Bringing ExpErtisE in powEr EducationWith a strategic intent of building a learning institution that can synthesize, adapt and apply its wealth of experience and expertise in the electric power industry, Manila Electric Company (Meralco) – the leading electric distribution company in the Philippines – created the Meralco Power Academy (MPA) in July 2013.
As a non-stock and non-profit institution, MPA develops an array of technical programs that combine academic theories with practical application to create knowledge parity among various stakeholders in the industry. It also collaborates with power and energy thought leaders and experts, both locally and internationally, to deliver top-notch courses that not only promote better understanding of business practices and government regulations, but also provide insight on how to make better business decisions and strategies.
There are three priority areas around which MPA designs its programs: a) Distribution Utility (DU) Excellence; b) Future Technologies and; c) Science, Technology, Engineering, and Math (STEM) Support.
First, MPA helps distribution utilities and electric cooperatives with the DU Excellence initiative by raising their level of management and operational capabilities up to par with current global standards and best practices.
Second, MPA moves towards its vision of becoming a thought leader in the electric power industry with the Future Technologies initiative by offering education on emerging technologies and trends and examining their operational and regulatory impact on the electric distribution business.
Finally, MPA contributes to nation-building through the STEM Support initiative by collaborating with the academe, industry regulators, utilities and other institutions in preparing future engineers and talents. This is done by equipping them with the necessary skills, capabilities and values needed to meet a continuing demand for a professional and competent workforce that will inspire innovations in the electric power industry.

The direction we set for ourselves comes from an understanding of the pressing challenges faced by the energy sector today. A robust Philippine economy is driving energy demand. According to the National Economic and Development Authority, the country’s economic growth is projected to remain robust in 2017, with a target set at 6.5% to 7.5%. The power industry must, therefore, respond to the rising demand by developing an ecosystem that promotes reliability, security, and efficiency.
Facing the reality of disruption and risk in energy reliability and security requires a commitment to drive innovative solutions. We believe innovation propels growth and this drives us to ceaselessly look to develop new ideas and support emerging technologies that could shape our future.

As MPA strengthens its position as the top institution in the field of energy education, we reiterate our vow to serve the public through continuous education anchored on our raison d’être of transforming lives through learning.
The past year was a great year for MPA. We reached our revenue targets, extended the reach of our courses, and delivered training programs that are best in class. 2016 is characterized by three game-changing moves for MPA.
First, we broke ground for Power Tech, a research and development facility meant to serve as a showcase and a test bed for emerging technologies in power and energy. Second, we maximized the use of PowerBase (Global Lineman Training Center in Antipolo City, Rizal) as the new hub for the continuous development of linemen from both Meralco and other utilities. Third, we grew our international footprint in Asia and Africa, through collaboration with the United States Energy Association (USEA), Association of the Electricity Supply Industry of East Asia and Western Pacific (AESIEAP), Heads of ASEAN Power Utilities/Authorities (HAPUA) and other global energy utilities.
Furthermore, we have continued our advocacies on electrical safety, energy innovation, and STEM education. One of our flagship programs, K-Ligtas, was launched to honor organizations that have made safety their way of life. We continued to support young talents through partnerships with the University of the Philippines, Don Bosco Technical College, Polytechnic University of the Philippines and Pamantasan ng Lungsod ng Muntinlupa. We have supported, for 4 years, a team of engineering students from the University of the Philippines, in addition, a team from the Ateneo de Manila University last year, as we help

look for efficient solutions to the world’s energy and transport challenges through the Shell Eco Marathon. We also brought together 400 College and Senior High School students from various schools and universities for the 2016 Young Engineers and Scientists Summit (YESS) via a learning symposium, which aims to ignite awareness of the exciting possibilities and opportunities in the field of Science and Technology.
MPA’s partnerships with the government, academe and professional organizations have grown stronger, locally and abroad. We believe MPA will continue to fuel the power industry’s journey in facing the future. With you, our customers and stakeholders in mind, we are on a never ending quest for better ways to transform our power and energy landscape through the power of education.

the global lineman skills development program
As the energy sector grows, so does the need for highly skilled line workers. MPA’s technical competencies are needed to train professionals working in the high-risk, high-voltage environment of distribution utilities.
The Global Lineman Skills Development Program aims to produce line workers who possess world-class skills and capabilities and embody the values of malasakit, mindfulness in their work and regard for others. By doing so, MPA and Meralco believes that it can transform their professional and personal lives.
The Global Lineman Skills Development and allied programs are offered to utilities in the Philippines and abroad.
Among the groups that received line workers training are recruits of Pampanga II Electric Cooperative, Inc. (Pelco II) and other partners that sought MPA’s expertise in building its line capabilities through the Basic and Intermediate Lineman Training Programs.
To create an environment conducive to these programs, MPA operates the “Power Base”, the Lineman Training Camp located in Antipolo City. With 3 classrooms and 3 dormitories, a new pole yard, grandstand and several cabanas, it is now the new home of the Meralco Lineman’s Rodeo.

From Line worker to subject Matter Expert
Mr. Jimmy Alibudbud was once a Meralco lineman who worked his way up the ranks until he became a general foreman. After 18 years with the company, Jimmy sought other opportunities and went to Canada to start a new life.
In one of Canada’s power utility company, he worked as a power line technician or journeyman, construction and service crew member, live-line worker, cable-termination worker, and special line equipment operator. This vast experience gave him the chance to upgrade his knowledge and skills in power utility line jobs. Working abroad also deepened his mastery of electrical safety procedures where strict compliance is a way of life.
Eventually, Jimmy returned to the Philippines and to the company he considered his second home, Meralco. At MPA, he is now a lineman instructor who has shown passion in teaching aspiring line workers. It is not just the skill and discipline that he wants to impart to his students. Alibudbud believes that it is his role to foster the culture of safety. “It is a privilege to be part of MPA’s pool of lineman trainers. Combining my decades of line work experience both in Meralco and in Canada, I am able to teach not only the required skills but also instill a strong focus on safety.”

The United States Energy Association (USEA) tapped the expertise of Meralco Power Academy to provide a training on “Utility Metering System” for the Nigerian Ministry of Energy’s National Power Training Institute of Nigeria (NAPTIN). The initiative was part of the Power Africa program to help millions of Africans gain access to affordable and reliable energy. Meralco sent its experts Eugene Araullo, Marvin Gonsalvez, Melchor Luber and Azero Pascual to conduct the 10-day training course to 25 faculty members of NAPTIN.
The program was designed to build the competencies of the NAPTIN trainers to deliver the planned “NAPTIN Meter Installation Course” to their local distribution utilities. MPA’s program was anchored on the Federal Government of Nigeria’s energy sustainability program, transmission, and distribution network improvement to deliver power to customers and reduce inefficiency to support the affordable end-user tariffs direction. The course was delivered thru a series of technical lectures, videos, demonstrations, real case examples, hands-on workshops and assessments.
At the end of the 2-week course, the trainees remarked how comprehensive the course was and how well the instructors laid out the content. It was, after all, designed to provide skills and insights to accelerate electricity market development, promote best utility practices, and strengthen the Nigerian power industry.

“It was the best program on electricity metering and application I ever attended in my over 20 years in the industry,” said Adegboyega Osideinde, adjunct faculty member at NAPTIN who specializes in electricity marketing and has spent decades in the power industry.
Igbokwe Chinyere Blessing, a young, spirited engineer who has two years of experience in Nigeria’s dynamic power industry, was particularly impressed by how the training emphasized not just technical proficiency but also the need to impart to his students a sense of service and integrity. “This was a life-transforming program for me. I came in as a novice in metering but I’ve learned a lot, both technically and morally,” said Blessing.
USEA saw the training program as enlightening and noted the effectiveness of the course. “MPA exceeded our expectations with the presentations, curriculum, and quality of technical information. We are very confident that NAPTIN instructors finished the course with an expert level mastery because of the instructors from MPA.”

MPA is also helping Asian countries develop their own power industries by training leaders and engineers of Sri Lanka. Since 2015, MPA has partnered with CEB, for the delivery of customized courses and executive exchange programs. In 2016, MPA designed and conducted an eight-day program “Medium Voltage (MV) Line Work and Maintenance” that focused on intermediate and advanced methods of overhead distribution facility inspection, troubleshooting, maintenance, and hot line work for utility personnel.
After the program, CEB’s Chief Engineer Mr. Wijayatunga said “There are many things we learned that can be adapted to our system and to develop the skills of our work force. You have commendable consumer education practices.”

Envisioning a Forward-Looking industry
Working in international settings gives MPA instructors exposure that broaden their perspective in their field of work. Marvin Gonsalves, head of Meralco’s Metering Services Asset Management, owes his global perspective of the power industry to his experience as one of MPA’s esteemed instructors.
Marvin values the opportunity of interacting with fellow industry practitioners both locally and internationally. “It allows a fruitful exchange of knowledge and best practices. I have learned the unique challenges that other utilities face and their journey to resolve these. I am also glad to learn that Meralco has earned the respect of many utility companies, and that I am part of the company that helps improve the industry.”
“I love teaching for the noble purpose of imparting the knowledge and skills I have gained through years of experience in my profession as an engineer. It gives me a sense of fulfilment to share what I have learned and be of help to my colleagues in the industry,” Gonsalves says.

Pushing BoundariesAs MPA broadens its reach in and outside of the Philippines, it continues to upgrade strategic and critical industry capabilities to better serve the local and international market.
hosting the heads of asean power utility/authorities (hapua) human resources professionals HAPUA was organized by various power utilities from 10 ASEAN member countries to continually drive the development of power and energy integration, and achieve its goal of sustainable energy in the region. MPA has been an active contributor to the Working Group on Human Resources (WG5).
MPA organized a training program, “Emerging Challenges in Career Development” for the HAPUA HR professionals through the Philippine Society for Training and Development’s (PSTD) Annual Conference --dubbed as “PSTD Unconvention 2016” – in which representatives of 12 ASEAN utilities participated.
In another collaborative project with the National Power Corporation (NPC), National Transmission Corporation (TRANSCO) and National Grid Corporation of the Philippines (NGCP), MPA co-hosted the 5th Annual Meeting of the HAPUA Working Group No. 5 on Human Resource in Tagaytay City. More than 100 attendees came to participate in the 3-day event, highlighted by 18 paper presentations of the member utilities. Learning & Development Partners from Meralco, Sean Pineda, Pauline Domingo and RJ Lagrimas presented papers on Creating a Culture of Innovation, Meralco’s Digital Learning Solutions and Meralco’s Leadership Development Program, respectively. Nancy Gotidoc, Head of People Leadership & Development shared Meralco’s journey on ‘Implementing a Competency Building Program for Technical Professionals’. Sean Pineda remarked “Attending the 5th Annual Meeting of the HAPUA Working Group No. 5 expanded my learning. It was an opportunity to learn the best practices of Human Resources from other ASEAN companies. I was very honored to represent Meralco, one of the Philippine’s top companies, on a global stage and share with them how we have established a culture of innovation through the MeralcoStar program.”

leading collaboration and growth in east asia and western pacific The 21st Conference of the Electric Power Supply Industry (CEPSI), organized by the Association of Electric Power Supply Industry of East Asia and Western Pacific (AESIEAP), held in Bangkok, Thailand, was attended by more than 1200 energy practitioners from 200 private and government sector representing more than 20 countries across the globe. CEPSI is the biggest biennial event organized by AESIEAP that serves as the platform for exchanging timely ideas and experiences, and a venue to strengthen ties with other utilities and utility players.
The 2016 conference highlighted topics related to energy sustainability and security through technical sessions in which seven Meralco employees presented and shared company best practices. Engr. Laurenne Dungca from Customer Retail Services received the Best Paper Award on “Engaging Customers Towards an Effective Energy Demand Management.”
During this event, Meralco was selected to lead the Philippine hosting of AESIEAP’s CEO Conference in 2019 and CEPSI in 2020. Mr. Oscar Reyes, Meralco President and CEO, has been elected by the AESIEAP council as its Vice President, as well as the chairman of AESIEAP Philippines. Meralco Power Academy (MPA) will drive and maximize the learning opportunities of CEPSI 2020 by
promoting and disseminating knowledge on the various topics and technologies of innovation in power and energy.
Reyes emphasized in his speech “There is so much to share and so much to learn. Private utilities like MERALCO have made significant headway in uplifting customer experience and efficiency in their energy spend, through the introduction of advanced metering infrastructure, smart meters, prepaid electricity and net metering for solar generation at the customer level. Innovation, technology and digital transformation is happening at an accelerated pace.”
CEPSI 2020 will further position Meralco as the leader in driving collaboration and growth in the Philippines, East Asia and the Pacific energy sector, while improving access and exposure of the local power industry to global standards, suppliers and utilities.

Recognizing Heroes of Electrical Safety
The Kuryenteng Ligtas or K-LigtasAwards promotes Meralco’s advocacy for Electrical Safety by recognizing organizations that demonstrate exemplary electrical safety practices in the workplace.
K-Ligtas is a partnership with the Institute of Integrated Electrical Engineers (IIEE), Department of Labor & Employment (DOLE OHSC), Bureau of Fire Protection (BFP), Professional Regulation Commission Board of Electrical Engineering (PRC-BEE), and the University of the Philippines College of Engineering (UPCOE).

BAG Electronics Inc. Philippines is an international firm specializing in smart lighting electronics with facilities in Biñan, Laguna. It manufactures LED drivers and modules and renders electronics manufacturing services for original equipment manufacturers around the world.
“We can guarantee the reliability and safety of our products,” says Roland Odenthal, managing director at BAG Electronics Inc. Philippines. “We put in a lot of effort to ensure safety, including electrical safety, in the workplace.”
BAG Electronics Inc. Philippines was the K-Ligtas awardee in the small and medium-sized enterprises category. Top management support and commitment to safety programs guarantee the safety of its employees through practices such as regular preventive maintenance, company-wide safety training, medical and health programs, and emergency preparedness and response management.
Going through the K-Ligtas assessment also provided numerous learning opportunities for BAG Electronics employees. For instance, reviewing and preparing the required documents became a venue for conversations that further raised awareness among the various departments. Receiving the award also gained praise and recognition for the Philippine office from its headquarters in Germany, making it a showcase for electrical safety. Which is not surprising for Mr. Odenthal, as “we at Bag Electronics believe that safety in every aspect of our professional undertaking must be the first priority. This is to safeguard our employees and the environment by applying electrical safety in the production process.”

YESS is a partnership with the Meralco Technology & Innovation Summit (MTECH), an annual exhibit of the latest technological developments in the energy sector, including an experiential smart home setup, which the students visited in the morning. The afternoon sessions featured young engineers and scientists who shared their passion and aspirations in life such as teaching and research, establishing career in the power industry, and improving other people’s lives. Speakers were from Schneider Electric, Nanyang Technological University of Singapore, De La Salle University and Meralco.

For four years we have partnered with the University of the Philippines in its bid to qualify and compete in the Shell Eco-Marathon Asia (SEMA). SEMA is a competition that challenges engineering students to design and build the most energy-efficient car. Team UP’s car Liwanag competed in the Urban Concept electric mobility category, where vehicles are powered by hydrogen fuel cells and lithium-based batteries. Liwanag’s winning record in SEMA’s Manila leg in 2016 enabled it to qualify for the Singapore competition in 2017.
team u.p.Team UP, composed of students from the UP College of Engineering, has been wining accolades for four years in building energy-efficient, emissions-free vehicles with a consistent record in the Philippine leg of the Shell Eco-Marathon Asia.
In partnership with MPA, Team U.P. was determined to build a vehicle that would outperform similar vehicles in its class. Liwanag, a sleek one-seater with an ultra-light unibody chassis made from carbon-fiber stood out for the highly efficient battery that powered it. Liwanag competed in the Urban Concept-Battery Electric category and ran on a single lithium-ion battery, aided by smart digital technology.
Joining SEMA allows Team U.P. to be part of the solution to the world’s energy challenges. Being a member of the team also instills the value of discipline, teamwork and collaboration. “As socially and environmentally conscious future engineers, we feel we have something to contribute,” says Jasmin del Rosario, Team U.P. Manager and Electrical and Electronics Engineering student. “We believe that we can all work together to create a sustainable future.”

The CEO Forum: From Lab to Market brought together more than 80 of the country’s senior business leaders and the academe, represented by the U.P. College of Engineering, the U.P. Alumni Engineers, Inc., and the U.P. Engineering Research and Development Foundation, Inc.
The forum was a venue for an exchange of ideas between academe and industry with the objective of aligning academic research to industry’s requirements. Through the event, business leaders expressed the need for solutions that will drive business competitiveness and produce commercially viable applications. In agreement, the College of Engineering shared its aspirations for academic research to go beyond theory to address the country’s most pressing problems.

Going Digital in 2017The transformative power of technology continues to influence and disrupt industries locally and globally and the power and energy sector is no exception. In order to survive and thrive in the digital arena, MPA is laying the foundation for the MPA- GE digital leadership, digital platform, and technology-related courses.
MPA and GE Digital established a partnership which aims to promote an understanding of digital transformation to power and energy companies and to current and future energy talents. The partnership provides for learning opportunities in enabling the power sector, including engineering schools and students, to digitally enhance their productivity, innovative capacity and competitiveness. With the aim to promote the Industrial Internet of Things (IIOT), both MPA and GE will embark on initiatives such as boot camp sessions, technical forums, hackathons and internships for learning to build solutions to real world industrial challenges.
Through continuous research and collaboration with industry partners, MPA envisions itself as a significant contributor in reshaping the future of the energy industry through digitization. MPA will start working on the digital platform which features the Learning Management System (LMS) for E-learning and content management; Social Community for networking and connections; News Site for the latest trends in power and energy, commentaries, and product reviews; and Big Data and AI Algorithms for insights and foresights on power and energy.

In the first quarter of 2018, construction of Power Tech will be completed and the facility will boost technologies that will accelerate the development of the nation’s Power and Energy Professionals in the areas of Distribution Automation, Smart Substation, Distribution Energy Resource, Microgrid, Asset Management, Advance Metering Infrastructure, Electric Vehicles, Information and Communications Technology and Smart Cities and Homes.
Power Tech will serve as a vehicle for Meralco in bringing the Philippine power and energy industry into the future. This technical training and research and development facility is Meralco’s response to leading the development of innovative energy solutions and bridging the gap between current and emerging technological capabilities.
