Comprehensive Liquefaction Capabilities

For more than 50 years, CB&I has been a leader in the design and construction of LNG facilities. Today CB&I is one of the only contractors in the world that can self-perform the entire scope of work for an LNG liquefaction plant. Drawing upon our global resources in engineering, procurement, fabrication and construction, CB&I can offer sole source solutions across the entire LNG value chain.

CB&I has the capabilities to build LNG facilities using both modular and stick-built construction. Furthermore, CB&I is the only contractor that self-performs both LNG mechanical and tank work. This self-perform model allows CB&I to control the critical path of LNG projects, helping to minimize schedule and reduce risk.

CB&I maintains LNG engineering and operations centers in London and Houston, two of the world’s LNG hubs. Our approach to LNG projects is flexible, both in terms of services provided and in contracting methodology. We can provide whatever commercial and contractual framework is appropriate for the project or client needs, including lump sum EPC, EPCm or a hybrid approach.

A Legacy of Experience and Innovation

CB&I has been involved in the LNG industry from the very start of international LNG trade. In 1958, CB&I designed and built the double-wall LNG storage tanks at the origin and terminus of the first trans-oceanic LNG shipment, carried by the Methane Pioneer in 1959. Full Scope – From Concept to Completion

CB&I’s capabilities in the design and construction of liquefaction facilities cover the complete physical scope of the plant – from the inlet pipeline flange to the ship flange.

Furthermore, we offer a comprehensive suite of project services that encompass the entire project, from concept to completion, including:

CB&I has been responsible for the mechanical erection of five liquefaction plants over the past eight years. On the PERU LNG liquefaction facility, CB&I performed the entire scope of work from FEED verification and optimization through commissioning and initial operation (see “Spotlight on PERU LNG”).

Self-Perform Capabilities

CB&I is one of the few contractors in the world that can self-perform the entire scope of a project, from start to finish, with our own in-house resources. The disciplines we self-perform include civil, mechanical erection, and electrical and instrumentation. By performing every phase of a project with our own direct hire work force whenever possible, the integrated CB&I business model translates into shorter project schedules, lower costs, improved quality control and reduced risk for the customer. Our self-perform model also creates a platform for significant local content opportunities.

LNG Liquefaction Facility, Pampa Melchorita, Peru

The PERU LNG natural gas liquefaction plant is the first baseload LNG export facility in South America and the largest industrial project ever undertaken in Peru.

In January 2007, the PERU LNG partners awarded CB&I the lump-sum engineering, procurement, construction and commissioning contract to construct the onshore plant facilities. The plant produced its first LNG cargo in June 2010, 40 months after the project started, and achieved facility acceptance in 44.5 months, ahead of schedule. CB&I’s work scope for the facility included the entire liquefaction plant from the inlet gas valve to the ship loading flange.

The liquefaction plant is located at Pampa Melchorita, approximately 170 kilometers south of Lima at an elevation of 140 meters above sea level. Gas reserves developed on the eastern side of the Andes mountains are transported to the plant via pipelines extending more than 600 kilometers.

Overcoming Challenges

The CB&I team overcame significant challenges in the design and construction of the facility. One of the hurdles was 68 miles (110 kilometers) of the Pan American highway that had to be repaired to allow for transport of the main cryogenic heat exchanger to the jobsite. Another challenge was the high level of seismic activity in the region, necessitating the design of large seismic isolators to support the two 130,000 cubic meter single containment tanks.

Safety and Environmental Performance

The project achieved world-class safety performance, with a Lost Time Incident Rate of 0.01 over more than 30 million work-hours. Peak employment reached 5,650 people representing 30 nationalities.

The project was managed according to the strictest national and international standards of environmental protection, including International Finance Corporation (IFC) and Inter-American Development Bank (IDB) regulations.

Investing Locally

On the PERU LNG project site, 90% of the workers were local. CB&I provided more than 1 million work-hours of skills training for the local work force to ensure top-quality performance standards were maintained throughout the construction phase. Many of these trained workers have joined the CB&I global work force.

CB&I used its global procurement network to source materials and equipment for the project, and also used local suppliers when available. The majority of supplies to support the work force were procured locally.

The company invested in a number of initiatives for residents in the nearby communities of Chincha and Cañete, including educational and cultural development programs, construction of public health and sanitation facilities, health campaigns and screenings, and agricultural campaigns to improve crop productivity.
