THE CEC CEC registered as a society is an inter University

Centre was established by UGC on 26th May 1993under section 12(ccc) of its act.

CEC is a nodal agency at national level, to address theeducational needs through the use of various ICTmodes of communication.

PRIMARY OBJECTIVES OF CEC To have close co-ordination, facilitation and provide

overall guidance to the Media Centres.

To produce educational programmes.

Dissemination of educational programmes throughbroadcast and non-broadcast modes.

Networking and collaborating with other agencies inIndia and aboard.

CEC has 18 Multimedia Research Centres(EMMRC) situated in Universities spread across thecountry.

The Centres are engaged in production of Video &Multimedia based programmes since more than 24Years.

Has more than 500 trained manpower & state of artequipment

CEC has one of the largest repositories ofEducational programmes on Education.

At present repository has increased to more than16000 educational video programmes.

More than 1000 video programmes besidesLearning Object Repository (LOR), e-Courses, etc.,are produced annually.

Is engaged in Multi-medium, true e-learningenvironment in India

CEC & Media Centres have reproduced from availablecontent and produced LoR. A short (1-2 minute) answeron video, to questions on a number of subjects havebeen produced. Thousands of LoR have been put oninternet.

CEC has been Telecasting enrichment programmesNational Networks of Doordarshan , since August15, 1984. The transmission available on satelliteChannel, is further supported by all 1400 TVterrestrial transmitters of Doordarshan.

On the request of Prasar Bharti, w.e.f. 14th Nov.2002, one hour programmes on Health are beingsent by CEC to DD Bharti for broadcast on thechannel five day a week and weekly programmes onCulture are also supplied.

TELECAST OF CEC PROGRAMMES ON VARIOUS PLATFORMS

CEC launched an exclusive Satellite Higher EducationChannel, from its premises.

The channel was inaugurated on 26th January, 2004,the channel is named as “Vyas channel.

CEC is running 7X24 hour transmission from the dayone.

The transmission has Four subject bands a day andprogramme on about 48 subjects are transmitted overthis channel.

With effect from March 9, 2009, CEC HigherEducation Channel has been put on DD DirectPlus, a DTH Platform of Prasar Bharti

The channel is free to air and can be watched ona TV sets by purchasing a reception equipmentcosting up to Rs.2000/-.

Private DTH operators such as Dish TV is alsoshowing it as free to air, at channel No. 1113

CEC has established CEC EDUSAT nation widenetwork and installed 106 Satellite interactiveTerminals (SIT).

Transmission room for CEC EDUSAT Network hasbeen established in the premises of CEC.

Subject experts are invited and regular livetransmission takes place from the CEC.

Students from different parts of the country, raisequestions live, through Video conferencing.

A Network of 106 Satellite Interactive Terminals installed at Institutions of HE across the country

CEC EDUSAT network is the only network, allowed by ISRO, to carry out Migratory Teaching Ends. Any of the SIT Centres amongst 67 SIT can be converted to a Teaching End.

The rest of the Centres all over the country can continue the interactivity.

The ISRO has allowed CEC to alter EDUSAT Network Management System (NMS) and change any Class Room End to a Teaching End by itself.

E-content Development Under NME-ICT

CEC has taken an ambitious plan & asked Media Centres to produce e-content programme in 19 UG subjects, containing 200 to 300 modules in each subject.

Will complete it in about two years, using Model syllabus prepared by the University Grants Commission.

Direct to Home (DTH) Platform

DTH medium of reception of television programmesvia Satellite is economic to transmit and receive theprogrammes with one time ownership cost of two tothree thousand rupees only. Further, education shouldbe provided not only in institutions but also at homes.

CEC Vyas Channel is available on DTH Platform ofDoordarshan Direct Plus of India.

The DTH signals are further carried by 3 more DTHservice providers (Tata Sky, Reliance & Dish TV) andwill reach about 40 million homes.

PROJECT DELIVERABLES

In line with MHRD-N ME -ICT Project document,CEC proposes to start 40 UG courses on DTHPlatform & iPTV as below:-

Each Media Centre shall start one UG activeteaching end from its studio. It is proposed that total20 UG courses would be started from Media Centre.

CEC will start three UG active teaching end from itsstudios courses.

The audio, video, text, data etc. originated fromMedia Centres teaching studios shall be brought toCEC HUB at Delhi, would be multiplexed in MCPCMPEG-4 and up-linked from CEC on ku band.

The following output shall be delivered in two phases. Start twenty (20) under graduate e-courses would be made available on DTH Broadcast, as under:-

Strategy Of Content Delivery

Up-gradation of Studios – In each EMMRCs (18Nos) & 03 in CEC.

Use NKN Fibre network - Transporting interactiveaudio/video /data from EMMRCs to CEC HUB by using NationalKnowledge Network (NKN/ Leased MPLS Network) & Net Streamingfacilities.

Create Up-linking Earth Station – This facility at CECunable to distribute through DTH, Video on Demand, net-streaming andCD/DVD/Blue Ray.

Using Services of eminent professionals –External academics, technical experts & media professionals oncontract / honorarium basis.

PROGRAMME DEVELOPMENT

CEC proposed to install and run Educational DTH Channel Platform comprising of 40 Courses. It is a big task and CEC along may not be able to achieve. Therefore, the proposed Educational DTH Platform would be operationalized in a collaboration mode with the infrastructure available with other Educational Institutions in the country such as:-

BUDGET ESTIMATES

Budget Estimates the expenses to be incurred for 40 DTH Channels are as follows:

To meet the expenses of 40 Channel Educational DTH Platform for video based programmes, CEC shall make expenditure to engage a large number of academicians, Media Professionals and technical personnel for various activities as under:

RECURRING(The Budget estimates are given for a 3 years UG courses duration, which may be needed further every year as Annual Recurring grant)

Note: However, Urgently CEC may start 40 DTH Channels from its present premises. But in long run it has to be shifted to a new building.
