Project Name: UN Foundation and Community-

Based Recovery Program

Funds from IDRF were used to help establish a Resource Center in Nagapattinam to support communities in their plans for rehabilitation and to assist other stakeholders involved in rehabilitation activities. The Nagapattinam Coordination Center has been coordinating the efforts of approximately 500 NGOs involved in relief and recovery operations in Nagapattinam district. The centre has come up as a central key platform to support recovery in Nagapattinam district and is trusted by Government, NGOs and Donors. Nagapattinam Coordination and Resource Center (NCRC) has provided a mechanism to ensure effectiveness of the different rehabilitation measures proposed in terms of equity and sustainability through ensuring meaningful exchange of communication between planners and the affected communities, strengthening sectoral knowledge and expertise, and building a common vision and perspective among stakeholders. The following activities have been made possible due to the funds contributed to support the Nagapattinam Coordination and Resource Center: A. Information Exchange and Communication to

the various stakeholders.

An Information Exchange and Communication Unit has been set up in partnership with the Catalyst Management Services. With the help of this unit, two rounds of stakeholder analysis have already been conducted. In addition, it has also helped identify information needs, and published rapid studies and publications on the recovery process for various stakeholders involved in the rehabilitation process.

B. Village Facilitation Units.

NCRC has set up 10 out of the proposed 13 Village Information Centers in Nagapattinam district. Information on the relief and rehabilitation packages is now available to stakeholders. Sharing the names of the persons officially eligible for compensations, procedures for claiming such packages, and the necessary forms / supporting documents required will be the bulwark of the information being made available to the community through the village facilitation units.

C. Sector support Unit.

NCRC has facilitated NGOs working in select sectors by providing a wider platform for discussion and dissemination of perspectives, policies, and best practices as well as trying to build a consensus on the best approaches within the larger framework of long term sustainability and overall development. The sector support unit has also been helping in the areas of fisheries, shelter, agriculture, and education with a focus on vulnerable groups. D. Advocacy

NCRC has been actively involved in advocacy issues in different sectors. The inputs provided by the NCRC, in consultation with the NGOs, communities, and experts have been accepted and already translated into action in many cases.

visited Tsunami affected areas in Tamil Nadu:

I participated in Relief Material Distribution at Annai Sivagami Nagar, Innore Circle, Chennai, and the beneficiaries were 250 families. They received complete set of utensils, mats, towels, bed sheets, and rice. Each family kit has a value of 800 rupees, costing Rs 2 Lakhs for this village. Next, I traveled to Nagapattinam, 300 km away from Chennai, the worst affected area, which had more than 3000 causalities.

A total of Rs 9.5 Lakhs (Rs 7.5 Lakhs + Rs 2 Lakhs), approximately US $21,000 was distributed under IDRF banner with the help of Sewa Bharathi volunteers. I participated in Relief Material distribution in 2 villages: 1. Ulavar Nagar, North Poiganinallur (43 families,

200 beneficiaries, 4 deaths in this village) and 2. Kellar Village (300 Families, 1300 population,

1150 beneficiaries with more than 150 deaths in this village).

For a total of 1350 beneficiaries IDRF distributed the relief material worth of Rs 7.5 Lakhs.

Vanvasi Kalyan Ashram, Port Blair, organized a relief camp just after the attack of terrific waves for the victims altogether of 900 in number including Hindus, Muslims and Christians. These people were provided with food, clothes and temporary shelters for ten days. Besides this, they have been operating relief camps at Hutbay and Campbelbay islands. Health care suport is being provided to the needy people of Hutbay and Campbelbay islands. Vanvasi Kalyan Ashram is operating two hostels, one for boys at Port Blair and another for girls at Bakultala, Middle Andaman. The details of Bakultala Chatrawas (Girls Hostel) named “Rani Durgawathi Chatrawas” are as below.

Rani Durgawathi Chatrawas provides residential education to tribal girls. This project has been operating since 1993 and so far 98 tribal girls have successfully finished schooling. Presently 22 girls live there. They are from Uraon, Munda, Kharia, Lohar, and Nagesia tribes. Due to the tsunami disaster, the building collapsed completely and needs to be reconstructed. Presently all the inmates are residing in temporary accommodation in tents. It is an immediate necessity to construct the building before

the monsoons. Once constructed, the hostel will accommodate 50 girls.

Project Name: Vysatheertham - Construction of

Drinking Water Plant

A prestigious project, Vyasatheertham when implemented will provide drinking and clear water to Tsunami Victims at Mayabazar, Edavanakad. The land for the project was allotted by Dist. Collector of Ernakulam. On June 12th, 2005 the project Vyasatheertham inaugurated by MLA Mr. Kuttappan, presided over by Mananeeya PEB Menon (Patron of Grama Seva Samithi). His Holiness Swamy Poorna Amrithanandapuri, international general secretary of Matha Amrithanadhamayi Matt blessed the occasion.

The project of digging bore well was given to M/s. J.K. bore well corporation Ernakulam, Cochin. The digging work completed on July 25th, 2005 and it went up to a depth of 500 feet; an expense of Rs.300,000/- was incurred for the same. It includes digging charges, material cost and other labor. The water was sent for chemical analysis to M/s Agro Polymer Research and Services, Bazaar Road, Cochin. We have also met expenses Rs.50,000/- for building construction. Construction was delayed due to rough weather condition. An expense of Rs.300,000/- for pipe and Rs. 50,000/- for laying charges of pipe. Thus we have spent Rs. 7,00,000/- as of date.

The chemical Analysis shows that the water has to be treated by a R.O. Plant (Reverse Osmosis Plant). We have invited quotations for the same, short listed three companies and one of them was accepted, as we found that the quotation is feasible and competitive. This firm, we understand has done the same plant in various places and found that all are working very well. This firm has done many other similar projects and has been reliable. As this project is first of this nature and it is very needful in Edvanakad, looking at the scarcity of water available there. The second phase of the project will be to install R O plant to purify water.

HCI is an affiliate of Mata Amritanandamayi Center and has supported healthcare initiatives at the Amrita Institute of Medical Science and Research in Kochi, India. HCI works closely with Mata Amritanandamayi Matt in its tsunami relief efforts. The tsunami relief activity of MA Matt can be seen at http://www.amritapuri.org. HCI proposes to use the funds received from IDRF to assist MA Matt in its tsunami recovery activities focused in health care and community services.

We have purchased 1.68-acre land in Kalapet Village near Pondicharry at a cost of Rs. 21 Lakhs for the Orphanage/Widow home, similar to “IDRF-Jeevan Prabhat” (Arya Samaj Greater Houston has sent Rs.26 Lakhs for the land). We will start the construction of the new facility immediately to accommodate approximately 100 children to provide them shelter, food, clothing and education. We have also leased a house and started accepting orphan children and provide them food, shelter and modern education with our Vedic Sanskars. We are undertaking a project, which will uplift the lives of so many needy children in the years to come. The estimated cost of this project is Rs. 1.3 crores ($300,000).

Jaffna Province

Status: Land Acquistion completed Report: International Association for Human Values (IAHV) plans to establish an institute for vocational training and spiritual regeneration, to educate youth and restore human values in Jaffna province, Sri Lanka. Continuing with our other relief activities already in place in Jaffna, this institute will provide the following to the tsunami affected population of the Jaffna province:

1. Vocational training for men, women and youth

2. Leadership and entrepreneurial training for youth

3. Facilities providing trauma relief 4. Child care for young children 5. Locations for community welfare. 6. Hub to monitor and manage nine primary

schools/community centers. Background: Over the past three decades, the Jaffna district of Northern Sri Lanka has been under a lot of duress, with women, children and youth bearing the brunt of the unrest in society through the years. The destruction caused by a protracted civil war and the devastation wreaked by the recent tsunami have essentially disintegrated all forums that bring people together on the basis of their common humanity. Traditionally, community and religious centers have served as such forums. The absence of these institutions in Jaffna has brought a great need for community mobilization, as well as a platform that will allow the different sections of society to appreciate and practice all the human values that stem from their rich heritage. Scope: Based on our experience over the past six years, we know that sustainable development can only happen when the leading development structure maintains a consistent long-term presence in the region. Our center in Jaffna will provide just such a presence,

creating both a community and vocational training center. Our community center will be involved in trauma relief and will also act as a child-care center. The hub will oversee development initiatives in different areas of Jaffna through nine primary schools that will double as centers for community outreach. Community youth leaders trained by us will develop these schools, and the villages into which they will be placed. Vocational Training: The center would provide vocational training for women through skills such as tailoring and embroidery, arts & crafts and local industry specific skills such as manufacturing incense sticks, creating herbal products and spice making. For men, the training skill set would include natural organic farming, as well as significant labor skills like masonry, carpentry, plumbing and electrical works. Youth and Children Programs:

Youth and children will benefit from self-development and leadership programs offered by the Art of Living Foundation. Youth will also be provided with construction and agricultural job training, as well as leadership and entrepreneurial skills. Pre-school children:

The day care center for pre-school children will provide programs that highlight the rich culture, values and local customs. This will benefit women with children, to undergo vocational training at the institute. Execution Details:

To maximize the utilization of resources at the Centre, the activities have been planned efficiently in a phased manner:

1. Morning to noon: Play-school 2. Noon to early evening: Vocational Trainings

for Women and day care center for their children.

3. Early mornings and evenings: Leadership Programs for youth and Art Excel programs for children (conducted by The Art of Living Foundation).

4. Weekly sessions: Community mobilization via the Nav Chetna Shivirs.

On a need basis: Medical Camps, Adult Education programs, Hygiene and environment awareness programs, and cultural classes.

Project Name: Sustained medical aide to the

tsunami affected coastal region

via the deployment of specially

designed Mobile Health Clinics

(MHC's)

Established in 1992, ISHA Foundation is an international public service organization, founded by Sadguru Jaggi Vasudev, dedicated to the enhancement of physical, mental and inner well-being of all people. ISHA seeks to bring peace, inner balance and joy through the science of yoga and to relieve human suffering through a variety of initiatives on the individual, community and international level. ISHA Foundation is a non-religious, non-political, non-sectarian organization with over 250,000 active volunteers worldwide. ISHA Foundation is providing medical services through the employment of specially designed Mobile Health Clinics (MHC's) and satellite dispensary clinics, for the next 12-18 months to ensure quality health services as the health infrastructure is put back in order, after which the need will be re-evaluated. The Foundation intends to deploy two MHC's to cover 120 villages in the Cuddalore-Chidambaram region. Medical services are being offered free of cost. The MHC's are specially designed vehicles built on a conventional truck chassis incorporating all the built in features of a clinic. They are outfitted with all common diagnostic equipment, a clinical laboratory and an independent power and water supply. They are equipped to perform surgical treatments, such as abscess draining, suturing, dressing, etc. Additionally, they are fitted with a monitor and LCD equipment to allow for interactive visual health awareness and education programs A qualified allopathic physician and paramedical support staff of three staff each MHC. The physicians are additionally trained in indigenous systems of healing. Prior to fieldwork, MHC staff undergoes an intense training process including an orientation to

working in resource poor environments and guidance regarding optimal interpersonal communication skills i.e. how to effectively reach out and build rapport with the community in which they work. Each MHC will service approximately 60 villages, visiting 3 to 5 villages daily and making repeat visits on a fortnightly basis. In order to allow for maximal utilization of MHC's, standardized protocols have been implemented- i.e. procedures for set-up, data entry, designations of roles and responsibilities of staff, etc. Apart from providing medical services, MHC staff integrates with the local community. They share meals and reside in the homes of local villagers. Through these personal interactions, the MHC staff is better equipped to understand the needs and requirements of the local community. Furthermore, through these intimate interactions, they are able to ensure reciprocal dialogue with the community, mobilize support and by their example inspire villagers to take responsibility for community health and well-being. The sustained medical relief initiative is a part of a comprehensive tsunami rehabilitation program involving construction of innovative disaster-proof permanent housing, replacement and repair of lost and damaged boats, establishment of an in-house boat manufacturing unit, induction of employment and economic subsistence schemes for widows, and distribution of essential items to facilitate quality education.

students from areas in the eastern coastline of India and who have been affected by Tsunami irrespective of their caste, age, sex, color or religion

� To introduce yoga to completely rehabilitate

them from Tsunami shock and also to train them as yoga instructors to conduct yoga classes for general public in their region itself

� To bring a selected few of them to Prashanti

Kutiram, the Head Quarters of VYASA for intensive and extensive training in yoga to make them effective yoga teachers to introduce yoga in schools of Andaman and Nicobar islands

A Report on Yoga Instructor Course in Andaman

& Nicobar Islands

July to 26th

August 2005. In August, SVYASA conducted Yoga Instructors Course (YIC) for school teachers of Andaman & Nicobar Islands at Port Blair. The course was organized by Education Department of Andaman & Nicobar Administration. 33 teachers from various Schools participated in this program; it was a semi residential course, morning 6.00am to night 9.30pm whole day tentative time schedule was made for them. (Attached with Welcome sheet) 50% of them stayed in the training centre those who came from distant Islands. The goal of this course was to impart Yoga Education in School level for children for all round development in children. Program organizers those who conducted classes regularly and stayed with the participants are bellow.

Project Name: Building toilets for men and women

Status: Complete Report: Chairperson Ms Savithri Vaithi of Vishranthi visited Pulicat Lake on 2nd Jan 2005 in connection with Tsunami Relief Work. During their multiple visits, the office bearers of Vishranthi came in contact with many people and found that the Government and some NGO’s undertook extensive relief work. On Jan 29, 2005 few women from Self-help group, with the president of Panchayat and few men folk, came to Vishranthi to meet chairperson and made a request. Pulicat with 13 Kuppams had so far no toilet facilities for women and girls. This was a very delicate issue for them. When the group approached us, Vishranthi felt that plenty of NGO’s and Government departments might come forward for relief work. So, Vishranthi Charitable Trust decided to build toilets. During the visit, they met many leaders of various kuppams, and according to the population of each kuppam toilets were allotted. Another visit was made to find out locations. Plenty of ground water was available. It is a sandy area. With engineer Mr. Amal Raj and architect Gigi, plans were prepared with estimates. Mr. Pandian a known person, who is father of one of our staff, was made supervisor and Mr. Ganesan was appointed as maistri and P.T. Mohanajyothi a permanent resident of Pazhaverkadu was made in charge of collection. Each facility had one septic tank with a hand pump water. Mr. Chitra Vaitheeswaran was very kind enough to arrange a donation from IDRF, an American based group of Indians. Vishranthi started building from March 2005, and the estimated toilets of 84 were finished by Aug 2005. When the public wanted an inauguration, they were advised that this is a basic and emergency need and hence no need for any inauguration.

By August the toilets were open. One kunangkuppam was nice enough to have electricity by collecting funds. All women were now relieved and happy. But we strictly told them that each kuppam should have the responsibility of maintaining toilets. We thank each and every donor of this project for their concern for India and especially for Women and Girls, for coming forward to build toilets.

Project Name: Community based Water Resources

Management, Lanta Island,

Funding for this project will support community-based water resources management in the Lanta Island of Thailand. Developed as a coordinated response to the earthquake and tsunami disaster, this is part of a larger project entitled, “Indigenous Livelihood Restoration and Sustainable Ecology for Lanta Island, Thailand”. Funds from the India Development and Relief Fund would leverage resources in the amount of $297,000 from the UN Foundation and The Coca Cola Company for the component on community based water resources management. In partnership with the United Nations Development Program, Indian Development and Relief Fund, and the Coca-Cola Company, the UN Foundation will support the sub-project on sustainable, community based water resources management that includes long-term alternative livelihood opportunities. As a result, new, sustainable sources of water will be available for selected Lanta Island communities, providing access to safe drinking water for thousands of men, women, and children, and an irrigation system for an organic farm. Availability of clean drinking water is an important determinant of children’s health and nutrition and a strong focus is critical particularly in the aftermath of the tragedy, which has left children vulnerable in many other ways. Funds provided by IDRF will be used for the specific component on water resources management described in the section below. The overall project will utilize the tsunami incident as a springboard to achieve full-scale area-based ecology and natural resource management. Specifically the project aims to:

• Restore the livelihoods of the affected communities through the provision of housing renovation, fishing boats, fishing gear and repair equipment;

• Establish a “multi-stakeholder” partnership which

will include government agencies, the private sector and community representatives;

• Promote the preservation and institutionalization of the Island’s unique cultural heritage in order to build a base for eco-tourism; and

• Assist in the participatory spatial planning that includes natural resource inventory, ecology monitoring and environmental management.

Water Resources Management:

The community in this region has identified proper water management for household and agricultural consumption as a critical component to Lanta Island’s development. Currently, an enormous amount of fresh rainwater simply runs off the island and into the sea each year (estimated at 1.5 million cubic meters a year). Existing water reservoirs and wells are not able to meet the water needs of the island’s population especially during the four to five months of dry season. This sub-project aims to develop a sustainable water resource management system resulting in affordable and clean water supply, as well as establish household water treatment systems to ensure that waste-water returned to the eco-system (and the sea) is clean. The project is specifically designed to support post-tsunami water resource development initiatives identified by the communities of the Lanta District. The following four activities have been identified in order to enable the project to achieve its stated objectives:

• Construction of community check dams for rainwater collection;

• Upgrade an existing reservoir to distribute potable metered water;

• Construct household wastewater treatment filter tanks; and

• Construct an irrigation pond and water conveyance system for the “Kitchen Lanta” alternative farming livelihood demonstration project

Reporting: The UN Foundation will share annual project reports and financial report with its partners on program activities undertaken in the area.

Project Name: Expansion of Measles Initiative to

Tsunami Affected Areas, Indonesia

Measles remains the leading cause of vaccine preventable childhood death and disability. Each year, 40 million children globally suffer from measles and over 500,000 die from this acute viral infection. Vaccination is the most effective preventive measure and maintaining coverage above 95% can have a major impact in reducing measles cases and deaths. Since the introduction of measles vaccine into routine immunization programs in the mid-70s, global mortality and morbidity levels have decreased substantially. This project aims to strengthen measles control efforts in the tsunami-affected regions of Indonesia by rehabilitating the immunization program in Aceh and North Sumatra, conducting measles vaccination activities for under-fives, carrying out school-based measles campaign in the 14 provinces where this has yet to take place, and by introducing a measles second dose at school entry in 31 provinces. Additionally, the program will administer vitamin A to all children under-5 during the campaign, as well as seek to strengthen measles surveillance and monitor and evaluate coverage data. The following are implementation strategies:

• Rehabilitation of immunization system in Aceh

and North Sumatra The tsunami and post-tsunami state of emergency has had a negative impact on the immunization system in the two affected provinces. Rehabilitation of the immunization system as well as ensuring high coverage and protection from vaccine preventable diseases has become a high priority in these provinces. Activities required rehabilitating the immunization systems in the provinces of Aceh and Sumatra are as follows:

• Procurement of immunization supplies and cold chain equipment to replace those that were swept away by the tsunami or that need replacing.

• Procurement of logistics and support equipment to strengthen and manage the immunization system in effected provinces.

• Conducting Measles Vaccination Campaign for

under-fives in Aceh and North Sumatra The aim of the campaign is to vaccinate all children between 6 months to five years with measles vaccine and to provide them with vitamin A over the course of the campaign.

• Conducting school-based measles campaigns in

5 provinces Vaccination of school age children in Aceh and North Sumatra provinces is currently being undertaken with support from WHO, UNICEF, and the UN Foundation. Further assistance from the UN Foundation and its partners will be used for vaccination campaigns to immunize all elementary school children, from grade on to six, in five provinces of Sumatra: West Sumatra, Riau, South Sumatra, Lampung, and Bangka Belitung. The total population target is 3,938,500 in 22,520 schools.

• Introducing Measles Second Dose at School

Entry in All Provinces To prevent the accumulation of susceptible children that would transmit measles and cause an outbreak, the project aims to provide a second opportunity measles dose to all grade one children in elementary school. The target groups are:

• All school entry children at elementary school (grade one) in two provinces of Jambi and Bengkulu that have conducted measles school-based campaigns before. The total target is 103,400 children.

• All school entry children at elementary school (grade one) in five provinces that have conducted measles school based campaign in 2005 and in the province Aceh and North Sumatra, totaling 1,036,510 children.

Reporting:

WHO and UNICEF will support the Government of Indonesia in the timely implementation of the project. Annual progress reports and annual certified or audited financial statements, and final project reports and financial statements will be provided to the UN Foundation and shared with partners contributing to the project.

The purpose of organization is to help mankind both on spiritual as well as social grounds. On the social grounds, JET has dedicated its wing Vikasatharangini to identify local needs of rural areas and conduct upliftment programs. These programs are vast, ongoing and the objective is very clear like our motto says it all “Serve all beings as Service to God”. For example, these programs start from working with rural unhygienic habits of villagers to providing them daily meals, education and shelter, if necessary. JET’s volunteers not only help monetarily but also educate them to earn their own livelihood. In order to bring change within self, JET also conducts special programs for the rural and volunteers stay back with the villagers for one year to implement and monitor the progress. These programs have been highly successful. As of now around 7000 villages (75,191,000 people) are benefited by these programs

As present there is government school which is not attended by locals because of the poor maintenance and very poor attendance of the school teachers. According to locals teacher are never there to teach.

• Nagapattinam district is the most affected area in Tamil Nadu during Tsunami. As of now items worth Rs 450,000 were distributed to people other than fisherman. About 550 bicycles were distributed to various beneficiaries and constructed 1,143 temporary shelters at Vyasar Nagar (Keechan Kuppam).

• Started 18 tailoring centers with 63 machines in different locations. Medical services covering 8 villages were started. Note books worth more than Rs 150,000 were distributed to students and 125 tuition centers were established for 5400 students.

• Started a computer center at Puthur at a cost of Rs 200,000 Started a Neurotherapy center and Anbu Illam at a cost of Rs 2,25,000.

• Started a computer center at Vedaranyam at a cost of Rs. 100,000 and began re-construction of damaged temple at Poomphuhar at a cost of Rs. 1,350,000 lakhs, which is sponsored by Sewa International-UK.

• Government allotted 300sq.ft. Land in Keechankuppam for construction of permanent houses. Construction for building 300 permanent houses has begun and Government assured to allot more land to build total 800 houses soon.

Project Status:

Prime land of 10 acres has allotted by Government of Tamil Nadu. In this land we proposed to construct 300 permanent houses. Land clearing and removing temporary shelters set up after Tsunami aftermath has started. People currently staying there have been temporarily relocated. Land for the remaining 500 houses will be allotted soon. We propose to build these 800 permanent houses with Community Hall, School, Hospital, Playground, Shopping Complex, Vocational training center, Fish Market & Temple.

year Report: AIM for Seva is a non-profit trust headed by honorable R.Venkatraman, the former president of India. Our objective is to assist people living in remote areas of India in the fields of education, health care, and women’s empowerment, cultural and environmental protection. From Dec.26th, the day Tsunami struck south India, AIM for Seva has been totally involved in the relief work. AIM for Seva in collaboration with Lucas TVS adopted the village of Serudur, in Nagappattinam district. In this village, the following work has been undertaken: Built and/ or reconstructed:

A part of the area is planned to be used for running Holistic Health Center where inhabitants of the village will be given free medical treatments using both modern as well as traditional medicines.

Puthukupam village Report: The SOS Children’s Villages of India-Chatnath Homes is a registered charitable trust, recognized by the Government of Tamil Nadu, to bring up orphan and destitute children. Its affiliate, SOS Children’s’ Villages of India, New Delhi has 40 years of service in the care of children and works with the umbrella organization of SOS-Kinderdorf, Vienna. Based on the SOS philosophy, the children deprived of their parents are looked after in a family environment under the care of a foster mother. The SOS Village in Chennai has since its inception brought up 350 children and over 150 children have been able to acquire a profession, according to one’s own ability, and settle down. In India, SOS Villages are functioning in 37 places all over the country. Under the SOS banner, 132 countries in the world have SOS villages to care destitute and orphan children. SOS village also cares for families of single women with their own children in the community. SOS Chatnath Homes has been working in the Tsunami affected village of Puthukuppam. It provided the emergency relief soon after the disaster and followed it by giving 32 mechanised boats and nets with insurance cover for a year and temporary housing for 125 families. It is also helping children of single women with no means of support by giving them a monthly allowance. It is providing nutritional snacks twice a day to the children who attend the day care center. Its parent body SOS India has an excellent record of disaster management, working towards rehabilitation of the people affected by earthquake, cyclones, and communal rioting. SOS plans to build permanent homes, school and related community facilities for the Tsunami affected fishermen community in Puthukupam village, Sirkazi Taluk, Nagapattinam district.
