Linda F. Williams MSW Founder and CEO of Whose Apple Em-powerment Center, Linda F. Wil-liams has a Bachelor’s in Organizational Leadership from Calvin College; a Mas-ters of Social Work (Clinical/Macro) from Western Michigan University; and Graduate Certification in Substance and Alcohol Abuse. She is a doctoral candi-date at The Harold Abel School of Social and Behavioral Sciences at Capella Uni-versity. She is also a former Professor of Human Services at the University of Phoenix.

Dynamic Change Agent

She has 35 years in civilian government service, seven years as a labor leader, and expertise as a national negotia-tor. Experienced in Interest-based Bar-gaining (IBB), Ms. Williams has negoti-ated several national collective bargain-ing agreements. A dynamic Change Agent, she negotiated the largest reor-ganization in her agency’s history. She is an expert in organizational culture, labor relations, leadership development, and win-win negotiation strategy.

Advocacy

Prior to scholarly research as a doctoral candidate in Criminal Justice, Ms. Wil-liams’ undergraduate thesis lead to a partnership between Hope Network and Prison Fellowship in implementing the program closely modeled after her the-sis. She subsequently focused on ex-offender reintegration with an emphasis on the special needs of female offenders. Her current studies will develop a pro-gressive purpose-based curriculum for female offenders reentering society after engagement with the prison system.

Philosophy

Ms. Williams’ clinical philosophy ho-listically combines psychological, physiological, and spiritual implica-tions of the Proverb that says that as a man thinks, so is that man. She has the insight to recognize how traumatic histories and other painful experiences lead to self-defeating behaviors that can mutate our God-given character traits; and immobilize purpose by locking down our talents, skills, and abilities.

Musician

A protégé of the late Grammy win-ning songwriter and arranger, Eugene B. Record, Ms. Williams had three songs released by the Chilites: You Take the Cake, Do What You Want, and Hard Act to Follow, all co-written with Mr. Record, who had internation-al hits with Oh Girl, Have You Seen Her, Soulful Strut, and For God’s Sake We’ve Got to Get More Power to the People.

Incorporated interest-based bargaining theory in problem-solving and analysis of complex issues as related to

increased efficiency in service delivery and increased competition for scarce resources among program areas.

As a member of the Midwest Region Partnership Council, designed researched tool, statically analyzed, and authored report on customer service issues arising from inferior telephone systems in Midwest Region. The re-

501(c)3 foundation, the purpose of which was to develop programs providing holistic aftercare for the ex-offender population. Prepared and submitted Internal Revenue Service non-profit applications requiring no

IRS follow up requests. Received preliminary ruling within 6 weeks.

Designed Microsoft Database Programs for FNS Grand Rapids Office. The Authorization Kit Automated Program (AKAP) tracked multi-level authorization processes on over 1,000 authorizations annually as it

facilitated accuracy and increased process efficiency by 33%.

Compliance Action Management System (CAMS) tracked compliance actions from initiation to final determi-

nation and increased efficiency as it automated compliance letters and follow up reports.

Call Order Tracking System: After participating in the pilot of the Store Visit Contract, established a data-

base that became the basis for the national system now in use in FNS offices nationwide.

Developed Treatment Tracking Software Program for treatment tracking at Pathfinder Resources, Incorpo-rated, Women and Children’s Center, Grand Rapids, Michigan.
