LIST OF PROPOSED MODIFICATIONS TO THE JOINT LANCASHIRE STRUCTURE PLAN

DEPOSIT EDITION (AS AMENDED BY PROPOSED CHANGES, JULY 2003)

1. INTRODUCTION 1.1 This Report lists the Modifications that the Joint Structure Plan Authorities propose to

make to the Deposit Joint Lancashire Structure Plan published in July 2002 as amended by Proposed Changes published in July 2003.

1.2 The Proposed Modifications take account of representations received on the Deposit

Plan and Proposed Changes, the recommendations of the Panel that conducted the Examination in Public in January 2004 and information that has become available since the close of the Examination in Public.

1.3 The Proposed Modifications are being placed ‘on deposit’ for a period of six weeks

between [ ] October and [ ] November 2004. Comments are invited on the Proposed Modifications using the enclosed responses form or by visiting www.lancashire2016.com to complete an online response form.

2. LIST OF PROPOSED MODIFICATIONS CHAPTERS 2-4 OF THE PLAN: INFLUENCES, OBJECTIVES AND KEY

The Plan has been shaped by surveys of public opinion and the needs of business together with forecasts of long-term demands for development balanced against conservation interests and protection of Lancashire’s unique heritage. A sustainability appraisal has been prepared at each stage of the plan-making process. The Plan conforms to Government policy at the time of the Plan’s adoption and fits into the spatial framework for the North West Region set out in Regional Planning Guidance. This was issued by the Secretary of State in March 2003 and sets out a spatial strategy which considers Lancashire’s needs and development pressures alongside those of neighbouring areas across the Region and beyond.

covered by this Plan, such as the green belt areas, transport links, and the number of new houses to be built, are consistent with and complement similar policies in neighbouring areas.

In turn, the Plan provides the strategic framework for the preparation of local plans and local development frameworks and for the determination of planning applications. It guides investment decisions taken by developers and others concerned with transport provision, waste management, resource conservation and sustainable development.’

PES.2 Insert new title and text in paragraph 2.1 before ‘Action in LA21 Strategies’: ‘Regional Planning Guidance The Plan’s strategy and policies have been influenced by Regional Planning Guidance for the North West (RPG13) issued by the Secretary of State in March 2003. This will be complemented by priority measures for public transport and development of attractive walking and cycling networks’.

PE7.5 Delete wording of paragraph 5.2.2 and replace with: ‘A reduction in long-stay commuter parking in Principal Urban Areas and the capping of it elsewhere is important for the encouragement of a shift to more sustainable methods of travel. Replacement of long-stay by short-stay parking can contribute to the vitality of town centres. Supplementary Planning Guidance ‘Access and Parking’ sets out a framework for parking in different levels of centre.

Frequent monitoring will be important. Major or consistent deviations in the short and medium-term would mean that the target would be unlikely to be met and particularly if there were no clear movement towards the target rate by the middle of the Plan period’.

The proximity of bus stops should ideally be calculated in metres from the main building entrance. Any specific problems should be noted on the Form. Examples may include that existing roads to the site are narrow or that people walking to the site from the bus stop have to cross a busy main road.

Information on transport schemes affecting the site, e.g. a new bus lane or road widening, are shown on Plans available from the Council.

Parking numbers should be based on the relevant levels listed in Table A of the “Parking Standards”. Please ensure that numbers for the mobility impaired, cycles and motorbikes are included.
