IMPORTANT BILLS AND ACTS PASSED BY UNION GOVERNMENT
Bill: Consumer Protection Bill, 2015
Objective to simplify the consumer dispute resolution process along with
enhancing the pecuniary jurisdiction of the consumer grievances redressal
agencies
It replaced Consumer Protection Act, 1986
It was passed as an aftermath of the Maggi controversy
Features of Bill:
Central Consumer Protection Authority(CCPA) to be established as an apex
regulatory with more powers to protect the rights of consumers
CCPA will take action against defaulting manufacturers if a product causes
personal injury, death or damage to consumers
Stringent penalty including life imprisonment will be carried out in certain
cases
For speedy disposal of complaints consumers can file complaints
electronically to the circuit bench
Bill: The Scheduled Castes and Scheduled Tribes (Prevention of Atrocities)
Amendment Bill, 2014 Parent law - The Scheduled Castes and Scheduled Tribes (Prevention of
Atrocities) Bill, 1989
Objective of Amendment Bill:
To prohibit the commission of offences against members of SC & ST
communities
To Provide special courtsfor the trial cases of such offences
To rehabilitate the victims
Features of Amendment Bill:
The following are the new offencesadded in the bill
a)
garlanding SCs and STs with footwear
b)
compelling to do manual scavenging or dispose carry animal or human

The following are the offences in case of sexual exploitation of SC or ST
woman

Using acts, words or gestures of a sexual nature against SC or ST
woman
b)
Touching an SC or ST woman intentionally in a sexual manner without
her consent
c)
Practice of dedicating an SC or ST women as a devadasi to a temple
The following are the mentioned duties of public servantsin the bill
a)
registering FIR or complaint
b)
must read out the information given oral complaint by SC or ST person
before taking signature of the victim
c)
giving copy of this information to the victim
Bill: Negotiable Instruments (Amendment) Bill, 2015
Parent Act Negotiable Instruments Act, 1881
Objectivesof Amended Bill To make cases regarding cheque-bounce more
convenient for persons who receives the cheque
Features of Amended Bill:
It make filing of case against check-bounce more convenient for check
payees
Cases in this regard should be filed only in a court whose jurisdiction the bank
of the payee lies
Specifies the territorial jurisdictionof the courts in cases related to bouncing

Redefines chequeas an electronic form which is signed in a secure system
with a digital signature or using electronic system and drawn in electronic
medium using any computer
Overrules Supreme Courts unfriendly check payee rule of August 2014
According to which such cases can be filed in courts under which jurisdiction
the bank of the accused fell
Bill: Delhi High Court Amendment Bill, 2015
May 2015 passed in Rajya Sabha
5thJune 2015 passed in Lok Sabha
Parent Act Delhi High Court Act, 1966
Objective to reduce the workload of the Delhi High Court
Features of Amended Bill:
Increases pecuniary jurisdiction of Delhi High Court over suits above the
value of 2 crores from 20 lakhs
Pecuniary jurisdictionjurisdiction of a court over a suit based on the amount
or value of its subject matter
Enables the Chief Justiceof the Delhi High Court to transfer any pending suit
to a relevant subordinate court
Reduces the work load of Delhi High Court by transferring civil suits to 9
district courts in Delhi
Bill: Arbitration and Conciliation Bill, 2015
Parent Act Arbitration and Conciliation Act, 1996
The Law Commission of India (LCI) recommended amendments to the parent
act in its 246threport

Objective of Amended Bill to make commercial disputes more user-friendly
and cost effective which will lead to expeditious disposal of cases
Features of Amended Bill:
Mandatory for arbitrators to settle disputes within 1 year. This period can be
extended by 6 monthsonly by a court
Cut the fees of arbitrators if the court finds out that the delay was made by the
arbitrators
Extra fees to arbitrators if the matter is disposed of within 6 months and the
parties agree to pay more
Empowers arbitration tribunal to grant all kinds of interim measures that
courts provide

Bill: Bihar Public Grievance Redressal Bill, 2015
State Bihar
Objective
To empower people of state and provide legal rights to them for
redressal of their complaints within a time-frame
Features of Bill:
Duty bound government servants should dispose grievances of the people in
a time bound manner
In case of failure to hear and redress grievances a penalty ranging from Rs.
500 to 5000will be imposed on the government servants
Powers in this regard is vested on the following authorities to deal with
delayed grievances cases

Bill: Assam Witch Hunting (Prohibition, Prevention and Protection) Bill, 2015
State Assam
Objective to eliminate the superstition from the society by making witching
hunting cases as non-bailable, non
compoundable and cognizable
Features of Bill:
Prohibits any person from calling, identifying or defaming any other person as
witch by words, signs, conducts or indications
The imposes up to 7 yearsof jail and a fine of Rs. 5 lakhif anybody is found
guilty
This will be done as per the Section 302of the Indian Penal Code(IPC)
It proposes a 3 year imprisonment if anybody blames a person for natural
disasters
Special courts will be set up in consultation with high court for trial of such
offences
Bill: Rajasthan Vexation Litigation Prevention Bill, 2015
State Rajasthan
Objective- to prevent filing of baseless cases and to check the misuse of law
for personal benefits
Features of Bill:
It will reduce Vexation Litigation i.e., legal proceeding or action initiated
maliciously and without Probable Cause by an individual solely to harass or
subdue an opponent or adversary
It covers both civil and criminal cases in the high court and subordinate courts
Bill: Prisons (Amendment) Bill, 2015
