WE ARE READY !

We - that is a strong and motivated team of 4 women and 7 men who are ready to use their energy, their knowl-edge, and their common sense for the good of the commune.

Our goal is to conduct an honest and constructive dialogue, together with the citizens, the societies, our fire bri-gade, the teachers, the maison relais, the youth house, the municipality staff, and, for instance, the companies that have settled in our large industrial zone., in order not to loose contact with any of these sectors through regular commu-nication to avoid future and respective-ly to solve existing problems..

That’s the only way in which we can do a good job and work together in an honest and transparent way.

Within these pages you’ll find everything that’s dear to us, such as family, education, the youth, the elderly, safety, public transport, traffic issues, housing, our agriculture, our numer-ous societies, the environment, social coexistence, finances, communication, citizen participation, urbanism, our in-frastructures etc…

The development and the expansion of our commune is important and right. However, not to the peril of our environ-ment, our farms, our quality of life, our health, or our children.

That is why we have to plan with a vision and a concept and thus to develop an overall concept to figure out where we want to end up in the short-term and in the long-run. We need to navigate in the right direction, thus becoming a commune that is ready for what the fu-ture holds.

Fellow citizens, municipal election are going to be held on October 8, that’s where you cast your votes for the pol-iticians whom you want to see in charge.

Therefor, dear constituency, if you want to see our people back in charge after election Sunday, it is imperative to cast your 11 votes within list 2, CSV, respec-

OUR ELECTION PROGRAM 2017-2023

“A clear plan for a strong com-munity”

The CSV-Conter wants to offer a high quality of life to all people in our munic-ipality. It wants to guarantee your safety and a helping hand during an emergen-cy. Together with our citizens, we want to create a social, lively coexistence and an attractive living environment in our

localities.

This requires harmonious cooperation between national and local policy. We need a meaningful and clear division of tasks between the government and municipalities. We need communities that are capable of decisive action. All this requires municipalities that have the necessary resources to work in the interest of their citizens.

tively blacken the circle on the top of list 3.

We, the CSV Conter, would be delighted, if you’d give us your trust and therefor your 11 votes. This year, more than ever, every vote counts!

We have made a lot of plans and we are

ready to face this challenge.

1. FINANCES

In order to keep the financial burden of the general public within acceptable limits, the following measures should be taken:

> Put the income and expenditure back into a healthy balance. Hence, it is a necessity to achieve an appropriate surplus in the ordinary budget.

> Allow savings by means of joint purchases (for example via central purchasing through SIAS) and calls for tenders on local, respectively in-ter-communal syndicate levels.

> Reduce project and campaign costs by involving neighbouring municipali-ties, inter-communal, or regional syndi-cates.

> The already existing industrial zones can be used consistently without the zoning of new developments.

> The consistent promotion of establis-hments that are locally based through

the use of their products and their ser-vices.

> The municipal debt must not be further augmented to the expense of future generations, although long-term investments should not be excluded, such as school buildings, sports and cultural infrastructures, water protecti-on, etc.

> Regularly revise the financial plan, supported by an advisory commission for finances as well as a recognised fi-nancial planner, and keep the finances healthy through a multi-annual financial plan (Plan pluriannuel financier).

> Provide our citizens with a transpa-rent budget breakdown, including a lis-ted detail of the services rendered and purchases made.

2. FAMILY, EDUCATION, YOUTH, AND SENIOR CITIZENS

For the CSV Contern, the qua-lity of life of the families and the well-being of the children are a top priority. Every family has the right to determine their own life style. We stand for freedom of choice. This de-pends on what this commune can offer:

> Foster the communication and sy-nergies between the administration, school, “Maison Relais” and parents

> Resume extracurricular activities, such as excursions and visits, and the summer activities for children.

> Support the pupils, if and when re-quired, according to the latest so-cio-pedagogical findings.

> Maintain the “Youth Communal Plan” and continue the dialogue between the youth, the Youth House, youth clubs and the local authorities.

> Mediate the best possible integration of all youths through the “National Ac-tion Plan for Integration” (ASTI), as well as public sports tournaments (soccer, beach volley,…), and cultural events (music and graffiti workshop,…).

> Maintain and extend the existing in-frastructures for the needs of youth with their cooperation. In addition to outdoor facilities such as a skater park, a leisure/sports hall should complement the offer.

> If necessary, create more child-frien-dly and safe playgrounds and guarantee the maintenance of existing places.

> Proactively promote the “Youth House” in Moutfort and its activities.

> Continue the late night bus-project and the other extra bus trips on offer.

> Create family-friendly town centres and offer parks, pétanque-grounds, as well as traffic-calmed centres (shared

spaces) in all villages.

> Ensure that there are sufficient sea-ting opportunities along our walking and hiking tracks.

> Develop a “Senior Citizens’ Communal Plan” using the example of the “Youth Communal Plan”.

> Improve the efficiency of the “Conti-bus”-system and organise additional stations.

> Ensure the access for seniors, handi-capped people and families with small children to all public buildings eve-rywhere. Provide user-friendly facilities such as changing tables, child-friendly sanitary facilities etc. and include these specific needs in all future plans.

> Through assisted living facilities, nursing care and similar services that benefit the older generation, allow for a longer stay in their familiar environ-ments.

3. SAFETY, TRAFFIC, AND PUBLIC TRANSPORTThe sense of security should be self-evident. The ever-in-creasing traffic volume is to be made bearable with appropria-te measures for the population and the public transport has to be made as attractive as possible:

› Maintain local and regional security plans, and revise if necessary.

> Following the abolition of the ‘Com-missariat de proximité’ in Moutfort,

which we have not endorsed, we are advocating an increased presence of police forces at the local level.

> Allow the continuation of the valuable cooperation with local police in the va-rious activities and events as part of the crime prevention work.

> Create posts, with a new statute, for municipal agents, which, among other things, can act on administrative of-fenses (long-term use of public parking lots and parking in residential areas, ille-

gal refuse deposits, etc.).

> Adapt the facilities and equipment of the fire service, in continuous coopera-tion of all partners within the framework of the CGDIS, to today’s circumstances.

> Maintain and put through the involve-ment of the municipal workers into the voluntary fire brigade.

> Lower the curbs of the pavements at all crossings and increase the height of the curbs in dangerous places. Set up acoustic signals at all traffic lights.

> Upgrade public lighting gradually with intelligent LED technology.

> Optimize the coexistence between pedestrians, cyclists and drivers.

> Plan play-streets in the new residential areas and rework the Tempo-30 zones.

> National decisions affecting local traf-fic must not be taken over the heads of the municipalities concerned. We strive for an efficient interlinking of individual

transport, public transport and sustai-nable mobility.

> Develop a general transport concept for the municipal area, in cooperation with Police Grand-Ducale. Particular at-tention is to be paid on town entrances, particular dangers, the transit traffic, and the ban on trucks (>7,5t) on certain streets.

> Connect the industrial zones in Contern in the interests of all stakehol-ders (employees, transport companies and all other companies) with a direct connection to the A1 motorway.

> Re-launch the project to build a bypass road around Oetrange, bring about a relief of the strain on the town of Contern (rue de Syren and rue de Luxembourg), and plan the reconstruc-tion of “Conter Schleed” (connection Moutfort-Contern).

> Work out a municipal pedibus concept for the schoolchildren and introduce them in all places where the possibility exists.

tures, and the retirement home in order to relieve the strain on “Rue de Syren” from transit traffic.

> Set up well-equipped bicycle stations at the main bus and train stations.

> Establish charging stations for electric cars in all villages

4. HEALTH, SPORT, CULTURE, LEISURE

Sport, cultural activities and the cultural offer in the com-munity make an important contribution to the quality of life and promote social coexis-tence. They strengthen integra-tion and personality develop-ment. CSV Contern wants to highlight the role of volunteers, their invaluable value, and their benefit for the whole society. We support voluntary work accordingly and intent therefore to:

> Improve and expand the existing sports- and recreation facilities.

> Make optimum use of the existing and planned sporting and cultural infra-structures and promote sports-suppor-ting activities such as “Nuit des Sports”, “School Sports Day”, open days etc…

> Expedite the setting-up of premises in the former schools of Contern and Moutfort for sociocultural matters (as-

sociation and assembly rooms).

> Boost the logistical and financial sup-port of the sports and cultural associ-ations and intensify them and promote volunteering.

> Expand the leisure activities (pétan-que, beach volley, fitness, hiking trails…).

10

> Reconstruct the town centre of Mout-fort (with cultural centre, park, sports facilities,…) with an overall more fa-mily-friendly concept.

> Place at least one outdoor defibrillator per village and offer a yearly course on their usage.

> Perform regular hygiene checks by

recognised establishments in public kitchens and sanitary facilities.

> Refurbish own drink water sources in order to ensure a hygienic drinking water supply, as soon as possible to re-establish our water autonomy and to strengthen the commune‘s finances by selling drinking surplus water.

5. EQUAL OPPORTUNITIES, DEMOCRACY, CITIZEN PARTICIPATION, AND INFORMATION POLICY

The CSV Contern stands for a clear and open municipal leadership. The involvement of all municipal councils, inclu-ding those from the opposition, should be self-evident in the preliminary planning of larger projects. Equal opportunities, democracy, citizen participa-tion, and information policy should not be hollow speech, hence we want to:

›Maintain the life-long-learning oppor-

tunities (language courses, computer courses, craft courses, civics,…).

> Facilitate integration by maintaining Luxembourgish language courses, cul-tural activities and other opportunities get to know one another.

> Facilitate the access to social life for Expats through Multicultural offers (i.e. festivals, international courses,…).

> Reintroduce the regular mayor’s consultation for citizens.

> Introduce ad-hoc and transient work-groups for specific projects.

> Let citizens participate in the political process, among others by consistently involving the various advisory commis-

sions.

> The building commission should meet its mandate and be convened again to assess the larger construction projects.

> Involve the advisory finance commis-sion more regularly and not restrict its duties to assessing the annual budget.

> Include the complete municipal coun-cil and the general populace by means of preliminary information in the resolu-tions of inter-communal syndicates.

> Publish and distribute the “Gemenge-buet” as well as all other publications (flyers) regularly and promptly. Make the complete content and reports of the municipal council meetings available to the everybody via the website www.contern.lu.

> Keep the digital communication (eg RSS, SMS2Citizen, Contern-App, FB, ...) always up to date, and to connect to future national offers (Roadmap, Luxa-lert ,…) and make them available, free of charge, for all current operating sys-

tems.

> Inform citizens on their initial regist-ration and in general of the various ser-vices and communication facilities of the commune.

6. AGRICULTURE, ENVIRONMENT AND CONSERVATION

It is the municipality´s duty to invest in the preservation of the natural bases of life. The value of nature and cultural settings is impartial to the quality of life as well as the at-tractiveness of our commune.CSV-Conter stands for respon-sible handling of natural re-sources. Therefore, we promote sustainable policies and want to implement:

> To safeguard the future importance of agriculture for food and landscape pre-servation

> To facilitate the use of sustainable as well as organic manure (solid and liquid)

in future water protection zones of the municipalities, the efforts of local agri-cultural businesses in collaboration with the respective administrations should be supported, for example to ensure efficient application of liquid manure with performant equipment or hacking techniques which minimise the use of pesticides. This should be actively sup-ported in a municipal project

> Continued assessment for arrange-ment possibilities of a marketing / sales structure for the promotion of local / regional products. Local / regional food production should be integrated in the public canteens, such as Maison Relais

> Continued ecological management of forests and field margins

Page 13: Live Contern. VOTE CSV. · The CSV-Conter wants to offer a high quality of life to all people in our munic-ipality. It wants to guarantee your safety and a helping hand during an

> To promote residents‘ awareness on nature and landscape via hands-on ac-tivities, excursions and visits

7. ENERGY AND CLIMATE PROTECTION

All efforts and measures for more energy efficiency, rene-wable energies and energy savings advance our climate protection substantially and relieve municipal finances. Therefore, we want:

› Raise households‘ awareness on the topic of „energy savings“ and continue subventions for rainwater installations as well as energy efficient electronics

MARION ZOVILÉ-BRAQUET, CANDIDATE TÊTE DE LISTEI’m 57 years of age, married, I’ve lived with my family in Contern for the past 29 years and I’m working for the Luxembourgish anti-doping agency. As a mother of 4 I quickly learned to manage a small company with love, patience, sensitivity, sincerity, justice, energy, consequence, diplomacy, and, most of all, a lot of listening. I reckon these are the same capacities that are necessary if we want to take responsibility in the commune.

Through my previous activities with “Mammen hëllefe Mammen” and the Parents’ Association (with 10 years of presidency) I have been able to actively participate in the improvement of school infrastructures (central school, early school, cycle 1), a secure school way, school transporta-

tion,…).

Having been a member of the communal council for 10 years, I have mainly invested my energy for a commune welcoming for young people and this through reciprocal dialogue.

My priorities: › find solutions to improve road traffic;

› maintain and improve the quality of life, and develop cozy village centers.;

› communicate with our citizens by inform-ing, supporting and advising them;

› to support a policy for the family and so-ciety. (Youth, elderly, equal opportunities and integration policy)

› The balance of municipal finances is of great importance to me.

› As a hobby gardener, nature and the envi-ronment are particularly important to me - as is the promotion of renewable energies and efficient waste management.

My past and current activities in the commune: › Municipal councilor for 10 years, including

6 as spokeswoman for the CSV group;

› member of the Sports-, and Equal Opportunities commission as well as the “Climateam”-committee;

› Chairman of the youth commission;

› lead of the communal youth plan.

My political mandates: › president of CSV-Conter;

› board member of CSV Center

› member of the national CSV committee

Through my professional occupation I keep an eye on the energy sector, as well as the traffic issue in our villages and public transport

Whenever I need a change of pace I like to go for a run in nature.

JEAN-PIERRE (DIGI) DI GENOVA59 years, married father of two kids turned adults, I’m living in Mout-fort since 1987. Before retiring I was a telecommunications specialist with a large company. Politically I sat on the municipal council since 2011, I’m the treasurer of CSV Conter and member of 3 commissions: environnment, welfare

of the elderly and musical education.

I’m interested especially in nature and the environment, photography, and the social life in that commune of ours.

When it comes to politics, I don’t like to merely criticise, but I like to take the initiative and work towards the sensible realisation of a project. In this sense I try to follow the wishes of the citizens and help to solve their problems.

MICHELINE FEILEN-BRISBOISI’m 55, married and mum of two kids turned adults. Originally I’m from Waldbredimus, before I moved to Moutfort (Milbech) 26 years ago. Cultural activities occupy the bulk of my down-time: I’m a board-member and active singer of the choir «Caecilia» Moutfort-Medingen. Furthermore I’m a musician at the «Harmonie Moutfort-Medingen»

For 43 years and counting I’ve been president of our local table ten-nis soc., I am also involved in various FLTT organisations, general treasurer of the «Fédération de la Mutualité Luxembourgeoise», a member of several national committees of the CSV and other ins-titutions.

I am interested in culture, history, travel, photography and genealogy. Actively working for the environment I also take care of a couple of orchards with more than 80 fruit trees.

With these prerequisites I propose to commit myself to do everything to reach the best living conditions for the citizens of our commune.

In my down-time I am chairman of the basketclub AB Contern and of the Syre regional section of «Natur & Emwelt», vice-president of the «Fondatioun Hëllef fir of Natur» and «Natur & Emwelt asbl», member of the board of the CIGR. As a founding member of the APE of the

municipality of Contern and the association for the protection of nature and birds of the valley of the Syre in 1982, I was appointed alderman to the communal council of Contern in 1994

The harmonious development of our municipality linked to a high quality of life of my fellow citizens are important to me, therefore a daily commitment is required and I am ready to give my energy to guarantee this development and quality of life.

ELISABETH (LISS) SCHUMACHERI am 30 years old and I live in a civil partnership with my family in Contern. Having family roots in Moutfort, I am happy to reside in this commune once again. At the professional level, I am working in pedopsychiatry at «Center Hospitalier du Luxembourg» (CHL) as a psychomotrician.

The time with my family and friends is of great importance to me. For good measure I play tennis and I like to ski. Music, nature and travel (both geographical and cultural) are part of my passions.

Due to my job, the well-being of children is very important to me. Similarly, I am committed to cohabitation in a balanced natural and social environment as much as in a fair society. My involvement in the Comics Com-mission, as well as the Youth Commission, already allows me to participate actively in communal life.

For me, politics means communication and dialogue. So contact with the inhabitants of the commune and awareness on different themes are important projects for me.
