Police arrest two chainsnatchers, recover jewelleryBy Our Staff Reporter

A stolen bike helped police catch a two-member gang of chainsnatchers on March 11.

They had gone on a chain-snatching spree in various partsof the city including this neighbourhood over the past twomonths.

Mambalam Police seized 55 sovereigns of jewellery from theduo who were identified as Saravanan, 23, of Erukkanchery,and Ghouse Basha alias Riaz, 23, of Pattalam.

A special team headed by Saravanan (Dy. Commissioner, T.Nagar), was formed after a series of chain-snatching incidentswere reported in the area. Police said Ghouse Basha was asmall time racer, while Saravanan had been accused in amurder case and detained under the Goondas Act beforecoming out of prison recently.

They had stolen a motorbike parked in front of a house inChinmaya Nagar on March 9 and snatched chains from twowomen walking on the street in Virugambakkam andVadapalani. The incidents, along with the registration numberof the bike, were caught in CCTVs installed in both localities.The police immediately alerted the other stations and a vigilwas kept for the stolen bike and the duo.

An hour later, police intercepted the duo on the stolen bikenear Virugambakkam and arrested them.

On interrogation, the men revealed their involvement inseveral chain-snatching incidents in T. Nagar, Ashok Nagar,Kodambakkam, Teynampet, Mambalam, Vadapalani,Virugambakkam and Valasaravakkam in the past two months.

Saravanan had joined hands with Basha to steal bikes andthe duo later proceeded to steal mobile phones. To increasetheir earnings, they later switched to chain-snatching anddisposed of the jewellery in North Chennai.

They have been remanded to judicial custody.

Ramp at bus-stop shelter misused for parking2-wheelers on pavement

Sir, I thank Mambalam Timesfor publishing my grievance inthe ‘Letters to the Editor’ col-umn three weeks back aboutthe platform of a bus-stopshelter protruding by 3 feetinto the carriageway in NorthUsman Road.

The report had a quick im-pact and the authorities lastweek demolished and removedthe protrusion, but have in-stead created a ramp in itsplace. 2-wheeler owners arenow taking advantage of theramp to park their vehicles onthe platform.

I really don’t understandwhat the need is for a ramp at the bus-stop shelter.

Tenants must be cautious before occupying flatsSir, T. Nagar/Mambalam was among the first areas in Chennai where

independent houses were converted into flats. Most flat complexes haveassociations where office-bearers are elected to manage the affairs, collectmonthly maintenance fees and manage the upkeep of the building andinfrastructure. Often some owners default on maintenance fee or are atloggerheads with the office-bearers for various reasons.

In this category, it is the tenants of such flats who get harassed by the office-bearers. Often these issues come to light only after the tenant occupies the flatafter paying a hefty deposit to the owner. Recently, an acquaintance of minetook a flat on rent and, within a few days, vacated it due to several issuesbetween the owner and the office-bearers that were affecting his stay and peaceof mind. Many tenants face such problems and endure them due tocompulsions. Most owners, who stay away, are not keen on sorting out theproblems and also hide these facts from tenants before letting out the flat. Soit is imperative that prospective tenants should ascertain all these facts beforerenting a flat.

The office-bearers will also do well to put up a board in the complex indicatingthe maintenance charges, any other charges and the details of the dues fromowners who rent out flats. Where is my smart neighbourhood?Sir, I am a long-time resident of T. Nagar and have seen it grow from a calm

and peaceful neighbourhood to the buzzing commercial hub of today.The unplanned commercial growth has led to numerous problems including

encroachments, deviations in construction and safety norms, deficient sewageand storm water drain capacities and commercial intrusion into residentialareas. Resident associations and other social activist groups have taken up theseissues with the authorities and have also filed PILs in courts, but the problemsonly continue to grow and the residents are the worst affected. In 2015, theresidents got some kind of a relief when Chennai Corporation included T. Nagarin its ‘Smart City Project’ funded by the Central Govt. But since then, except fora couple of ‘Pedestrian Plaza’ trials, the project still remains only on paper. Inow wonder if the project will ever take off.

Residents have lost faith in the ‘Smart City Project’ as the second ‘PedestrianPlaza’ trial only invoked lukewarm response from the locals. Municipal bonds can augment State’s resourcesSir, I retired as a senior official from the State revenue dept.The State Govt. is mainly depending on state and central grants for

infrastructure projects and their maintenance has affected the quality of civicservices provided to residents leading to long delays in project implementationand escalation in cost.

The T. Nagar ‘Pedestrian Plaza’ for example has seen a delay of more thanfour years since its announcement in 2012. Similarly the ‘Smart City’ project forT. Nagar is yet to even take off on paper since its announcement in 2015. Whycan’t the Corporation also look for alternative measures like issuing municipalbonds to raise funds, which in a way also brings public participation into theinfrastructure development? several appeals to Southern Railway requesting that Cholan Express (Train No.16854) should halt at Mambalam Station. It is one of the few trains that go viaThanjavur and Kumbakonam.

A number of locals, especially senior citizens, visit these temple cities onpilgrimage tours, before auspicious occasions or during important festivals. So,if the train halts at Mambalam Station, it would make life easy for them.
