HEATH MUNICIPAL BENEFITS CORPORATION (HMBC) and HEATH ECONOMIC DEVELOPMENT CORPORATION (HEDC) HEATH CITY HALL, 200 LAURENCE DRIVE, HEATH, TX 75032

THURSDAY, JANUARY 30,2020 REGULAR MEETING- 5:30 P.M.

1. Call to Order.

2. Public Comment This is an opportunity for the public to address the Board on any matter, except public hearings included on the agenda. Comments related to public hearings will be heard when the specific hearing begins. Public comments are limited to three {3) minutes per speaker, unless the speaker

requires the assistance of a translator, in which case the speaker is limited to six (6} minutes, in accordance with applicable law. To address the Board, please sign in prior to the start of the meeting. Each speaker shall approach the podium and state his/her name and street address before speaking. Speakers shall address the Board with civility that is conducive to appropriate public discussion. Speakers can address only the governing body as a whole and not individual city officials or employees. The public cannot speak from the gallery but only from the podium. The Board is not permitted to take action on or discuss any item not listed on the agenda. The Board may only: (1} make a statement of fact regarding the item; {2} make a statement concerning the policy regarding the item; or {3) propose the item be placed on a future agenda. (Tex. Govt Code §551.042.}.

5. Discussion and Action Regarding HMBC/HEDC Support to Help Expand Commerce in Heath through Community Activities such as Fireworks Displays. (K. Elam)

7. Discussion and Action Regarding Towne Center Park Infrastructure. (K. Elam)

8. Discussion and Action Regarding Allocating Funding for a Master Plan for the New Towne Center Overlay District. (K. Lasher)

9. Discussion and Action Regarding HEDC/HMBC Support to New and Existing Businesses in Heath for Marketing Purposes. (D. Lane)

10. EXECUTIVE SESSION: The Boards of the HMBC and the HEDC will recess into Executive Session (Closed Meeting) pursuant to the provisions of Chapter 551, Subchapter D, of the Texas Government Code:

§ 551.071 and §551.072: Consultation with attorney regarding a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter; and deliberate the purchase, exchange, lease, or value of real property, re: (i) TXDOT right-of-way near the intersection of FM-549 and FM-740; (ii) Towne Center District; and other economic development growth opportunities in Heath.

11. RECONVENE INTO REGULAR SESSION - In accordance with Texas Government Code, Chapter 551, the Boards will reconvene into Regular Session to consider action, if any, on matters discussed in Executive Session.

12. Adjourn.
