THE OPPORTUNITY

Work Package 3/2018

Sellafield Ltd have utilised the supply chain (EIF Framework; React engineering) to produce a functional specification (appendix 2) which assess how different enclosed environments could be inspected remotely by the use of a lighter than air vehicle.

Sellafield Ltd wants to explore the potential for lighter than air vehicles to provide remote surveying capability with extended flight times and minimal down-draught (lower powered propellers may still be used for directional control) in comparison to conventional multi-rotor UAVs. We would like an assessment of the failure modes of such aircraft, as there are possibilities where they can fail “safely”, unless suffering a catastrophic deflation, and are likely to be significantly lighter than a powered drone type UAV further reducing risk.

The challenge is to adapt a lighter than air ROV to be able to provide a remote inspection system to internally inspect the roof fixtures of Calder Hall turbine hall B, and can operate within the remit as described within the functional specification (appendix 2).

Statement of requirements:

We are looking for SMEs to purchase a suitable lighter than air vehicle that are in alignment with the comments made in the functional specification in relation to the Calder Hall scenario.

We are looking for SMEs to configure the vehicle to:

The vehicle must have first person view capability. This will require a live video feed. The flight of the vehicle can be within direct line of sight of the pilot. The remits must be able to navigate distances similar to the turbine hall – Length 35m, Width 70m, Height 18m.

Be able to capture and record high resolution images for the purpose of enabling inspection/ engineering asset assessment of the roof structure. Images can be stored on the aircraft and download after the flight or sent wirelessly. The requirements for image resolution is to be able to identify problem areas as shown in appendix C.

Trial the inspection system in an inactive environment that is representative of the target location. For the purpose of assessing the overall safety of operating the aircraft the trials must test:

o Operability of the vehicle: speed, control. o Set up time: process, inflation and deflation time. o Airborne duration test: attended, unattended, and unpowered. o Robustness: abrasion resistance to materials likely to be encountered, and impact

on spike/ puncture test. o Safety consequences/ implications of loss of control of the aircraft

All development or modification changes are to be recorded for CE marking purposes. CE marking is not required of the final product due to its research and development purpose.

Deliverables:

1. Document Pack Including:

a. Lighter than air vehicle selection review – Including selection table and justification of final down selection.

b. Documentation surrounding any additions/modifications of the vehicle or the camera unit to achieve the stated aims.

c. Testing documentation. Including the test outline and prediction of result vs the recorded result.

2. Supply the lighter than air vehicle and all peripheral equipment associated with its direct operation to conduct a survey.

Proposed Terms and Conditions: Any contract (if any) placed subsequent to this challenge will be subject to the following standard form of contract: CFMT 104 LINC Professional Services Proposal Requirements Would SMEs who are interested in this opportunity please provide a proposal addressing the following:

1. A statement demonstrating understanding of the Statement of Requirements, how it is envisaged they will be delivered and why you believe you are best placed to support Sellafield Ltd on this opportunity - No more than 1 side A4

2. Details of the proposed resources including: key roles, names, relevant experience and supporting CVs. Please limit CV submissions to no more than 3 - No more than 2 sides A4 and no more than 3 x 1 sided A4 CVs

3. A proposed maximum target cost to produce the deliverables – please complete the pricing schedule embedded in Appendix 1

4. Case studies where similar work has been performed before including results realised and reference contacts which may be called upon

These proposals will be reviewed by Sellafield Ltd against the criteria set out in Appendix 1 and we will engage further and facilitate collaboration with those who show the greatest potential in meeting our requirements. ABOUT LINC LINC with Sellafield Ltd is a scheme that encourages SMEs at local and national level to collaborate and deliver innovative solutions to the mission at Sellafield. Work packages that set out some of the challenges we are addressing at Sellafield will be published via LINC. LINC has been established exclusively for SMEs and has been designed to provide Sellafield Ltd with direct access to SMEs in addition to supporting Sellafield Ltd’s contribution to the UK SME Agenda. All SMEs must be pre-registered with LINC before submitting a proposal. Details of SMEs registered with LINC will be published periodically to support and encourage further collaboration. All opportunities issued via LINC shall be valued at no more than £150,000 and therefore less than the prevailing threshold levels for supplies and services applicable to the Public Contracts Regulations 2015. No contracts subsequent to any opportunity advertised via LINC shall be awarded in excess of this threshold. Opportunities valued above these threshold levels will be made available through our Complete Tender Management system and published on the Official Journal of the European Union. Appendix Appendix 1 – Evaluation Criteria. This is how the responses from the LINC process will be evaluated against each other. Appendix 2 – A research and assessment document covering the use cases of a lighter than air vehicle on site. The document is used in parallel with this document. The name of the document is: Functional specification for characterisation blimps (airships or lighter than air UAVs) EIF task 299. – This is available on request once interest in this opportunity has been expressed.
