Under the Env i ronmenta l Management Act. No. 7 of 2007 and its 2012 EIA Regulations, the public is hereby notified that an application for an Environmental Clearance Certificate (ECC) for the proposed prospecting and exploration works on Exclusive Prospecting License (EPL) 7980 will be submitted to the Environmental Commissioner at the Department of Environmental Affairs and Forestry (DEAF).

Brief Project Description: The proposed mineral prospecting and exploration of Base and Rare Metals, Industrial Minerals, and Precious Metals on EPL 7980. PUBLIC CONSULTATION MEETING MINUTES:

ENVIRONMENTAL SCOPING ASSESSMENT (ESA) FOR THE PROPOSED EXPLORATION

ACTIVITIES ON EXCLUSIVE PROSPECTING LICENSE (EPL) NO. 7980 NEAR OMATJETE IN THE

ERONGO REGION, NAMIBIA

Date: Wednesday, 15 September 2021

Time: 14h00 (the actual starting time was 14h30 due to time shift from an earlier public meeting on a

different EPL also conducted by Excel Dynamic Solutions)

Venue: Zeraeua Traditional Authority Community Hall

The Public Consultation Meeting was attended by thirty-two (32) people, including two Consultants from

Excel Dynamic Solutions (Pty) Ltd (EDS) and two representatives from Damaran Exploration Namibia (Pty)

Ltd (herein referred to as DEN or Proponent) - Please refer to the attached attendance register.

COVID-19 REGULATIONS ADHERENCE

Upon arrival at the Community Hall entrance, all the attendees were hand sanitized by one of the

Consultants (given the COVID-19 Health Regulations). To ensure that the meeting, as a form of gathering

complies with the COVID-19 Regulations, the chairs were set up in a way that social distancing between

the people is observed and every attendee had a face mask on.

TRANSLATION OR INTERPRETATIONS OF LANGUAGES (ENGLISH AND OTJIHERERO)

Given the fact that some of the meeting attendees were elders from the area who only spoke Otjiherero

language and to ensure transparency and effective communication in the meeting, Mr. Abiud Karongee

volunteered to translate for the elders (from English to Otjiherero) provided translation to Ms. Shagama

(from Otjiherero to English) to make sure that all comments and other inputs presented in the local language

were recorded in the minutes for consideration in the ESA Report.

INTRODUCTION AND WELCOMING REMARKS

Ms. Fredrika Shagama (the Environmental Assessment Practitioner (EAP) / Environmental Consultant from

EDS) welcomed everyone to the meeting with the translation assistance of Mr. Abiud Karongee. Mr.

Karongee informed the attendees that there might be attendees from another EPL’s meeting (EPL7327)

earlier at 09h00 and they would like to attend this one (EPL 7980)’s meeting too because the two EPLs are

all around the Omatjete area. Therefore, there will be an introduction of everyone in attendance including

the attendees from the earlier meeting. After introductions, Mr. Karongee then floor to Ms. Shagama to

briefly explain to the attendees what the meeting was all about and why they were invited (with reference

to the Environmental Management Act (EMA) No. 7 of 2007 and its 2012 Environmental Impact Assessment

(EIA) Regulations on Public Consultation).

The meeting attendance register was then circulated for the attendees to write down their names, contact

details and sign so that they could be added to the existing list of interested and affected parties (IAPs) and

receive further information on the ESA process.

MEETING AGENDA AND PRESENTATION

Ms. Shagama presented the agenda of the meeting which included the following main points:

2.1 Explanation of what an ESA is, its Process and the Public Role in the Process

Ms. Shagama explained what an ESA is and that the proposed exploration activities are one of the listed

activities in the 2012 EIA Regulations of the EMA that cannot be undertaken without an environmental

clearance certificate (ECC) from the Environmental Commissioner.

2.2 Brief Description of the Project

A brief description of the project activities was presented to the attendees by Mr. Riaan Kazondunge

representing the Proponent. This included a brief presentation of the activities and resources anticipated

for the project activities as well as the geology associated with mineral exploration.

2.3 Presentation of Potential Project Impacts

To ensure transparency and that the attendees understand both sides of the proposed project activities,

the Consultant also presented the potential pre-identified potential positive & negative environmental and

social impacts.

The meeting attendees were then presented with an opportunity to raise their concerns/issues and or

comment on the proposed project activities.

1. Mr. Mose Uaseuapuani: Is Damaran Exploration

Namibia (DEN) also going to be responsible for mining

after exploration should they find something of economic

value, or they would handover to someone else (another

company)?

Mr. Riaan Kazondunge (RK) of DEN: I am not sure; therefore,

this will be communicated later. Besides, DEN would like to

develop the mine, but we (DEN) may not have the resources to

do that because developing a mine is very costly.

2. Mr. Gerson Tjahiluka: Since the exploration is just on the

western part of Omatjete. Is it possible for exploration in

our area on the eastern part of Omatjete?

Ms. Fredrika Shagama (FS) of EDS: The EPL areas (tenements)

are determined by the area’s geology, thus exploration activities

can only be done within these EPLs as granted by the Ministry of

Mines and Energy. Besides, there might be other EPLs on the

eastern side of Omatjete that we are not aware of now or owned

by someone else and might already exploring for the same or

different commodities. However, the current EPL7327 for which

this meeting is held is what DEN owns and has right to explore.

3. Ms. Monika Mutate: Since DEN is conducting

exploration works in different areas in the nearby regions

too such as Otjozondjupa, if they find something worth

mining, will they be opening mines everywhere?

RK: Not really because it is almost impossible to find something

worth mining everywhere you explore. Therefore, it is impossible

for DEN will not be opening mines everywhere we have EPLs.

4. Mr. Gerhard Kajita: From experience, people are given

jobs like for months and then their contracts end. Do

these workers/employees keep their Personal Protective

Equipment (PPE) or the PPE is taken away from them to

be given to the new recruits (on new shifts/contracts)?

RK: DEN operates according to the Good Industry Practices

(GIP) including health, therefore there will be no sharing of PPE

among workers (new and old or in shifts).

FK: I agree with Mr. RK. This is not recommended and not allowed

from a health perspective for workers to be sharing safety gear.

Therefore, the old workers will keep their PPE and new workers

will be provided with their own by DEN.

5. Ms. Beatrix Akuake: With regards to health & safety, will

DEN also provide other health gears such as condoms to

their workers on site and train them how to use them?

RK: Yes. These will be provided to the workers.

FK: Absolutely, these will be part of the measures under the

health & safety component/impact in the Environmental

Management Plan (EMP). The workers will also be inducted on

the DEN’s Environment, Health & Safety (EHS) Policy.

6.(a) Mr. Pieter Haukambe: The Consultant (Ms. Fredrika)

mentioned that archaeology is also one of the potentially

affected environmental component. Therefore, I would

like to request that this is taken care of because of these

dimension stone mining activities touched one of the

mountains north of Omatjete. One of the concerns is also

the non-rehabilitation of mines and explored sites. Some

explored and mined sites look risky and unsafe, and they

are not even fenced off to minimize the risks.

6. (b) What kind of rehabilitation measures will DEN implement

on their explored sites (post-exploration)?

FS: The mitigation measures will be included in the EMP.

However, to give some of these measures, it will include for

instance backfilling of sampling trenches, leveling of stockpiled

topsoil, closing, and capping off exploration boreholes, campsite

areas rehabilitate to near pre-activity state and removing all

structures and waste from the sites.

7. (a) Mr. Samuel Hamburee: Can the Consultant provide the

EMP and Environmental Clearance Certificate (ECC) to

the public for instance at the Zeraeua Traditional Authority

office?

RK: Yes. These are public documents.

FS: To add to that, the copies of the documents will be made

available at the ZTA office from the draft level (circulation of the

draft environmental assessment report and EMP for public

viewing and comments).

7. (b) On archaeology, how would the community or the non-

specialist such as project workers know the artefacts?

Roland Mushi (RM), the Archaeologist: A preliminary

Archaeology Report will be prepared as part of this EPL’s

Environmental Assessment Report.

FS: The example of the typical artefacts will be included in the

EMP too as a guide for the project workers in case they encounter

them while carrying out exploration related works.

FINAL REMARKS AND CONCLUSION OF THE MEETING

Hon. Senior Traditional Councilor Fabianus H. Uaseuapuani. concluded the meeting by thanking the

attendees for making time for the meeting.

Ms. Shagama also thanked the attendees for their crucial input through comments and raising their

concerns. She indicated to the attendees that all their comments, concerns and inputs had been noted

down for consideration and addressing in the Environmental Scoping Assessment (ESA) Report as well as

incorporating their recommendations into the draft EMP.

Furthermore, Ms. Shagama informed the attendees that there is still an opportunity after the meeting (one

week, i.e., until Wednesday, the 29nd of September 2021) to submit further questions/ comments for

incorporation into the draft ESA Report. She also informed them that the draft Environmental Assessment

Report together with the meeting minutes, EMP and associated documents will be shared with them for

review and further comments prior to finalizing the ESA Report and its submission to the Environmental

Commissioner at the Department of Environmental Affairs and Forestry (DEAF) for consideration of an

ECC.

The Honourable Senior Traditional Councilor closed the meeting and requested one of the community

elders to formally close off the meeting with a prayer.

The meeting was adjourned at 16h45.
