protected]; '[email protected]'; Mike Riddell; '[email protected]' Subject: Portions of the Proposed Pali Mountain Project Potentially Affecting CLAWA's Existing Adjacent Water Facilities.Importance: High  Jake Brown, Chris Chastain, and Andy Wexler; re Pali Mountain's (PM's) Proposed Project:    The above Attachment contains nine (9) pages; Pg 1‐3 is a pertinent string of emails dated 12‐10‐12 through 7‐16‐13; Pg 4 is (PM's) Architect Zane's D'wg Sheet T1; Pg 5‐6 are Webb D'wgs Figures 1 & 2; Pg 7 is Webb D'wg 66‐130, Sheet 12 of 19, CLAWA's pipelines vicinity Nob Hill; Pg 8 is SBC Assessors Map 328‐04, revised 1‐13‐05; and Pg 9 is LAFCO's Notice of Hearing, continued from 7‐17‐13 Hearing re Pali Mountain's Proposed Project.    CLAWA has asked us to again contact Pali Mountain (by this email), including the above vital nine (9) page attachments, since CLAWA has received none of the required information previously requested from Pali Mountain, and we understand that Tony Lee is no longer involved at Pali Mountain. Furthermore, it appears that the scope of your project may have recently changed per the "Revision to C.U.P. Masterplan for Pali Mountain" noted on your Architect Zane's Drawing T1 signed "conditionally approved" by SBC Planning, subject to completion of conditions action by Planning Staff, with an effective date of 9‐21‐12. Webb on 8‐15‐13 picked up a print of this Drawing T1 from the Planning Department.    Many months ago, at a group meeting (Pali Mountain, CLAWA and Webb) held adjacent to the Nob Hill tanksite, a discussion was held regarding Pali Mountain's upcoming Camp improvements including replacing your very old 50,000 gallon water tank with a new 150,000 gallon tank at the same location; and a discussion of your request to install a new waterline and a new sewerline across CLAWA's easement containing CLAWA's 14" domestic waterline connected to CLAWA's adjacent 2 MG storage tank. Since Pali's existing tanksite parcel area appeared to be nearly filled with their existing small tank, we questioned if this parcel is large enough to construct a new tank holding three (3) times as much water; and suggested that Pali consider locating their new larger tank on Pali's property northerly of CLAWA's easement, which would also avoid a new Pali waterline crossing of CLAWA's 14" domestic waterline.    We note that your Architect Zane's Drawing T1 specifies in two places that "the existing tank will be removed and the new tank installed at the same location as the old tank".   On behalf of CLAWA, we request that you notify CLAWA of Pali's replacement for Tony Lee, and that your Engineer prepares the necessary submittal package for Pali to forward to CLAWA for their review and comment/approval.   Thanking you in advance for your cooperation and assistance in this regard. Please contact CLAWA or myself if you have any questions.               Fred Hanson Vice President Albert A. WEBB Associates T. 951.686.1070     Please consider the environment before printing this email. Protection Notice:  http://webbassociates.com/protectionnotice.htm
