It’s our local stores’ answer to the big box stores Black Friday events. This day is celebrated each year on the Saturday after Thanksgiving. We are celebrating Small Business Saturday in Lindsborg with a horse and carriage, royal blue balloons, small receptions at participating stores and a Visa gift card drawing. There will be old time candy treat bags given out to everyone who gets in line for the horse and carriage ride. Shopping, coffee, warm Swedish pastries, cozy dining will be waiting in Lindsborg on this winter day! Come on out and support local merchants as we enter the holiday season. Lindsborg honors Lucia on the second weekend in December. The day begins at 10:00 a.m. with live holiday music downtown. A processional of girls in white carrying candles and stjärngosse (star boys) lead the crowd to the Bethany Lutheran Church where the annual St. Lucia is crowned. The new Lucia goes among the crowd serving ginger cookies and coffee. Christmas Lighting Contest

The City of Lindsbog City Council meets the first and third Mondays of every month. Exceptions include January, May, and September. The meetings are held in the Council Chambers on the second floor of City Hall in Lindsborg at 6:30 p.m. These meetings are open to the public and are very informational when it comes to the community at large. Hyllningsfest and Sesquicentennial

With cold November winds whipping, it is almost hard to recall the days when the weather was nearly too hot and steamy for the husband and wife team of Signs & Designs from Overland Park, Kansas to reproduce the Lindsborg Sesquicentennial Festival Committee’s logo on the south wall of the J.O. Sundstrom Conference Center. You can be a part of the activities going on now by submitting your nominations for the people, places and things responsible for making Lindsborg what it is today. Get all the details by stopping by the CVB or going to the Sesquicentennial website, www.lindsborg150th.com Rumor has it there will be music, a parade, food, art and entertainment. You can follow the Committee’s activities and fun on Facebook, too. Hey! It sounds like something is going on in Lindsborg in 2019!

A word from the Sesquicentennial Committee...

The 2017 Hyllningsfest went great, minus a little rain. People traveled near and far to watch the parade, the Swedish dance routines and to enjoy a Viking on a Stick. With the 2017 festival having finished, it appears as if 2019 details are on the horizon! The year 2019 also marks the 150th year of establishment for Lindsborg. Exciting times ahead for 2019! Plan to attend!

Contest Rules Include: •Open to any single residence within the city limits of Lindsborg. •Must submit a registration form to enter the contest. The form can be found on the city website at www.lindsborgcity.org or one can be picked up at City Hall during regular business hours. •Deadline to register is December 8, 2017. •Anonymous judging will occur between December 9 and 16, 2017. Kansas Tourism Professionals Receive Awards

Topeka, Kan. – Kansas tourism professionals presented several awards at the 2017 Kansas Tourism Conference awards banquet held October 25, 2017 at the Clarion Inn in Garden City, Kan. The Kansas Department of Wildlife, Parks and Tourism (KDWPT) presented the following awards: • Kansas Tourism Partnership Award – The Lindsborg and Kansas City, KS Convention & Visitor Bureaus were both honored for their hard work and creative ideas to help produce Kansas Tourism’s first InstaMeets. They both went above and beyond expectations that brought together people from across Kansas to share, explore and celebrate their communities by using the hashtag #NoPlaceLikeKS. The award recognizes the importance of collaboration in the successful development of tourism in Kansas.

• Kansas’ Finest Award – Patsy Terrell (In Memoriam), Hutchinson, member of the House of Representatives and freelance writer; Jim Hoy, Emporia, historian and cowboy poet; Mickey Shannon, Wichita, photographer and Kansas explorer; and Jim Owens, Topeka, volunteer and teaching assistant at Washburn University. The Kansas’ Finest award recognizes and honors advocates who promote the state’s attributes and maintain an abiding love for the sunflower state, exhibiting passion, perseverance, and pride in promoting destinations with statewide significance and national or international relevance.

“These awards highlight the vital role of dedicated individuals and organizations in growing the tourism industry in Kansas. Through their partnership, Kansas tourism will continue to be a significant part of the state’s economy,” said Linda Craghead, KDWPT Assistant Secretary for Parks and Tourism. The Travel Industry Association of Kansas (TIAK) also recognized its membership’s top marketing talent. TIAK Marketing Awards focus on overall marketing initiatives and recognize state-level winners only. The Tourism Division of the Kansas Department of Wildlife, Parks and Tourism is charged with encouraging the public to visit and travel in Kansas by promoting recreational, historic and natural advantages of the state and its facilities. The Division focuses on measurable goals in its marketing and promotional efforts, which include increasing domestic and international inquiries through advertising and public relations efforts and converting those inquiries into visits to Kansas, increasing group tour visits, and generating positive public perceptions about the state as a travel destination. As the Sundstrom Conference Center continues to become a well-known location for events and meetings, we are enjoying an increase in total bookings for 2017, over 2016. There has been a 66% increase in total number of events from 2015 to 2017. Approximately 50% of events are corporate meetings, 25% are weddings and 25% are other events such as holiday parties, birthday parties, and cocktail receptions.

While many individuals ask us about the total number of events, this number is not the only important statistic. Sales tax revenue generated from the Sundstrom has increased significantly during this same time period. From 2016 to 2017, there has been over a 50% increase in total sales tax revenue generated; approximately a 100% increase from 2015. This means that while we are booking more events, the individual events are also larger and have included a substantial increase in food and beverage purchases. This also translates to increased revenue for local caterers.

The Sundstrom employs just over 20 part-time active staff members along with a part-time contractor. Since 2015, there has been very little turnover of staff. This summer, a full-time staff member was hired to manage the events due to the uptick in event numbers.

Zoning is a tool that a community uses to regulate development and establish a vision for the future. Zoning regulations protect the general public health, safety and welfare by controlling land use as well as the type, size and height of buildings. By limiting incompatible uses and preventing overcrowding, property values are protected and businesses have more opportunity to thrive. Simply put, zoning classifies land into areas and districts, generally referred to as “zones” or “districts”. Each zone allows certain types of uses, residential, commercial or industrial, as well as the intensity of the use. For example, “R-1” restricts housing to single family dwellings, while “R-3” allows multi-family apartments. For businesses, the two major commercial districts, Downtown (“C-2”) and Harrison/Cole (“C-3”) have common but not identical uses. Be sure to contact the Community Development Department for information on specific business types allowed in each district.Although zoning regulations prohibit the operation of a business from a residence, in some situations, some business operations are allowed as an accessory use to the residence. A special use permit is required. For more information, contact the Community Development Department.

On October 31, 2017 Bethany College conducted a campus-wide day of service to celebrate the 500th anniversary of Martin Luther posting his thesis on the Wittenberg Cathedral door. Nearly 250 students, faculty and staff joined in the community effort at 20 different work sites. Bethany’s six core values include hospitality, community, servant leadership, and excellence. The Bethany community chose service locations based on these core values. Three projects focused on city facilities. At Swensson Park, students winterized the fish pond and renovated the mulch surfacing of the Viking Valley playground. Recreation staff directed a team of volunteers in a clean-up effort in the basement of City Hall. And students filled six trash cans with black walnuts at Riverside Park and the swimming pool.

It was another active year for the Lindsborg Tree Board, an advisory committee established in 1984 with eight members appointed by the Mayor. A record 63 tree poster entries were judged in January. Members attended the annual Recognition Day for Tree City Communities in Beloit on March 23. Lindsborg has been recognized as a Tree City USA for 32 years. In April, an Arbor Day tree was planted downtown. The Board also sponsored a booth at the Lindsborg in Bloom event, held April 29. A tree topping ordinance drafted by the Board during the summer was adopted into law by City Council on August 21. Recently, seen here, members held a work day in Riverside Park, grooming bare root tree saplings for eventual planting along the Välkommen Trail.

Winterize your treesDon’t forget to prepare your trees for cold weather. Proper watering is a crucial factor in winterizing trees. A deep soaking before the ground freezes is important, but so is watering during the occasional warm days from December to March. A slow trickle-drip is the best way to deep water a tree or shrub. Winter is the best time to prune because it is easier to see the structure of the trees without their leaves. Start by removing broken branches, then crossing branches, and finally, dead branches. Finally, putting a three inch layer of mulch down in late fall keeps soil temperatures warmer and prolongs conditions for root growth. Don’t pile mulch against the trunk because this can cause decay.

Luther 500 Service DayWhile the zoning code addresses the types of land uses that are allowed in particular areas and the intensity of development, the Design Review process considers the preservation of Lindsborg’s natural setting of scenic and historical beauty. In the Downtown “C-2” district, compliance with the following regulation is required:“No person shall modify the exterior appearance of any building or structure, nor shall any building permit be issued for the erection or modification of any building or structure, nor shall any sign be erected or placed in use, unless a precise plan of design describing said modification, erection or sign shall have been submitted and approved as stated in this division.”

The Design Review Board is responsible for approving proposed exterior modifications and signage. It consists of five members, all residents of the City, and appointed by the Mayor. In addition to approving all structural, design or facade changes to buildings in the downtown district, they also review all sign requests in other business districts within the community. Before installing any signs or initiating any changes to downtown buildings, a precise plan of design must be submitted to City Hall for review and approval by the Board. As we move into the holiday season and on-line shopping we tend to see an increase in digital crime. It has been a challenge for law enforcement to deal with digital disruption as the nature of crime is changing. Where does the digital world meet the real world? Part of the change for law enforcement is attempting to transition away from traditional, reactive forms of policing, to a more proactive/pre-ventive approach. This becomes difficult to achieve with the limited budget of a small department. We are looking at partnerships with other agencies to see how we can achieve this goal and stay within the confines of our budget. We are not alone in trying to meet this challenge which will require new skills and insights for the department. Your part will be to limit the amount of personal information you provide on the internet and report to the police when an illegal act occurs.

If it happens to snow this winter...If by chance the temperatures are cold enough this winter, and there is adequate moisture available in the atmosphere, and all the other conditions are right, we might get some snow this year. If that happens it will be good to know about the City’s snow removal policy. The basic plan when snow is forecast is as follows:• If the correct conditions are met with the forecast, city crews will be out pretreating the streets with brine solution before the snow falls. • If the forecast for snow is two inches or less, no plowing will be done. Sanding will begin when the snow has finished.• If the forecast for snow is two to four inches, plowing will begin when the snow has finished.• If the forecast for snow is greater than four inches, plowing will begin at the three-inch depth and continue as needed.• If two inches of sleet fall, plowing will begin.

Snow blowers may blow snow into the street in the downtown area until such time the blade clears the street. Following a heavy snow, we will only blade the downtown area one time so that we can concentrate on the residential areas. Downtown area snow will be bladed to the center of the street. Removal depends on traffic conditions. Light traffic will allow us to remove the snow during the day. If heavy traffic is observed, we will schedule snow removal for either late night or early morning hours. If snow is in the forecast and you normally park in the downtown area overnight, it becomes very helpful if during those time you can park in another location other than on Main Street.

These are the Emergency Snow Removal Routes for Lindsborg:• Main St. from Sheridan St. to K-4• Harrison/Cole from Swensson St. to K-4• K-4 from Harrison/Cole to Coronado Ave.• Lincoln St. from Harrison/Cole to Coronado Ave.

Major routes will be plowed first, concentrating on the areas around the downtown, hospital, and schools, then radiating out. Once the major streets have been plowed, sanding of most intersections will begin. In addition to what the City does in the event of a storm, homeowners and storeowners also have responsibilities. Sidewalks must be cleared within 24 hours of the snow stopping. When cleaning snow off sidewalks, it is best to pile what you can around the trees. Any excess snow should be piled in an open area that provides at least 8 feet of clearance.

Snow removal will always depend on the amount of snow falling, winds, forecast and many other factors. Crews work hard to try and clear as many streets as possible as quickly as possible and fortunately over the last few years snowfall has not been much of an issue. One of these years we will have more snow and it is best to be prepared.
