Overall Score and Verdict (bands) for ‘Suitability’: Maximum
possible unweighted ‘suitability’ score = 50 (i.e. 10 criteria,
each with a maximum potential score of 5). The scoring range (0-50)
is divided into three ‘verdicts’ (bands), as set out below:
Sites with a total ‘suitability’ score of over 39 fall within
verdict band 1 (site is suitable and could contribute to the
five-year supply).
Sites with a total ‘suitability’ score of 18-39 fall within verdict
band 2 (site is potentially suitable but faces some constraints and
should not be included in the five-year supply).
Sites with a total ‘suitability’ score of under 18 fall within
verdict band 3 (site faces significant suitability
constraints).
Weighted criteria marked by underlining are particularly important.
If a site scores 0 or 1 against any other weighted criteria, it is
significantly constrained and the site can only fall within
‘suitability’ verdict band 3. If a site scores 2, 3 or 4 against
any of these underlined criteria, the site can only fall within
‘suitability’ verdict band 2.
In exceptional circumstances, suitability factors not listed above
may be taken into account to give a different overall score. These
exceptions will always be explained fully in the sites
spreadsheet.
2. ‘AVAILABILITY’ CRITERIA It is outside the scope of a strategic
study of this nature to collect and assess detailed information on
legal and ownership issues. Thus, sites will be scored on the basis
of known information as follows:
Held by developer/willing owner/public sector (e.g. Call for Sites
submissions, and sites being actively marketed), vacant land and
buildings or sites where it is known that pre-application
discussions are underway 5

A score of 2, 3 or 4 falls within ‘availability’ verdict band 2
(site is potentially available but faces some constraints and
should not be included in the 5-year supply).
A score of 1 or 0 falls within ‘availability’ verdict band 3 (site
faces significant constraints).

3. ACHIEVABILITY’ CRITERIA Overall Score and Verdict (Band) for
‘Achievability’ Scored on the basis of known information (e.g. on
land values, locality, market conditions, physical constraints,
etc), using a sliding scale to assign a site to one of three
verdict bands, as follows:
Band 1 - Good marketability and/or viability. Site faces few
achievability constraints and is likely to be achievable within 5
years.
Band 2 - Moderate marketability and/or viability. Site is
potentially achievable but faces some constraints and should not be
included in the 5-year supply.
Band 3 - Poor marketability and/or viability. Site faces
significant achievability constraints and is unlikely to be
achievable within the first ten years of the study.
4. OVERALL SCORE AND SITE CATEGORISATION Based on the total scores
against the main suitability, availability, and achievability
criteria and assignment to the respective criteria band, as
follows:
an overall ‘suitability verdict (or band) of 3, 2 or 1;
an overall ‘availability verdict (or band) of 3, 2 or 1; and
an overall ‘achievability verdict (or band) of 3, 2 or 1.
The final stage of the site assessment is to assign sites to an
overall Category (1, 2 or 3) on the basis of these criteria
verdicts (or bands).
Our approach to site categorisation is set out in Table 4.1
below.
For a site to be placed within ‘Category 1’, the site must be
suitable, available and achievable and face no constraints which
might prevent it from coming forward within the first five-year
period. Category 1 sites must, therefore, attain high overall
scores against each of the suitability and availability criteria,
and a moderate or high overall score against the achievability
criteria.
Sites placed within ‘Category 2’ are those likely to be potentially
‘developable’ over the 6-10 year assessment period, but where any
development is unlikely to commence within the first five years.
Annex 2 of the NPPF states: ‘To be considered developable, sites
should be in a suitable location for housing development and there
should be a reasonable prospect that the site is available and
could be viably developed at the point envisaged’. Category 2 sites
must, therefore, attain a high overall score against the
‘suitability’ criteria, and reasonable overall scores against the
‘availability’ and ‘achievability’ criteria.
‘Category 3’ sites are those which can be regarded as ‘not
currently developable’. These sites are not likely to be
appropriate for residential development in their current form, or
are likely to come forward for development within the 11-15-year
period, unless evidence is brought forward to demonstrate that the
significant constraints can be overcome/mitigated. Category 3
sites, therefore, attain low scores against any or all of the
‘suitability’, ‘availability’ and ‘achievability’ criteria.

Note: Verdict bands which are highlighted in bold in each row, are
definitive in determining the Category band of a site (as long as
the site also scores within the defined range for each of the other
two criteria). There are three possible permutations of criteria
verdict for Category 2 and Category 3 sites. The three different
permutations have been labelled A, B and C.
Thus, Table 4.1 shows that:
Category 1 sites must achieve good overall scores and fall within
verdict band 1 against each of the suitability, availability and
achievability criteria;
Category 2 sites achieve moderate (but not poor) overall scores
against one, two or all three of the criteria. Thus, if a site
achieves an overall score of 2 against the suitability criteria, or
2 against the availability criteria, or 2 against the achievability
criteria – and scores higher than 1 for all criteria – it is
designated as Category 2; and
Category 3 sites achieve poor scores against one, two or all three
of the criteria. Thus, if a site achieves an overall score of 3
against the suitability criteria, or 3 against the availability
criteria, or 3 against the achievability criteria, it is designated
as Category 3.

APPENDIX 3: DELIVERY PROFILE ASSUMPTIONS - SITES WITH PLANNING

Introduction 1.1. This note sets out the approach to deliverability
profile assumptions for sites with planning
permission, with reference to lead-in period times and build-out
rates.
1.2. A site is regarded as having a planning permission and thus is
included within the schedule of ‘deliverable’ sites at the base
date:
if there is an extant planning permission at the base date; or
where consent was ‘imminent’ i.e. planning permission was expected
to be granted within
a few months of the base date.
1.3. The assessment adopts different assumptions to take into
account the different circumstances relating to whether the
planning permission was an extant or imminent planning permission
at the base date.
Housing Yield / Capacity Figure 2.1. The housing yield or capacity
figure for each site is taken from the extant planning
permission
and/or planning application (for imminent permissions) and is
applied to sites where the residential development is for
self-contained houses or apartments (Use Class C3).
2.2. Whilst most residential developments are linked to a single
permission, a number of sites are related to two or more
permissions, with subsequent planning permissions granted after
initial completions. Where this occurs, the housing yield figure
has been revised to reflect the total number of dwellings being
delivered. Also, a small number of sites are the subject of
mixed-use developments and the housing figure only relates to the
residential component of the development.
2.3. National planning policy and guidance allows for the counting
of student accommodation and older persons’ accommodation towards
the housing requirement, on the basis of the number of dwellings
‘released’ onto the housing market to meet general housing needs.
The Housing Delivery Test (‘HDT’) Measurement Rule Book, dated July
2018, sets out the precise means of calculating the contribution
from student and older persons’ accommodation.
2.4. In order to identify the dwelling yield for student and older
persons’ accommodation schemes, the number of units proposed has
been adjusted on the basis of the market release calculation, on a
site-by-site basis.
Student Accommodation ‘Release’ Calculation
2.5. The HDT Measurement Rule Book prescribes the quantum of
dwellings released by student accommodation by applying two
nationally set ratios, derived from Census 2011 data, regarding an
average student-only household size of 2.5 students for student
accommodation and an average adult-only household size of 1.8
persons for other communal (student) accommodation.
2.6. Consequently, the ‘market release’ ratios are:
1:2.5 ratio – for student accommodation (Use Class C3 and Sui
Generis), which equates to one dwelling ‘released’ for every 2.5
students occupying a new student accommodation development;
and
1:1.8 ratio – for communal (student) accommodation (Use Class C2),
which equates to one dwelling ‘released’ for every 1.8 students
occupying a new or redeveloped communal student accommodation
scheme.

2.7. New purpose-built student accommodation has two main types of
accommodation:
i. a shared cluster configuration consisting of 4-8 bedspaces with
lounge, kitchen, and bathroom facilities; or
ii. studio apartments with a single bedroom within a self-contained
dwelling for occupation by one or two students.
2.8. In terms of the market release, for cluster configurations the
ratios are not applied, as they are shared housing and effectively
clusters are treated as 1:1 i.e. one dwelling released onto the
market for every cluster within the student scheme. For studio
apartments, the 1:2.5 ratio is applied, whilst for new or
redeveloped communal accommodation (comprising traditional halls of
residence) the 1:1.8 ratio is applied.
Older Persons’ Housing ‘Release’ Calculation
2.9. For older persons’ accommodation, the HDT Measurement Rule
Book prescribes a single ratio to derive the quantum of dwellings
‘released’, based on the national average number of adults in all
households, with a ratio of 1.8.
2.10. ‘Communal’ older persons’ accommodation (Use Class C2) has
various forms, catering for specific needs: Retirement Housing;
Sheltered Housing; and Extra-Care Housing. To obtain the housing
figure for the schemes, one dwelling is assumed to be released for
every 1.8 occupants accommodated.
2.11. For Supported Living schemes which are not classified as Use
Class C3, the communal accommodation market release ratio of 1:1.8
is applied.
Lead-in Periods 3.1. The general assumption is that most schemes
will follow the same development process
following the grant of planning permission; a period prior to
commencement whilst other approvals are obtained if necessary, site
preparation including initial infrastructure works are undertaken,
then construction of dwellings, followed by completion of
dwellings.
3.2. With the scheme having been granted planning permission, but
not commenced construction at the base date, the following lead-in
periods are assumed:
Approvals, site preparation including infrastructure: first 12-15
month period
Construction period of (first) dwellings: from 9 months
onwards
Completion of (first) dwellings: to occur from Year 3 onwards (i.e.
25 months after base date).
3.3. The assumption is over-ridden for schemes where the developer
/ housebuilder has publicly declared programming information which
highlights target completion dates.
Purpose-built Student Accommodation 3.4. To enable the delivery
profile for student accommodation schemes to be set, the
following
assumptions have been used:
Large student accommodation schemes will be completed to coincide
with the start of the academic year, generally working to an August
or September completion date;
The scheme will be undertaken as a single phase.

3.5. As a ‘niche’ sector, student housing providers will announce
and market to prospective student tenants the date the scheme will
be available for occupation with a view to signing up students as
tenants. If a particular scheme is under-construction at the base
date, the marketing information which contains completion dates
will be used to inform the assessment. Most student accommodation
schemes which are under-construction at the base date are
anticipated to be delivered between Years 1 to 3, depending upon
the size of development.
3.6. If no marketing information is available, say for sites which
have yet to commence development, the following lead-in periods are
assumed:
Approvals, site preparation including infrastructure: 12-15
months
Construction period: from 9-24 months
Completion of Scheme: from Year 3 onwards
3.7. All student accommodation schemes are included in the
five-year supply, based on more information being generally
available regarding student housing providers’ intentions and the
confirmed or anticipated lead-in period and construction, unless
there is specific site information to the contrary.
Build-out Rates 4.1. Assumptions have been made for two main types
of housing development:
House-type development, mostly located in suburban neighbourhoods;
and
Apartment developments, mostly located in the city centre.
4.2. For suburban, predominantly house-type schemes, it is assumed
that the developer / housebuilder has greater control to phase
completions in response to both absorption by the local market to
satisfy need as well as ensuring the most efficient way to
programme the construction with regard to the total capacity of the
development.
4.3. The key assumption is the build-out rate which is 24 dwellings
per year (or two dwellings per month) and this will continue until
all dwellings are completed. This assumption is over-ridden where
there is specific information.
4.4. For city centre apartment schemes which consist of one
building with fewer than 250 dwellings, it is assumed that the
construction period is two years and there is a single phase of
completion, with all dwellings delivered at the same time. Thus,
completion will occur in Years 4 and 5 after the base date. For
individual sites, the yield is apportioned between these two
years.
4.5. For very large apartment schemes in excess of 250 dwellings
and/or consisting of two or more buildings, the construction period
is assumed to take longer at three years, and combined with a
proportionately greater lead-in period, the delivery of completions
would occur from Year 6 onward from the base date, unless there is
specific site information which provides an alternative
programme.
