ROLL CALL The Lima City Board of Education met in a regular session on May 23, 2013 at 6:00 p.m. at the South Science Technology Magnet School located at 755 St. Johns Avenue, Lima, Ohio with Mr. Dennis Williams, President presiding and with the following members answering roll call: Mr. Dennis Williams, President Ms. Catherine Kouns-Born, Vice President Mr. Saul Allen Mr. Michael Ley Mrs. C. Ann Miles

The recommendation to approve the agenda was made in a motion made by Mrs. Miles and seconded by Mr. Ley.

APPROVAL OF THE MINUTES "Are there any corrections or objections to the minutes of the regular meeting? If not, we will waive the reading of the minutes. May I have a motion for approval?"
The recommendation to waive the reading of the minutes from the regular meeting held May 9, 2013 was made in a motion made by Ms. Kouns Born and seconded by Mr. Allen.

RECOMMENDATION TO APPROVE LSH-PA STATE SIG INCENTIVE PAY
It is recommended that the Lima City Board of Education approve the following Lima Senior High School Progressive Academy staff for the incentive pay from the School Improvement Grant for the 2011-12 school year at a rate of $1,000.00 each. These employees were not included with the staff approved at the April 25, 2013 board meeting. Michelle Beggin Tyson Goings The recommendation to Approve LSH-PA State SIG Incentive Pay was made in a motion made by Mr. Allen and seconded by Mr. Ley.

RECOMMENDATION TO APPROVE
SETTLEMENT AGREEMENT WITH FANNING/HOWEY It is recommended that the Lima City Board of Education approve the release and settlement agreement between the Lima City School District Board of Education, the Ohio School Facilities Commission and Fanning/Howey Associates, effective May 23, 2013. The recommendation to Approve Settlement Agreement With Fanning/Howey was made in a motion made by Mr. Allen and seconded by Mr. Ley.

RECOMMENDATION TO APPROVE
SUPPLEMENTAL REVENUES AND APPROPRIATIONS It is recommended that the Lima City Board of Education approve the following supplemental revenues and appropriations: 019-9040 Thin and Healthy FY 13 plus $1,000.00 revenue and appropriation The recommendation to Approve Supplemental Revenues and Appropriations was made in a motion made by Mr. Allen and seconded by Mr. Ley.

RECOMMENDATION TO AUTHORIZE THE TREASURER
AND SUPERINTENDENT TO ENTER INTO AGREEMENT WITH RENHILL It is recommended that the Lima City Board of Education authorize the Lima City School Treasurer, Ryan Stechschulte and the Lima City School Superintendent, Jill Ackerman to enter into an agreement with the Renhill Group for substitute staffing management if acceptable terms can be reached. The recommendation to Authorize The Treasurer and Superintendent To Enter Into Agreement With Renhill was made in a motion made by Mr. Allen and seconded by Mr. Ley.

APPROVE CLASS RANK
It is recommended that the Lima City Board of Education approve the following proposal for class rank beginning with the graduating class of 2016 Proposal: Method of Determining Class Rank, Valedictorian, Salutatorian, and Graduates of Distinction The method for determining class rank will use grade point average, strength of schedule, and college readiness. The following formula will be used: • GPA (G) 50% - Grade Point Average • Honors (H) 25% - Honors, Advanced classes, A.P. classes • Credits (C) 15% - Total high school credits • ACT (T) 10% - ACT Composite Score (best composite through the December test) Formula = .5 (G) + .25(H) + .15(C) + .1 (T) = Score For the purpose of determining Valedictorian, Salutatorian, and Graduates of Distinction, grades will be pro-rated through midterm of the fourth estimate of the senior year. The Class of 2016 and beyond honors classes will include: Dual Enrollment CONTINUE LIST AFTER Curriculum Council *Note: This list will be modified on a regular basis. ***For the purpose of class rank, total credits will be limited to 30. Graduates of Distinction will be the top 10% of the graduating class based on the above ranking system. This proposal is for the graduating class of 2016. For the class of 2014 and 2015 the formula will be used as written except for the honors portion which will be omitted in the calculations until the graduating class of 2016.

RECOMMENDATION TO APPROVE THE ADOPTION OF EXAMINATIONS
It is recommended that the Lima City Board of Education approve the adoption of examinations for the 2013-2014 academic school year. WHEREAS, AM. Sub. S.B. 165 requires that not later than July 1, 2013, local boards of education are to adopt interim end-of-course examinations for American History and American Government. These interim examinations are to be used until the state end-of-course examinations are selected. Ohio’s end-of-course examinations for American History and American Government are to be determined by July 1, 2014. THEREFORE, be it resolved that the Lima City School Board of Education acknowledges that these end-of-course examinations for American History and American Government will be created by the Social Studies Department at Lima Senior High. The test items will encompass questions that come from the textbook test bank, teacher creation, and ACT Quality Core. BE IT FURTHER RESOLVED, that the Lima City School Board of Education adopts these end-of-course-examinations for American History and American Government. These exams are to be given to all students taking American History and American Government during the 2013-2014 academic school year. RECOMMENDATION TO AUTHORIZE SALE
OF FOOD IN THE SCHOOLS FOR THE 2013 - 2014 SCHOOL YEAR WHERE AS, Section 3313.814 of the Ohio Revised Code requires that each board of education shall establish standards which shall be used as the basis for approving all food to be sold in schools and establishing a time and place for such food to be sold; therefore, BE IT RESOLVED, that the following policy governing the sale of foods in the Lima City Schools be adopted as amended. 1.) Reimbursable Breakfast and Lunches Served – The Director of Food Services shall be responsible for the selection of all foods to be served for the USDA Reimbursable School A. All Elementary and Secondary Students will have the option to select the “Offer vs Serve” for breakfast and lunch. Their only extra choices will be items from the USDA reimbursable meal. Students may decline one food item served in the breakfast and lunch program. Students have the option of which item they wish to decline, but must take at least 1/2 cup of a fruit or vegetable serving for lunch. B. Secondary students will be offered one reimbursable breakfast and lunch per day. According to Public Law 95-105 (Offer vs. Serve). Secondary students may decline up to two components of the reimbursable

lunch. Students have the option of which items they wish to decline, but must take at least ½ cup of a fruit or vegetable serving for lunch. This law was enacted to diminish the waste of foods that are offered to the students. Based on the “Alliance for a Healthier Generation” option, we offer additional nutritional food items to students 7th – 12th which may be selected and purchased as ala carte’ food items. Charging of ala carte’ food items is not permitted C. PBJ will be a second choice at all schools every day. 2.) Competitive Food Sold in Lunchrooms – At no time during the regularly scheduled breakfast or lunch periods shall food or drink of minimal nutritional value be sold to the students. Specific items to be omitted are carbonated drinks, water ices, chewing gum, candies (hard candy, jellies and gums, marshmallow candies, fondant, licorice, cotton candy), and popcorn or candy coated popcorn. 3.) Other Foods Sold in Schools – All other recognized organizations desiring to sell food in the schools for the benefit of the schools shall not be permitted to sell during the scheduled breakfast and lunch periods. Any preparation and selling of food in the school cafeterias after scheduled breakfast and lunch periods must be approved by the Building Principal, and Director of Food Services at least four (4) weeks in advance of the scheduled benefit. 4.) Food Brought From Home - Fast food items and carbonated drinks brought in from parents or others is discouraged. Students are not permitted to have outside foods delivered from area food establishments. Any food brought in must be individual servings contained in a lunch bag or box. Family size chips or snacks are not permitted. Parents should try to provide a well balanced meal with individual servings and omit foods void of nutritional content. 5.) Community Participation – The Director of Food Services and staff shall encourage visitation from our community by inviting parents, news media, guests, and friends to our school cafeterias for lunch.
